7. Skewed Power flow Scenarios of Gujarat system:

A. System Condition-1 (08-09-13 at 23:30 Hrs)

Gujarat Demand: 10916 MW

PGVCL Demand: 3785 MW

CGPL Gen; 3009 MW

EPGL Gen: 1028 MW

Wind Gen: 81 MW

Severe over loading on Jetpur / Amreli ICTs in range of 270 to 290 MW. Planned isolation of network of Rajkot / Jetpur / Amreli / Vartej area in order to

avoid major grid disturbance in case of contingency. Local generation in Saurashtra pocket such as GPPC Pipavav would have helped

to a great extent in absence of wind generation. Additional 400/220 KV ICTs have been planned at Jetpur / Amreli by GETCO &

expected to be commissioned by June-14. B. System Condition-2 (20-09-13 at 15:10 Hrs) Gujarat Demand: 12607 MW PGVCL Demand: 4086 MW CGPL Gen; 2155 MW EPGL Gen: 471 MW Wind Gen: 1011 MW No serious constraint in the saurashtra network. In absence of GIPCL at 132 KV, constraint in upstream network for Baroda city. Therefore, GIPCL costlier generation was kept on bar. If wind generation is low, then constraint at Jetpur & Amreli transformer capacity.

II. Brief on outcome of important meetings at OCC, RPC and NPC level:

1. NPC meeting:

The second meeting of NPC took place on 16th July, 2013 wherein it was decided that AUFLS scheme with 4 stages of frequency viz. 49.20, 49.0, 48.8 and, 48.6 Hz shall be implemented in a maximum period of three months. It was decided that whenever there is an instance of tripping of multiple critical transmission / generation elements in the grid, it should be got investigated and analyzed on immediate basis and remedial action should also be taken in a time bound manner under intimation to NPC secretariat / Grid management Division of CEA.

2. WRPC meeting: The 23rd WRPC meeting was held on 12.06.13 wherein following matters related to grid operation were discussed: Scheduling of Kawas and Gandhar gas stations of NTPC: It was decided that NTPC shall be allowed to divert / surrender the unutilized gas allocated to the above stations to other NTPC stations in the country after receipt of requisitions from beneficiaries and finalization of schedules on “Day ahead basis”. SPS at CGPL:

WRPC suggested that instead of tripping of coal mills, one 800 MW unit should be tripped for the grid conditions envisaged by RLDC / SLDC, since the generation reduction through tripping of coal mills would be slow and conditions specified by WRLDC / SLDC would demand instant reduction in generation at CGPL, so that aggravating congestion could be arrested.

During 450th OCC meeting held on 12.08.13, M/s CGPL informed that SPS has been made operational on 2nd Aug’13. SLDC, GETCO stated that the SPS implemented by CGPL executes backing down in place of unit tripping envisaged in the scheme. OCC advised CGPL to implement tripping of unit at CGPL as envisaged in the scheme. CGPL agreed to implement the same.

Proposal for Sugen Islanding Scheme:

WRPC suggested that a small group consisting representatives from WRLDC, SLDC- GETCO, GETCO and Torrent Power would be formed to look into the details of the scheme and come out with its finding.

3. OCC meetings of WRPC:

Shutdown of ISGS units under RSD (reserve shutdown) during low regional demand:

In 449th OCC meeting of WRPC on 15.07.13, SLDC-Gujarat raised point that during rainy season, regional demand drop of around 30% is observed especially during night hours. The integration of renewable energy injection also becomes a challenging job for load dispatcher. In spite of shutting down State generating units and reducing share of ISGS units, under drawl of the State would remain around 500 MW due to high wind injection.

In such condition, it is extremely difficult for SLDC to curb under drawl especially during night hours. At that time, RLDC should coordinate in the matter and extend all possible support to SLDC to contain under drawl of the State by shutting down of Central Sector (ISGS) units at least for a few days considering network security and merit order at Regional level. In the meeting, GM, WRLDC stated that if all the beneficiaries agree and consent has been given by all the beneficiaries at least for 72 Hrs. then proposal would be accepted for putting Central Sector unit under RSD.

Special Protection Scheme (SPS) for Gwalior-Agra D/C lines - requirement of backing down in western region: In 449th OCC meeting of WRPC on 15.07.13, it was discussed that backing down to the tune of 500 MW is required in WR when the power flow on Agra-Gwalior ckts I & II exceeds 1500 MW. The 500 MW backing down is to be distributed in following generating stations:

1. Korba STPS: 120 MW 2. Vindhyachal STPS: 196 MW 3. CGPL, Mundra: 184 MW

It was decided that all concerned shall initiate action in implementation of SPS within 3 month’s time. Defense Mechanism for High Frequency:

As per the decision in the 22nd WRPC meeting held on 26.2.2013, the following units were identified to help arresting the rise of frequency in case of islanding of Western Region from rest of the NEW grid.

1. KSTPS-7 (500MW) 2. VSTPS-7 (500MW) 3. CGPL-10 (830MW) In 450th OCC meeting on 12.08.13, NTPC informed that administrative approval is given by their Corporate Office and Scheme will be implemented in a month’s time. CGPL informed that they are ready to back down the required generation instead of tripping of one unit. In reply, Member Secretary reiterated that the response time of backing down generation is slower than tripping the unit and therefore requested CGPL to stick to the decision taken in 22nd WRPC meeting to trip the unit.

Special Protection Scheme for Essar Steel:

Essar Steel is connected to the grid through 400kV Jhanor- Essar Hazira D/C lines and two 400/220 kV, 500 MVA ICTs. At present, the import TTC for Essar Steel is fixed at 500 MW. Till the third ICT at Essar Steel is commissioned, the following SPS is required to be implemented at Essar Steel. a. Whenever one ICT trips, and if the total load drawn by Essar Steel is 500 MW, the

SPS shall trip at least 100 MW load at Essar Steel to prevent tripping of other ICT on over load.

b. Whenever one 400 kV Jhanor - Hazira line trips and if Essar Steel load is > 500 MW, at least 150 MW load shall trip at Essar Steel to take care of ‘N-1’ contingency of other Jhanor-Hazira tripping which may increase load on Jhanor-Sugen-Vapi.

Member Secretary of WRPC expressed that a separate meeting would be called.

4. Special meeting of WRPC: Proposal for KAPP Islanding Scheme:

A special meeting was held on 03.09.13 to discuss formulation of islanding scheme for KAPP. In the meeting, it was decided that the scheme has to be formulated by GETCO & KAPS and get it vetted by WRPC PCM. In this regard, a meeting was held on 08.10.13 at SLDC. Islanding scheme for KAPP is formulated and sent to RLDC for review and suggestion, if any. Sugen Islanding: Islanding scheme for Sugen was discussed during the meeting held on 03.09.13. It was decided that 220 kV D/C Kim – Sugen may be opened at higher frequency 48.2 Hz as a preparation to islanding and PLC based load trimming is to be implemented to match generation at Sugen. Sugen has to modify the islanding scheme. Revised scheme will be prepared by Sugen. Same will be sent to RLDC for further deliberation.

III. Brief on Draft Regulation by Hon’ble CERC on Deviation Settlement Mechanism and GEGC issued by Hon’ble GERC. Hon’ble CERC published draft on deviation settlement mechanism on its website. The objectives of the regulation are: To drive distribution utilities to go for planned procurement of electricity and creating

an environment for investors to set up new power plants and not to rely upon over-drawal from the grid for meeting their consumer demands.

Due to integration of regional grids, the economic cost of grid failures is too high and grid failures should be avoided at all costs.

To enforce strict volume limits on over drawal / under drawal and over-injection/under-injection irrespective of the grid frequency.

It will replace existing UI regulation.

It will restrict deviation volume both side (Under drawl / Over injection and Over drawl / Under injection).

Proposed Frequency band is from 49.95 to 50.05 Hz with step of 0.01 Hz.

Each of the regional entity such as generating station, beneficiary, buyer or the seller shall have to make their sign of deviation from schedule changed, at least once in every 6 time blocks.

SLDC had submitted following comments on draft regulation:

Frequency band should be 49.80 Hz to 50.10 Hz.

Under drawl of beneficiary or buyer / over injection of generator or seller shall be penalized with a token amount irrespective of quantum when frequency is above 50.10 Hz. It would support the system to maintain system voltage within the range specified in IEGC.

Deviation limits at State periphery should be enhanced to at least 5 % of their demand when frequency remains in the range of 49.80 Hz to 50.10 Hz (Proposed by SLDC-Gujarat) and there is no system constraint at inter state or inter regional level.

Enhancing UI limits will also reduce frequent up / down regulation and start / stop of generating units, thereby reducing wear and tear of units.

Hon’ble GERC published Gujarat Electricity Grid Code regulation-2013. It is applicable to Gujarat grid only. It came into force w. e. f 16.07.13. There are 11 sections in the code.

Agenda Point No. 4 Initiatives taken by SLDC during last six months to enhance system reliability and security:

i. SLDC has initiated RE desk to accommodate real time weather data of the State and forecast from the various reliable sources / tools and prepare anticipated variation for wind / Solar generation as well as load for same day, next day and for next 7 days with corrective update cycle of at least every 3 hours.

ii. Renewable Regulatory Fund (RRF) mechanism is implemented.

iii. 17 Nos. of RTUs were commissioned during last three months. Definitely, it helps to exercise monitoring and supervision of the system.

iv. LOI placed for installation & commissioning of PMUs. 25 locations are identified.

v. Joint survey with M/s Alstom for Up-gradation of SCADA and back up SLDC at Gandhinagar is over.

vi. ABT software development work is under progress. Documentation work for developing various modules is already finished.

vii. 400 KV, 125 MVAR Bus reactors are commissioned at Amreli, Varsana, Chorania, Hadala and Vadavi S/S. 400 KV, 63 MVAR bus reactor is commissioned at Jetpur S/S by GETCO. It helped extremely to control voltage during low load scenario. Switching operation of EHV lines (HV off) significantly reduced during last monsoon. It helped to make network available to great extent for mega generating stations.

viii. To enhance grid security, SPS (special protection scheme) is commissioned at Jetpur, Amreli, Asoj & Jambuva S/S to prevent over loading of ICTs. SPS in case of contingency of one circuit of 220 KV Ukai-Mota, 220 KV Amreli-Savarkundla & 220 KV Hadala-Nyara lines is commissioned.

ix. Islanding scheme for KAPS is framed and put up for WRPC approval.

x. Evaluation of islanding scheme for Sugen is under progress.

xi. Black start mock drill for Kawas NTPC unit with ichhapore S/S load is carried out successfully on 15.10.13.

xii. The preparatory meetings for black start mock drill for UHPS are over. Due to light

load conditions at Achhalia S/S, it could not be carried out. It is now planned during last week of Nov-13.

xiii. To avoid frequent tripping of 132 KV Lalpar- Wankaner, network topology change was proposed by SLDC. Same has been implemented by GETCO. As a result, 132 KV Lalpar - Wankaner line is directly connected to Dhrol S/S. As a result, no tripping has been observed on over load in new configuration.

xiv.To load 132 KV Karamsad – Gotri line, it was suggested to open 66 KV B/C at Gotri S/S. It has been implemented by GETCO during current month. As a result, the flow on this line is enhanced to around 25 MW.

Actions required for enhancing grid reliability.

1. Provision of Black Start DG set at DGBPS, UGBPS and GSEG

During last SOCC, It was proposed that feasibility for utilization of DG sets available at old DTPS shall be explored as a black start source for Dhuvaran and Utran GBPS. The representative from GSEG Hazira informed that for black starting their GTG of Stage-1, at least 2000 KVA DG set will be required and also, OEM has to be referred in the matter. Vide email dated 24.05.13, GSEG Hazira informed that in response to their query, OEM responded that present 2 x 625 MVA DG set can not be utilized as black start source for their unit. SLDC informed that as per CEA regulation (Technical Standards for Electric Plants) 2010, gas based units having capacity less than 100 MW should have black start DG source. The committee may like to discuss progress in the matter.

2. Brief about guideline for occurrence reporting: (Flash report / Detailed report):

During last meeting, SLDC informed that as per IEGC-2010, SLDC has to report all the

occurrences to Regional Load Despatch Center in time. Timely and accurate reporting of

occurrence plays an important role in grid operation so that further actions such as load

rejection, generation regulation shall be taken up quickly to avoid further depletion of network.

Also, relays and indications on each panel at the time of tripping shall be reported accurately

for both ends so that it would be helpful to analyze cause of occurrence and to plan remedial

actions to avoid recurrence. In the meeting, it was briefly explained that three types of

reporting for any occurrence are required and explained which points are to be covered.

1) Orally: Immediately

Any occurrence shall be immediately reported orally to SLDC control room on telephone

/ Mobile or PLCC.

3. Interconnection between 1st and 2nd Stages at GSEG, Hazira.

SLDC has requested many times that arrangement for interconnection between Stage-I and Stage-II at GSEG, Hazira has to be implemented at the earliest as it is purely the requirement of the system for improving the redundancy, reliability and operational flexibility. GETCO has shown willingness to extend all kind of support.

The committee may like to discuss progress in the matter.

4. Status of providing 125 MVAR bus reactor at EPGL switchyard:

During 3rd SOCC meeting, it was emphasized to keep aside the commercial issues and give

priority for installing and commissioning the bus reactor as it would ensure equipment safety at

EPGL end.

During 4th SOCC meeting, the point could not be raised as there was no representative from

M/s EPGL to offer comments in the matter.

The committee may like to discuss progress in the matter.

5. Need of SPS in case of non-availability of both 400 KV S/C Hadala-Jetpur and 400

KV S/C Hadala-Chorania lines:

When both EPGL units are on bar, the non-availability of both 400 KV S/C Hadala-Jetpur and

400 KV S/C Hadala-Chorania lines would lead to excessive over loading of ICTs at Hadala and

tripping of one ICT would lead to major black out in Saurashtra area. In order to avoid over

loading of ICTs under such condition, it is essential to trip one of the running units of EPGL.

6. Commissioning work for 2nd 220 KV ALTPS-KLTPS line:

On 06.08.13, GETCO Anjar had submitted estimate to ALTPS for stringing of last span near

ALTPS end and supply, erection & commissioning of PLCC system for 220 KV ALTPS -

KLTPS 2nd circuit. Till date, no response has been received. Hence, the work of commissioning

of 2nd 220 KV ALTPS – KLTPS line could not get materialized.

The committee may like to discuss progress in the matter.

7. Formulation / Review of various islanding schemes in the State:

Generally, tripping of generating unit on under frequency is set at 47.50 Hz. Last stage of

under frequency load shedding is now set at 48.60 Hz (earlier it was 48.20 Hz). Hence, there is

wide range of frequency margin (48.60 Hz to 47.50 Hz) available for formulation of island.

SLDC intends to formulate islanding schemes for various power stations or cluster of power

stations. There will be four stages for preparation of island.

1st Stage (48.60 Hz): Load shedding to match the load with generation from generating

station.

2nd Stage (48.40 Hz): Tripping of all other connectivity except connectivity with power

stations at grid substation which is identified for islanding operation.

3rd Stage (48.20 Hz): Tripping of all other connectivity except connectivity with load at

generating substation so as to form the island.

4th Stage (48.00 Hz): Load shedding in island if frequency further falls down in island.

SLDC is working on formulation of islanding scheme. Meanwhile, all are requested to comment

/ offer suggestions as per their generating unit characteristics.

8. Confirmation of SPS at APL, EPGL, CGPL & Various locations at GETCO:

M/s APL, EPGL and CGPL are requested to bring the current status of various SPS installed at

their premises.

CE (TR) GETCO is requested to bring current status of SPS installed / proposed at various

locations in GETCO transmission system.

o GETCO has informed that SPS are installed at Jetpur, Amreli, Asoj, Jambuva, Nyara,

and Savarkundla & Mota S/S.

o SLDC had earlier proposed SPS at Vapi & Bhilad S/S in case of contingency of 220 KV

S/C Chikhli–Vapi line or any one circuit of 220 KV D/C KAPP–Vapi line tripping.

9. Confirmation of RGMO for identified units:

In last SOCC meeting, it was decided that all RGMO eligible generators shall give self

certification for its availability and effective working every month to SLDC and WRLDC.

However, SLDC has not received such self certification from any RGMO eligible generators.

So, all RGMO eligible generators shall send self certification in the first week of every month.

10. Status of transmission elements (Thermo vision scanning) by GETCO.

Vide letter No. SLDC/CE/MIS/Hot line group/191013 dated 19/10/2013, all SE (TR), GETCO

were requested to assess the feasibility of deploying hot line group, who have been trained

especially to attend hot point, hot clamp, hot glow etc so that unnecessary outage of

transmission elements can be avoided.

The outage of CGPL-20 is given from 25.10.13 to 15.11.13 for generator transformer

inspection.

SLDC desires to know latest update for unit outage proposal for the period Nov-13 to Mar-14

during the meeting.

Also, vide letter No. SLDC/CE/MIS/Unit outage & Gen target 14-15/T-2690 Date: 03.10.2013, SLDC had requested unit wise schedule of planned maintenance, R& M to be carried out during 2014-15 and the unit wise yearly generation targets (with monthly breakup) for all generating units. SLDC received unit outage proposals from GSECL, SLPP, GIPCL, GSEG and CLPIPL. Other power station heads are requested to submit the same on or before 10.11.13 so as to enable SLDC for onward submission of the same to CEA, New Delhi and WRPC, Mumbai and to finalize unit outage schedule for the financial year 2014-15.

Agenda Point No. 7:

Implementation of ADMS

During last SOCC meeting, SLDC enquired on the latest update and course of action by all

DISCOMs for implementation of ADMS. SLDC informed that NLDC / WRLDC are continuously

monitoring unscheduled drawl of each State and not allowing over / under drawl by more than

150 MW. ADMS would definitely help to curb over drawl of DISCOMS especially when

frequency is below 49.80 Hz.

SLDC informed that for automatic load shedding under ADMS, following logics with ‘AND’

condition shall be featured in the scheme:

I. Average Frequency of block is below 49.80 Hz and there is downward trend of system

frequency.

II. State over drawl is more than 150 MW.

III. Particular DISCOM over drawl is more than 50 MW.

In this regard, all the four DISCOMs of GUVNL have identified the 66 KV feeders (G1 category

in each 220 KV S/S) but, further progress for implementation of ADMS has not taken place.
