PROJECT DESCRIPTION INTRODUCTION The purpose of the Project Description is to describe the proposed Project in a way that will be meaningful to the public, reviewing agencies, and decision‐makers. This Project Description focuses on project‐level details pertaining to the Barlow Hospital Replacement and Master Plan Project. As described in Section 15124 of the California Environmental Quality Act (CEQA) Guidelines, the Project Description in an EIR is required to contain the following information: (1) the location of the proposed Project, (2) a statement of Project objectives, (3) a general description of the Project’s technical, economic, and environmental characteristics, and (4) a statement briefly describing the intended uses of the EIR. The State CEQA Guidelines state that a Project Description need not be exhaustive, but should provide the level of detail needed for the evaluation and review of potential environmental impacts. The Project Description is the starting point for all environmental analysis required by the State CEQA Guidelines. Section 15146 of the State CEQA Guidelines states that “the degree of specificity required in an EIR will correspond to the degree of specificity involved in the underlying activity which is described in the EIR.” In this case, the proposed Project consists of the replacement of the existing Barlow Respiratory Hospital (also, Barlow Hospital) and redevelopment of the remainder of the Project site with residential, commercial, and community uses. This Project Description serves as the basis for the environmental analysis contained in this project‐level Draft EIR. 1. STATEMENT OF PROJECT OBJECTIVES As the underlying purpose of the proposed Project, Barlow Respiratory Hospital (Barlow Hospital) seeks to replace the existing 49‐bed long‐term acute care hospital facility on its main campus (the Project site) with a new 56‐bed acute care hospital, administration and support facility, and skilled nursing facility, and proposes redevelopment of the remainder of the property with land uses that would complement the proposed replacement hospital, be compatible with surrounding land uses, and serve as a mechanism for generating the funds for hospital construction in a timely manner. Barlow Hospital’s main hospital building suffered moderate structural damage in the 1994 Northridge earthquake and is required to demonstrate compliance with SB 1953, the Hospital Facilities Seismic Safety Act, which directs hospitals to evaluate and upgrade their general acute care hospital buildings for seismic resistance in accordance with standards developed by the California Office of Statewide Health Planning and Development to measure a building’s ability to

Thepurpose of theProjectDescription is to describe the proposedProject in away thatwill be

TheProjectDescription is the startingpoint for all environmental analysis requiredby the State

servesasthebasisfortheenvironmentalanalysiscontainedinthisproject‐levelDraftEIR.

1.  STATEMENT OF PROJECT OBJECTIVES 

AstheunderlyingpurposeoftheproposedProject,BarlowRespiratoryHospital(BarlowHospital)

seekstoreplacetheexisting49‐bedlong‐termacutecarehospitalfacilityonitsmaincampus(the

Projectsite)withanew56‐bedacutecarehospital,administrationandsupportfacility,andskilled

nursingfacility,andproposesredevelopmentoftheremainderofthepropertywithlandusesthat

wouldcomplementtheproposedreplacementhospital,becompatiblewithsurroundinglanduses,

andserveasamechanismforgeneratingthefundsforhospitalconstructioninatimelymanner.

withstand a major earthquake.1 An evaluation of the existing hospital facility led to the

determinationthatthebuildingwasdeficientwithrespecttoseismicsafetyaswellasfunctionally

obsolete and unable tomeet current required standards of patient care. Seismic retrofitting has

beendeemedtechnicallyinfeasiblebecauseofmissingorinadequateseismicreinforcementinthe

1927portionofthebuilding;inadequateseparationbetweenthe1927buildingand1974additions;

utilities, hallwaywidths, patient roomdimensions, anddisabled access that donotmeet current

hospital building code requirements; and the fact that hospital operations would be severely

disruptedorneedtoceaseduringsuchconstruction.Forthesereasons,BarlowHospitalhaselected

toconstructareplacementfacilityontheProjectsite.

ProjectObjectivesareasfollows:

a.  Replacement Hospital Objectives 

AllowBarlowHospital tocontinue fulfilling its coremissionof treatingcritically illor

highacuitypatients inan intensiveway,using individualizedtreatmentprogramsand

medicalexpertisegearedtowardsthepatient'sillnessandrequirements,withthegoal

ofmedicalrecovery.

PositionBarlowHospitaltoservecurrentandfuturechronicallyillpatientpopulations

through a variety of programs and levels of care in the future, such as prevention

services,outpatientandhomecare,andskillednursingandothersub‐acutecare.

Replace existing functionally obsolete, substandard hospital facilities with safe, new

state‐of‐the‐art hospital, associated administration and support facility, and a skilled

nursing facility thataccommodate theprovisionofdisaster relief andemergencycare

services.

Providethestandardofcarerequiredforgenerallong‐termacutecarehospitalstomeet

infection control and other safety requirements, such as one bed per hospital room,

adequate hospital room size to accommodate equipment, hallways and public spaces

that support emergency response and evacuation, and infrastructure to support

communicationsandothertechnologicalrequirements.

Maintainandexpandteachingandresearchaffiliations, transferagreement,andother

protocolsbetweenBarlowHospitalanditsaffiliatehospitals.

ContributetothealleviationoftheshortageofhospitalbedsinSouthernCaliforniaand

acutecarefacilitiesinLosAngelesCounty.

b.  Residential Community Objectives 

Contribute tomeeting long‐termdemand for for‐sale housing in the Silver Lake‐Echo

Park‐Elysian Heights Community Plan Area and in Los Angeles, close to jobs in the

downtownarea.

Preserve asmuchof thehistorical significanceof theProject site aspossible,without

compromisingpatientcareservicesorthedevelopmentofaresidentialcommunity.

Incorporatesustainabledesignandenergyconservationfeaturesintothedevelopment

of theproposedreplacementhospitalbuilding, associatedadministrationandsupport

facility,skillednursingfacility,andresidentialcommunity.

Incorporatearangeofeducationalandrecreationalamenitiesandactivitieswithmulti‐

generationalappealtoyouth,families,andseniorcitizensintotheproposedProject.

c.  Community Support, Service, and Enhancement Objectives 

Allow Barlow Hospital to continue to provide low‐cost and charitable health care

services to the Silver Lake‐Echo Park‐ElysianHeights communities, including but not

limitedtohealthfairs,classes,seminars,freehealthscreenings,flushots,andtheuseof

hospitalcampusfacilitiesforcommunitymeetings.

EnsurelanduseandarchitecturalcompatibilitybetweenthedevelopedProjectsiteand

surroundinglanduses,especiallyElysianParkandtheEchoParkcommunity.

Incorporate landscaping and open space into the proposed Project in a manner

complementaryoftheexistingaestheticcharacteroftheareaasdefinedbyElysianPark

andtheEchoParkneighborhood.

Enhance the visual appearance of the Project site along Stadium Way through the

implementationofaestheticimprovementsconsistentwiththeCity’srecommendations

fordesignatedScenicHighways.

transportation, including private vehicle, public transit, bicycle, and pedestrian use,

whileminimizingpotentialvehicularconflictsonStadiumWay.

Direct and calm traffic approaching and entering/exiting the Project site, to improve

vehicularandpedestriancirculationontheProjectsite,onStadiumWay,andinElysian

Park.

2.  PROJECT LOCATION 

BarlowHospital is located at 2000 StadiumWay in the EchoPark community of the City of Los

Angeles. Echo Park is located approximately two miles north of Downtown Los Angeles and

generallyextendsfromRiversideDriveandtheGoldenStateFreeway(Interstate5)onthenorthto

Temple Street just southof theHollywoodFreeway (U.S.Route101)on the south, and from the

Arroyo Seco Parkway (SR 110) on the east to Glendale Boulevard/Allesandro Street/Waterloo

Streetonthewest.SurroundingcommunitiesincludeElysianValleyandCypressParktothenorth

andnortheast,LosAngeles’sChinatownneighborhoodto thesouth,NortheastLosAngeles to the

east, and Silver Lake to the west. The Project area and Project site, respectively, are shown in

FiguresII‐1,RegionalLocationMap,andII‐2,ProjectVicinityMap.

RegionalaccesstotheProjectsiteisprovidedbytheGoldenStateFreeway,ArroyoSecoParkway,

andHollywoodFreeway.LocalaccesstotheProjectsiteisprovidedbyStadiumWay,whichextends

from the Golden State Freeway on the north to the Arroyo Seco Parkway on the south and is

designated as a Secondary Highway on the Silver Lake‐Echo Park‐Elysian Park Community Plan

LandUseMap.2

AnearlyresidentialsuburboftheCityofLosAngeles,EchoParkisnowcharacterizedbyamixof

landuses.DodgerStadium liesat theeasternedgeof the community,while the765‐acreElysian

Park,theCity’soldestandsecond‐largestpark,occupiesthenortheasternportion.Thecommunity

contains a number of distinct residential neighborhoods, includingAngelinoHeights, ColtonHill,

Edendale, Sunset Heights, Temple‐Beaudry, and Elysian Heights, as well as Echo Park and Echo

ParkLake.CommercialusesaregenerallyconcentratedalongSunsetBoulevard,TempleStreet,and

AlvaradoStreet.

ParkHills.TheeasternProjectsiteisboundedbyScottAvenueonthenortheastandBoylstonStreet

on the southeast. It is relatively flat where it has been previously graded and developed along

Stadium Way, with an elevation differential of approximately 20 feet from north to south and

approximately 85 feet between StadiumWay and the highest point on the eastern edge of the

property. The western Project site is bounded by Elysian Park Drive on the west and is

characterizedbysteepslopesrisingapproximately140feetaboveStadiumWay.

AdjacentlandusesincludeElysianParktothenorth;theLosAngelesPoliceAcademytothenorth

acrossAcademyWay;single‐familyresidencesonBoylstonStreettothenortheast;DodgerStadium

and surface parking to the east and south; and to thewest, a neighborhoodof single‐family and

multi‐familyresidencesandVictoryMemorialGroveandOverlook,whichareElysianParkfacilities,

onElysianParkDrive.

3.  PROJECT BACKGROUND 

a.  Barlow Respiratory Hospital  

Barlow Hospital was founded in 1902, as Barlow Sanatorium, for the treatment of tuberculosis

patients.Itiscurrentlydevelopedwithatotalof39buildingsoriginallyconstructedbetween1915

and1972.Themainhospitalbuildingwasbuiltinphasesbeginningin1927andwasmostrecently

expandedinthe1980s.

TheBarlowHospitalpropertywasdeterminedeligibleforlistingintheNationalRegisterofHistoric

PlacesasanHistoricDistrictin1992,andisthereforelistedontheCaliforniaRegisterofHistorical

Resources.ThepropertyalsowasdesignatedLosAngelesHistoric‐CulturalMonumentNo.504in

1991by theCityofLosAngeles.Theperiodofhistorical significance for theProject siteextends

from1902,whentheProjectsitewaspurchased,to1952,whentheSanatoriumbegantoexpandits

missiontoencompassarangeofpulmonarydiseases.Thirty‐twooftheexisting39buildingsonthe

Project site date to the period of significance, with the remaining seven existing buildings

considered noncontributors either because they were constructed after the period of historic

significanceorastheresultofalterationsleadingtoalossofhistoricintegrity.3

Barlow Hospital today is a long‐term acute care hospital that treats patients with complex

respiratory and relatedmedical conditions who require extended hospital stays and specialized

care.Inadditiontoinpatientservices,itprovidesoutpatientpulmonaryrehabilitationservicesand

otherpatientandfamilysupportservices,andconductsresearchintothestudyofpotentialclinical

applications of the treatments and technologies related to ventilator dependency, respiratory

failure, and other diseases of the respiratory and medically complex patient.Barlow Hospital

operates49licensedlong‐termacutecarebedsontheProjectsite,includingsixintensivecareunit

(ICU)beds,andtreatsnearly800patientsannually.Thehospitalcurrentlyemploysapproximately

344 full‐time and part‐time staff, including 250 clinical staff and 94 administrative and service

supportstaff,andoperates24hoursperday,7daysperweek.

The average Barlow Hospital patient stay in 2011, the most recent period for which data is

available,was31.9days,foranannualpatient‐daytreatmentof25,254days.4Eighty‐fivepercent

ofallBarlowHospital’sadmissionsarerespiratory,comparedto46percentforalllong‐termacute

intensive care facilities in general acute care hospitals. Themajority of hospitals in Los Angeles

Countyaregeneralacutecarehospitals,wheretheaveragestayisfourtosixdays;fewerthan10

providelong‐termcare.Theabilityofalong‐termacutecarehospitaltoadmitapatientforalong‐

termstaythereforeallowsincreasedturnoverinareageneralacutecarehospitals.

InadditiontotheProjectsite,whichconstitutesthemaincampus,BarlowHospitaloperatesbeds

under its license at two other facilities: Presbyterian Intercommunity Hospital in Whittier and

ValleyPresbyterianHospitalinVanNuys.TheproposedProjectencompassesonlytheProjectsite;

bedsoperatedunderBarlowHospital’s licenseatotherfacilitiesarenotaffectedbyorpartofthe

proposedProject.

b.TheNorthridgeEarthquakeandSB1953,SB1661

The1994NorthridgeEarthquakecausedextensivedamagetohospitalsthroughouttheLosAngeles

region,necessitatingtheimmediateclosureof11facilitiesandincreasingthepatientcareburden

forstill‐operationalhospitals.Asaresultoftheearthquake,theStatesignedSB1953,theHospital

FacilitiesSeismicSafetyAct,intolawinSeptember1994,directinghospitalsinCaliforniatocomply

withseismicbuildingcodesafetyrequirementsbyspecificdeadlines.5

Barlow’s main hospital building on the Project site, which houses current hospital operations,

suffered structural damage in the Northridge earthquake. A structural assessment of all of the

buildings on the Project site, including the hospital building, was conducted in 1998 and

characterizedtheearthquakedamagetothe1926hospitalbuildingand1916cafeteriaadditionas

significant, with underlying structural deficiencies.6 Needed structural repairs are described as

affectingallportionsofthehospitalbuildingandlikelytoexceed50percentofthecostofbuilding

replacement,aswellasresultinginmajordisruptionorcessationofhospitaloperationsandalikely

permanentreductioninbedcountastheresultofADAcompliance.

A report prepared in 1999 evaluated the 1972 hospital building additions and noted serious

seismic deficiencies, weakening resulting from the Northridge earthquake, and the potential for

significantfutureearthquakedamage.7

Themostrecentsurveyofthehospitalbuildingevaluateditsstructuralstrengthinaccordancewith

FEMA’sHAZARDSU.S. (HAZUS)AssessmentProgram, a seismic evaluationprogram forhospitals

developedtoimplementtheseismicsafetyrequirementsofSB1953anddeterminetheprobability

of collapse. Under the HAZUS Program, hospital buildings fall into one of five structural

performancecategories(SPC),withSPC1buildingsrepresentingthosemostatmostriskandSPC5

buildings fully in compliancewith SB 1953 structural safety requirements. BarlowHospitalwas

confirmedtobeanSPC1building,withanestimated5.75percentriskofcollapsefollowingmajor

groundshaking.SB1953requiresSPC1hospitalstodemonstratecompliancewithseismiccodeby

January1,2013;thesubsequentlyenactedSB1661allowshospitalsthatareplanningreplacement

facilitiestooperateuntilJanuary1,2015undercertaincircumstances.

Therefore, BarlowHospital is only permitted to continue operations in its current, unretrofitted

facility until January 1, 2013. In accordance with SB 1953, Barlow Hospital submitted an

application to OSHPD to construct a replacement facility that meets current seismic code

requirementsforhospitals;approvalofschematicdesign/structuralframingwasgrantedin2009.8

The 2009 approval allows Barlow to continue operations until January 1, 2013 while finalizing

hospital plans, developing a construction schedule, and identifying contractors. Under SB 1661,

Barlowmay apply for an extension to continue operations in its current facility until January 1,

2015,butinordertoqualifyfortheextension,itmusthavecompletedenvironmentalreviewand

securedthenecessaryentitlementsforthereplacementhospital,beunderconstructionatthetime

of the extension request, and be able to demonstrate reasonable progress toward meeting the

deadlineofoccupyingareplacementfacilityonorbeforeJanuary1,2015.

c.  Project Overview 

The applicant seeks to construct a replacementhospital, administrationand support facility, and

skillednursingfacilityonaportionof theProjectsite.Theapplicantalsoseeksredevelopmentof

theremainderoftheProjectsitewithacollectionofresidentialcommunitiestoaugmentandhelp

fund the proposed replacement hospital. The residential communities are intended to be

compatiblewith surrounding landuses, includingElysianParkand theEchoParkneighborhood.

Elevenofthe39existingbuildingsontheProjectsitewouldberetainedaspartoftheProjectand

adaptedbyBarlowHospital forarangeofuses forthebenefitofProjectresidentsandthe larger

EchoParkcommunity.Theremaining28buildingsontheProjectsitewouldbedemolished.

ToinitiatetheCEQAcomplianceprocessforimplementationoftheproposedMasterPlanProject,

theNoticeofPreparationand InitialStudy for theBarlowHospitalReplacementandMasterPlan

4.  EXISTING CONDITIONS 

a.  Project Site Overview 

Development on the eastern andwestern Project sites includes a collection of 39 buildings and

structures built between 1915 and 1972; surface parking; internal roadways; common outdoor

areas;ornamental landscapingandgardens;andundevelopedhillsideslopessupportingamixof

ornamental,ruderal,andnativevegetation.

TheeasternProjectsitecontains28buildings,includingthemainhospitalcomplex,whichhouses

present operations; patient service and administrative facilities; a library; and ten former

residences (“cottages”) set into the slope that forms the eastern edge of the site. The western

ProjectsitecontainseightresidentialcottagesalongStadiumWayandtwocurrentlyoccupiedstaff

residences, theMedicalDirector’sResidence and theDoctor’s Cottage, at the top of the slope on

ElysianParkDrive.

On‐site development is summarized inTable II‐1, SummaryofExistingFacilities, and, as shown

therein, totals approximately 138,380 square feet. Of the 39 existing on‐site buildings, 32 are

consideredcontributorstotheBarlowHospitalHistoricDistrict,asindicatedinthe“BuildingNo.”

column inTable II‐1. Some pedestrian circulation and landscape features are also contributing

elements to the Historic District. The remaining seven buildings on the Project site were either

constructed after the period of significance or have been heavily altered and no longer retain

historicintegrity,andarenotconsideredcontributorstotheHistoricDistrict.

ExistingdevelopmentisshowninFigureII‐3,AerialPhotoofVicinity,andFigureII‐4,AerialPhoto

ofProjectSite,previouslyreferenced,andinFigureII‐5,ProjectSite–ExistingDevelopment.

The Project site is designated as OS, Open Space, in the Silver Lake–Echo Park–Elysian Valley

CommunityPlan.Thisdesignationdenotes land that supportsoneormoreof the followinguses:

recreationalandeducationalopportunities;scenic,cultural,andhistoricalvalues;publichealthand

safety;preservationofcommunityidentity;preservationofnaturalresources;andpreservationof

physicalorscenicresources,includingtopographicfeaturesandridgeprotection.Thedesignation

doesnotnecessarilyconnotepubliclyaccessible lands; theProject sitehasbeenprivatelyowned

andoperatedasahospitalsince1903anddoesnotcontainpubliclandsorparklands.

ThemajorityoftheexistingparkingsupplyforBarlowHospitalislocatedontheeasternProjectsite

inseveralsurfaceparkinglots,scatteredgroupingsofparkingspacesadjacenttocertainbuildings,

Theprimarylotforhospitalemployees,patientsandvisitors,with74spaces,occupiesthesouthern

tipofthesiteandisaccessedfromStadiumWayjustnorthofBoylstonStreet.

A second, smaller surface lot serving hospital employees and patients, with approximately 39

spaces, is located north of the main hospital building (Building No. 2) and behind Birge Hall

SmallsurfaceparkinglotsarelocatedatthenortheasternedgeoftheeasternProjectsite,accessed

Thecottageson thewesternProjectsiteareaccessibleviaadrivewayoffStadiumWay,opposite

themainhospitalbuilding,thatprovidesparkingforseveralvehicles.Thetworesidentialbuildings

atthetopoftheslopealongElysianParkWayarealsoservedbydrivewaysandparkingforseveral

cars.

On‐site parking totals approximately 146 spaces. On‐street parking is permitted by the City on

StadiumWay,ScottAvenue,andBoylstonStreet.

5.  PROJECT CHARACTERISTICS 

a.  Project Overview 

The proposed Project would construct a replacement hospital, associated administration and

supportfacility,andskillednursingfacility,plusrequiredparking,onaparceloccupyingaportion

oftheeasternProjectsite.NinebuildingsdeterminedtocontributetotheBarlowHospitalHistoric

Districtwould be retained and located on a single proposed parcel adjacent to the replacement

hospital, and an additional two contributing buildingswould be retained on thewestern Project

site.

TheremainderoftheProjectsitewouldbesubdividedanddevelopedwithupto888multi‐family

dwellingunits,includingcondominiumsandtownhomes,andapproximately15,000squarefeetof

neighborhood‐serving commercial uses. The residential portion of the proposed Project would

compriseacollectionofsmallresidentialcommunities.

The residential component of the Project is intended to complement the proposed replacement

hospital and acknowledge the historical use of the site. This would be achieved through

incorporation of sustainable design and energy conservation features into building design,

construction,andlandscaping;theprovisionofapproximately8.8acresofopenspaceincluding1,8

acres of recreational amenities; and the provision of community rooms and multigenerational

programsforusebyresidentsoftheProjectsite’sresidentialcommunityandthelargerEchoPark

community.AmenitiesproposedontheProjectsiteincludethefollowing:

Publicly accessible community space and community‐serving programs in adaptively

reused historic buildings on the hospital property (totaling approximately 1,500 square

feet);

Publicuseofhospitalmeetingroomsforcommunitymeetings;

Hospitalmealsdeliveredtoseniorhomeowners;

CentralswimmingpoolandtwoJacuzzis/spas;

Twoplaygroundswithplayequipmentforchildrentotaling0.50acres;

Sportsfacilities,includingbasketball,handball,andtenniscourts;

Fitnessroomsineachresidentialbuilding;

Walkingtrails;

HillsidestairssimilartothosefoundthroughoutEchoPark;

Communitygardenstotaling0.75acres;

Bicyclepathsandparking;and

As shown inFigure II‐6,ProposedSitePlan, the applicantproposes to subdivide theProject site

into15parcels and seekGeneralPlanAmendments andZoneChanges consistentwithproposed

redevelopment. One proposed parcelwould encompass the replacement hospital, administration

parcelswouldbedevelopedwithresidentialuses(proposedParcels1–6and8–13)andoneparcel

would be developed with residential plus neighborhood‐serving commercial uses (proposed

Parcel7). The residential uses on proposed Parcels 1‐12 would be condominiums; those on

proposedParcel13wouldbetownhomes.

General Plan Amendments are sought to change the land use designation from Open Space to

Neighborhood Commercial for the proposed Hospital and Historical Parcels; High Medium

Residential forproposedParcels1‐12;andLowDensityResidential forproposedParcel13.Zone

Changes are proposed from A1 to [Q]C1, Limited Commercial, for the Hospital and Historical

Parcels; [Q]RAS4,Residential/Accessory Services, forproposedParcels1 through12; andRD1.5,

Restricted Density Multiple Dwelling, for proposed Parcel 13. Major Project components are

describedbelowandillustratedinrenderingsshowninFiguresII‐7throughII‐10.

wouldbesitedtogetherwithinaproposed3.25‐acreHospitalParcelatthecornerofStadiumWay

andBoylstonStreet,atthesoutherntipoftheeasternProjectsite.Eachofthethreefacilitiesonthis

parcelisdescribedbelow.

Long‐Term Acute Care Respiratory Hospital 

The proposed replacement hospital would be located south of the current hospital. It would be

approximately83,000squarefeetandwouldhouse56beds,anincreaseof13,750squarefeetand

sevenbeds(includingtwoadditionalICUbeds)comparedtotheexistinghospital.Thereplacement

hospitalwouldbefourstories(51feet)inheightaboveadjacentgradeandconstructedinamodern

architectural style.11 The replacement hospitalwould continue to provide all services presently

offered by Barlow Hospital and would include eight acute respiratory care (ICU) beds and 48

general acute care beds; surgery; radiology; a lab and pharmacy; acute care nursing; a nursing

supportunit;diagnosticandtreatmentservices;andadministrativeandgeneralsupportservices.

Project implementation would also include a comprehensive upgrade of equipment and

infrastructuretosupporttheneedsofamodernhospital.Hospitalhoursofoperationwouldremain

unchangedfromcurrenthospitalhoursofoperationat24hoursperday,7daysperweek.

Thereplacementhospitalandadministrationandsupportfacilitywouldemployapproximately369

full‐time and part‐time employees, an increase of 25 employees over the number currently

employedbythehospital.

Administration and Support Facility  

An administration and support facility is proposed adjoining the proposed replacement hospital.

Thisfacilitywouldbeapproximately31,000squarefeetandfourstories(66feet)inheightabove

adjacent grade, and would be accessible, but structurally and functionally separate, from the

hospital.Itwouldhousenon‐acutecarehospitalcomponents,someofwhicharecurrentlyhoused

in the existing hospital, including a pharmacy, administrative staff offices, meeting rooms, staff

lounge,kitchen,andotherrelateduses.

Skilled Nursing Facility  

Theproposed24‐bedsubacutecare skillednursing facilitywouldbesitedsouthof theproposed

replacement hospital, near the southernmost tip of the Project site. It would be approximately

17,000 square feet and would occupy the second story above a single‐level, at‐grade parking

structure (or podium), for a height of 35 feet above adjacent grade. The skilled nursing facility

would offer rehabilitative or long‐term skilled medical care for patients recovering from

respiratoryillnesses.Amenitieswouldincludeanursingstation,medicationroom,utilityrooms,a

diningroom,commonareas,andadministrativeoffices.Theskillednursingfacilitywouldoperate

24hoursperday,7daysperweek,andwouldemployanestimated96employees,or4employees

perbed.

This facility isplannedasthe finalphaseofconstructionandwouldbeconstructedonthesiteof

proposedsurfaceparkingforthereplacementhospital,abovestructuredparking.(SeeSection6,

ProjectConstructionforadetaileddiscussionofphasing).

ii.  Ancillary Hospital Parcel Containing Historic Buildings (“Historical Parcel”)  

TheproposedProjectwouldretainnineexistingbuildingsandsomeoftheexistinghardscapeand

landscapewithinaproposed2.13‐acreparcelnorthoftheproposedHospitalParcel.Allbuildings

proposed for retentionare contributors to theBarlowHospitalHistoricDistrict, andsomeof the

hardscape and landscape, and most would remain in their current (original) locations. The

residents, and theEchoPark community.Buildings tobe retained in thisproposedparcelwould

totalapproximately8,335squarefeet.

iii.  Residential/Commercial Parcels 1‐13 

ProposedParcels1‐6and8‐13wouldvaryinsizefrom0.54acresto6.64acresandwouldcontain

theproposedProject’sresidentialuses.Theproposedresidentialdevelopmentconsistsofseveral

small,interconnectedcommunitiesoffor‐salecondominiums.ProposedParcels1‐6and8‐12would

containbetween46and120dwellingunitsapiece;proposedParcel13wouldhousethreebuildings

containing18townhomes.Atotalofupto888newdwellingunitswouldbedevelopedsite‐wide,

including444one‐bedroomunits,426two‐bedroomunits,and18three‐bedroomunits.

ProposedParcel7,ontheeasternProjectsite,wouldbeapproximatelyoneacreinsizeandwould

be developed with 78 residential units and approximately 15,000 square feet of neighborhood

commercial uses to serveProject residents. Thesewould include suchuses as a coffee shop, dry

cleaning,andsimilarestablishments.

TheresidentialbuildingsonproposedParcels1‐12wouldbeamaximumoffourstories,or75feet,

inheightaboveadjacentgrade,includingpartiallysubterraneanparkingpodiums.Thetownhome

buildingsonproposedParcel13wouldbethreestories,or35feet,inheightaboveadjacentgrade.

Residentialbuildingswouldbeconstructed inavarietyofarchitecturalstylesthatreflectandare

compatiblewiththeexistinghistoricallysignificantbuildingsontheProjectsiteaswellastheEcho

Park and Silver Lake communities, and could include Craftsman, Spanish Colonial Revival, and

Midcentury Modern styles. The buildings would be connected by walkways, or “paseos”, and

staircasestoprovidehillsideaccessinthemannerofexistingoutdoorstaircasesthroughoutEcho

Park.

iv.  Development Summary  

Proposed new development on the Project site plus buildings to be retained is summarized in

Table II‐2, Proposed Development Plus Existing Buildings to be Retained. As shown therein, the

proposedfloorarearatio(FAR)forthedevelopedProjectsiteasawholewouldbe1.12(1,211,115

/1,080,288),althoughdevelopmentdensitieswouldvaryindifferentproposedparcels.Proposed

per acre (du/acre). Proposed Parcels 6 through 12 on the eastern Project site would contain

between75and91du/peracre.ProposedParcel13wouldcontain2.7du/acre.

Of the 39 existing buildings on the Project site, totaling approximately 138,380 square feet, 28

buildings totaling approximately 123,865 square feet would be demolished. Buildings to be

demolished include21of the32 contributors to theHistoricDistrict plus sevennoncontributing

buildings.Mostoftheexistinghardscapeandlandscapefeatures,includingcontributingfeaturesto

theHistoricDistrict,wouldalsobedemolished.

TheBarlowHospitalReplacementandMasterPlanProjectisexpectedtorequireapproximately10

years for full implementation followingProject approval by theCity of LosAngeles,withProject

approvalexpectedin2012.

b.  Vehicular Access, Circulation and Parking 

AccessandCirculation. Loadingdocksandserviceyardsfortheproposedreplacementhospital,

administration and support facility, and skillednursing facilitywouldbe accessed fromBoylston

Street. Employee and visitor ingress and egress to the sitewould be provided on StadiumWay.

Access to the proposed residential communities and associated commercial uses on the eastern

Project site would be provided by driveways on StadiumWay and Scott Avenue. The western

Project sitewould be accessed by two driveways on StadiumWay, including one near Boylston

Street andone to thenorth, closer toAcademyRoad.Both theeasternandwesternProject sites

wouldbebisectedbyinternalroadwaysthatwouldprovideaccesstosubterraneanparkingforthe

residential buildings. The internal roadways would be approximately 40 feet in width to

accommodatefirelanes,pedestriansidewalks,andlandscapedparkways.

Parking. Project parkingdemand is summarized inTable II‐2,previously referenced.As shown

therein,ProjectparkingwouldbeprovidedinaccordancewithLAMCrequirements.Atotalof112

employeeandvisitorparkingspaces,or2.0spacesperbed,isproposedforthe56‐bedreplacement

hospital and administration and support facility. These spaces would initially be provided in a

surface lot adjacent to the proposed replacement hospital. When the proposed 24‐bed skilled

nursing facility is constructed, an additional 48 parking spaces, or 2.0 spaces per bed,would be

provided. At that time,parking for thehospital andnursing facilitywouldbeprovided in anat‐

gradepodiumstructurewiththenursingfacilityoccupyingthesecondstory.

Parking for the residential and commercial uses in proposedParcels 1‐12would be provided in

partiallysubterraneanpodiumparkingstructuresandwouldbedistributed inabalancedfashion

across the Project site. Parking for the proposed townhomes on proposed Parcel 13 would be

provided in attachedgarages. Parking for theproposed replacement hospital and administration

and support facilitieswould be provided in a surface lot south of these buildings, andwould be

replacedwithstructuredparkingatthetimetheskillednursingfacilityisconstructed;structured

parkingwouldthenaccommodatetheproposedreplacementhospital,administrationandsupport

facilities,andskillednursingfacility.

TheProjectincorporatesthemandatoryaffordablehousingreducedparkingincentiveprovidedby

LAMCSection12.22.A.25(d)(1),whichallowsareductionintheresidentialparkingrequirementif

the Project proposes at least a 10 percent set‐aside for low‐income households. The Project

proposes 444 one‐bedroom units, 426 two‐bedroom units, and 18 three‐bedroom units. Under

ParkingOption1ofthedensitybonusordinance,therequiredparkingratioforallresidentialunits

in a project, inclusive of handicapped and guest parking,may be reduced to one space per one‐

bedroom unit and two spaces for each two‐ and three‐bedroom unit. Based on this ratio, the

parking requirement for the residential component of theProject totals 1,332 spaces.TheLAMC

parking requirement for the Project’s commercial component (i.e., Specialty Retail uses) is 60

spaces.

The proposed Project would therefore provide a total of 1,552 on‐site parking spaces. This is

compliantwith LAMC and is expected tomeet all Project parking demand.12 SeeSection IV.L,

Transportation,ofthisDraftEIRforfurtherdiscussionofparkingdemandandsupply.

c.  Landscaping  

TheconfigurationofopenspaceandproposedlandscapeprogramfortheProjectsiteareintended

to build upon the historical use of the property while complementing the proposed community

comprisingtheresidentialandhospitaluses,andrespectingthepark‐likecharacterandsettingof

theProjectsite.Guidingprinciplesforthelandscapeprogramareasfollows:

Expandthepark‐likefeeloftheProjectsite;

Providelandscapescreeningofundesirableviewsandadjacentheavytrafficareassuchas

DodgerStadium;

WithintheproposedHospitalandHistoricalParcels,landscapeplantingswouldbeusedtohighlight

driveway and building points of entry, complement existing and new buildings, and (in the

proposed Hospital Parcel) soften building massing and hardscape areas (i.e., roadways, surface

parking,and/orparkingstructures).

Portions of the historical landscape, including trees and plantings, open areas, gardens, and

pedestrianwalkways,wouldberetainedwithintheproposedHistoricalParcel(SeeSectionIV.D,

HistoricalResources,ofthisDraftEIRforfurtherdiscussion).Thisareawouldserveasamajoropen

spacefeatureatthecenteroftheeasternProjectsite,preservingtheexistingviewsfromStadium

Way and providing a buffer between the replacement hospital and associated facilities and

activitiestothesouthandresidentialuses

SpecificdesignguidelinesandplantpaletteswouldbeimplementedwithintheproposedHistorical

Parcel, Hospital Parcel, and residential parcels on the Project site, and along internal street

frontagesandstreetssurroundingtheProjectsite.

Plantingsalongthestreetfrontagesofparcelswouldvary.StadiumWaywouldbelinedwithfive‐

footlandscapedpedestrianparkwaysalongbothsidesofthestreet.Whererequired,retainingwalls

wouldbelow,cladwithunobtrusivematerials,andvegetated.StreettreesalongStadiumwouldnot

mimic or compete with the palms lining StadiumWay north of Academy Road (Avenue of the

Palms), but would reflect the naturally‐occurring tree species on the Project site, such as

sycamores.

InteriorstreetscapesonthewesternProjectsitewouldcomplementthetallbuildingsandnarrow

rightofway,andwouldincludesmaller‐scaletrees,closelyspacedtodistinguishitfromthemore

formal,large‐scaledStadiumWaystreetscape.

d.  Lighting and Signage 

AmbientnighttimelightlevelsintheProjectareavaryconsiderably,influencedbythepresenceof

DodgerStadium immediately to theeast,which isverybrightly illuminatedwhen inuse;Elysian

Parktothenorth,whichexhibitsrelativelylowlevelsofnighttimelighting;andsingle‐andmulti‐

family residential uses to thewest along Elysian ParkDrive, an area that ismoderately brightly

illuminatedatnightbutscreenedfromviewintheProjectvicinitybytopography.

Lightingon theProjectsitewouldbedesigned tobeappropriate for thedifferentusesproposed.

The primary objective of proposed lighting is to illuminate building entrances, common areas,

pedestrian walkways, parking structures entrances, and surface parking lots to ensure a safe,

adequatelylightednighttimeenvironmentontheProjectsiteforhospitalpatients,employees,and

i.  Hospital Parcel 

Lighting within the proposed Hospital Parcel would focus on illuminating the primary hospital

entrance, skilled nursing facility, and parking areas to allow for the safe interaction of patients,

visitors, employees and vehicular traffic. Pedestrianwalkwayswould also be lighted. Additional

exterior lighting may include the illumination of loading dock and truck bay areas serving the

hospital; decorative uplighting of building facades and other architectural features, especially

wherevisiblefrompublicrights‐of‐waysuchasStadiumWay;illuminationofoutdoorareaswhere

peopleareexpectedtocongregate;andlandscapeuplights.Illuminatedmonumentsignageforthe

hospitalandskillednursingfacilityandoverhead lightingmaybe implementedat theparking lot

entranceoff StadiumWay.Exterior lightingwouldnormallybedirecteddownward to illuminate

walkingorworkingsurfacesandshieldedtopreventglare.

ii.  Historical Parcel 

The proposedHistorical Parcelwould be illuminated to lower levels than the proposedHospital

Parcelandwouldserveasa transitionalareabetween thehospitalandresidentialparcels to the

northandeast.LightinginthispartoftheProjectsitewouldincludeilluminatedbuildingentrances,

pedestrianwalkways,andcommonareas,aswellaslandscapeuplighting.

iii.  Residential Parcels 

Lighting throughout the residential portions of the Project site would vary with the design of

buildingsandoutdooramenitiesandcommonareas.Generally,lightingwouldemphasizebuilding

entrances,commonareasandamenitiessuchaspools,andpedestrianwalkways,andisintendedto

createasafeandattractivenighttimeenvironmentconducivetopedestrianactivitythroughoutthe

e.  Utilities and Infrastructure 

The Project site has been in operation as a hospital since 1903 and is located in an established

urbanized area that is served by water supply, wastewater, storm drain, and other utility

infrastructure.ProjectimplementationisexpectedtorequirenewinfrastructureontheProjectsite

for stormwater management, water supply (domestic and fire flow), sanitary sewer needs, and

electricity and natural gas. Connections to, and possible upgrading of, off‐site municipal

infrastructurewouldbenecessary.SeeSectionIV.Gforfurtherdiscussionofproposedstormwater

management and Sections IV.M.1 through IV.M.4 of this Draft EIR for further discussion of

anticipated utility demand and infrastructure improvements pertaining to water supply,

wastewater,andelectricityandnaturalgas,aswellasfordiscussionofProject‐relatedsolidwaste

collectionanddisposal.

6.  PROJECT CONSTRUCTION 

a.  Project Phasing 

The applicant has developed a strategy for hospital replacement and redevelopment of the

remainderof theProject site.TheproposedProjectwouldbe implemented in13phasesoveran

approximately10‐yearperiod,withbuildoutanticipatedfortheyear2022.Eachconstructionphase

would include site clearance, demolition, grading and excavation, and construction/building

finishingactivities,andtherequiredmitigationmeasuresforeachenvironmentaltopicasdefined

inSectionIV,ImpactAnalysis,andsummarizedinSectionI,ExecutiveSummary,ofthisDraftEIR

would be implemented during each distinct phase of construction and operation, as applicable.

Although the precise sequencing and location of proposed construction phases have not been

defined,itisassumedthatsomeoverlapbetweenphasesmayoccur,includingoverlapbetweenthe

completionof onephaseand the startof another, or simultaneous commencementofmore than

The firstProjectphaseencompassesconstructionof thereplacementhospitalandadministration

andsupportfacilityinordertomeetdeadlinessetbytheOfficeofStatewideHealthPlanningand

Developmentfordemonstratingprogresstowardthereplacementhospitalgoal.Implementationof

this phase would result in construction of the approximately 83,000‐square‐foot hospital and

31,000‐square‐foot administration and support facility, as well as surface parking, hardscape

installation,andnecessaryinfrastructureimprovements.

The development of approximately 25 percent of all required on‐site roadways and utility

improvementswouldbeundertakenasastandalonephasepriortotheconstructionofresidential

uses,withsubsequentimprovementsundertakenaspartoftherespectiveresidentialconstruction

phases.

TheresidentialcomponentoftheproposedProject(ResidentialPhases1throughIX)isproposedto

followhospitalconstructionandtheinitialinfrastructureconstructionphase,witheachresidential

constructionphaseexpected to requireoneyear (includingsiteclearing,demolition, gradingand

excavation,andconstruction)andconstructapproximately100condominiumunits.Construction

of the proposed commercial uses on proposed Parcel 7 and adaptive reuse of buildings to be

retainedintheproposedHistoricalParcelwouldoccurafterapproximatelyhalfof theresidential

unitsareconstructed,withcommercialconstructionproposedaspartofResidentialPhaseIV.

Theskillednursingfacilitywouldbeconstructedinasinglephase,atwhichtimethereplacement

hospital’ssurfaceparkingwouldbereplacedwithpodium(structuredat‐grade)parking,withthe

nursing facility occupying the second floor above the podium. The skilled nursing facility is

proposedasthefinalconstructionphase.

7.  INTENDED USES OF THE EIR 

This EIR will serve as the primary source of environmental information for the actions and

approvals associatedwith implementation of the BarlowHospital Replacement andMaster Plan

Project.InaccordancewithSection21002.1ofthePublicResourcesCode,alsoknownastheCEQA

statute,thisEIRisintendedtoprovidetheCityofLosAngeleswithinformationastothepotential

environmental effects of the Project, alternatives to the Project, andmitigationmeasures which

mayreduceoravoidanysignificanteffects.ThisEIRwillalsobeusedasaninformationdocument

byotherpublicagencies,identifiedbelow,inconnectionwithanyapprovalsorpermitsnecessary

forconstructionandoperationoftheproposedProject.

TheLosAngelesDepartmentofCityPlanningisactingasLeadAgencyasdefinedbyCEQAforthe

environmental review of this Project. As licensed acute care and subacute care facilities,

respectively, thehospitalbuildingandskillednursing facilitywouldbesubject to thereviewand
