The above procedure is not intended to prevent normal contact between members of the Infantry-Airborne Requirements Committee and in i­viduals of other agencies for information and assistance in developing projects where personal o~inion is desired. In order to utilize the experience and background of-opeoially trained personnel, permit exoha e of ideas, and stimulate free discussion of problems, informal direct liaison is authorized between individuals. Similarly, members of one agency may be invited to, and may partioipate in conferences, and witn ss tests conducted by another agency. Remarks of an individual expressed on such occasions are not to be oonsidered as the official opinion of the agency to which the individual belongs unless the commander of the age cy delegates such authority in each particular case.
