WP 6 – SI Impact Measurement

Issues of evaluation

• No standard methods - techniques• Social norms -> fluid notion• Evaluation based upon monetization principles• Difficulty on “hard” results

Page 3: Ii 04. wp 6 – si impact measurement

Issues of evaluation

• WHY is assessment important?• WHO is or should be measuring impact?• HOW is SI impact measurement currently interpreted

in existing research policies or practices?• WHICH methods are most commonly adopted?• WHAT are the implications of using these tools?• WHAT are their main deficiencies?• WHERE the specific tools could be most usefully

applied?

Page 4: Ii 04. wp 6 – si impact measurement

Needs covered

• TOOLS -> No rulebook but stepping stone• AIM: delivering results that are:

– Understood– Transferred– Used as a stand point

• Development of flexibility• Widely accepted needs -> new and unique needs

Page 5: Ii 04. wp 6 – si impact measurement

What can be measured?

• Outputs: products of SI process -> easy to measure• Impacts: effects, delayed in time, direct or indirect

results of SI intervention -> harder to observe, follow and assess

• Forms and types of impact:– Social Capital– Social Value– Social Worth– Awareness– Increased participation– Adopting social innovation as common practice

Page 6: Ii 04. wp 6 – si impact measurement

Types of methods and tools

• Ex-ante, interim, ex-post• Most used tools (SROI, TOC, RCT, SCBA)• Initially developed from funding schemes• Solid scientific background and versatility• Social projects -> Social innovation projects• Same impact Process of intervention

Page 7: Ii 04. wp 6 – si impact measurement

In the end?

• Solely one method = inadequate measurement• Combination of tools depends on situation at hand• Differences between the scope of projects,

enterprises• Social dimension -> dynamic and changing one• Safest way: comparison between end results and

desired results
