HISTORY OF THE GUIDANCE METHODOLOGY AND PERFORMANCE MANAGEMENT IN IGMA

Background – (IGMA approach in the Netherlands): Need for improvement of the work outcome of the professional Need for measuring soft as well as hard outcomes Need for showing good governance Using the awareness that one organization alone is not able to solve

the clients’ labour market challenges Need for more individualized action for some target groups

NL: Guidance-Methodology, rooted in higher professional education of guidance and career counselors, staff of labour offices and the like.

Good practices in large variety of situations in NL, UK and Sweden for unemployed, disabled, immigrants, delinquents, school drop outs.

What does the “Stairs” metaphor tell us?

Achieving something means putting effort in it.A breakdown of clients integration process in small, well defined steps.(Client) goal becomes clearer by climbing higher.Some clients can climb very quickly.Some are not that experienced / skilled / trained – right guidance in right time. On a stair you always can support on each lower step; if the basis is not OK…As a coach you support your client to climb the stair. As a coach you can always measure how “high” your client is on that stair. A good coach knows why a client is hesitating at a certain stair – barriers and how to overcome themClients do not fall in between stairs “ramlar mellan stolar”.

WHAT ARE NEXT STEPS?

Stakeholders in Luleå will:

Build their own “stairway” as a joint process (tailor made, context relevant) as part of the implementation of the methodology;

Integrate this “stairway” in existing report systems (action plan, client dossier, administration etc) and administration system;

Participate in a training of selected professionals in proper usage of the methodology;

Run a pilot with low skilled immigrants / long-term unemployed;

Monitor and evaluate the pilot with project coordinator;

Join in a network to share experiences.
