Fisher Professor Emeritus of Surgery EA Historian and Past President In 1924, when the Regents ϐirst proposed opening a campus in southern California, San Diego’s City Council offered parcels of land north and east of SIO. Unfortunately, Los Angeles submitted a more appealing bid in the city’s Westwood section and the result was UCLA. Finally, in 1955, the state legislature, at the urging of local Assemblyman Sheri- dan Hegland, asked the Regents to consider adding a campus in San Di- ego. That set off a series of initia- tives, often at cross purposes, which eventually produced UCSD. The Regents referred Hegland’s inquiry to UC President Gordon Sproul, who consulted SIO Direc- tor Roger Revelle. Revelle made a pitch for “something like a publicly supported Cal Tech” for advanced research and graduate education in the natural sciences and engineer- ing. San Diego State College, he pointed out, was already doing a great job educating undergraduates. But when the City Council took up the matter in December, City Manag- er O.W. Campbell argued that to at- tract industry the city needed a school that would offer undergradu- ate degrees focused on engineering. Accordingly, the Council approved an offer of “certain city owned lands for an undergraduate school enrol- ling students who are desirous of entering into the professional ϐield of engineering.” The Chamber of Commerce pre- ferred Revelle’s idea and invited a stellar scientiϐic panel to promote it at a Regents meeting in Los Angeles. The panel included Henry Bern- stein, director of the Naval Elec- tronics Laboratory, John Jay Hop- kins of General Dynamics, Ed- ward Creutz, director of the Sci- ence Division at Convair, and Fred- erik de Hoffmann, a physicist who was now President of General Atomics. The Regents were duly impressed and endorsed the group’s proposal for an “Institute of Mechanics” and an “Institute of Pure and Applied Physics.” Revelle was asked to submit a plan. 1956wasayearofsporadicprogress:gainsmade,lost,thenlaterrecaptured.InformedinMarchthattheGeneralDynamicsboardhadapprovedamillion-dollargiftinsupportofthepro-posedinstitutes,SproulappointedaspecialcommitteeledbyBerke-leyphysicistGlennSeaborg,tovetRevelle’sproposal.Withitssup-port,theRegentsunanimouslyap-provedtheplan.Meanwhile,how-ever,theUCAcademicSenateen-dorsedthe indingofitsCommitteeonEducationalPolicythattherewasnoneedforanythingmoreinSanDiegothantheoceanographicinstitutealreadythere.AndinMay,toaddtotheconfusion,yetanoth-eradvisorycommitteeurgedap-provalofamajorcenterinSanDie-gobutonlyifitprovidedunder-graduateinstruction.Meanwhile,SanDiegovotersgranted40-50acresforan“InstituteofTechnolo-gyandEngineering.”InAugust,theAcademicSenatereverseditsearlierpositionandbackedtheRevelleplan.TheRe-gentsthenapprovedabudgetof$15millionforatleastoneandpossiblytwograduateinstitutes.SproulaskedtheCaliforniaAssem-blytoprovidefundsfor“awell-developedgraduateschoolforin-structionandresearchinscienceandtechnology.”TheRegentsap-proved$24millionmoreforsitedevelopment.SanDiegoStateCol-legePresidentMalcolmLovegavetheplanaquali iedendorsement,implyingthathecouldendorseagraduate-levelresearchinstitutionthatwouldcomplementbutnotcompetewiththecollege.TheLaJollaWoman’sClub,afterlisteningtoRevelle’sdescriptionofaschoolwithnomorethanathousandstu-dents--“fewcapableofwinningafootballgame”--happilygrantedapprovalfor“anykindofadvancedinstitutethatmightemergefrompendingdeliberations.”Thefollowingyear,1957,isrememberedastheyearofSput-

nik,atimewhenthecountrycametothestarkrealizationthatourColdWarrivalmightbeforgingaheadofusinscienceandtechnology.Thecallwentupfromallquartersforarenewedemphasisontechnicaledu-cation.DemographicpressuresinCaliforniacoincidedandresultedinthereleaseofaUCreportcallingfortheestablishmentofmoregeneralcampuses,includingoneatSanDie-go.Thatcompoundedtheconfusion.TheChamberofCommerce/GeneralDynamicspartnershipstillfavoredRevelle’soriginalplanforscienceinstitutes.TheCityCouncil,sidingwiththestateAssembly,wantedthecampustoincludeundergraduateengineeringeducation.PresidentSproulwascaughtbetweenadvanc-ingthegraduateinstitutesorserv-ingthestate’sbroadereducationalneeds.ThematterwasprovisionallyresolvedatanAugust,1957meetingoftheRegentswithastartlingrec-ommendation:notone,nottwo,butthreenewgeneralcampusesforCal-ifornia:oneforSanDiego,anotherinOrangeCounty,andathirdfortheCentralCoastregion.ButtheRegentswereunabletomoveforwardonaSanDiegopro-jectbecauseofthedeterminedre-sistanceofoneRegentinparticular,

EdwinPauley,a1922BerkeleygraduatewhomadehishomeinLosAngelesandhadmadeafortuneintheoilbusiness.In1957,havinginitiallyfavoredagraduateschoolforSanDie-go,hewasdeterminedtoblocktherevisedproposalofageneralcampus--possiblybecauseitwouldcompetewithratherthancomplementUCLA.PauleyinsistedthatUCLAbegivenresponsibilityfortheplanningofSanDiego’scampus,anotionthatRevelledeclaredpreposterous.Pauleycoun-teredwithaproposalthattheRegentstakeoverSanDiegoStateCollegeandlimitthenewcampustothegraduateschooloption.ItwasthelasttimePauleyandRevellesaweyetoeye.SproulagreedwithRevellethatthenewcampusoughttobeautono-mousandsuggestedthatitbenamedUCLaJolla.Thelocalpoliticaloutcrywasimmediate:membersoftheCityCouncilpointedoutthatLaJollawasmerelyaneighborhoodofSanDiegoandnotanautonomousentity,soitwouldhavetobecalledUCSanDiego.Butthelargerquestionwasnotthenamebutthelocation.Wherewouldthelandbefound?PauleytriedtousethelandissuetoscuttletheproposalbypersuadingtheRegentstoagreetoariderinits

usanickeltobuyaBungalowBaricecreampop.Isawmy irstplaywithprofessionalactorsinthestreetnexttotheparkperformedbyaWPA(WorksProjectsAdmin-istration)troupefromthevantagepointofatreebranch.Onweek-endswewouldhiketoTibbetsBrookforpicnicsandtorowinthelake.WhoneededasummercampwhenyoucouldliveattheAmal-gamated?Thatwaspartoftheun-ion’sidea,anditworked.HowIdidn’tbecomealeft-wingradicalfromthatexperienceIamnotsure.Itwasprobablybe-causemyfather,wholookedabitlikeTeddyRoosevelt,wasasmall-businessProgressiveliketherestofthefamily.UncleMoewasdif-ferent.Hewasintheteacher’sun-ionandverymuchontheleft.InthebookshelveswerethenovelsofHowardFastandnon- ictionworksfromtheBookFindClub,aradicalalternativetotheBook-of-the-MonthClub,alongwithissuesoftheMarxistquarterlyScienceandSociety.Ireadthemallwithfascination,andrememberlyingonthe loorwiththeday’seditionofthetabloidDailyWorker(theorganoftheCPUSA)hebroughthomeeveryday,discretelytuckedintotheday’sNewYorkTimes.(TheWorkerevenhadcomicsforthekids,including“LittleLefty”tocompetewith“LittleOrphanAn-nie”--andherfather“DaddyWar-bucks”--inthecapitalistpress.)Andevenmoreimportant,the

EvenbeforethetragicTriangleirein1911,inwhich146workerslosttheirlives,twounionsaroseoutofNewYork’sgarmentdistrict.Likemostofthebusinesspeopleintheindustrymanyoftheirmem-berswereJews.From1932to1966,theILGWU–InternationalLadiesGarmentWorkersUnion--washeadedbyDavidDubinsky.TheotherwastheAmalgamatedClothingWorkersUnion,ledintheNewDealyearsbySidneyHillmanwho,asheadoftheCIO,acquiredalmostmythicalstandingwhenFDRwasquotedassaying,“ClearitwithSidney.”Asonglyricparodiedtherivalrybetweenthetwounions:

Thebossesmaynothaveappre-ciatedthesentiment,butbothun-ionsdidalotofgoodfortheirmembersbyimprovingwagesandworkingconditions.TheAmalga-matedunionalsohadtheinspiredideaofconstructinganot-for-pro itcooperatively-ownedapartmentcomplexforitsmembers.CalledtheAmalgamatedHousingCooperative,itwasbuiltin1927intheupperBronxadjacenttoVanCortlandtPark,alongbutonly ive-centsub-wayridefromthemidtowngar-mentdistrict.MymaternalgrandfatherMi-chaelRobins,atailorknowninthefamilyas“CaptainMike,”wasoneoftheearlyresidents–or“cooperators”--aswashisdaugh-ter,myAuntRose,andherhus-

to43,556acres,anareameasuringsixmilesbyeleven!In1870thehis-toricmapwasredrawnwiththepueblolandssubdividedinto240plotsofapproximately160-170acreseach,anunprecedentedassetforacitytodispenseatitsowndis-cretion.Butwhichparcelsweretobegiventotheuniversity?Enterthein luentialvoiceofJamesCopley,publisheroftheSanDiegoUnion.Herejectedproposalsoflandsurround-ingLakeMurray,oratthenortheastcornerofBalboaPark,orthevalleysouthofRanchoSantaFe,orLind-berghField,insistingthatLaJollawastheonlychoicethatmadeanysense,preferablyonlandtuckedbetweenSIOandtheemergingGen-eralAtomicscampus.Inthisareatherewasstillamplecitylandavail-able,andtheMarineswererumoredtobethinkingofevacuatingCampMatthewsinreturnforimprovedfacilitiesatCampPendleton.Thetaskofsecuringenoughpar-celstomakeupthestipulated1,000acresforageneralcampusprovedtobelessstraightforwardthanCop-leyimagined.Therewerealreadyplentyofsuitorsfortheland.TheCaliforniaDepartmentofHighways,busyexploitingthe1956Federal-AidHighwayAct,hadannouncedplansforanorth-southInterstatethatwouldpassthroughthenaturalravinebisectingCampMatthews.Apropertylienwasthereforere-quiredfromeithertheMarineCorpsorwhoeverinheritedcon-troloftheMatthewsacreage.Thecity,havingrepossessedlandas-signedtoCampCallanatwar’send,operatedanauto-racingtrackuntil1956whenadecisionwasmadetocreatetwochampi-onshipgolfcourses.TheCouncilwasalsograntingparcelstose-lectedenterprises, irstGeneralAtomicsandlaterDowChemicalCorporation,muchtothechagrinofRevelle,whoseappetitefor

landextendedasfarnorthasTorreyPinesPark.Whenru-morsofaUCcampuscirculated,realtorsanddevelopersnosedaboutforallavailabledeedsorleasingopportunities.UCbe-cameresponsibleforconveyingtoCaltransalienof84.7acresforconstructionofInterstate5.DowChemical,targetofdemonstrationsforitsmanu-factureofAgentOrange,nolongerwantedtobenearanyUCcampus,soitgifteditschoicepropertytoScrippsClin-ic.Pauleywasstilldeterminedtokilltheideaofacomprehen-sivecampus.Thatledtothefa-mous“LaJollaairwar.”TheaerialwaroverKoreawasfoughtwithtechnologicallyad-vancedjetaircraft.Bythelate1950s,theNavyreliedonsev-eralcarrier-based ighters,alloperatingnoisilyhereatthetraininggroundsofNavalAirStation(NAS)Miramar.Alt-houghthemainrunwayisdi-rectedatMountSoledad--ade-cisionbasedonhistoricneedtoexploitprevailingoffshorewinds--pilotscustomarilybankedrightimmediatelyaftertakeoffandcontinuednorth-westoverlandunderconsider-ationfortheuniversity.Thiswasalsoatimewhenafter-burnerswereincommonuse,ameansforsuddenlyincreasingenginethrustthatnecessarilyaddedstillmoreoverheadthunder.Itdidn’ttakemucheffortforapoliticallyconnectedRe-gentlikePauleytopickupthephoneandgetacomprehensivemilitarybrie ingonthesemat-ters.How,hethenasked,couldaninstitutionofhigherlearning

leadandbrassfromtheranges.Despitetheseefforts,ammuni-tionitemsincludingunexplod-edrocketsareoftenfoundatcampusconstructionsites.In1999,2003.5-inchpracticerocketswereuncoveredinthehillsideexcavationforanaddi-tiontoaRadisson(currentlySheraton)Hotel.Duringtheconstructionofstudenthousingunits,several60mm.mortars,M9grenades,andMark-IIhandgrenadeswereremoved.Justbeforethetransfer,uni-versityof icialsinspectedthesiteandwerepleasedto ind46remainingstructuresinexcel-lentcondition,twelvestillstandingwithtenstillinusetoday.OnSeptember23,1964,aquitclaimdeedwasreadyforsignatoriesrepresentingtheRegentsandSecretaryofNavyPaulNitze.Inacarefullywordeddocumentthatallowedfortransferof545.3acresef-fectiveOctober6,1964,thegovernmentstipulatedthatitbeheldforeverharmlessforanyliabilityorclaimsofinjurytothelanditself(e.g.,retainedordnance)orfordamagetoim-provements(e.g.,universitystructures)frommilitaryair-craftoperatinginthevicinityofNASMiramar. Nextday,atransfercere-monywasheldontheparadeplaza(nowcalledTownSquare)facinganevacuatedheadquartersbuildingsincereplacedbyaStudentServicesCenter.Aninscribedstonecom-memoratingtheeventwasplaced.AttendingtheeventwereCommanderofSanDie-go’sMarineCorpsRecruitDe-potBrunoHochmuth,UCPresi-dentClarkKerr,andUCSanDi-

landextendedasfarnorthasTorreyPinesPark.Whenru-morsofaUCcampuscirculated,realtorsanddevelopersnosedaboutforallavailabledeedsorleasingopportunities.UCbe-cameresponsibleforconveyingtoCaltransalienof84.7acresforconstructionofInterstate5.DowChemical,targetofdemonstrationsforitsmanu-factureofAgentOrange,nolongerwantedtobenearanyUCcampus,soitgifteditschoicepropertytoScrippsClin-ic.Pauleywasstilldeterminedtokilltheideaofacomprehen-sivecampus.Thatledtothefa-mous“LaJollaairwar.”TheaerialwaroverKoreawasfoughtwithtechnologicallyad-vancedjetaircraft.Bythelate1950s,theNavyreliedonsev-eralcarrier-based ighters,alloperatingnoisilyhereatthetraininggroundsofNavalAirStation(NAS)Miramar.Alt-houghthemainrunwayisdi-rectedatMountSoledad--ade-cisionbasedonhistoricneedtoexploitprevailingoffshorewinds--pilotscustomarilybankedrightimmediatelyaftertakeoffandcontinuednorth-westoverlandunderconsider-ationfortheuniversity.Thiswasalsoatimewhenafter-burnerswereincommonuse,ameansforsuddenlyincreasingenginethrustthatnecessarilyaddedstillmoreoverheadthunder.Itdidn’ttakemucheffortforapoliticallyconnectedRe-gentlikePauleytopickupthephoneandgetacomprehensivemilitarybrie ingonthesemat-ters.How,hethenasked,couldaninstitutionofhigherlearning

leadandbrassfromtheranges.Despitetheseefforts,ammuni-tionitemsincludingunexplod-edrocketsareoftenfoundatcampusconstructionsites.In1999,2003.5-inchpracticerocketswereuncoveredinthehillsideexcavationforanaddi-tiontoaRadisson(currentlySheraton)Hotel.Duringtheconstructionofstudenthousingunits,several60mm.mortars,M9grenades,andMark-IIhandgrenadeswereremoved.Justbeforethetransfer,uni-versityof icialsinspectedthesiteandwerepleasedto ind46remainingstructuresinexcel-lentcondition,twelvestillstandingwithtenstillinusetoday.OnSeptember23,1964,aquitclaimdeedwasreadyforsignatoriesrepresentingtheRegentsandSecretaryofNavyPaulNitze.Inacarefullywordeddocumentthatallowedfortransferof545.3acresef-fectiveOctober6,1964,thegovernmentstipulatedthatitbeheldforeverharmlessforanyliabilityorclaimsofinjurytothelanditself(e.g.,retainedordnance)orfordamagetoim-provements(e.g.,universitystructures)frommilitaryair-craftoperatinginthevicinityofNASMiramar. Nextday,atransfercere-monywasheldontheparadeplaza(nowcalledTownSquare)facinganevacuatedheadquartersbuildingsincereplacedbyaStudentServicesCenter.Aninscribedstonecom-memoratingtheeventwasplaced.AttendingtheeventwereCommanderofSanDie-go’sMarineCorpsRecruitDe-potBrunoHochmuth,UCPresi-dentClarkKerr,andUCSanDi-

nik,atimewhenthecountrycametothestarkrealizationthatourColdWarrivalmightbeforgingaheadofusinscienceandtechnology.Thecallwentupfromallquartersforarenewedemphasisontechnicaledu-cation.DemographicpressuresinCaliforniacoincidedandresultedinthereleaseofaUCreportcallingfortheestablishmentofmoregeneralcampuses,includingoneatSanDie-go.Thatcompoundedtheconfusion.TheChamberofCommerce/GeneralDynamicspartnershipstillfavoredRevelle’soriginalplanforscienceinstitutes.TheCityCouncil,sidingwiththestateAssembly,wantedthecampustoincludeundergraduateengineeringeducation.PresidentSproulwascaughtbetweenadvanc-ingthegraduateinstitutesorserv-ingthestate’sbroadereducationalneeds.ThematterwasprovisionallyresolvedatanAugust,1957meetingoftheRegentswithastartlingrec-ommendation:notone,nottwo,butthreenewgeneralcampusesforCal-ifornia:oneforSanDiego,anotherinOrangeCounty,andathirdfortheCentralCoastregion.ButtheRegentswereunabletomoveforwardonaSanDiegopro-jectbecauseofthedeterminedre-sistanceofoneRegentinparticular,

EdwinPauley,a1922BerkeleygraduatewhomadehishomeinLosAngelesandhadmadeafortuneintheoilbusiness.In1957,havinginitiallyfavoredagraduateschoolforSanDie-go,hewasdeterminedtoblocktherevisedproposalofageneralcampus--possiblybecauseitwouldcompetewithratherthancomplementUCLA.PauleyinsistedthatUCLAbegivenresponsibilityfortheplanningofSanDiego’scampus,anotionthatRevelledeclaredpreposterous.Pauleycoun-teredwithaproposalthattheRegentstakeoverSanDiegoStateCollegeandlimitthenewcampustothegraduateschooloption.ItwasthelasttimePauleyandRevellesaweyetoeye.SproulagreedwithRevellethatthenewcampusoughttobeautono-mousandsuggestedthatitbenamedUCLaJolla.Thelocalpoliticaloutcrywasimmediate:membersoftheCityCouncilpointedoutthatLaJollawasmerelyaneighborhoodofSanDiegoandnotanautonomousentity,soitwouldhavetobecalledUCSanDiego.Butthelargerquestionwasnotthenamebutthelocation.Wherewouldthelandbefound?PauleytriedtousethelandissuetoscuttletheproposalbypersuadingtheRegentstoagreetoariderinits

In1924,whentheRegents irstproposedopeningacampusinsouthernCalifornia,SanDiego’sCityCouncilofferedparcelsoflandnorthandeastofSIO.Unfortunately,LosAngelessubmittedamoreappealingbidinthecity’sWestwoodsectionandtheresultwasUCLA.Finally,in1955,thestatelegislature,attheurgingoflocalAssemblymanSheri-danHegland,askedtheRegentstoconsideraddingacampusinSanDi-ego.Thatsetoffaseriesofinitia-tives,oftenatcrosspurposes,whicheventuallyproducedUCSD.TheRegentsreferredHegland’sinquirytoUCPresidentGordonSproul,whoconsultedSIODirec-torRogerRevelle.Revellemadeapitchfor“somethinglikeapubliclysupportedCalTech”foradvancedresearchandgraduateeducationinthenaturalsciencesandengineer-ing.SanDiegoStateCollege,hepointedout,wasalreadydoingagreatjobeducatingundergraduates.ButwhentheCityCounciltookupthematterinDecember,CityManag-erO.W.Campbellarguedthattoat-tractindustrythecityneededaschoolthatwouldofferundergradu-atedegreesfocusedonengineering.Accordingly,theCouncilapproved
