KEY EVENTS & OBSERVATIONS:

- The recorded incidents for this month (15 incidents) is higher as compared to January 2017, although not

indicative of a specific trend currently.

- Of note is that prompt reporting of incidents enabled local authorities to respond effectively, where 6

incidents during this period were either foiled or the perpetrators detained and the stolen items recovered

(2 in Bangladesh, 1 in India, 2 in Indonesia and 1 in Philippines).

TRAPS & MT – January Executive Summary

KEY EVENTS & OBSERVATIONS:

- A total of 3 incidents were recorded in Samarinda (SM), maintaining same pattern to the previous

12 months (incidents transpired during the POD, while anchored, perpetrators escaped when

spotted by crew, little to no violence).

- A total of 8 out of 15 incidents, transpired while the vessels attacked were at anchor.

- 1 Attempted Sea Theft incident (armed perpetrators spotted by crew) was reported while the

attacked vessel was underway in the Strait of Malacca. Last similar incident was reported in

January 2016.

- A total of 5 incidents were recorded in the Singapore Strait (SS), maintaining same patter to the

previous 12 months (incidents transpired during the POD and/or low visibility, refer to Spot

Commentary 1/18 for characteristics of the incidents in SS).

Maritime Incidents - January Executive Summary

KEY EVENTS : • On 06th January, following a collision with the bulk carrier CF CRYSTAL, the oil tanker SANCHI caught fire,

causing a very large SAR operation. None of the 32 crew members of the SANCHI survived. The SANCHI

sank in JAPAN EEZ on 14th January. Fortunately, to date no major oil spill occured and Chinese authorities

are monitoring the wreck.

• In January 2018, 20 collisions occured (10 in January 2017), 7 of them involving a fishing vessel, 7 of them

being lethal : 65 dead or missing people.

Contraband Trafficking - January Executive Summary

Notes: • The numbers in some areas may be attributed to the stringent preventive measures undertaken by the local authorities

as well as active reporting of the incidents by resident media.

• A major increase in reported Meth seizures (06) was noted with Four seizures in Indonesia ( 09 Jan - 02 kg ; 10 Jan –

40 kg ; 17 Jan – 06 kg ; 30 Jan – 66 kg ), One in Philippines ( 28 Jan – 01 kg ) and One in Taiwan ( 16 Jan – 150 kg ).

In our AoI, a total of 265 kg of meth (and precursors) were successfully seized by regional enforcement

agencies in Jan 18.

• On 26 Jan, Malaysia's Customs department seized a 766 kg of heroin valued at RM18 million (S$6 million) in a raid in

Port klang.

RECOMMENDATIONS IFC Advises:

1. All mariners to report any incidents in a timely manner to the nearest coastal state and the IFC at the earliest possible time.

2. Ships moving at slow speeds or choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and

adopt necessary and/or added security measures.

3. All mariners to take note of a description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage

capturing the incident should be provided to the coastal state authorities for follow-on investigation.

4. Shippers and Seafarers operating in Sulu Sea and in vicinity of East Sabah Waters are strongly recommended to be vigilant and to establish

contact with both Malaysian and Philippines Authorities to report their presence. Please refer to IFC Spot Commentary 1/18 for the latest

assessment of the situation in that affected area.

5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and

the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of

global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-

defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia, especially when transiting

narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.

Note: Information herein has been derived from various internal and external sources such as Focal Points, OPCENs and other

maritime stakeholders. Seafarers should remain vigilant especially in areas where the threat level is assessed to be of concern in

accordance with the IFC’s assessments via its Weekly Report or Spot Commentaries. Ships should apply the appropriate security

measures (such as the Tugs and Barge Guide, Guide for Tankers Operating in Asia and the Regional Guide to Counter Piracy and

Armed Robbery Against Ships in Asia). Ship masters should also be aware of and refer to the Maritime Security Charts Q6112 and

Q6113, both published by the UK Hydrographic Office.
