Foreword

For all of us in local government, together with our private

and third sector partners, living with (but nonetheless

excelling) in the face of financial pressures has become

a way of life for us all.

To celebrate our achievements and truly groundbreaking

transformation in local public services at such difficult times,

iESE’s fourth annual Improvement and Efficiency Awards

Ceremony took place in London on 6 March 2013.

I am truly grateful to our principal sponsor, Cable&Wireless

Without them, it wouldn’t have been possible to showcase the great work that is taking place

across the public sector, and provide the platform to encourage others to replicate their efforts.

I was also delighted that we were joined by Baroness Joan Hanham CBE, Parliamentary Under

Secretary of State at the Department for Communities and Local Government, who gave a very

positive speech encouraging the audience to continue with their fantastic work, and inspiring us

all to go even further.

There is no doubt that councils will continue doing what they do best under financial pressure;

breaking down the barriers to further transform, keeping those much relied upon services running

and getting value for money.

As a local authority owned social enterprise, to improve services and reduce costs we all need to

share our talents. iESE is the means by which we can share and transform our services together.

Each owning local authority has nominated a Councillor as a Board Director of iESE who provides critical

leadership to ensure our efforts are focused upon the key issues for the sector. As a not-for-profit mutual,

any surplus revenue is reinvested back into the sector to further improve public services.

1. Connecting PeopleThe Connecting People Award is for the organisation, department or project deemed to have done most in transforming the way local people access services

JOINT WINNERS: Aspire Sussex AND Birmingham City Council

Aspire Sussex

Aspire Sussex is an aspirational, staff-run social enterprise that leads the planning, promotion and delivery of vibrant adult education in Sussex. As the first adult education service to become independent from a council, Aspire is already demonstrating the benefits that a stuff-run enterprise can have on its workforce and community.

Birmingham City Council - The England Illegal Money Lending Team / Stop Loan Sharks

The Illegal Money Lending Team (IMLT) investigates and brings to justice Loan Sharks across England, supporting victims of this hideous crime. Frequently, extortionate interest is paid and blackmail, harassment and assault are common. Over 220 Loan Sharks have been prosecuted, over 19,000 victims helped and £40,000,000 of debt written off.

2. Transformation In Waste & EnvironmentThe Transformation in Waste & Environment award is for the project, department or partnership showing the most progress in developing waste management and environmental services.

WINNER: The Metropolitan Police, Property Services Department – Environment and Sustainability Team

During the summer of 2012, the Metropolitan Police Service encountered its biggest ever peace time operation during the London Olympic and Paralympic Games. By implementing a Sustainability Event Management System aligned with the principles of BS8901, the MPS ensured that the policing operations were delivered in an efficient and sustainable way, thereby contributing to LOCOG’s aspiration to deliver the Games as sustainably as possible.

3. Fire And Rescue Project Of The YearThe Fire & Rescue Project of the Year is for the Fire Service or member of staff deemed to have delivered the most innovative project in transforming fire services.

WINNER: Cheshire Fire & Rescue Service, Community Safety Department

Cheshire Fire and Rescue has a proven track record in “prevention is better than the cure”. Whilst they have a first class reputation for firefighting and rescue, their strategy over a number of years has been to develop a range of interventions designed to reduce risk significantly and reduce the need for emergency intervention. This has seen a range of positive outcomes not least a reduction of 70% of injuries in fires and a reduction of 41% in house fires.

This is a similar model to that which the government are attempting to implement nationally, investing in prevention and not designing services to just deal with crisis.

4. The Entrepreneur AwardFor the organisation developing and/or bringing to market new innovative technologies and/or services that can transform the delivery of a local public service.

WINNER: ICT Refurbishment Ltd

The fine for improperly disposing of Information Technology has risen from £500 to £500,000. The carbon footprint for creating a PC, taking into account the distance flown to transport raw materials from to the point that components are manufactured, components to construction of the PC and the PC to the customer, is equivalent to flying 49 times around the world! Doubling the life of our computers through refurbishment, therefore, has a massive environmental benefit.

77% of the UK’s eWaste was illegally exported to West Africa. In the UK, 1 in 4 adults do not have access to the internet. ICTR believes these two complex issues are unacceptable. We work with our clients to stop this and turn their eWaste into eValue, creating a circular IT economy through Responsible Refurbishment.

5. Transformation In Social CareSponsored By Our Silver Sponsors Partnership

The Transformation in Social Care award is open to public sector organisations or their voluntary sector partners and is presented for the project, department or partnership showing the most progress in developing care markets and services in the last year.

WINNER: The WLA Special Educational Needs Programme

The WLA Special Educational Needs Programme is a partnership initiative, involving 9 London Boroughs, that is delivering a specialist sub-regional category management strategy. It is reshaping local provision and realising efficiency gains through the sharing of resources and working with providers to improve place planning, purchasing, and competition arrangements.

6. Police Project Of The YearThis award recognises the Police Service or member of staff deemed to have delivered an innovative project in transforming Police Services.

7. Delivering Through EfficiencySponsored By Scape

The Delivering through Efficiency award is for the organisation, authority, department or project that has instigated the most impressive programme of shared working with other organisations, local authorities, local businesses or national organisations.

WINNER: Norwich City Council

It has been a remarkable year of achievements for Norwich City Council. Despite delivering further significant savings, we have continued to improve key services, resulting in independent praise for our improvement journey through a successful peer challenge. We have also continued our work to successfully raise the City’s profile.

8. Transforming Local Services The Transforming Local Services award is for the organisation or department with a project deemed most innovative in transforming the way services are delivered.

WINNER: Cornwall Fire and Rescue Service, Phoenix Project

The Phoenix Project is a pioneering community scheme in Cornwall that utilises fire service training and activities to help vulnerable people to achieve positive goals. The project raises their aspirations, improves teamwork and communication skills and motivates them to achieve their full potential, resulting in a positive impact for them and their communities.

9. Working TogetherThe Working Together category recognises the organisation, department or project that has instigated the most impressive programme of shared working with other organisations, local authorities, local businesses or national organisations.

WINNER: Wigan, St Helens and Warrington Councils, WWISH Shared Adoption Service

In October 2011 Warrington, Wigan and St Helens Councils brought together staff to form a shared adoption service, following extensive service redesign. This was driven by political agreement for a shared service for adoption spanning these three local authority areas. This has led to significant efficiencies and improvement in speed and numbers of children adopted within the boroughs.

This award recognises the Council deemed outstanding in terms of improving its performance and/or increased efficiency over the previous year.

WINNER: Surrey County Council

Focussed on the things that matter to residents: Surrey County Council’s Public Value Review Programme has delivered on its ambition to reduce costs (£279m savings identified) whilst also improving outcomes for Surrey residents by taking a systematic look at all our services and functions over a three-year period.

11. Outstanding Contribution To Improvement & Efficiency In Local GovernmentWINNER: Councillor Paul Bettison, Leader of Bracknell Forest and Chairman of iESE

In 2007, iESE was established as a partnership of local authorities and was established with a board of elected members who actively engaged with the delivery of significant programmes of work. From the outset, a number of those programmes were national in scope. That programme has delivered over £250 million in cashable savings. It has also delivered a means to provide support to councils struggling with the most difficult of circumstances. It has also delivered totally new approaches to services ranging from waste management to social care. Having successfully established the programme this has been transformed from an informal partnership to a not for profit company that is establishing new ways of working as a mutual.

Throughout the journey of iESE from an informal partnership to a social enterprise, Paul has been a constant in providing leadership, building trust between members of the partnership and ensuring that there is strong member leadership of its work.
