WOLFRAM BETTERMANN, Ph.D. Graduate Faculty Member Penn State Harrisburg School of Science, Engineering and Technology Middletown, Pennsylvania, USA Wolfram Bettermann received his B.S. and M.S. in Electrical Engineering from University Duisburg, and a Ph.D. in Electrical Engineering from Technical University Aachen, Germany. In 1999 he joined Wake Forest University in NC where he was involved in Research and Development of new medical technologies for a large healthcare provider in the U.S. He has

over two decades experience in software engineering development and managing projects nationally and internationally in research, industry and as an entrepreneur. In 2010, Dr. Bettermann joined the faculty of Penn State Harrisburg, where he specializes in teaching physics and electrical engineering (EE) courses. He is actively involved in nanotechnology related research. He is also a faculty advisor for EE students and is actively engaged with the mentoring of next generation IEEE members.

ELIZABETH “LIZ” L. BURD Professor and Pro Vice-Chancellor University of Newcastle, Australia Newcastle, Australia Liz is Professor and Pro Vice-Chancellor at the University of

Newcastle, Australia, and previously Professor of IT and Dean at the University of Durham, UK. From 2005-2011, Liz was the Director of the UK’s Centre for Excellence in Computing. Liz is globally recognized having received 5 University awards for enhancing computing education. She has held research collaborations with IBM, Microsoft, BT, BAE and Logica and received $12m in funding. Liz has produced over 80 articles and 40 keynotes. She has represented the Computer Society BoG for 6 years taking roles of VP for EAB and MGA, and from 2014-2015 as the Society’s 1st VP. She has been a member of the IEEE EAB for the last 6 years, currently as EAB’s Editor in Chief of Education Products Editorial Board. Liz also sits on TAB’s Society and Council Review Committee and its Strategic Planning Committee.

Manuel Castro received Industrial Engineering degree and Ph.D. from the ETSII/UPM, Spain. He received the Extraordinary Doctoral Award and the Viesgo 1988 Award, and 1999 UNED's Social Council Award. He works in systems applications of simulation, solar system and advanced microprocessor simulation to distance learning applications and systems, acting as senior technical Director. He is Director of the Electrical and Computer Engineering Department and was UNED's New Technologies Vice-Rector, UNED’s Information Services Center Director, Engineering School Research and Doctorate Vice-director and Engineering School Academic Affairs Vice-director. He worked 5 years in Digital Equipment Corporation as senior system engineer. He publishes technical, research and teaching books and articles for journals and conferences and multimedia materials. He co-chaired FIE 2014 (IEEE-ASEE Frontiers in Education Conference) and REV 2016 (Remote Engineering and Virtual Instrumentations sponsored by IAoE) both in Madrid, Spain. JAMES M. CONRAD Professor of Electrical and Computer Engineering University of North Carolina at Charlotte Charlotte, North Carolina, USA James Conrad has spent an equal amount of time working in industry and academia. He received his bachelor’s degree in computer science from the University of Illinois, Urbana, and his master’s and doctorate degrees in computer engineering from

North Carolina State University. He is currently a professor at UNC Charlotte and recently served as Associate Department Chair. He has served as an assistant professor at the University of Arkansas and as an instructor at North Carolina State University. He has worked for IBM, Ericsson/Sony Ericsson, and two start-up companies as a software engineer and project manager. Conrad is a Professional Engineer and a Certified Project Management Professional (PMP). He teaches and conducts research in the areas of embedded systems, robotics, parallel processing, artificial intelligence, and engineering education. He has published five books in the field of embedded systems and robotics, including three books with IEEE Computer Society Press.

Tom Conte is an active researcher in the field of computer architecture. He received his Bachelor of Electrical Engineering degree from the University of Delaware in 1986; and, he received his M.S. and Ph.D. degrees in Electrical Engineering from the University of Illinois at Urbana-Champaign in 1988 and 1992, respectively. From 1995 to 2008, he was on the faculty of the department of Electrical and Computer Engineering and Director of the Center for Embedded Systems Research at North Carolina State University. While on leave from NC State in 2000-'01, Tom served as the Chief Microarchitect for DSP startup BOPS, Inc. He is currently a Professor joint appointed in the Schools of Computer Science and Electrical & Computer Engineering at the Georgia Institute of Technology where he directs the interdisciplinary Center for Research into Novel Computing Hierarchies focused on post-Moore’s Law computing. Conte is the named inventor on 40 US Patents.

ALFRED “FRED” E. DUNLOP Retired Pilot Knob, New York, USA Dr. Dunlop received his BEE from the University of Delaware, MSEE and PhD from Carnegie-Mellon University in 1975, 1977 and 1979 respectively. He holds 14 patents in the areas of circuit

design, system initialization and algorithms. Since 2001, he has been president of Crossbow Consulting, LLC where he has worked for clients on topics including circuit design, system architecture, system startup and Electronic Design Automation (EDA). He was founder and VP of Engineering at a startup 2002. Dr. Dunlop worked at Bell Laboratories 25 years where he held research and development positions. He was responsible for the IC layout tools in the mid 1980s. He later built clock recovery circuits for packet systems. In research, he held the position of Director of Design Principles Research and later Director of Optical Data Systems Research before retiring in 2001.

Industry Manager, Mining, Metals & Minerals for Eaton Corporation. Dave holds two US patents and is a technology leader at Eaton Corporation. He has over 38 years of experience with Westinghouse and Eaton serving in a variety of product engineering, sales and global marketing roles, authoring over 30 technical papers that have been presented at conferences around the world and published in IEEE Transactions on Industry Applications, Plant Engineering, World Cement and EC&M Magazine. What are your most significant activities and accomplishments in IEEE Societies : Dr. Robert S. Fish is Vice President of Industry and Standards Activities of the IEEE Communications Society (ComSoc). Dr. Fish has been a member of the Board of Governors of the IEEE Standards Association, was Chair of IEEE-SA’s Global Committee, and was a founding member of the IEEE-SA Corporate Advisory Group. He co-edited a series in IEEE Communications Magazine on IEEE standards in communications and networking. During his career, Dr. Fish and his organizations have initiated and managed standards development activities in IEEE, ISO/IEC JTC1, 3GPP, OMA, IETF, ATSC, CableLabs, OSGi, and probably a few others.He is a member of the IEEE Conferences Committee, and chairs an ad-hoc there on Industry Engagement in Conferences. He is Steering Committee chair and Co-founder of ComSoc’s Consumer Communications and Networking Conference. He is the former chair of ComSoc’s GLOBECOM and ICC Management and Strategy Committee. For his leadership and contributions to the Multimedia Communications Technical Committee, Dr. Fish was the recipient of MMTC’s Distinguished Service Award.

* Biography: Dr. Robert S. Fish is President of NETovations, LLC, a consulting company focused on the creation of communications and networking technology innovation and a faculty member in the Computer Science Department of Princeton University. From 2007 to 2010, he was Chief Product Officer and Senior VP at Mformation, Inc. a company specializing in carrier software for mobile device management. From 1997 to 2007, Rob was Vice President and Managing Director of Panasonic US R&D; laboratories working on embedding networking into consumer devices. Prior to this, he was Executive Director, Multimedia Communications Research at Bellcore/Telcordia after starting his career at Bell Laboratories. Besides his many publications, Dr. Fish has been awarded 17 patents. He received his Ph.D. from Stanford University.

TOSHIO FUKUDA Professor Emeritus/Visiting Professor Nagoya University, Nagoya, Japan; Professor, Department of Mechatronics Engineering Meijo University, Nagoya, Japan; and Professor, Beijing Institute of Technology, China Dr. Fukuda studied at Yale University 1973-1975 and received Ph.D.

What are your most significant activities and accomplishments in IEEE Societies : Ms. Gostin currently serves as a member of the Computer Society BoG (2014-2016) and as the CS MGAB Vice Chair for Outreach and Geographic Activities. She is also serving on the CS Portfolio Review committee, and served as the CS Elections Chair (2014) and on the CS Nominations Committee (2015). She was the CS representative on the Sensors Council in 2014, then became the Treasurer for the Sensors Council (2015-2016) and serves on Council's Member Society Relations Committee. She has also served on the Sensors Council's Distinguished Lecturer Committee. She was the Atlanta Computer Society Chapter Chair in 2012-2013, rejuvenating a chapter that hadn't held meetings in several years, inspite of having over 700 members. She was the Administrative Chair for AESS's RadarCon 2012. She also serves as the CS Representative to WIE. She is a reviewer for the SENSORS Conference, and has served as a reviewer for IEEE Software Technology Conf, Transactions on Information Theory, and for the Christian Engineering Conference.

What are your most significant activities and accomplishments in IEEE Regions : Ms. Gostin is currently the Chair of the Region 3 Leadership Development and Regional Support Committee, and the Chair of the Leadership Development Training Committee. For the previous 2 years, she served as the project lead for the Region 3 Volunteer Integration Process project, which is automating the task of training volunteers that are stepping into new elected or volunteer positions within their section. She was the Region 3 Awards Chair in 2013-2015 and has represented Region 3 on the IEEE-USA Awards Committee and the MGA Awards Committee. She served on the Region 3 Committee while she was the Atlanta Section Chair in 2012-2013. She also has served on the Region 3 Conferences Committee, and was the R3 SoutheastCon 2009 Tutorials Chair. She was the General Chair for the Atlanta Metro Area Workshop in 2013, and the Administrative Chair for IEEE AESS RadarCon 2012. She has lead many sessions at Region 3 meetings, including sessions on SAMIEEE, Volunteer Recruitment, Awards, and Volunteer Training.

JASON JIANJUN GU Professor Electrical and Computer Engineering Dalhousie University Halifax, Nova Scotia, Canada

Jason Gu received his Ph.D. in Electrical and Computer Engineering (2001) from University of Alberta and is Professor and Director of the Robotics Laboratory at Dalhousie University. He published over 250 Journal, book chapters and conference papers in biomedical engineering, robotics, systems and control. He was editor-in-chief of International Journal of Automation and Logistics (2012) and editor of Journal of Control and Intelligent Systems (2007). He was associate editor for many IEEE periodicals, Program/General Chair for over a dozen IEEE conferences and was the IEEE Canada Atlantic Section (CAS) Vice Chair and Chair. He is currently the IEEE Canada Conference Editorial Board Chair and Awards Committee Vice Chair. Jason received the Outstanding IEEE Student Branch Counselor Award (2004), the IEEE CAS Murugan Memorial Award (2014), and the IEEE J. J. Eastern Canada Merit Service Award (2016). T.W. HISSEY Retired Electric Power Automation Consultant Glen Mills, PA / St. Petersburg, FL Theodore W. “TED” Hissey, has been a long time technical and administrative worker for the IEEE, the IEEE Power Engineering Society, (PES), and the IEEE Corporate administration. He is an engineer, technical manager, and an internationally

recognized lecturer and consultant in the field of Electric Power Network Automation, and Electric Power Sector Re-structuring. He worked for Leeds and Northrup Company for 43 years in a variety of application, engineering, and management positions. Mr. Hissey has traveled to, and worked with engineers and executives in over 50 countries, providing technical lectures, seminars, and meetings with the local engineers, technical societies, students and young professionals, and national engineering societies, in addition to his commercial activities. This international experience and understanding has enabled Ted to contribute significantly to the IEEE's global technical outreach activities and international cooperation. He continues to work diligently to insure the recognition of - and activation of IEEE projects and programs for - Students and Young professionals. Elected by the IEEE Board of Directors to serve as Executive Director of the IEEE, as a volunteer, from November, 1994 through December, 1996. Then, was elected as Director Emeritus in 1997 – and still serves on the IEEE Board of Directors. He was 1997-1998 President of the United Engineering Trustees – during the organization’s re-structuring; sale of the United Engineering Center; and, transition from the United Engineering Trustees to the present United Engineering Foundation. The UET / UEF represents some 800,000 engineers, and is composed of the American Society of Civil Engineers - ASCE; the American Institute of Chemical Engineers - AIChE; the American Society of Mechanical Engineers - ASME; the American Institute of Mining Engineers - AIME; and, the Institute of Electrical and Electronics Engineers - IEEE. His continuing passion and mission is working with, promoting, mentoring, and training young professionals throughout the world in the skills they require throughout their personal and professional lives.

He has 18 years of experience in the testing of insulating fluids and management

of analytical laboratories. He has provided numerous technical presentations and published technical articles within the power industry. David serves as the Doble Engineering Insulating Materials Committee Asst. Secretary and on the ASTM D-27 Technical Committee on Electrical Insulating Liquids and Gases. * Biography: Kathleen A. Kramer (S88–M90–SM01) is a Professor of Electrical Engineering at the University of San Diego, San Diego, CA, where she served as Director of Engineering from 2004-2013. She has also been a Member of Technical Staff at several companies, including ViaSat, Hewlett Packard, and Bell Communications Research. Author or co-author of over 100 publications, she maintains an active research agenda in the areas of multisensor data fusion, intelligent systems, and neural and fuzzy systems. Her teaching interests are in capstone design, signal processing, and wireless communications, and she is a leader in engineering accreditation activities. She received the B.S. degree in electrical engineering magna cum laude with a second major in physics from Loyola Marymount University, and the M.S. and Ph.D. degrees in electrical engineering from the California Institute of Technology.

I was directly responsible for the generation of a balanced budget and elimination of $3.7M deficit during my 2008-2010 leadership tenure. I worked to increasing revenues in the areas of standards activities, conferences, publication, and governance and was dedicated to increasing the value proposition provided to membership. I was the primary author of the 2008 Computer Society strategic plan which changed the strategic planning process incorporating measurable organizational and governance goals and activities.

What are your most significant activities and accomplishments in IEEE Regions : I am currently serving as Region 3 Awards Chair. During my time as Chair I have rewritten the Awards Program Manual and made improvements to the awards program and presentation.

* Biography: Ms. Land has over 25 years of experience in program management with industry, non-profit and the Federal Government. She has led staff teams as project, department and program manager. Duties include staff oversight, supervision and hiring. Responsibilities have included acquisition and acquisition oversight for programs ranging from $200K to $1.2B. She is currently assigned as a Deputy Program Manager for the Missile Defense Agency (MDA) in Huntsville, AL.Ms. Land is the author or co-author of a number of texts, papers, podcasts, webinars all supporting sound software engineering principles and practical application of software process methodologies and the implementation of software process improvement and is a recognized expert in this area.

JAMES R. LOOK, PE Self Employed Boulder, Colorado, USA Jim Look has made the IEEE the major focus of his activities since leaving full time employment in 2003. After completing a 28 year career in the international oil and gas industry, Jim has dedicated

time to non-profit organizations including, Habitat for Humanity, the Colorado Engineering Council, the City of Boulder (advisory committees) and many levels of the IEEE. He graduated with a BSEE in 1972, achieved his PE license in 1976 and added an MBA in 1981. The majority of his professional career was spent with Saudi Aramco, a very large international oil company. Over that period he was involved with a wide variety of engineering and management assignments. He progressed from a refinery utility engineer, to project manager, to the leadership of a 140-person multidisciplinary, multi-national engineering group and finally, advisor to corporate management. He has been a continuous member of the IEEE for over 45 years (StM-1970, M-1972, SM-2005, LS-2016).

IEEE Accomplishments and Activities (S’71-M’75-SM’90-F’94-LF’12)

IEEE Accomplishments. As Technical Activities Vice-President (VP), I formed committees to address challenges facing IEEE: one, joint with the Member and Region Activities VP, to determine what is the value of an IEEE membership, for example, to young professionals, professionals from different countries and different industries, and what membership models can best serve them; another, joint with the Education Activities VP, to create new education products that best leverage technology; a committee to address the diversity of our membership; another to increase transparency in IEEE finances, develop new businesses, and better ways to manage IEEE operations–which IEEE operational units should run as service centers, competing with outside businesses. I challenged the organization to develop a new large type event bringing participants and technology industry leaders together, exposing participants to new technologies, providing networking and mentoring opportunities. In the late 90’s, as Editor-in-Chief and then VP Publications, I proposed and then led the digitization of >50 years of content of the Signal Processing Society, since its 1948 origins. Partnering with 6 or 7 other Societies, we formed Opera, the first digital library that evolved into the IEEE Digital Library Xplore®, the most successful IEEE product ever. IEEE Selected Activities. for the 2004 American Control Conference (co‐sponsored by the Control Systems Society) during 2001‐

2004.  I have more than 30 publications in IEEE sponsored journals and conference proceedings and 

have reviewed numerous submission to these publications. 

 

What are your most significant activities and accomplishments in IEEE Regions : IEEE Cleveland Section:I have served in every officer position (secretary, treasurer, vice‐chair and chair) 

of the IEEE Cleveland section from 1995‐1999 and was awarded the IEEE 3rd millennium medal by the 

section in 2001.  I also served as the branch counselor for the IEEE Cleveland section CWRU student 

branch for most of the 1990’s.IEEE Educational Activities:I have served since 2012 as a voting member of 

the IEEE Committee on Engineering Accreditation Activities (CEAA) which falls under the IEEE 

Educational Activities Board (EAB).  I have severed as a nonvoting member of CEAA for several years 

prior to this as a representative of the Electrical and Computer Engineering Department Heads 

Association (ECDHA).  Most recently I have served as Chair of the University Resources Committee of the 

EAB and as a voting member of the EAB.I was appointed by the IEEE to the ABET board of directors in 

2013 and to the ABET board of delegates in 2015. 

 

* Biography: Stephen M. Phillips earned the BS degree (Cornell University) and the MS and PhD degrees (Stanford 

University) in electrical engineering.  In 1988 he joined the faculty at Case Western Reserve University.  

In 2002, he joined the faculty of Arizona State University and was appointed department chair in 2005. 

He currently leads the School of Electrical, Computer and Energy Engineering as its first director.  He was 

elected president of the Electrical and Computer Engineering Department Heads Association and has 

served on its board of directors.  He is a professional engineer registered in Ohio and has served as a 

program evaluator for ABET Inc.    He was appointed by the IEEE to the ABET Board of Directors and

* Biography: She received EE, MS and PhD degrees from Polytechnic University, Madrid, Spain, where she has been 

Associate Professor. In 2004 she joined the Department of Signal Theory and Communications, Carlos III 

University of Madrid, where she is Full Professor, codirector of the Radiofrequency, Electromagnetics, 

Microwave and Antennas Research Group, and has served as Department head. Her research deals with 

numerical methods for microwave components and antennas, and passive devices advanced synthesis 

methods.Co‐author of 2 European/USA patents, 20 books, 28 books contributions, 102 journal papers, 

and over 360international conferences papers. She has delivered numerous invited presentations, 

seminars, and short courses. She has participated in 91 projects and contracts financed by USA, 

European, and Spanish institutions and companies. She served in evaluation panels of USA, EU, and 

Spanish institutions, and as associate editor and reviewer of several journals. She is Doctor Honoris 

Causa from Aalto University and has other awards.

ALBERTO SANCHEZ Professor Universidad San Francisco de Quito (USFQ); and Co-Founder I&DE Cia. Ltda Quito, Ecuador

Alberto is currently a professor at Universidad San Francisco de Quito (USFQ). He obtained his degrees in Electronics & Control Engineering from Escuela Politécnica Nacional (1999), MSc in Power Electronics & Control with Distinction from the University of Bradford (2000), UK, and the PhD in Electronic & Electrical Engineering from the University of Strathclyde, Glasgow, UK (2004). He worked as a Research Assistant for project SMAC Smart Control of Waste Water Treatment Plants. His experience has led him to conduct multidisciplinary research for which he developed skills to communicate and collaborate with people from completely different backgrounds. In 2005 he co-founded I&DE Cia. Ltda.; which to this day is the number three company in Ecuador for the production of lifts. From 2007 to 2011, Alberto worked for Petrobras, and in 2011 he re-joined USFQ. He has more than 25 published articles in journals and conferences.

Sanders (Student Member 1978, Member 1980, Sr. Member 1991) received a bachelor’s degree in electrical engineering from University of North Carolina at Charlotte in 1980. She is a registered Professional Engineer in Florida and North Carolina. Her career has concentrated on protective relay with emphasis in teleprotection and communications. The most recent position is with Schweitzer

Engineering Laboratories, Inc. as senior communications applications engineer. Her previous experience includes 5 years as a senior instructor with SEL University teaching protection and communication fundamentals, and 30 plus years with Westinghouse, ABB, Pulsar Technologies and Ametek Power Instruments as product manager for the Power Line Carrier products. LJILJANA TRAJKOVIC Professor Simon Fraser University British Columbia, Canada Ljiljana Trajkovic received the Dipl. Ing. degree from University of

Pristina, Yugoslavia, M.Sc. degrees in both Electrical Engineering and Computer Engineering from Syracuse University, NY, and Ph.D. in Electrical Engineering from the University of California at Los Angeles. She was a Member of the Technical Staff at AT&T Bell Laboratories, Murray Hill, NJ, from 1988 to 1990 and a Research Scientist at Bell Communications Research, Morristown, NJ, from 1990 to 1997. From 1995 to 1997, she was a National Science Foundation (NSF) Visiting Professor in the Electrical Engineering and Computer Sciences Department, University of California, Berkeley. Her research interests include communication networks, computer-aided circuit analysis and design, and theory of nonlinear circuits and dynamical systems. Her personal interests focus on the need for global inclusion and diversity created by the rapid growth of new innovative technologies.

His research interests are in theoretical and computational plasma physics. He has authored/coauthored over 350 journal articles and conference papers, with over 3500 citations. RABAB KREIDIEH WARD Professor Emeritus Electrical and Computer Engineering Department University of British Columbia (UBC) Vancouver, British Columbia, Canada Rabab has 43 years of post-doctoral experience in leadership, education and research. She was IEEE Signal Processing Society

president, Director of a research institute of 160 professors (1996-2007), held high leadership positions at University of British Columbia and was member of advisory boards and committees of international organizations including NRC, NSF, RSC, BC ASI, PIMS, QNRF. She published 530-refereed journal and conference papers in signal processing. Her work was transferred to US and Canadian industries. Rabab holds many firsts for women in engineering, e.g. the first woman appointed as professor in engineering in British Columbia, Canada (1981) and Zimbabwe (1975). She is a Fellow of the Royal Society of Canada, IEEE, CAE and EIC. She holds the top research, mentoring, professional, and service awards from her university, IEEE Signal Processing Society (including the Society Award), various women’s organizations, British Columbia’s Association of Professional Engineers and Confederation of University Faculty Associations.
