What is IEEE PQDIF?

• PQDIF is defined in IEEE Std 1159.3-2003

– a “recommend practice” for power quality data interchange format that allows exchange of measurements and simulation results between computer hardware and software systems

• PQDIF is a binary format that features optional lossless compression using zlib

• The initial standard was approved by IEEE RevCom in 2003 and was reaffirmed in 2008. With the ten-year lifecycle for IEEE standards, a revision must be completed by December 2018.

Recent Administrative Activity

• Although most of the working groups and tasks forces of the IEEE SCC-22 Standards Coordinating Committee were transferred to the IEEE PES Power Quality Subcommittee in July 2002, the IEEE P1159.3 Task Force was still under IEEE SCC-22.

• The IEEE P1159.3 Task Force was officially transferred from SCC-22 to IEEE PQ Subcommittee in March 2014.

PAR Application to IEEE New Standards Committee (NesCom) for P1159.3 Revision

• A Project Authorization Request (PAR) is the means by which standards projects are started within the IEEE-SA. PARs define the scope, purpose, and contact points for the new project.

• The task force submitted a PAR to NesCom on May 23, 2014 to revise IEEE Std. 1159.3.

• The PAR was approved at the August 21, 2014 meeting of NesCom in Beijing.

• The P1159.3 Task Force was set up as a working group when NesCom approved the PAR, and this is the name of the group in IEEE SA web site

– 1159.3 Working Group for Transfer of Power Quality Data

• The PAR was approved until December 2018, which is the same date when IEEE Std 1159.3-2003 would expire without revision.

• Updated in August 2014 to expand maximum number of samples in a single series instance to 16 million from current limit of 1 million.

• Source Code for Microsoft Windows ActiveX/COM Library for reading and writing PQDIF files

• Intended for Use with VB6, Microsoft Office VBA, MATLAB, and unmanaged C++.

PQDIF.NET

• Source Code for Microsoft Windows .NET Component Library for reading and writing PQDIF files that has similar interfaces to PQDCOM4.DLL

PQDIF News: NVE 1557

• All grid companies in Norway need to submit a PQDIF file for at least one power quality monitor to the Norwegian regulator (NVE) by February 1.

• The PQDIF file will contain rms voltage, Pst, Plt, negative-sequence unbalance, and rms voltage variations for voltage sags, swells, and rapid voltage events.

Rapid Voltage Change (RVC)

• IEC 61000-4-30 Rev. 3 FDIS: “a quick transition in r.m.s. voltage occurring between two steady-state conditions, and during which the r.m.s. voltage does not exceed the dip/swell thresholds”

Feedback from CIGRÉ/CIRED Joint Working Group C4.112 on Power Quality Monitoring

• The industry needs a simple text file format to facilitate light implementations that cannot include a C++, COM, or .NET Library.

• PQDIF is precise but requires a lot of expertise.

• Proposed Solution

– In addition to defining the verbose, complete representation of a PQDIF file in XML, we could define an XML representation of a PQDIF observation record with just enough information from the data source record and/or monitor settings records that would identify the monitor name (e.g., MyMonitor), channel definitions (e.g., RMS Voltage Phase A), and series definitions (e.g., Average) with a nominal base voltage of 12 kV and a nominal fundamental frequency of 50 Hz.

Proposed Annex on PQDIF’s Relationshipto IEC 61850

• IEC 61850-8-1 defines file classes that can be mapped to the Manufacturing Message Specification (MMS) file object.

– PQDIF Files and COMTRADE Files,

– Other supported file types: bin, dtd, gif, htm, txt, xml, xsd, zip

• IEC TC57 and TC85 are collaborating on a new technical report: TR IEC 61850-90-17

– If the recommendations of the report are adopted by IEC TC 57, a new logical node with the working title “Continuous Power Quality recorder” will be implemented in IEC 61850-7-4 Ed. 3

• IEEE PQDIF Std. 1159.3-2003 is the preferred file format.

– A first draft of IEC TR 61850-90-17 “Using IEC 61850 to transmit Power Quality data” is available for comment (DC or “Draft for Comment”).

– We need to provide feedback on the draft document

• We should incorporate a summary of the TR in our proposed annex to the revised IEEE Std. 1159.3

Feedback from Joint Working Group of IEC TC85/TC57

• Add rapid voltage change (RVC) single-event characteristics and an RVC event list

• Add flagging to indicate when power quality disturbances occur to allow a given ten-minute value (e.g., 10-minute short-term flicker perception Pst) could be filtered because the 10-minute interval included a voltage sag.

– Only method available now: store single events or an event list of voltage sags, swells, etc., which indirectly can be used to know which 10-minute intervals should be filtered.

• However, many PQ monitors are not including events; they include a “flag” on each ten-minute interval. We do not have a place in a value log observation record for storing the flags.

– Proposal: Allow storage of an observation list that would be the timestamps of value logs that could be filtered.

Proposed Annex of PQDIF’s Relationship to IEEE/IEC COMTRADE

• COMTRADE now has a dual IEEE/IEC logo

• The H26 Working Group in the Power Systems Working Group completed a COMTRADE conformity test plan document in December 2014.

• We plan to include an annex that compares PQDIF and COMTRADE

• Source material for the annex could draw on the IEEE Power Systems Relaying Committee Working Group H5C report on “Common Data Format for IED Sampled Data”

– Summarized PQDIF, COMTRADE, and 61850

– Explained issues related to converting data between the formats
