1. About LINK
Local Integrated Network of Kerala (IEEE Students), abbreviated LINK, is an innovative concept that
originated in IEEE Kerala Section, India. The primary aim of LINK is networking student branches in an
effective way, thereby increasing the value in IEEE Student membership. LINK was formally inaugurated
by past IEEE President, Mr. Cleon Anderson in January 2005. Since its inception LINK has achieved
tremendous results, causing an exponential increase in student branches and student activities in IEEE
Kerala Section. Today, LINK has become a synonym for IEEE Kerala Section Student Activities. The model
of LINK was adopted by IEEE Region 10 as R10 GINI (Global Integrated Network of IEEE Students). The
founders of LINK went on to receive the MGA innovation award in 2008.
2. LINK – Revised 5 Year Vision & Goals
2005 to 2009 2010 to 2014 – Increase value in Student
Membership – Ensure continuity to SB activities – Increase student membership and
branches
– Establish IEEE as a core brand among engineering students
– Increase quality papers, projects and conferences
– Increase participation in national / international technical competitions
– Create internships / job opportunities for IEEE students
– Increase Membership Sustainability
3. Action Plan Timeline (Tentative)
4. SAC Initiatives 2011
2010
• Slow down expansion
• Inculcate a technical culture
2011
• Restart moderate expansion
• Increase technical activities
2012
• Further expansion – market using new tech initiatives
• More participation in national / international competitions
2013
• Analyze statistics to ensure sustainability
• Initiate internships / placements for IEEE students
2014
• Stabilize technical events + further expansion
• Continued student member and GOLD retention
LINK / SB Online Management Tool
LINK Operations Manual
Engage SAB / HUB Leaders / Counselors
Collaborate with other Section entities
4.1 LINK / SB Online Management Tool
Background
Student member information is not available in a quantifiable way
Information from SAMIEEE does not correctly list the Student Branch / College as several
students provide their home address for membership
It is not easy to correctly validate the list of participants in LINK events
Solution
Online application supporting a wide array of easy management features
The tool will include the following features
o SB Officer Reporting ( Extended Execom)
o Student Branch member list upload
o Event reporting
o Event participant list upload
o Generating member reports in various formats (Excel download)
4.2 LINK Operations Manual
Background
History of LINK Data unavailable (transparently)
Operational details of LINK known only to a few
Lack in consistency of operations
Difficulty in recruiting new volunteers
High learning curve for new volunteers in LINK / SAB
Solution
LINK Operations Manual – A single document containing all operational details
Includes information like LINK Structure, Roles, Awards etc
Includes details on LINK assets like website, operations email groups etc
4.3 Engaging Professional members in Student Activities Management
Background
Tremendous growth of LINK
Students manage SB / LINK activities
Students are well aware of IEEE events, award etc
Branch counselor involvement is still marginal
Branch counselors are lack awareness
Difficulty in managing LINK activities due to rapid growth
Review / Follow-up cannot be done by a few
Solution
Engage professional members playing the following roles
o Student Activities Board Members (SAB)
o HUB Leaders ( SB Counselor Representatives leading a HUB)
o SB Counselors
Increase the participation of counselors in all LINK Events
Assign specific roles and responsibilities to the above stakeholders
4.4 Collaborate with other Section Entities
Background
LINK has a wide array of activities
Several of the LINK activities overlap the activities of other entities at a professional
level
Section Chair advised collaboration with other entities
Solution
Try and establish a collaboration with the following section entities
o GOLD
o WIE
o Industrial Relations
o Electronics Communication Committee
o Society Chapters
o Others
This will help to collectively utilize the budget of the section
This will help pool more resources to efficiently drive and manage the ever increasing events in
LINK

2 GUILD Pilot in 5 SB's Year Long
3 LINK LINE - Newsletter NA Quarterly
* STEP is an event to network recent graduates and thus increase their involvement in IEEE
* GUILD is a project to divide students in a student branch into special interest groups such that each
group organizes a different set of events. Thus more students get an opportunity to involve and
participate in IEEE events and thus increase member engagement and membership retention. In 2011,
LINK Plans to pilot this in a few student branches and then evaluate the results in terms of membership
retention and sustainability.
16. Appendix
Note: The guidelines given below are the initial baseline version and may be revised and formalized in a
later version.
16.1 SAC Funding Guidelines
1. Every year a budget is approved by the Kerala Section Execom for LINK Activities
2. Each IEEE student entity like SB, HUB etc should try to raise funds through sponsorship and
other sources.
3. IEEE Kerala Section will provide only a part of the funding towards travel support of LINK and
HUB office bearers, branch counselors etc.
4. Each LINK event will have a specific amount allocated every year.
5. Each HUB will have a nominal amount as support to conducting hub events each year.
6. Each SB will have a nominal amount as support to conducting SB events each year.
7. Up to 5 technical projects will be funded each year up to a maximum limit set by the Section.
The projects should qualify as practical and worth implementing by an expert panel in the
section.
8. Section will evaluate and select a few students to travel to R10SC, IAISC etc each year. Each
student will be sponsored partially by the section. The selection of the students and amount of
funding will be the sole discretion of the SAB and the Section. LINK Execom may submit its
suggestions for the same.
9. The prize money for the LINK events will be sponsored by the section. The amount will be
finalized by the SAB.
10. Section will on an exceptional basis fund SB events in a case where the event is outstanding and
achieves goals that the normal LINK events fail to achieve. All such requests should be directed
through LINK and no funding request should be directly sent to the section. A funding request
to the section must be received minimum 45 days in advance to be considered.
11. For details of the actual amounts of funding available in each case, contact the LINK Treasurer /
Secretary / President in that order.
16.2 SB Event Guidelines
1. If any SB requires a speaker, the request for the speaker should be routed through LINK. SB’s are
advised not to contact the section speakers directly.
2. Any request for a section speaker should be made 30 days in advance.
3. SB’s chairs should make sure that all events are reported online through vtools. For all events
which are attended by a section representative, L31 forms should be submitted. For more
information on vtools and L31 forms, contact the LINK Executive Committee.
16.3 Awards Guidelines
1. The Major LINK Awards given each year are listed below
a. Outstanding Student Volunteer Award
b. Outstanding WIE Volunteer Award
c. Outstanding Branch Counselor Award
d. Outstanding SB Award
2. In addition to this, the SAB may give away one or more special award on a case by case basis
each year.
3. The authority to take decisions regarding awards, solely rests with the SAB. The decision of
the SAB is final and irrevocable.
4. The student representative of IEEE Kerala Section is not eligible to apply for an award during the
particular year in which he / she held the role.
Note: Awards are granted for outstanding performance in a role. Performing duties that fall within the
scope of work of an official LINK role does not qualify for awards.
16.4 Groups Guidelines
1. The LINK groups should be used primarily to discuss items of interest to all members in the
group.
2. Items of specific interests should be addressed to the required stakeholders alone.
3. Do not use any offensive or vulgar remarks in the group.
4. Maintain professionalism and ethics in all emails sent.
5. Do not raise issues, concerns or escalations directly into the groups. Kindly send a mail to the
LINK President and / or LINK Secretary and / or Student Activities Advisor.
6. Escalate issues regarding LINK to the Section only in the event that no action / explanation has
been taken / given at the LINK level.
