Mission – ICAP develops and implements programs that couple standards development activities with conformity assessment activities which help to accelerate market adoption while reducing implementation costs.

ICAP is a division of IEEE-SA that works closely with the Standards Working Group Liaisons to address the needs of standards development groups through conformity assessment.

ICAP is able to provide services for launching a conformity assessment or certification program around ANY IEEE standards. Through the guidance of Steering Committees, ICAP can develop and publish program critical documentation such as test plans faster then the traditional standards balloting process. ICAP can also help with identifying and accrediting technically inclined labs or personnel to ensure a consistent level of quality throughout each program.

IEEE 1588 (PTP) Power Profile CA Program

Leverages the requirements from

• IEEE C37.238-2017

• IEC 61850-9-3:2016

• IEEE 1588-2008

• Test Suite Specification to be available through UNH-IOL Website

• Accepting products for pilot testing that will be eligible for certification hopefully by the end of the year.

• Open enrollment to join the program Steering Committee along with NIST, BPA, UNH, and others

• Additional work to begin on planned Interoperability Event around IEEE 1588.

ICAP Phasor Measurement Unit (PMU) Conformity Assessment Program

• Enables PMU Manufacturers to demonstrate conformance to IEEE C37.118.1a – 2014

• The Steering Committee (SC) consisting of volunteer Subject Matter Experts in the power and energy field, has worked since 2012 to develop and approve the main requirements of the program.

• In addition to the program details the SC has also created the IEEE Synchrophasor Measurement Test Suite Specification (TSS) available for purchase through IEEE

• Consumers Energy (Jackson, MI) was the first ICAP Accredited Lab and offers complete testing capabilities to the TSS

• First certified PMU in early 2016
