2. GOODBYE TO THE GALEY FARM - AND TO MUCH MORE!

and not only the Galey Farm itself, but the entire land mass bounded by Cordova BayRoad, Royal Oak Drive, Broadmead and the Galey Farm to the north - a matter of 125 acres,and a potential 350 additional houses in Cordova Bay.

Until this spring when the B.C. Land Commission unaccountably reversed its earlier stand,the Galey Farm was in the Agricul tural Land Reserve. The other properties involved inthis deal showed as Urban Reserve on the Local Area Plan - that is, they would eventuallybe developed for housing but not until after 1996. This was a provision of the CordovaBay Local Area Plan - not an intellectual exercise invented by the community, but theoutcome of a procedure developed by the Municipality and approved both by the SaanichPlanning Department and the Mayor and Council as short a time ago as December 1980.It embodies the best in planning principles, it provides for orderly development of thecommuni ty, and the more short-sighted members of Saanich Counc i I have refused to takeit seriously.

Aldermen Irene Block, Howard Sturrock, John Mika and Hal Knight, already known for theircommunity concern, voted against it.

The argument of Aldermen Casilio and Crofton and of Mayor Couvelier in voting for thereclassification was that it simply corrected an error, since the spring 1982 decisionof the B.C. Land Commission to remove the Galey Farm from the Agricultural Land Reserveproved that it should never have been there in the first place. The error (if indeedone existed since the Galey Farm has been a successf~t farming operation for a greatmany years) would have been corrected by reclassifying the land into Urban Reserve: therewas no need or reason to designate it, or any of the other properties, Residential.We will have to hope that better logic than this will prevail in future hearings.

This reclassification was a poor decision for Cordova Bay. It will put pressure on communityservices that are none too good as it is, it threatens to over-run the population maximumset by the Local Area Plan, and it endangers both Lochside Drive and Cordova Bay Road.We think it reflects poorly on the members of Council who voted for it.

It was only days after this meeting thata severe slippage occurred on the eastside of Cordova Bay Road at the foot ofHaliburton. It makes clear that the problemsbesetting Cordova Bay Road are far fromover, and that it will be to the long­term financial advantage of Saanich (andtaxpayers) to give serious considerationto the future status of Cordova Bav Road.

REMEMBER THE SUMMER JOB BANK

There was considerable resident oppositionto the increase, on the grounds that thetopography of Cordova Bay Road didn'tlend itself to a higher rate of speed,that visibility is poor particularly atClaremont corner, that residents alongthe road already had difficulty gettingour of their driveways, and that the vibrationwhich led to land slippage had certainlynot been cured.

At the November 21 Committee of the Wholemeeting, it was proposed that the speedlimit on Cordova Bay Road be increasedto 50 kmh. It had been reduced earlierbecause the road (bed and surface) wasin poor condition and there was vibrationfrom truck traffic. According to theNovember 22 report, ground conditionshad been rectified by reconstruction andresurfacing and drainage had been improved.

Regional garbage problems have got to be solved,and "local politicians continually duck theissue," says Knight. "Recycling is not glamorous,it is just getting people to do their own work."The catch-all cliche of "fiscal restraint"can be used for ducking these low-key conservationpro jects, but it wi 11 mean the squanderingof money in the long run.

At budget-time the recycling discussion willbe renewed in Council Chambers. It is understoodother aldermen in favour of mashing cans, newspaperbundling, etc. are Aldermen Crofton and Block,and possibly Vantreight. It is suggested youwrite letters to Council supporting the recyclingconcept in Saanich, or even phone the mayor.

Cordova Bay has 34 teamsrepresenting over 490 players participat­ing in softball and soccer leagues.The home field for these teams, LochsidePark, has deterio~ated to the pointthat it is widely recognized as theworst sportsfield in the southernVancouver Is land leagues. In November,a resolution was adopted by the executivesof the Cordova Bay Soccer Club, theSoftball Club, the Mens' Soccer Club,and the Cordova Bay Community Associationcall ing for the improvement of thefie Ids. The proposa I has subsequent I ybeen discussed with the landownerof the adjacent property and theMunicipality of Saanich. The proposalhas met with a positive responsein both cases.
