Open Source Ideas

• I started teaching a module on “open sourceideas” four years ago.

• The module is about open sourcedevelopment practice, and how the ideas candevelopment practice, and how the ideas canbe used in other contexts.

• The ideas:– Sharing

– Learning

– Co-production, enhancement, modification

Page 10: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Open Source Ideas

• Web 2.0 is technology that supports co-production of content

– Blogs, where other can comment and therebyenhance the contentenhance the content

– Wikis, where people work together on collectingand structuring knowledge

– YouTube to share video material

Page 11: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Module: Open Source Ideas

• Students were assigned research papers toread, they had to write a summary on thewiki, and also upload a link to theirpresentation made in the class.presentation made in the class.

• Common creatives licensing.

E-Participation

Page 13: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Citizen participation through ICT

• Established research area. How to get citizensinvolved in democratic decision making?

• Lack of enthusiasm

• Mind-set problem• Mind-set problem

• From information to participation

• Public sector is generally good on information, but less good on participation

Page 14: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Why participation?

• (Legal requirement) (bad starting point)

• Opportunity to involve more people in (planning) processes– Young people– Minorities– ExpertsExperts

• Better decisions• Increased legitimacy

• Opportunity to mobilize volunteers in data collection andprocessing

• Environment, cultural heritage

Page 15: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Forms of participation

• Petitions / citizen initiative– Make a petition, collect signatures

• Consultations (the government decidesquestions to ask)questions to ask)– Dialog with stakeholders, but the dialog is

managed by government

• Discussions (open)– For brainstorming/generating ideas

Page 16: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Barriers for participation

• Boring..

• Bureaucrat speak..

• Why participate, when no one cares• Why participate, when no one caresabout my opinions anyway..

Page 17: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Prerequisites

• Commitment by decision makers to listen

• It is about attitudes

• Availability, reach the target group• Availability, reach the target group

• Low threshold for use

• Understandable (presentation)

• Feedback should be given (yes, we hear you)

Page 18: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Social media for collaboration?

• Because the citizens are there

• How many visits?

• Divide between:

– Regular visits– Regular visits

– Sporadic visits

• Social media and newspapers (and search engines)have regular visitors (often multiple times a day)

• Municipalities and public agencies have sporadicvisitors.

Page 19: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Case : The Digital Inn

• Established by the Norwegian National Archive• Established by the Norwegian National ArchiveServices as an extension of a information retrievalservice called the ”Digital Archive". The “DigitalArchive” stores archive material as images, transcribed texts and databases, and makes suchmaterial available through the Internet.

Page 70: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

”The Digital Archive”

• Content is of particular interest to historiansand genealogists, and include:

– Censuses

– Parish records– Parish records

– Military service records

– List of emigrants

Page 71: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

”The Digital Archive”

• Some material is transcribed, but today evenmore material is stored as images.

• Transcribed material may be searched, but notimagesimages

• Transcription is a very time-consuming process

Page 72: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

”The Digital Archive”

• The Digital Archive made a strategic decisionto open their infrastructure to individuals andvoluntary organizations registering parishrecords and other historical content as digitalrecords and other historical content as digitalinformation.

• This is what is called ”The Digital Inn”.

• You get a room and fill it with your ownbelongings..

Page 73: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

”The Digital Archive”

• This is one good example on how to considercitizens as a resource.

• The individual contributions are shared withothers through a public infrastructure.others through a public infrastructure.

User-centric e-Government

The following is based on a presentation made to theEuropean Commission in December 2011

(ePractice event).

Page 75: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Main argument

User-centric eGovernment focuses on the needs, wants and limitations of the users.

Two perspectives of eGovernment: Administration perspective: Improve internal efficiency

and/or quality of the work performed by the governmentand/or quality of the work performed by the governmentorganization

Citizen perspective: Making life easier for the user/citizen

It is not necessarily a conflict between the twoperspectives

But experience shows that solutions often are notoptimal from the user point of view

Page 76: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

User-centred design

• User-centred design is a methodology/philosophy thatinvolves users at all stages of the design process.

• Not only based on assumptions of designers/developers, butvalidated by real users in real situations.

• The goal is to make solutions better – for the users.

• User centred design takes into account:

– Audience (who, demographics of users)

– Purpose (what)

– Context (under what circumstances)

Page 77: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

NET-EUCEN

• The NET-EUCEN thematic network isdeveloping a framework to define andmeasure user-centric eGovernment services.

• Definition of user-centric: Fulfilment of threestages of user involvement:stages of user involvement:

• (1) User Involvement in Co-design stage:Involving users in development of ideas andconcepts. Starting from users´ needs andrequirements without technologicalconstraints.

Page 78: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

NET-EUCEN

• (2) User involvement in development andimplementation stages: Sample/group of usersengaged in first implementation of the service inorder to evaluate its features and continuouslydiscuss with developers to optimize the outcomesand suggest improvements and/or changes.and suggest improvements and/or changes.

• (3) User involvement in deployment and runningstages: Users validate service through user testingof flexibility and interoperability. Test results areused to customize service according to changes inpolitical, economic or social environment.

Page 79: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

NET-EUCEN

• A preliminary study on the ePractice portaland other international relevant cases hasbeen carried out revealing that very fewcases are fully aligned with this definition, cases are fully aligned with this definition, but a deeper analysis is mandatory toactually define the “level” of user centricityadopted by a service.

Page 80: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

Practical example

Electronic forms

Electronic service provision is typically done throughelectronic forms.

The forms may be effective for the administration, but not necessarily for the user.

Example: Application form for grants to voluntarygroups and organizations.

Example: Application form for grants to voluntarygroups and organizations. Old: Paper based form, fill it out, enclose copy of budget

and report on use of pervious grants, put the sheets in anenvelope, send it.

New: Electronic form. User needs to type the informationfrom the budget and the report into the electronic form.

..and problems with timeout, user needs to start from thebeginning

Page 81: ICT and collaboration - IARIA · ICT and collaboration ... Open Source Ideas ... Conclusion • ICT-based application for municipal zone planning

NET-EUCEN

• User-centricity is about a mind-set.

• The needs, wants and limitations ofusers must be recognized

• NET-EUCEN – A network for User-Centric• NET-EUCEN – A network for User-CentriceGovernment http://www.net-eucen.org
