Prayer w offered by Rev. Brannan.The welcome address was delivered by Bro. Joe M: LaHay, of No. 248,

Claremore, in the stead of the Honorable Mayor of Claremore, who couldnot be present at the opening ceremonies on account of sickness in his fam-ily (but was present and delivered us a good speech during the Convention.)

Bro. Campbell Russell, of No. 34, Warner, was selected to respond toBro. LaHay in behalf of the Convention, which he did with credit to him-self and to the Convention, after which President Duncan appointed aCredential Committee as follows: Bros. J. C. Johnson, of No. 49, Stilwell;A. Collins, of No 293, Afton; and J. R. Frazier, of No. 139, Massey.

Recess was then announced awaiting report of the Credential Com-mittee. The spare time was utilized by speech making by several of theBrothers uRtil late in the afternoon. It was found that owing to the late-ness of receiving reports and credential cards, (caused by secretaries ofseveral subordinate orders not complying to instructions from our worthysecretary when he sent out blanks to each secretary for him to make saidreports, etc . ,) the Credential Committee could not report until next morn-ing, and on motion and second Convention adjourned to meet at 8:30 Thurs-day, October 24th A.M.

October, 24th, 8:30 o'clock A,M.Convention called to order.Prayer was offered by Bro. Geo. Forest, of No. 35, Wauhilau, I. T.President Duncan then appointed Bro. C. E. Minogh, of No. 35, Mus-

kogee, as marshal, and instructed Bro. Minogh to select his assistants,which he did by selecting Bros. J. W. Freeman, No. 68, Bower; and J. C.Cox, of No. 274, Claremore, and as guards Bro. ,Brice and Bro. , ofNo. 274, Claremore.

The pass was ordered taken up by the marshal and his assistants,which was done and all declared entitled to remain.' The Credential Committee submitted a partial report as follows:

Bro. N. W. Patton, President of the Loyal A. H. T. A. Division ofOklahoma, being present as a fraternal delegate, was called upon the stageand introduced to the Convention. He was greeted with cheers from thedelegates, and a speech:W6s called for, but as Bro. Patton had a severecold he excused himself by thanking the Convention for courtesies shownhim.

Bro. Patton's excuse was accepted and on motiOn and second Bro.Patton was seated as fraternal delegate to this Convention.

The Honorable Mayor of Claremore, Mr. Brown, asked to be admittedto the Hall and make a short welcome address in behalf of Claremore, as itwas impossible for him to be present at the opening exercises,

President J. W. Lcitncan replied, thanking the mayor on behalf of theConvention, after whici convention resumed business.

President Duncan appointed Bro. C. G. Horn as Vice President pro.tem.

On motion and second the Convention adjourned until 1:30 P. M. forparade.

1:30 P. M. The officers and delegates met at the Opera house and form-ed for parade by Bro. M. McDrummond, Secretary of No. 248, Claremore,Grand Marshal. 1st, the Claremore Band; 2nd, the city Mayor and Pres.Duncan in buggy; 3rd, other offiCials and Committees of the A. H. T. A. incarriages and buggies; 4th, the delegates on foot 4 abreast; 5th, the Clare-more fire department; 6th, citizens of Claremore in carriages and surreys.

Parade formed at Frisco depot on west side of town, marched eastthrough principal street to the school building in east part of town, thenceback to the Opera house, disbanded and returned to hall.

• To the Officers and Delegates of the Grand Lodge of the Indian Terri-tory Division of the Anti-Horse-Thief Association in annual conventionassembled:

The All-wise Ruler of the Universe in His providence and goodness,has again permitted us to assemble in Annual convention for the purposeof enacting laws for the government and up-building of our splendid associ-ation and noble brotherhood. Since our last Annual convention He hasseen fit in His providence and wisdom to call from our midst our honoredand worthy State President, A. P. McKellop, who departed this life onFebruary 1, last. We deeply mourn the loss of this beloved brother.His love and interest in this association was felt and known in every partof our Territory. We had learned to love him for his splendid ability, hisnoble purpose, his kindness and generosity, while in our finite vision itseems hard to have had him called from our midst. God in his infinitudeand greatness, we have been taught, chasteneth whom he loveth, and wehumbly bow in submission to His will and providence.

ganized, has many intricate qAct—lons to answer, and points on the law ofthe order to untangle and decide upon. Indeed he at times is compelled tomake law in deciding upon questions which are protounded to him, uponwhich we have no written law.

If more members of the association would subscribe for and read ourofficial paper the "Weekly News" they would learn many of the questionsand points of law, which are ably discussed therein by the editor, the offi-cers and correspondents, of the various divisions. I therefore earnestlyrequest the delegates of this convention when you have returned to yourrespective sub-orders, that you urge upon the members thereof the necessityand wisdom of subscribing for and reading the Weekly News.

This is not the only reason that I make this request. Stolen and stray-ed property by the hundreds are advertised therein. We are often enabledto assist a Brother in recovering his stolen property. This is one of theprime objects of the Ahociation. This was the object for which it wasoriginally organized. This is a duty which we owe each other as Brothersin this Association. We have pledged each other this mutual assistance.Indeed we should feel called upon to congratulate ourselves upon havingsuch a paper and so ably edited by our esteemed Bro. W.W. Graves.

Our association is one of the best secret organizations in the UnitedStates. I do not know of any other equal to it in the scope of its real usefulness. While we are strictly non-political and non-partisan we do notdisclaim the moral influence that we have for good in the great coming newstate.

While many of the best people have settled among us and more arecoming, the up-to-date swindler and grafter is also here and more arecoming and we must be on the move to meet the emergency.

Our division has maintained a steady growth and advancement dur-ing the year. A bout 72 new sub-orders have been organized. Our popular-ity is everywhere evident. People like the organization because of itscheapness. Our dues and expenses are so small that the poorest man finan-cially may be a member if he has the honor and moral standing. I desireto impress upon your minds the fact that no dishonest man, swindler orslanderer should be allowed to wear the badge of this association.

In conclusion I wish to say that I have endeavored to serve, you aspresident to the best of my ability. If I have erred it was not intentional.I have worked to steer the association clear of any of the political affiliationswhich have courted and solicited us during the heated campaign throughwhich we have just past.

the I. T. Division of the A. H. T. A.:Brothers:—This session of the Grand Lodge of our noble and grand

order brings to a close my fifth term of the honorable position as secretaryand treasurer of this grand division, which you have so generously as wellas unanimously given to me for the fifth consecutive year without any op-position apparently whatever. Now brothers can you blame me if I feel alittle proud and puffed up so to speak, over the fact that I have held yourentire confidence and good will through these past five years of labor forthe up-building of the I. T. Division? Yes and you may add nearly anotheryear for you as temporary secretary in working up the I. T. Division.

The first nine months that I acted as temporary secretary I receivedno pay for my time or traveling expenses, or even pay for stationery or

37 sub-orders out of a possible 80 lodges, not knowing whether the remain-der of the 80 lodges would affiliate with us or not, but I am proud to sayall except two did affiliate and those two went defunct.

We then had a membership of only about 600, but now we have some

postage used by me in the work. The first year as secretary I received($150.00) one hundred and fifty dollars, the second and third year ($200.00)two hundred dollars, and the last two years past I received ($400.00) fourhundred dollars per year and office expenses.

The first year of our organization I advanced the division ($85 00)eighty-five dollars, enough to run on until we began to receive some returnsfrom the various sources from which we get our funds.

Yes my brothers, just think that only five short years ago we had only

350 lodges and a membership of some 12 or 15 thousand in round numbers.• We have issued Charters to 69 new lodges, two lodges reorganized and

two recently from the Kirkwood lodges, making total this year 73 lodges.Doing pretty well when you come to think about it with all the uphill workwe have had to do with in the past which a great number of you know, areconversant with and not necessary here to state.

I wish to say that peace and happiness prevails in our jurisdiction sofar as I have heard with the bare exceptions of only two cases of disputein two sub-orbers, and that of a local matter only for which two appeals aretaken up to this body for their ruling.

We have had only one cloud to darken our peace and tranquility dur-ing the past year, and that was caused by the death of our esteemed andmuch loved Brother A. P. McKellop, who was president at the time of hisdeath. His absence is and will be felt in this division for some time tocome, and his place hard to fill, but the Lord giveth and the Lord takethaway. The will of the Lord be done, and we must acquiesce in the Lord'sdoing and undoing, regardless of our desires or wishes.

The membership is up and doing all they seemingly can to promote theinterest of the order, and I hear nothing but words of praise and commend-ation from those outside of the order for the A.R.T. A. and the great workthat the order is doing, and they are hastening to become members as fastas the opportunity offers.

And now Brothers as I have been pressed for time to make my reportto you on account of some delays in receiving the reports and per capitatax of several of the orders and I could not close my books and balance myaccounts as soon as I wish, and in fact they are only temprarily closed now.Then again I have not been able to work but I have stood to my post andtried to the best of my ability to have my reports ready, and you now havethe results be they good or bad.

I want to thank one and all of the Brethren of the I. T. division fortheir patience and forbearance with me in the past, assuring them I havenot left a stone unturned where I thought it was of interest and for thegood of the A.H.T.A. And if I have seemed tardy or slow I wish to saythat it was not because I did not try to do in my feeble manner what seem-ed right and my duty to do, and I am perfectly willing for you to be bothjudge and jury in the case.

I thank the State President, Bro. J. W. Duncan, and the executivecommittee for their kindness in the past year, and I wish to expresslythank Brother W.W. Graves for courtesies shown the I. T. in the case of No. 403, in reference to the expelling of Bro C.C. Corbin, amember of No. 403, find in our opinion that No. 403, of Wolf, I. T., know-ingly violated the rules and laws governing the trial of a Brother, and thatin so doing they have knowingly wronged our Brother C. C. Corbin, andwe, as a committee, recommend the reinstatement of Bro. Corbin as amember at large by him paying to the state secretary of the I. T. divisionhis per capita tax for the year 1907. RESOLVED—Further, that we are unalterably opposed to the sale ofIndian lands for the establishment of private game preserves in ourterritory, and we ask the congress of the United States to make sucharrangements as will provide for the sale of all unallotted land in theIndian Territory (fit for agricultural purposes) to actual settlers on timepayments, not to exceed 160 acres to any one man.

RESOLVED—That a copy of these resolutions be furnished each Senatorand Congressman from Oklahoma, and that he be instructed to use allhonorable means to secure the enactment of laws carrying out the spiritof the above resolutions; also that a copy be sent to the President of theUnited States and to each Senator and Congressman from other states,and that we earnestly request their assistance in securing legislation alongthe line above indicated.

We, your Committee appointed to meet with a committee from theKirkwood division so called A.H.T.A., beg leave to report as follows:

We find that it is out of the question to try even to unite with theKirkwood division, from the very fact we would stultify our honor andbreak the laws and usages we are obligated to support, by accepting thethe propositions submitted to us by the Kirkwood committee, which wereas follows:

This Committee of the Oklahoma state lodge (incorporated) A.H.T.A.,with plenary powers to amalgamate with the Indian Territory DivisionNational A. H. T. A., offer as follows for the consolidation of the differentparts of the A. H. T. A. in the State of Oklahoma:

1st. One grand division for the State of Oklahoma.2nd. If agreeable to form one grand division, the Presidents of the

Oklahoma State lodges and Indian Territory National organization shallissue a call for a joint convention of the organizations to convene at on the third Wednesday in October 1908, at which time thePresident and Secretary of the Indian Territory organization act asofficers of the convention until a temporary organization is perfected, atwhich time Oklahoma State Order shall surrender its charter and becomea part of the National Division of the whole State of Oklahoma andcharters shall be issued free of charge, the numbers revised, and suchother steps taken as shall be necessary to perfect the organization.

3rd. The same basis of representation shall be agreed upon.HARRY JONES, OSCAR VANFESON,

Our objections to their propositions are as follows:1st, We could not recognize James Kirkwood as an Anti from the fact

that he was expelled by the national body of the A.H.T.A. for disloyaltyand disobeying, wilfully and knowingly, both state and national laws, and,hence, is not an Anti in good standing.

2nd, because we could not consolidate a live, working division, havingpaid all its per capita tax and assesments to the national order, with adisloyal division who are in arrears for per capita tax for the past threeyears, which the Kirkwood division is in the arrears to amount of over$300, hence they are not in a condition to consolidate with.

If they wish to affiliate with the I. T. Division they would have to bereinstated into the national order by the national order making them payup the back tax or remitting the same.

3rd, if we were to consolidate with the Kirkwood Division, the nation-al order could and of rights ought to demand the charter of our Divisionfor violating the national laws as well as our own state laws.

4th, and from the fact that the Kirkwood followers are in rebellionagainst the I. T. Division, the Oklahoma Division and the National Order,by following blindly the dictations of an expelled Anti who sets himself upas both national and state president, and they still persist in followingafter their boss, hence we could not agree to do likewise and we gave themthe only feasible solution to the question of consolidation as follows:

1st, that they make application to the National body for reinstatementin the organization.

2nd, to surrender their books charters and seals to the secretary of theDivision of the National Order of the A.H.T.A, in which each Kirkwoodlodge is situated, and receive in return a charter seal and all necessarysupplies as is furnished to new sub-orders upon organization, free of allcost, as many of the Kirkwood lodges had done, and are doing now.

These are the proporitions presented to the Kirkwood Committee byUS.

The Installation of officers was then taken up and Bro. Graves by re-quest installed the officers. Bro. C. E. Minogh acting as Grand Marhal.

There being no other business brought before the Convention, a motiouand second to adjourn was made. Motion put by Bro. Joe M. LaHay andcarried and on singing the closing ode and friendly goodbyes and hand-shakings, the 5th Annual Convention of the I. T. Division A.H.T.A. stoodadjourned to meet at Muskogee:in 6th Annual convention in October, 4thWednesday, the 28th day, 1908.
