Can the ICG/SASS and residential provider billfor case management at the quarterly staffing? Isthis “double dipping?”Answer: The two providers cannot bill for sameservice. Attendance of a meeting in and of itselfis not billable. An exception to this is casemanagement: transition, linkage, and aftercareand case management: client centeredconsultation. This situation requires that thestaffing addresses transition to home or thecommunity.

If Rule 132 requires face-to-face interviews formental health assessments, do ICG/SASSproviders have to go to the residential treatmentcenter to interview the ICG client?Answer: The ICG/SASS and residential providerscan collaborate on the mental health assessment.For ICG clients that are already in residentialplacement, a mental health assessment could bedeveloped when the ICG/SASS worker makes therequired site visit.

How are providers actually paid? Are theypaid by the Collaborative or DMH?Answer: The provider submits the bill to theCollaborative, which adjudicates the claimand authorizes payment to the providerthrough DMH.

Our residential clients are currently in 19Mprograms. What will replace 19M?Answer: Residential services will still bepurchased with per diem payments, althoughwith new codes (see the Services Matrix).However, residential services providers arealso expected to bill the Collaborative forindividual service events that are delivered to aconsumer in residential treatment so that thestate may collect federal matching funds.”

If child is an active /open SASS eligible client and we arehelping with the ICG application process, do we billthrough SASS for case management services or billreport through the Collaborative?Answer: While a consumer has active status with HFSSASS (DHS Social Services A), the provider should billHFS for any ABC services provided to the consumer. Forany service uniquely funded under ICG, the providershould bill the Collaborative, even while the consumerhas an active HFS SASS status. If the service is not anABC service (e.g. application assistance), the providershould bill the Collaborative.

For 97M (BehaviorIntervention) there is no authorization requireduntil a threshold of $3500 is reached.

The QuarterlyReport addresses treatment progress during the90 day period. The Annual Report is anopportunity for the parent/guardian and providerto look at progress across the year.

If the parent/guardian objects to the level of caredetermination made by the Clinical Care Manager,what can they do to contest the change in levelof care?Answer: The parent/guardian may initiate aSecretary’s Level Appeal under Rule 135. This isdone by writing Myra Kamran, MD in care of theCollaborative and stating the reasons forobjection. A decision will be rendered within 30days of the Collaborative’s receipt of the letterrequesting the appeal.
