    CHAPTER I - GENERAL REGULATIONS

    1 AIM [GR]

    1.1 The aim of a Canoe Sprint competition is forpeople to race each other in kayaks and canoesover a clearly defined unobstructed course inthe shortest possible time according to therules.

    2 INTERNATIONAL COMPETITIONS [GR]

    2.1 All competitions announced as international are

    to be held in accordance with the regulations ofthe ICF. Competitions arranged by the NationalFederations or their clubs are consideredinternational if competitors of a foreign countryare invited to participate.

    2.2 These competitions must be supervised ormanaged by at least one accredited official inpossession of a valid International CanoeFederation Canoe Sprint Official card.

    2.3 There are International competitions which onlyhave to appear in the International Calendar

    and there is no restriction on entries (except bythe organiser).

    2.4 There are three types of ICF competitions:

    Senior World Championships (See Chapter IV)Junior World Championships (See Chapter V)

    World Cup (See Chapter VII)

    2.5 Canoeing Competitions in Continental andRegional Multi-sport Games and Championshipsshall be organised under the ICF Rules andRegulations for World Championships for thatdiscipline.For Olympic disciplines in such events theOlympic programme shall apply.The organisation and programme of theCanoeing in Multi-sport Games on global level

    must be approved by the ICF and for continentallevel by the Continental Canoeing Associations.

    3 COMPETITORS [GR]

    3.1 Only the members of clubs or associationsaffiliated with an ICF National Federation havethe right to participate in an internationalcompetition.

    3.2 A competitor is always allowed to take partindividually in an international competition but

    must in each case obtain special permissionfrom his/her National Federation.

    3.3 A Competitor may take part on behalf of theFederation in a foreign country in which he/sheis domiciled, if he/she obtains the authorisationof his/her Federation of origin. This

    authorisation has to be sent before 30th

    November prior to the year concerned to theICF Headquarters with a copy to the Chair of theCanoe Sprint Committee. The same procedureapplies, should the Competitor change backhis/her starting right to the Federation oforigin.

    3.4 If he/she has lived for 2 (two) years or more inthis foreign country, the approval of his/herFederation of origin is no longer required.

    3.5 A competitor may not compete for more thanone Federation in any calendar year in the sportof canoeing. This rule does not apply in the caseof a competitor who leaves his/her country oforigin to marry and live in another country.

    He/she can, in this case, compete for his/hernew Federation without awaiting the delay of 2years.

    3.6 The first year a competitor can compete in ajunior category is the year that his/her 15thbirthday falls in and the last year he/she can

    compete, as a junior is the year that his/her18th birthday falls in.

    3.7 A master competitor can compete in a Mastersevent in a year that he or she reaches the lowerlimit of the age categories. I.e. in the 35-39 agegroup in the year of his or her 35th birthday. In

    K2 or K4 events the age of the youngercompetitor will control the category in which acrew can compete. Age group categories willcommence from age 35-39 an increase inupward in 5 year age bracket.

    3.8 Each National Federation shall ensure that theircompetitors are in a good state of health andfitness which allows them to compete at a levelcommensurate with the competition level of theparticular event and ensure each competitor,team official and the National Federationcarries appropriate health, accident andproperty insurance covering their persons,equipment and property.

    CALENDAR

    INTERNATIONAL COMPETITION CALENDARis different to the

    ICF COMPETITION CALENDAR (ICF events only)

    4.1 Only a National Federation may apply for an

    event to enter the International CompetitionCalendar.Only members of the ICF may apply for events to theCalendar.

    4.1.1 An application will be made using a formestablished by the ICF and published on the ICFwebsite.

    4.1.2 By the 1st of January the year before, thecalendar of ICF Competitions (WCh and WCup) will bepublished. The deadline for applications forinternational events will be the 1st of March the year

    before (2 months after the publication of the ICFCompetition Calendar).

    4.2 The Competition Commission will approve thecomplete calendar of competitions. Once approvedthe Calendar will be final.

    5 MINIMUM PARTICIPATION [GR]

    To be recognised as an International event, aminimum of 3 boats from 2 Federations mustparticipate.

    6.1 The official events recognised by the ICF are the

    7.3 Boats, accessories and clothing may carrytrademarks, advertising symbols and written text.

    7.4 Requirements for ICF Canoe SprintCompetitions (Excluding Olympic Games):

    7.4.1 The guidelines for any advertising material

    carried on the clothing and equipment of paddlersshould be as follows:

    7.4.1.1 All advertising material should be placed insuch a way that it does not interfere withcompetitors identification and does not affect theoutcome of the race.

    7.4.2 The advertising of tobacco smoking and strongspirit drinks will not be accepted.

    7.5 Requirement for Olympic Games:

    7.5.1 No form of publicity of propaganda,commercial or otherwise, may appear on sportswear,accessories or more generally on any article orclothing or equipment whatsoever worn or used bythe athletes or other participants in the OlympicGames, except for the identification of the article orequipment concerned.

    The ICF rules are subject to the IOC rules. Any matternot regulated by the IOC is subject to the relevantICF rule.

    7.5.1.1 The word identification means the normaldisplay of the name, designation, trademark, logo or

    any other distinctive sign of the manufacturer of theitem, appearing not more than once per item.

    7.5.1.2 The uniform of the competitors and allpersons holding an official position may include theflag of their NOC Olympic emblem or, with theconsent of the OCOG, the OCOG Olympic emblem.The ICF officials may wear the uniform and theemblem of the International Federation.

    7.5.2 Any boat, accessory, or article of clothing,which does not comply with the above conditions,will be ineligible for use during a competition. Teamsare responsible for their own equipment.

    8 CONSTRUCTION [TR]

    The boat must be constructed so that it remainsbuoyant when filled with water.

    8.1 The Hull

    Section and longitudinal lines of the hull of thekayak and canoe shall not be concave (Onlyhorizontally and vertically).

    8.2 The DeckThe deck construction may not be higher on any

    horizontal point than the highest point of the front

    edge of the first cockpit.

    8.3 No foreign substance may be added to theboats, which give competitor unfair advantage.

    8.3.1 No part of the boat (including the seat and thefootrest) may have moving parts which can be used to

    help propel the boat in a way which would give

    competitors an unfair advantage (existing movingseat systems already in use are accepted).

    8.4 It is forbidden for the boat or the competitor tobe equipped with any device which would give thecompetitor any information or any advantage in anyway during competition, for example:

    - pumps

    - speed measuring devices

    - strain gauges

    - heart monitors

    It is forbidden for the boat or the competitor to beequipped with any device which would give thecompetitor any advantage in any way during

    competition.

    Kayaks

    8.5 Boats may have one rudder. The rudderhas to be placed under the hull of the boat.

    8.5.1 The boat to be designed as to be a sit-in(Kayak type) not a sit-on (Surf Ski type)

    Canoes

    8.6 The canoe must be built symmetrically

    upon the axis of its length.

    8.6.1 Steering rudders or any guiding apparatusdirecting the course of the canoe is banned.

    8.6.2 The C1 and C2 may be entirely open. Theminimum length of the opening shall be 280cm and

    the edge of the side of the craft (gunwale) can

    extend maximum 5cm into the craft along the wholedefined opening. The boat can have maximum threestrengthening bars with a width of maximum 7 cmeach.

    8.6.3 The C4 canoe may be entirely open, theminimum length of the opening shall be 390cm andthe edge of the side of the craft (gunwale) canextend maximum 6cm into the craft along the

    defined opening. The boat can have maximum fourstrengthening bars with a width of maximum 7 cmeach.

    8.6.4 The competitors are responsible to ensurethe boats conform to the technical requirements forthe competitions.

    Innovations

    8.7 Significant innovations in equipment including,but not limited to, boats, related equipment andclothing, must meet the following requirements

    before they are allowed for use in ICF InternationalCompetitions; including World Championships andOlympic Games:

    a. They must be available to all competitors (noexclusive patents);b. The costs involved must be reasonable;c. There must be equal chances for allcompetitors;d. They must be safe and environmentally sound.The innovation must be submitted to the ICF CanoeSprint Committee for evaluation. If it is judged tomeet the above conditions and is approved for use, itmust be readily available for all competitors by

    stJanuary 1 in order to be authorised for use inInternational competitions that year. Crews withunapproved innovations shall not be allowed tocompete. The ICF Canoe Sprint Committee has thesole authority to decide all matters under this Ruleincluding whether an innovation is significant,whether it is readily available, whether the costs arereasonable and whether it is safe andenvironmentally sound.

    9 BOAT CONTROL [TR]

    9.1 The length of a kayak or a canoe shall bemeasured between the extremes of the stem and the

    stern. Stem bands or other projection of the stem orstern, if any, are to be included.

    9.2 No alterations in canoes and kayaks arepermitted after the measuring and weighing andbefore the competition has taken place.

    9.3 All loose fittings shall be removed. Permanentknee rests attached in a definitive way to thefloorboard and buoyancy attachments consisting ofwater absorbing material must be absolutely dry atthe first weighing prior to the race. Three or moreboats according to the decision of the CompetitionCommittee and on a random system shall be re-

    controlled immediately after the race.

    CHAPTER III - RACING ORGANISATIONAND REGULATION OF THE

    COMPETITIONS

    10 OFFICIALS [TR]

    10.1 Duties of the Organising Committee (TR)

    An Organising Committee is responsible for thepreparation and running of the competition.The Organising Committee shall, in particular:1. Fix the date and the programme of the regatta inagreement with the member federation concerned2. Draw up and distribute the advance programmeincluding the date and time of the team leadersmeeting3. Make available a stretch of water and technicalequipment conforming to the present Rules of Racing

    10.2 Competition Committee (TR)

    10.2.1 The competition is to be managed by aCompetition Committee consisting of:

    1) Chief Official2) Chief Judge3) Deputy Chief Judge

    Two members of the Competition Committee must bein possession of a valid International Canoe SprintOfficial card.

    10.2.2. Duties of the Competition Committee:a) Organise and supervise the competitionb) In the event of inclement weather or other

    unforeseen circumstances, which make itimpossible to carry out the competition,postpone the competition and decide onanother time when it may be held

    c) Hear any protests that may be made andsettle any disputes that may arise

    d) Decide matters concerning disqualification incases where the regulations are brokenduring a race

    e) Should a competitor be injured during a heat,the Committee may allow him/her toparticipate in another heat

    f) The decision of the Committee shall be basedon the ICF Canoe Sprint Rules

    g) Penalties in accordance with the ICF Statutesmay also be imposed i.e. disqualification fora longer period than the duration of thecompetition in question

    h) Before any decision is made regarding analleged infraction of the rules, hear the

    opinion of the Umpire who controlled therace in which the infraction was said to haveoccurred. The Committee is to seek theopinion of other officials supervising therace, if it is felt to be of importance inclearing up the alleged offence

    10.3 International competitions are to be supervisedby:

    10.3.1 If circumstances permit, one person mayfunction in two of the above positions.

    10.4 Duties of the Officials.

    10.4.1 The Chief Official shall decide all matters

    arising during the actual competition, which are notdealt with in these rules. The competition shall beheld under the direction of a Chief Official appointedby the Organising Committee with other officials asrequired in paragraph 10.4.

    10.4.2 The Chief Judge cooperates in with theChief Official and he/she substitutes the ChiefOfficial in case of necessity.

    10.4.3 The Deputy Chief Judge will closely co-operate with the Chief Official and the CompetitionManager and will handle the administrative tasks ofthe competition.

    He will collect the notes from the Team Leaders ofthe participating countries on the changes before thebeginning of the Team Leaders meeting and putthem in order according to the races. At the meeting,he/she will record all changes announced by theChief Official in this own programme.If necessary, he/she will check the personalidentification documents of the competitors and theirage.

    He will collect the forms necessary for theadministration and any other means necessary for thesecretariat.In case of computer data processing, he/she will keepin contact with the responsible IT person.During the competition he/she will check the resultsrace by race and will prepare the list of the boats

    qualified in the next round.He will formulate the decisions of the CompetitionCommittee passed in the subject-matter of theprotest and will arrange to have it recorded in theminutes. He/she is responsible for the accuracy ofthe minutes. To perform the written tasks theCompetition Secretary can employ assistants and

    office staff as necessary.

    10.4.4 The Competition Manager will keep inconstant contact with the organisers to solve anyeventual problems arising. He/she supervises theraces and is responsible for ensuring that the

    programmes followed without unnecessary delay.He/she shall inform the officials concernedpunctually before a new race starts. He/she has todeal also with the good function of the competitionadministration of the races. (Programme, drawingsresults, technical documents, boat control, press,protests, etc.) He/she shall make certain that the

    races such as the start order, the name of anycompetitor failing to start and the results.

    10.4.5 The Boat Controller/s will only allowathletes to compete at the race, whose identificationhas been checked and whose boat, equipment,clothing, starting number and body number conformto the rules. They will also check for anyperformance enhancing foreign substance on the boat

    and any forbidden devices mentioned in Art. 8. TheOfficial in charge must inform the CompetitionCommittee in case of missing boats. The competitorshaving passed the control are entered in a writtenreport. Should any of the boats not fulfil the ICFrequirements concerning classification (Art. 8), theyshall be excluded from the competition. The

    organisers will provide for this purpose two certifiedweighing and measuring devices. Standard checkingprocedures will be applied. At least three boats areto be selected a random from the participants in theraces for boat control after the finish.

    10.4.6 The Starter decides all questions concerning

    the start of the races and is solely responsible fordecisions as to false starts. His/her decision is final.English shall be the language used.If necessary the other words can be repeated in theother recognised languages of the ICF. He/she shallsee that the starting equipment is in good working

    order. He/she shall communicate with theCompetition Committee and after having received asignal from them that all is ready, he/she shall orderthe competitors to their places and carry out thestart according to the racing rules. It is theresponsibility of the Starter to be satisfied that thecircumstances at the start are free from any

    hindrance.

    10.4.7 The Aligner is to bring the boats to thestarting line with least possible delay.

    If an automatic starting system is in use thealigners will be positioned in 2 separate boats behindthe starting line. They will have an unobstructed viewinside of the systems boots.

    When all boats are aligned and completelyinside the boots the aligner will raise a white flagsignifying to the starter that they are in position to

    start. When the boats are not in the boots the alignershall raise a red flag.If there is no automatic starting system the

    aligners may be positioned on pontoons on the wateror on shore beside the course and their duties will beto check the competitors attire and the competitorsnumber on the back and the number of the boats.

    When all boats are aligned he/she shall notify thestarter by raising a white flag. English shall be thelanguage used.

    10.4.8 The Course Umpire shall see to it that duringa race the rules are complied with. If the rules arebroken, the Umpire shall report immediately the

    infraction to the Competition Committee.

    a) The Competition Committee shalldecide whether any of the competitorsconcerned shall be disqualified or not.If the Umpire has to report an infractionof the rules he/she shall show a red flagafter the race and shall make a writtenreport before the next race takes place.In such a case, the CompetitionCommittee shall make known itsdecision immediately and before theresult of the race is announced.

    b) If there is no infraction to report, theUmpire shall show a white flag.

    c) In races of 1000m, the Umpire shallfollow the race in a motorboat. ForChampionships races of 1000m, racesshall be accompanied by two CourseUmpires in two separate catamarantype boats.In races of 200m, the Umpire(s) shall

    not follow the race. Two CourseUmpires in motor boats shall bepositioned before the start line. TwoCourse Umpires shall be positionedbehind the finish line.For the 500m races, either system asused for the 1000m or the 200m may be

    adopted for the Course Umpires to dotheir task. The Chief Official will decideon the most appropriate system to beused, based on his/her opinion of thecourse features.The Course Umpire can follow andjudge the race also from the FinishTower as instructed by the ChiefOfficial.

    d) He shall be completely unhamperedduring the race. No one except theUmpire and the driver shall be admittedto the boat reserved for him/her.

    e) In long distance races with manycompetitors, more than one Umpire willbe nominated. One of the Umpires shallif possible follow the leading group inthe race, but without disturbing theother competitors.

    f) In case of hindrances, the CourseUmpire must stop the competition

    passing all boats in the race and wavingthe red flag or using a sound signal untilall boats have stopped paddling. Afterthis all boats shall return to the start.The Course Umpire shall reportimmediately the infraction to theCompetition Committee.

    10.4.9 Turning Point Umpires when a race is run

    along a course with one or more turning points, oneor more umpires and one recorder must be stationedat every turning point where they gain the best viewof the turn.

    a) The Turning Point Umpire shall see thecompetitors turn according to the rules.The recorder shall make a list of all whopass the turning point

    b) Immediately after race, the TurningPoint Umpire shall report to theCompetition Committee as to who hasturned and if any infraction of the ruleshas taken place.

    10.4.10 Finishing Line Judges decides the order inwhich the competitors have passed the finishing line.At World Championships the order of the boatsarriving at the finishing line will be decided with aPhoto Finish System.The position of the competitors in the boat will be

    recorded with video camera at the time of arriving tothe finish line. The Chief Finish Judge will decidewith the recording whether the competitor was inhis/her boat upon arriving or not and report it to theCompetition Committee.When there is no Photo Finish System, the FinishingLine Judges decide the order in which thecompetitors have passed the finishing line.     judges shall be placed in a position where all lanes atthe finish line can be clearly seen.If the judges differ regarding the placing of two ormore competitors, a simple majority shall decide thedispute, in the absence of photo finish. In the case ofequal voting, the Chief Judge has the casting vote.When there is no Photo Finish, the Finishing LineJudges are responsible for recording the times. Thisshall be done by means of stopwatches or suitable

    electronic equipment.It is the responsibility of the Chief Finish Line Judgeto ensure that the timing equipment is workingcorrectly. The Chief Finish Line Judge shall divide thework amongst the Finish line judges.At the end of each race, he/she shall compare theofficial times with the other Finish line judges and

    immediately inform the Chief Finish Line Judge onthem.

    Each race shall be timed by at least two watches.When the watches have not recorded the same time,the longest (worst) time shall be taken as correct.The stopwatches are to be started when the

    electronic or optical signal from the start is received.When a photo finish is used, the result determined bythe Finish Line Judges shall be compared with it, withthe photo finish being decisive. Video films are not asubstitute for photo finish.

    10.4.11 The Announcer shall, on the instructions ofthe Competition Manager, announce the start of eachrace, the order of starting and the position of thecompetitors during the race. After the race isfinished, he/she will announce the results.

    10.4.12The Media Officer must supply all necessary

    information to the representative of the press, radioand television about the races and its progress.

    He/she is authorised therefore to ask informationfrom the different officials who must also procure forhim/her as soon as possible copies of the officialresults.

    10.4.13 It is the Officials obligation to perform theirtasks in conformity with the ICF rules.Every judge will have the obligation to check atwhether all means and equipment necessary to

    perform his/her tasks are ensured. In the event anyshortcoming is found, it is reported to the ChiefOfficial or Competition Manager.

    Unauthorised persons must not enter anyOfficials area unless the Competition Committee orthe Jury send for officials or team officials in order tosolve problems.

    10.4.14 In Olympic Games and World Championships,all Officials must be recognised International CanoeSprint Officials, with valid Canoe Sprint certificate.In the Olympic Games or World Championships allofficials must be recognised International CanoeSprint Officials, holding a valid A Canoe Sprint

    certificate.

    11.1 Examination:1. Examination Organization- Officials Examination is organised at everyWorld Championships if there is sufficientinterest.- In case out-of-World Championshipsexaminations, only Continental Associations or

    National Federations are entitled to apply to holdan examination. This is done together with theapplication for the Competition Calendar using aform established by the ICF and published on theICF website.Application deadlines are the same as for theInternational Competition Calendar. TheExamination Calendar is published on the samedate as the International Competition Calendar.

    2. Examination CandidatesOnly National Federations are entitled tonominate candidates for examination at least 30days before the examination.The applications must be sent to the ICFHeadquarters on the special form designed by

    the ICF and published on the ICF website. ICFHeadquarters is forming a database andforwarding the list of names to the RespectfulCommittee Chair.

    3. Examination ProcedureA sub-committee consisting of two members,

    appointed by the ICF Technical Committee Chair,will hold this examination.The examination will be carried out in Englishlanguage for officials who wish to be consideredas officials for ICF Competitions and will bebased on the knowledge of the ICF Statutes, the

    ICF Rules and practical experience.If people take the examination in one of theother official languages, they may not beconsidered to officiate at ICF Competitions.

    4. Officials' Cards

    Respective Chair completes the ICF OfficialExamination Report and sends it to the ICF HQ,where the Official's cards for those who passedthe exam are issued and sent to the NationalFederations.

    5. Validity and RenewalsValidity and renewals are subject to theTechnical Chairs criteria.

    11.2 Financial ResponsibilityNational Federations are financially responsible fortheir Officials (before and after the examination).For every candidate applied for the examination, aNational Federation will be charged 20 . Total Invoicewill be sent to a National Federation in the period

    between 30 October and 30 November for the currentyear.If a National Federation is applying for an examinationout of World Championships, the Federation concernedwill cover the examination organization costs includingliving and travelling expenses of the examiners.

    11.3 Nomination and Appointment of the Officialsfor ICF EventsOnly National Federations are entitled to nominateOfficials for ICF Events.The deadline for submitting proposals is the 1st ofJanuary in the year of the event.

    The nominations are submitted to the RespectiveTechnical Committee Chair (with a copy to the ICFHeadquarters). The Chair will present a list of Officialsto the Competition Commission for their approval bythe 1st of March.

    12 INVITATIONS [GR]

    12.1 An invitation to an international competitionshall contain the following information:

    a) Time and place of the competition.

    b) Situation and plan of the course(s).

    c) Classes and distances of races.

    d) Sequence and starting times of races.

    e) Whether the races are to be held onstill or running water up or downstream, and minimum depth of water.

    f) Address to which entries should be sent.

    g) Last date for receiving entries. Thisdate shall not be earlier than 14 days

    prior to the first day of thecompetition.

    h) Conditions/terms of participation

    12.2 As far as possible the order of races shall be inaccordance with the schedules detailed for Seniorand Junior World Championships.

    12.3 An invitation shall be sent two (2) monthsbefore the competition.

    13 ENTRIES [GR]

    13.1 Entries for an international competition canonly be made through the National Federation inaccordance with the regulations given in theinvitation.

    13.2 An entry shall, however, always contain thefollowing:

    a) The name of the club or federation towhich the competitor/s belong.

    b) The classes and distance in which theteam proposes to compete

    c) Family name and given name of eachcompetitor together with the date andyear of his/her birth and his/hercitizenship. On the entry form forJunior Championships in addition to thename and surname, nationality, sex,also the date and place of birth, nameof his/her club must be given and priorto the first race he or she or the team

    leader must produce documentary proofsuch as passport, identity card orsimilar document with photograph,confirming the age of the competitor,

    d) Similar details regarding reserves, ifany.

    e) In addition to nominated crews,participating federations are allowed toenter unlimited number of substitutesin every race.

    f) All entries should be in writing (Letter,Fax, E. Mail, Telegram, etc.) Whereverbal communication is used, it must

    also be confirmed in writing by thegiven deadline (midnight on the duedate). In the eventuality of conflictinginformation, the information withletterhead and/or signature will takeprecedence.

    g) Late entries cannot be accepted

    must give the colours of the clothingworn by the competitors and thesecolours must not be changed during thecompetition.

    14 HEATS AND FINALS [TR]

    14.1At least three kayaks or canoes must be enteredbefore the race can be held. If the number of entriesin races up to and including 1000 meters is so greatthat heats are necessary, the number of kayaks orcanoes in each heat and in the final must not exceednine (9).

    14.2 The division of the competitors into heats shall

    be determined by drawing lots.

    14.3 Eight or nine kayaks or canoes may participatein the final if more than this number has beenentered in the entire race as follows:

    than 18 boats in that particular event and a C finalwill only be held when there are more than 36 boatsin that particular event.

    14.4 When making the draw, the difference betweenthe numbers of competitors in the heats of a raceshall not exceed one. If the number of competitors inthe heats varies, the earlier heats have the largernumbers.

    14.5 Any crew, which has not taken part in a heat asinstructed, shall not be allowed to compete in thefinal.

    14.6 The composition of a crew, which has qualifiedfor semi-finals or for the final, must not be changed.

    Heats and the final shall be run on the same stretchof water.

    14.7 For races of more than 1000 meters, heats shallnot be held, and all boats taking part shall startsimultaneously.

    14.8 Should the width of water not permit asimultaneous start, starts at regular intervals shall bepermitted.

    ACCEPTANCE OF ENTRIES AND15 [TR]

    PROGRAMME

    15.1Applications for entry must be answered within48 hours of receipt.

    15.2 The Organising Committee will accept theentries in conformity with the conditions/terms of

    can reject or delete the entry of the participants whofail to observe the conditions/terms of participation.

    15.3Not later than 24 hours before the first race ofthe regatta, the programme shall be available at theregatta course, giving the names and citizenships ofthe competitors and the results of the draw.

    15.4Team Leader

    The Team Leader will represent his/her team andkeep contact with the Chief Official and theorganisers from the beginning of the competition upto its end, but he/she cannot disturb their work.The Team Leader will submit any changes or his/hercomments in relation to the competition in writing 30minutes before the start of the Team Leaders

    meeting.As necessary the Team Leader will arrange to submitthe protest or appeal as stipulated.

    15.4.1 Team Leaders MeetingAt least 12 hours before the first race of thecompetition, the Team Leaders meeting is to be

    held. At this meeting the names of Team Leadersshould be advised. The organisers will describe theregatta course and all other arrangements, whichshould be adhered to for the duration of thecompetition. The Chief Official will describe thecompetition programme and ask for any changes tothe entries.

    ALTERATIONS OF ENTRIES AND16 [TR]

    WITHDRAWALS

    16.1 Any competitor named in the final entry of

    his/her country may substitute any other in any event

    (kayak men, kayak women, canoe men). Notificationof alterations in the entries must be given in writtenform to the chief official at least one hour before thefirst race of the morning or afternoon session

    16.2 The withdrawal of an entry is considered finaland no renewed entry of the same crew is allowed.

    ALTERATIONS IN THE SEQUENCE OF17 [TR]EVENTS

    17.1 The sequence of races given in the invitation,and the intervals between the races as given in theracing Programme, are binding on the organisers.Alterations cannot be made unless the respectiveteam managers or national representatives at thecompetition give their consent.

    18 COURSES [TR]

    Courses (1000m 500m 200m)

    18.1 The standard ICF course for International,Continental Championships, World Championships,Olympic Qualification and for Olympic Games shallprovide fair and equal racing conditions for ninecrews racing in separate, parallel lanes over thedistances. For Olympic Games, Olympic Qualification,World Championships and World Cups, the standardcourse must be provided with technical installationsand equipment as defined in The ICF Manual forCanoe Championships.

    18.2 In order to be classified as a championshipcourse, full details of the course concerned must be

    submitted in writing to Chair of Canoe SprintCommittee by the applicants, and the course must beinspected at the cost of the federation concerned andapproved by experts appointed by Canoe SprintCommittee. The ICF Board of Directors may lay downspecial requirements for World Championship,Olympic Games, Olympic Qualification, RegionalGames, or World Cups. The ICF Board of Directors (orthe Canoe Sprint Committee) may grant exceptions to

    this rule where necessary for competition in multi-sport competitions or other championships.

    Layout

    18.3 At least 5 hours before the start of the races theracing course shall be measured and marked by

    means of clearly visible flags mounted on buoys. Thelength of the course and all intermediate distancesshall be measured by an independent qualifiedsurveyor and an accurate, certified plan shall be heldby the Organising Committee. This plan shall beavailable for inspection by Chief Official at any time.

    18.4Both the start and finishing lines shall bemarked with red flags at the points where linesintersect the outer limits of the course. The startingand the finishing lines shall be at right angles to thecourse.

    18.5 The course consists of nine lanes.Each lane must be at least 9 m wide, straight andwithout any obstacle.The depth of water in the entire course shall be atleast two (2) metres.The lanes shall be marked with buoys or floats. Thedistance between the buoys cannot be more than 25

    m.

    The last buoys must be marked from No 1 to 9. Thenumbering goes from the left to the right with thenumber placed on the buoy in such a way as to beclearly visible from the finish tower. The numberedbuoy is to be on the corresponding competitor's righthand side as he/she passes it and also clearly visibleto the competitor/s. The buoys should be fixed nocloser than 1 metre and no further than 2 metresbehind the finish line.

    18.6 When there is television coverage of anevent, the lane numbering may be in the oppositedirection - from right to left, so that the list ofcompetitors and their lanes shown on the televisionscreen match the appearance of the races to betelevised.

    18.7 Any courses which are non-standard may havedifferent parameters as well, for example: coursewidth, water depth, number of buoys. The course canalso be river-water or not necessarily straight.

    18.8 Heats and the final shall be run on the same

    stretch of water.

    Courses (longer than 1000m)

    18.9 For races of more than 1000 meters, turningpoints are permitted. The radius of each turn shallbe at least 31.5 meters (turn with the width of

    seven lanes).

    18.10 The turning points are to be marked by atleast six (6) flags. The flags shall be diagonallydivided, with one half in red and the other yellow.

    a) Both the start and the end of the raceshall be in front of the Finishing Tower.

    b) The red flags on the finish line shall beplaced as much to the outside aspossible in order to get the widestfeasible finish line.

    c) All starting pontoons are to beremoved.

    19 CANOE AND PERSONAL NUMBERS [TR]

    19.1 All kayaks and canoes shall carry a verticalplate, made of non-transparent material, markedwith black numbers on a white background, indicatingthe lane. The numbers on the plate must measure15cm in height and 25mm in thickness.

    19.2 The plates shall be placed on the centreline onthe afterdeck or thwart. (Canadian canoes foredeck).19.2.1 The size of the number plate shall be 18 x 20cm.

    19.2.2 The personal numbers provided by theorganising National Federation shall be placed on theback and if necessary on the front of the competitoras required by the organising federation. The title ormain sponsors name may be shown on the front sidewith the personal numbers

    20 INSTRUCTIONS FOR COMPETITORS [TR]

    20.1 Each team leader shall receive printed orwritten information at least 5 hours before thebeginning of the regatta, containing the following

    21 MEANS OF PROPULSION [GR]

    21.1 Kayaks shall be propelled solely by means ofdouble-bladed paddles.

    21.2 Canadian canoes shall be propelled solely bymeans of single-bladed paddles.

    21.3The paddles may not be fixed on the boats inany way.

    22 START [TR]

    22.1 Competitors shall be on the water at thestarting area, not less than two five minutes prior tothe specified time of their race. The starting area isdefined as the being the area of water within 100metres before the starting line.Two minutes before the defined starting time thecompeting boats have to take the lane determined inthe programme.

    22.2 Competitors shall be at the starting area in time

    to allow satisfactory preparation for the start.

    22.3 The start shall commence without reference toany absentees.

    22.4 If the competitor does not start, and has novalid reason approved by the CompetitionCommittee, he shall be disqualified for the wholeregatta. A competitor, who arrives too late at thestart, shall be considered to have voluntarilywithdrawn and shall be disqualified under this rule.

    22.5 When signalled by the Starter, the competitorwill take the start position designated so that thebow of the boat is on the start line. In case of anautomatic starting system the competitor will placehimself/herself so that the bow of the boat is on thestart line and thus in the start machine.

    22.6 If the Starter is not satisfied with the line-uphe/she will call "STOP", and hand over to the Alignerfor repositioning.

    22.7 After the order START WITHIN TEN SECONDSthe starting signal is a strong sound (or shot).

    Between the order START WITHIN TEN SECONDSand the starting signal the competitors must notpaddle. In this period paddling ahead before thestarting signal is considered a false start. The boatplaced on the starting line must not move before thestart. Competitors must only react to the start signaland are not permitted to anticipate it. Thecompetitors can paddle only upon hearing thestarting signal.

    22.8 In the event of a false start, the Starter mustimmediately give a powerful sound signal. On hearingthis signal all competitors must stop paddling and

    follow the Starters instructions for a new start.

    Before the new start, the Starter must identify theoffending crew/s making the false start and givethem a warning. In the event of a second false startby the same crew the boat will be disqualified fromthe race and must leave the starting area and thecourse immediately.

    22.9 The Starter may also recall competitors for anew start in the event of any unforeseen

    circumstance - a malfunction of the startingequipment for example. In such a case the samepowerful sound signal must be given. If a malfunctionof the starting equipment was caused through a boatmaking a false start, as in 22.8, the crew must begiven a warning, as in 22.9, even though that boatmay not have crossed the start line. If the

    malfunction was not the cause of any competitormaking a false start, no penalty shall be imposed.

    22.10 The starter will start the race when he/she issatisfied that everything meets with his/her approval.He/she will make a written report on any false startand forward it to the Chief Official.

    22.11 In the long distance races the starter shalldeclare "START WITHIN ONE MINUTE" when he/she issatisfied he/she will give the starting signal by a shotor a short powerful sound. The starter will start therace when he/she is satisfied that everything meets

    with his/her approval. He/she will make a writtenreport on any false start and forward it to the ChiefOfficial.

    23 PADDLING ON THE COURSE [TR]

    23.1 In races up to 1000 meters, competitors mustkeep the whole of their boat within the four-meterwide central area of their lane from the start to thefinish of the course. Upon any deviation, the boatmust go back immediately to this central area of thelane. No boat must come nearer than five meters inany direction to the boat of another competitor - that

    is, gunwale to gunwale or bow to stern.

    23.2 If a boat leaves the centre of the lane and doesnot return to it, the boat may be disqualified fromthe event.

    23.3 A boat which leaves its allocated lane, must bedisqualified from the event

    23.4 If a race is declared null and void, no change ofthe composition of a crew is permitted at the newstart.

    23.5 If there is a capsize the competitor or crew iseliminated from the race.

    23.6 The Umpire has the right to interrupt acorrectly started race if unforeseen hindrances arise.The course umpires with a red flag and sound signalmay effect such an interruption. Competitors must

    immediately stop paddling and await furtherinstructions.

    23.7If a paddle is broken a competitor may not beprovided with a new one by a supporter.

    24 PACING AND WASH RIDING [TR]

    24.1Taking pace or receiving assistance from boatsnot in the race or by any other means is notpermitted.

    24.2 When a race is in progress crews not taking partin the race are strictly forbidden to proceed over thewhole or part of the course, even outside the marking

    buoys.

    25 COMPETITIONS ON LONG DISTANCES [TR]

    25.1 Races of more than 1000 meters distance.

    In races of more than 1000 meters competitors maydeviate from their lane, providing they do not impedeother competitors.

    25.2 When a race is run on a course with turningpoints, these shall be passed to port (i.e. in an anti-clock wise direction).

    25.3 A competitor will not be disqualified fortouching a turning point buoy, unless, in the opinionof the Turning Point Umpires, an advantage has beengained there from. In making a turn, the boat shallfollow as closely as possible the course as marked bythe buoys at the turning points.

    25.4 If there is a capsize the competitor or crew iseliminated from the race if he/she or they are notable to get in the boat without outside help.

    25.5 Any competitor who is responsible for a collision

    or who damages the canoe or kayak or paddle of

    another can be disqualified and can be required topay damages.

    26 FINISH [TR]

    26.1 The boat has finished the race when its bowcrosses the finish line with all crew members in it.The Finish line judges will determine the result of the

    competition based on the order of the boats arrivingaccording to the rules.

    26.2 If two or more boats reach the finishing line atthe same time they are awarded the sameclassification in the final. In case of a dead heatfinish for any position, which determines the advanceto the next level of the competitions, the followingrules will apply:

    a ) Whenever there are sufficient number oflanes available in the next level of thecompetitions, drawing of lots willdetermine to which race these boats will

    advance. If it is possible it may use alsolane number 10 or 0.

    b) Wherever there are not enough lanesavailable there will be a re-race betweenthe boats involved after the last race ofthe day, or half-day Programme;

    c) In case of a dead heat in a re-race,drawing of lots will determine theoutcome.

    26.3 If the photo finish confirms the simultaneousarrival of two boats at the finish, resultant placing

    achieved. Thus two or more may be recorded as first,second, third etc.

    TASKS OF COMPETITORS AFTER THE27 [TR]

    RACE

    27.1 The competitor must leave the course after thefinish of the race and cannot disturb the next race.

    27.2 The crews selected by the CompetitionCommittee for boat control must immediatelycontact the place allocated for the post race boatcontrol.

    27.3 If selected for doping control, the competitormust comply with the obligations stipulated in the ICFand WADA doping rules.

    27.4 Before the award ceremony the top three crewsof the final must be present at the location and timeindicated.

    27.5 At the World Championships, World Cups andOlympic Games the competitors must wear theuniform and shoes of their national federation at theaward ceremony.

    28 DISQUALIFICATIONS [GR]

    28.1 Any competitor who attempts to win a race byany other than honourable means, or who breaks theracing regulations, or who disregards the honourablenature of the racing regulations shall be disqualified

    for the duration of the race concerned.

    28.2 Should a competitor have completed a race in akayak or canoe which is shown upon inspection not toconform with the ICF classifications he/she shall bedisqualified from the race in question.

    28.3 It is prohibited to receive external assistanceduring a race.

    28.4 No crew may be accompanied along and

    adjacent to the racecourse by other boats while therace is in progress.

    28.5 No crew may receive assistance by using objectsthrown into the course.Any of the above infractions will result in thedisqualification of the competitor(s) concerned.

    28.6 All disqualifications by the CompetitionCommittee have to be confirmed in writingimmediately with the reasons. The team leader hasto acknowledge the receipt of a copy with the exacttime, which is the start of the protest time.Failure to deliver the copy confirmation of the

    disqualification to the team leader does notinvalidate the disqualification.

    28.7 The Competition Committee may discipline anycompetitor or Official whose behaviour is detrimentalto the good order and conduct of the competition.

    The Competition Committee may after repeatedaction by the offender disqualify him/her for thatcompetition.

    29 PROTEST [GR]

    29.1 A protest against a crew to compete in a race

    shall be delivered to a member of the CompetitionCommittee not later than one hour before the startof the first race of the competition. A protest madelater than 30 days from the date when the race inquestion was held is only permitted if the officials ofthe association making the protest can prove that thefacts on which the protest is based came to theirknowledge later than one hour before the start of thefirst race of the competition.

    29.2 A late protest shall be referred to the ICF Boardof Directors accompanied by the prescribed fee (seebelow).

    A protest made during the competition must behanded to the Competition Committee not later than20 minutes after publication of the results.

    29.3 A protest made during a competition must beaddressed to the Competition Committee not laterthan 20 minutes after the team leader has beeninformed on the decision against his/her competitoror team and has signed the receipt.

    29.4 All protests shall be made in writing and beaccompanied by a fee of 25 Euros or an equal amountin the currency of the country in which the race isarranged). The fee will be refunded if the protest isupheld.

    29.5 When a protest or a report is made against anathlete or a team, the team leader of theathlete/team in question shall be presented theprotest or report to read.

    30 APPEALS [GR]

    30.1 Competitors have the right to appeal to the ICFthrough their National Federations against a decisionof the Competition Committee, within 30 days fromthe date when the race was held. A fee of 25 Eurosshall accompany the appeal. The fee will be refundedif the appeal is upheld. The ICF Board of Directorsshall pronounce the final decision.

    31 ANTI-DOPING [GR]

    Doping as defined in the Olympic Movement Anti-Doping Code is strictly forbidden. Anti-Doping control

    shall be conducted in accordance with the ICF Anti-Doping control regulations under the supervision ofthe ICF Medical & Anti-Doping Committee.

    32 RESULTS AND REPORTS [TR]

    32.1 After the ending of World Championships andfrom all International Regattas, listed in theCompetition Calendar of the ICF, two copies of theresults must be posted to the ICF Headquarters.

    33 ARRANGEMENTS [GR]

    33.1 World Championships may be arranged eachyear (except the Olympic year) with the consent ofthe ICF Board of Directors, at the place and timedecided and in accordance with the ICF Canoe Sprintregulations. Championships shall be open only toNational Federations, which are members of the ICF.

    33.2 The races shall be held on four (4) consecutivedays, and entries for all events shall be limited to oneper nation.

    33.3 Substitutes may be entered and may participatein the races according to the Rules in Art. 12, 13.2,

    and 16.1.

    33.4 In any Olympic event a valid WorldChampionships is held only if at least six (6)federations from at least three (3) continents start inthe event. If during the course of the event some

    federations drop out or do not finish, the validity ofthe Championships is not affected.

    For the Non Olympic events.A valid World Championship is held only if there areat least six (6) Federations in each event AND theremust be at least three (3) Continents starting

    35 SYSTEM OF DIVISION INTO HEATS [TR]

    35.1 The drawing of lots for the first races in eachclass shall be carried out under the control of an ICFofficial and the supervision of the President of theorganising Federation or his/her delegate.

    The division into heats shall be made in accordancewith the Canoe Sprint rules, with the followingadditions:

    System with 9 competitors in the final:

    35.2 The division into heats will be based on the

    previous World Championships finals A, B and C. Thefinal 18 or 27 will automatically be included. Theremainder will be placed into the heats by drawing oflots. If changes at the team-leaders meeting result inthe fact that the actual number of competitors is toosmall for the plan used, there shall be a new drawingof lots after the actual number of competitors and anew plan.

    35.2.1 The boats - in accordance with the planconcerned - in each heat go forward to a higherround.

    35.2.2 From the semi-finals the boats in accordancewith the plan concerned - go forward to the final.The others are eliminated.

    35.2.3 The Competition Committee will decide bydrawing of lots after the last heat of every eventregarding the valid alternative plan used for semi-finals.

    35.2.4 The distribution of lanes for, semi-finals andfinals is automatically determined by the results ofthe previous race, and the best are in the middle. Asemi-final will not be held if all the competing boatswould reach the next round of the competition. Theresults will be determined by means of a draw.

    35.2.5 If the number of the boats is less than four (4)in a semi-final the participants shall be consolidatedinto one or two races. The results will be determinedby means of a draw.

    35.3 See Article 14.3 for the system of plans forcompetitor ratios.

    INVITATIONS, ENTRIES AND TIME36 [TR]

    issued by the organising National Federation and shallbe made in accordance with the ICF rules andregulations. Invitations shall be sent out at leastthree (3) months before the first day of thechampionships.

    36.2 Numerical entries from National Federationsshall state the number of competitors and must be inthe hands of the Organising Committee at least 45days before the first day of the championships. Thenumber of substitutes and team staff shall also begiven in the entries.

    36.3 Nominal entries containing the names of thecompetitors in each individual event must be

    received by the Organising Committee not later than14 days before the first day of the races and inaccordance with the rules in paragraph 13. Thenames of the substitutes for each category must begiven (Kayak Men, Kayak Women and Canoe Men). Increw boats the names of the competitors must be inorder that they race in the boat. The first name at

    the top must be the competitor at the front of theboat. The number of the substitutes is unlimited inaccordance with the rules in article 13.

    36.4 Withdrawing of a boat is only permitted until 8days before the first day of the World Championshipsand/or Olympic Games. If the boat does not start and

    the respective competitor (s) has no valid reasonapproved by the Competition Committee thecompetitor(s) concerned shall be disqualified for thewhole regatta.A substitute may enter in his/her place.

    36.5 No entry received after the closing date shall beaccepted. A participating Federation is allowed toenter substitutes in accordance with the rules ofparagraph 16. Only those substitutes named 14 daysbefore the first day of the events are allowed to takepart.

    36.5 Late entries or entries that are not on theofficial entry form cannot be accepted.

    36.6 A Time Table giving the starting time for eachrace (heats as well as finals) and the names of thefederations entering in each event must be forwardedto each Federation concerned at least one monthbefore the first day of the Championships.

    36.7 At least 3 days before the Championships are

    held a Time Table must be issued containing thefollowing details:

    a) The starting time for each race (heats as well asfinals).b) The names and citizenship of the competitors ineach race (if heats are required, the names of the

    competitors in each opening heat must be stated).

    JURY, COMPETITION COMMITTEE AND37 [TR]

    OFFICIALS

    37.1 During the World Championships the supremeauthority rests with the Jury.

    37.2 The Jury consist of up to five persons. TheBoard of Directors of the ICF appoints them.

    37.2.1 One of these persons - either the Presidentof the ICF or another member of the ICF is namedChair of the Jury. Subordinate to this Jury are the

    37.3 During the World Championships theCompetition Committee shall consist of three officialswho shall be in possession of a valid InternationalOfficial card. They shall belong to different NationalFederations. They shall be called Chief Official (Chairof the Racing Committee or his/her deputy from the

    Racing Committee), Chief Judge (from the RacingCommittee) and the Deputy Chief Judge.

    37.4 The number of officials (excluding the Jury andCompetition Committee) to officiate at the WorldChampionships shall be:

    40 START AND EQUIPMENT [TR]

    40.1 An automatic start system accepted by the ICFand equipped with loudspeakers at each start positionis compulsory for all races.40.2 The organising Federation shall provide aloudspeaker, which shall be at the disposal of theStarter.

    40.3 If necessary an assistant holds the stern of theboat and release it on the shot or electronic sound.

    40.4 There must be a video system with camera/VCRwith slow replay at each start line position to controlthe start of the competitors at World Championshipsand Olympic Games. The videotape will be only atthe disposal of the starter.

    40.5 IT System Provider ICF events can beconducted exclusively with an IT system providerapproved by the ICF.The IT system has the task to supply information asdefined in The ICF Manual for Canoe Championships.

    The system will be tested at least one year prior tothe start of the event.

    41 PHOTO-FINISH TIMEKEEPING [TR]

    41.1 The Organising Federation shall provide two setsof photo-finish equipment accepted by the ICF. The

    time has to be recorded and published in 1/1000 of asecond. There must be a video system withcamera/VCR with slow motion that must show thecompetitor(s) relative position in their boat at thefinish line (Video films are not a substitute for photofinish).

    41.2 The Federation arranging the Championshipsmust see that a photo finish is taken for each race(heats, semi-finals and finals).

    41.2.1 In heats, and semi-finals, the photo finishmust show all participants in the race who qualify to

    go further in the competition.

    41.2.2 In finals, the photo finish must record thefinish of all participants.

    41.3 The photo finish shall be at the disposal of theChief of the Finish Line in the first place, the

    Competition Committee in the second place and theJury in the third place.

    41.4 In case of close arrival of two or more boats onecopy of the photo finish shall be placed on the officialnotice board.

    41.5 The Chief of the Finish Line and the CompetitionCommittee must compare their decisions with theresults of the photo finish, with the latter beingdecisive. The results of each race are to be approvedby the Competition Committee.

    41.6 During World Championships as well as OlympicGames no separate time-keepers shall be used. If theelectronic time keeping fails the judges at the finish

    shall take the time by hand.

    42 CHECKING OF BOATS AND EQUIPMENT [TR]

    42.1 The Boat Controllers will check boats,competitors equipment before the competition bythe usual means. The Boat Controller and the TeamLeader will sign minutes after the checkingprocedures. The organisers will provide for thispurpose two certified weighing and measuringdevices. Standard checking procedures will beapplied.

    42.2 Uniform and uniformityEvery competitor must compete in the team uniformmentioned in the nominal entries.In a crew boat there must be uniformity among allathletes including sleeve length, hats, headbands andspray covers.

    42.3 There will 3 types of Boat Controla) Pre-Competition Boat Control

    Before the days of the competition eachparticipating Federation has to present alltheir boats which will be used during theWorld Championships to this control.

    b) Identity and Polyox Control

    Before proceeding to the start of a race allcrews/boats must pass through identityand Polyox control. The Officials willcheck all competitors ID, body number,boat number, uniform and crewuniformity. They will also check for anyperformance enhancing foreign substanceon the boat and any forbidden devicesmentioned in Art. 8.4

    The official in charge must inform theCompetition Committee in case of missingboats

    c) Post Race boat ControlDirectly after all the 1000m, 500m and200m races.

    43 APPEAL [GR]

    43.1 An appeal against a decision of the CompetitionCommittee must be addressed to the Chair of theJury in writing and be accompanied by a fee of 25

    Euros (or equal amount in the currency of the countryin which the championships are arranged). Theappeal must be handed to the Chair of the Jury notlater than 20 minutes after the team leader has beeninformed with a written communication of thedecision against the competitor or team and hassigned the receipt given. The fee will be refunded if

    the appeal is upheld.

    43.2 The decision of the Jury is final.

    44 AWARDS [GR]

    44.1 The championships medals shall be given

    44.2 The championships medals shall be given inthree values, gilded, silvered and bronze and shall befurnished by the ICF at the expense of the OrganisingFederation.44.3 The medals must on no account be presented toany other persons than those who have wonchampionship races. Only medals, to the exclusion of

    all other prizes, are to be presented at the officialceremony. Other prizes may be presented on anoccasion other than this ceremony. To maintain thedignity and solemnity of the presentation ceremonythe competitors receiving medals must wear properclothing (training suits or national uniform) andfootwear.

    44.4 Four cups will be awarded as follows:

    One for Kayak MenOne for Kayak WomenOne for Canoe MenOne for Over-All winning Federation

    Cups will be awarded to the Federation according tothe point system defined by the Canoe SprintCommittee.In case of a tie the Federation with the highestindividual position will win the cup in that event.

    regulations. Junior Championships shall not be held atthe same time and at the same venue as the SeniorsChampionships.

    46.3 The races shall be held on three (3) consecutivedays

    46.4 No National Federation may enter more thanone canoe or kayak for any one event.

    46.5 Substitutes may be entered and may participatein the races according to the Rules in Art. 12, 13.2,and 16.1.
