    International Climate Fund

    The UK Governments International Climate Fund is providing 3.87 billion of Official Development Assistance (ODA) over the period 2011/12 to 2015/16 to help developing countries achieve low carbon, climate resilient development that supports growth and reduces poverty and provides biodiversity benefits. As part of its portfolio, The UK Department of Environment, Food and Rural Affairs (Defra) sponsors two bilateral projects in Brazil through the ICF:

    (i) Low Carbon Agriculture and Avoided Deforestation to Reduce Poverty in Brazil, in partnership with the Brazilian Ministry of Agriculture, Livestock and Supply (MAPA) and the Inter-American Development Bank (IDB), and

    (ii) Avoided Deforestation in the Brazilian Cerrado, in partnership with the Brazilian Ministry of Environment (MMA) and the World Bank.

    Working in the dynamic environment of the British Embassy in Brasilia, the successful candidate will oversee the delivery of the above projects and monitor their impacts, . The jobholder will collaborate closely with the International Climate Fund team in the UK Department for Environment, Food and Rural Affairs, based in London. The jobholder will also work closely with the other Embassy staff on linkages with related donor activities under the bilateral relationship for sustainable development. The contract (CLT) will initially be for one year, with a view to extension over the lifetime of the two projects. Candidates will have a university degree, possibly in environment issues, economics,

    international relations or a related field, a demonstrable track record of managing and

    developing a portfolio of large-scale projects and a sound understanding of sustainable

    development and environment issues in Brazil. Experience of policy work, a proven ability to

    work with a diverse and wide-ranging network of contacts in government, business and civil

    society and excellent communication and interpersonal skills in both English and Portuguese

    are essential, as are strong IT skills and willingness to travel.

    JOB DESCRIPTION

    Main purpose of job

    To manage two multi-million pound International Climate Fund (ICF) projects for the UK

    Department for Environment, Food and Rural Affairs (Defra). Based within the British

    Embassy Brasilia and working closely with Brazilian state and federal governments,

    implementing agencies within the wider political section of the Embassy and as part of

    Defras International Climate Fund team.

  • The projects are being funded under the 20% of the 3.9 billion ICF intended to be spent on

    combating deforestation. The ICF Strategy states that all forestry projects should deliver

    climate change, biodiversity and poverty benefits.

    The Two Bilateral Projects

    1. The Brazil Cerrado Climate Change Mitigation Programme is a 10million

    project expected to run from 2012 2018. It is centred on the Cerrado and

    involves working with the Brazilian Ministry of Environment (MMA) and the World

    Bank. The main objective is to assist Brazil in mitigating climate change and

    improving environment and natural resource management in the Cerrado biome

    through four sub projects.

    The Low Carbon Agriculture and Avoided Deforestation for Poverty Reduction, is a 24.9

    million project is expected to run from 2013 2017. It is centred on key states and

    municipalities in the Amazon and the Atlantic Forest and involves working with the Brazilian

    Ministry of Agriculture, Livestock and Food Supply (MAPA) and the Inter-American

    Development Bank. This project is entering a crucial phase of implementation and the job-

    holder will be expected to manage various teams on the ground, track progress, meet

    deadlines and manage stakeholder relationships.

    Background

    The project manager will focus on these two projects, but can also help manage the

    interface between these and other programmes. Those include the Forestry Investment

    Programme (FIP), indirectly funded by the UK, and the ICF Forests and Climate Change

    programme, which is likely to include public-private partnerships and bilateral relationships in

    four or five commodity-producing areas including Brazil.

    Duties and Responsibilities

    1. Project management: liaising with diverse stakeholders, overseeing project

    development, implementation of effective management instruments, supporting effective

    delivery, ensuring sound governance, financial and risk management, quality assurance, and

    production of project reporting and documentation to Defra. (40%)

    Build strong, influential relationships with key project stakeholders, including Brazil sponsoring departments (MAPA and MMA) and lead delivery partners (IDB and WB), state authorities, business, NGOs and other stakeholders as appropriate.

    Oversee membership of relevant project groups and a clear structure and calendar for project management activities, including key meetings and visits in Brazil and regular teleconferences/videoconferences with London.

    Ensure there are clear project management tools, with specific milestones and deliverables, for both the main projects; maintain momentum and ensuring Defra/UK

  • project objectives are delivered; ensure relevant environmental and social safeguards are applied

    Support excellent project governance; including good engagement with stakeholders

    Support excellent financial management to ensure value for money; financial reporting to London as required e.g. for Defra, ICF and ODA purposes.

    Ensure effective risk management, both by IDB and the World Bank and for Defra/UK, including maintenance of project risk registers that link into Defra and central ICF systems.

    Ensure lead delivery partners provide timely project reporting and documentation, including on finances, as required for Defra/UK purposes.

    2. Monitor project implementation: evaluate project progress for senior government

    stakeholders in accordance with Defra, FCO and Embassy guidelines. (25%)

    Establish clear systems for delivery partners and own reporting of progress against milestones.

    Provide regular analysis of project progress and key issues as part of regular project reporting or ad hoc for specific purposes as required, in accordance with the relevant guidelines.

    3. Evaluate project performance: Evaluate the impact and effectiveness of ICF and

    related projects in meeting Defra, the FCO and the Embassys strategic objectives. (25%)

    Assist the setting of project baselines for measurement and evaluation of impacts, in liaison with key players in Brazil, plus UK/Defra.

    Liaise with UK/Defra on DfID-led work on the evolving ICF Monitoring and Evaluation (M&E) framework, including the indicators on biodiversity and ecosystem-services, and promote the use of these in the two ICF projects when ready.

    Actively working with external stakeholders to pilot methodologies for collection of data on Key Performance Indicators

    Evaluate the impact and effectiveness of these projects in meeting strategic objectives, focused on but not restricted to the use of the ICF M&E indicators, for Defra, ICF, FCO and Embassy purposes.

    Assist Defra/UK input into wider studies of ICF impact and effectiveness, including audits and the Independent Commission for Aid Impact (ICAI).

    4. Dissemination: In partnership with the press and public diplomacy team, to disseminate the ICF project in Brazil and to a wider audience, in support of its effective implementation. (10%)Monitor the communications plan elaboration and implementation, ensuring that it is an effective tool to promote the projects supporting

  • activities to its target beneficiaries, mainly small and medium scale farmers in the Amazon and Atlantic Forest.

    Develop proposals to reach wider audiences including the donor community, other Latin American governments and stakeholders, and (involving British Embassy Brasilia DfID colleagues) potential beneficiaries of similar approaches in other regions such as Africa.

    Liaise with a range of policy and communications contacts, to ensure that messages are refined and targeted in the light of wider developments on the ICF, as well as political developments in Brazil and the UK.
