II Sec-temberIbssa International SpecialSecurity Training CourseThe Ibssa Headquarters organized anInternational Special Security TrainingCourse on the 10th-14th September2003 in Budapest, Hungary, with thesupport of the Hungarian PoliceAcademy and the Adyliget LawEnforcement College. Prof. GeorgePopper, (Hun), Executive President ofIbssa, welcomed all participants andintroduced the Master Teachers of thetraining and the present high-rankingIbssa officials to the attendees. After hisspeech the Executive President calledupon Police Colonel Mr. István Macsári(Hun), Hungarian Police Academy, andPatronising Member of Ibssa to hold hisspeech and welcome all instructors, gue-sts and participants on behalf of thePolice Academy and the Adyliget LawEnforcement College.From 11th September (Thursday) till 13thSeptember (Saturday) the students tookpart in the following daily programs.After the early getting up and havingbreakfast at 7.00 a.m. the participantswere ready to start their training at theHeadquarters of Adyliget Law EnforcementCollege and at the International TrainingCentre of the Ministry of Interior. The old rulesToday it’s very difficult to explain whatbeing “knight“ means. Because it’ssomething private, more connected toone’s own way of being, to the ancestralmemories, to that part of the humanbeing that Freud would define as “zwi-schen traum und wirklichkeit” (betweendream and reality), than connected to asociological objective condition. Thehuman kind is endowed with the qualityof logic and, even if it has passed throu-gh several different social forms, it hasalways believed in an ideal of justicethat led it consider the concept of nobi-lity as unfair. Why the son of a queencan be king and the son of a simple girlcannot?So the human kind invented the orders ofknighthood, because this was a fair wayto confer the rank of nobility to theworthy ones. Everyone desired the kni-ghthood, even the nobles that weren’tsatisfyed with the titles they have by rightof birth and were willing to prove theirmerit to themselves first and then also tothe others.So, over time, the knights, who at thebeginning were just rude warriors, beca-me officers and gentlemen, up to now asthey’re rediscovering the original item of“seekers of virtues and supporters of theweaklings”.Even if the “perfect knight” has never exi-sted, because we’re only human, andthe knighthood has always followed anideal that’s too far from the reality, thecommon characteristic all over the centu-ries is just this pursuit of perfection throu-gh good deeds; the perfection cannotbe achieved, but the pursuit itself leadsthe knight to spiritual elevation andhonour increase.That’s why the ideal of knighthood stillarises interest among humans, alsobecause this ideal evolved in somethingmore meaningful for today’s people. Atthe beginning the virtues of a knightwere bravery, strength and loyalty. Thesewere the qualities of a soldier, a warmachine used for his strenght to contri-bute to social development. In time ofpeace, these virtues became troubleso-me and difficult to put under control, soa pope had the brilliant idea to use thisqualities to defende the Christian faithand the ideals of the Catholic Church: itwas the time of the crusades that, on onehand, made Christianity powerful and,on the other hand, enriched the ideal ofknighthood with items as faith, tempe-

Cosìcome nella vita di corte soprat-tutto le dame seppero insegnareai cavalieri il senso dell’amore,delle belle maniere e dell’ele-ganza. Il nuovo cavaliere chenacque a questo punto non erasolo un combattente, ma sapevadispensare giustizia in quantouomo equo, sapeva amministra-re positivamente patrimoni, inquanto uomo generoso e nonavaro, sapeva stare in società,in quanto prode ed eroe ma altempo stesso umile e schivo.

Se anche oggi sono finiti i tempi deicavalieri coperti d’acciaio vi è ancoraestremo bisogno di tutte quelle virtù chehanno sopportato la prova del tempomantenendo inalterata la loro purezza,e di uomini che siano capaci di “con-dotta cavalleresca”. Cioè di uomini cheabbiano l’armatura nell’anima, chesiano ancora capaci di credere in idea-li nobili, nella giustizia, nella solidarietàe che non si lascino fuorviare dall’arrivi-smo e dai lati alienati e alienanti dellasocietà attuale. Per questo esistonoancora gli ordini cavallereschi, perchéquei pochi che hanno ancora dentroquesto “sacro fuoco” (come i pochi deitempi passati, non sono mai stati molti)possano incontrarsi, riunirsi e non sentir-si soli nel cercare i modi e i mezzi peresprimere “l’eleganza sociale di creareun mondo migliore!”
