Will We Let Mr. Bond Kill Aviation??

Until now avia t ion has a lways been a f r a g m e n t e d i n d u s t r y - - a i r l i n e p i l o t s , c o r p o r a t e p i lo ts , c h a r t e r p i lo ts , o w n e r pilots, agricultural pilots, sports pi lots, military pilots, air traffic controllers -each has seen their needs from a different prospective.

Mr. I .anghorne Bond and his N P R M 78- 19 has changed all that . Now. all segments of th e a v i a t i o n c o m m u n i t y h a v e j o i n e d t o g e th e r in o p p o s i t io n . All p i lo ts o f whatever g ro u p and the contro llers agree t h a t t h i s m u l t i p l i c a t i o n o f p o s i t i v e contro lled a irspace is extremely hazardous to o u r health! The N A S A figures on near misses and system errors bear o u r this o p i n io n , p a r t i c u l a r l y w h e n th e y a re com pared with F A A ’s figures for the period from July I, 1976 to Nov. 30, 1978 when we had only 21 T C A s, 86 T R S A s and positive con tro l above 18,000 ft. enroute.

N A SA found tha t 65% of those reported occurred in contro l led a irspace and 20% involved a ircraft when both were on IFR flight p lans! T h e i r c o n c lu s io n s : “ D a ta suggested tha t establishm ent o f T C A s create mid-air collision hazards, particularly at their b o u n d a r ie s” and “these d a ta d o not s u p p o r t t h e p r e m i s e t h a t a i r s p a c e s e g r e g a t io n a n d S ta g e 3 p r o c e d u r e s significantly modify mid-air coll ision risks in Term inal A irspace .”

The N P R M will a lso be quite haza rdous to o u r pock e tb o o k s w he ther we are pilots, a i r l i n e o p e r a t o r s , s h i p p e r s , a i r l i n e passengers o r jus t plain consum ers . The cost in m oney and wasted fuel will be ho rren d o u s (to say no th ing o f wasted time).

T he o th e r chief m em ber is Allan Landolt . a fo rm er Navy pilot who holds C om m erc ia l & Ins t rum ent with 3,500 hrs. Allan was head o f the Illinois Dept. A eronautics for som e years and m ore recently the A d m in is t ra to r for General Aviation in the FA A until Mr. Bond abolished the Office o f Genera l Aviation. He a lso has spent much time on the Hill a n d is familiar with the w orkings o f the Congress.

It would not have been possible without all the 50,000 o r m ore letters th a t we have been pouring into W ashing ton : but now is not the t ime to r e l a x . A s 1 w r i t e t h i s , t h e 198 0 a p p ro p r ia t io n s bill is com ing to the f loor and hopefully will be passed without the

m onies tha t Mr. Bond wants for the im plem en ta t ion of the N P R M . The Senate has a lready th row n this a p p ro p r ia t io n out of their version. There is also HR 3480 which says tha t the FA A may not change the criteria fo r any positive con tro l airspace from what it was in 1973.

However, we must not underest im ate Mr. Bond! He has had “ in fo rm a l" meetings held a ro u n d the coun try to tell us what his new T C A s and T R S A s will be like, and on July 20 p rom ulga ted ano the r N P R M 79-SO-36 for the new and vastly e x p an d ed T C A at Atlanta . The com m ent period is only until August 2 1. which is illegal as well as sneaky. New York will be next and the o thers will follow, unless we keep writing to our C ongressm en a n d the FA A (this only for the record); and support the P ilo ts’ Lobby with o u r m oney and t im e —tell everybody!)

bilee, is history! Was it a success? YES with capital letters. This issue o f T he 99 N E W S will p rov ide a deta iled accoun t o f it with m any pictures. Truly, it would be impossible to describe the thrill we felt at having fourteen C h a r te r M em bers jo in us. All but three living Past Presidents a ttended . Several countr ies ou ts ide the United States were represented, Amelia E a rh a r t ’s lovely sister, Muriel E arha r t M orrisey ch arm ed us all and there were m any to c h a rm — over 550 Ninety-Nines, with the final co u n t including h u sb an d s and children bringing the n u m b er who a t tended the ban q u e t Sa tu rd ay night to over 600.

T h e W e l c o m e P a r t y W e d n e s d a y evening was the first t ime we were all in the sam e place a t the sam e time and it was t h e re fo re a t r e m e n d o u s success . T h e v a r io u s c o m m u n i c a t i o n se ss ions were a lm ost entirely tak en up with discussion on m em bersh ip , how to increase it, how to keep va luable m em bers f rom d ro p p in g out. There were activit ies everyday as you saw by the p ro g ram which ap p ea red in recent issues o f T he 99 N E W S . The educa tiona l p rog ram s and R o u n d Tables were very well a ttended . The exh ib i to rs were happy a n d wro te glowing reports of the a t tendance a t their booths.

T h e I n t e r n a t i o n a l L u n c h e o n o n T h u r s d a y was e v e ry th in g the hos te ss C h a p te r (Palisades) hoped it would be. Ninety-Nines f rom outside the U.S.A. e a c h t o ld us a b o u t f ly in g in t h e i r respective countries . Their experiences were quite an eye opener.

The following day, Friday, we held the A n n u a l B u s in e s s M e e t in g . It w e n t s m o o th ly a n d was c o n c lu d e d b e fo re lunch. Your delegates to conven t ion will u n d o u b t e d l y g iv e r e p o r t s t o y o u r C hap te rs a n d Sections on act ions taken and issues discussed. A few o f the Bylaws were modified an d these changes will be reflected in the 1979-1980 M em bersh ip Directory which we plan to mail in Sep tem ber, 1979.

A f t e r th e B u s in e s s M e e t in g , we a t tended the Am elia E arha r t Luncheon . It to o was beautifu lly a rranged . It is a lways exciting to hear which Ninety- Nines have w on scholarships an d for w hat purposes. M urie l Morrisey gave a

delightful talk a b o u t Amelia. We were so r ry to lea rn t h a t Alice R o b e r t s is retiring as C h a irm a n and Pe rm an en t Trustee o f the Amelia E arh a r t M em oria l Scholarsh ip Fu n d to have m ore t ime to travel a n d en joy life with Chas. We welcome Dr. D o ra S t ro th e r as the new P e rm an en t Trustee . Newly elected Je a n Pearson (a fo rm er A EM S F Trustee) will serve as C h a irm an .

O u r d e d i c a t e d D i r e c t o r , E s m e Williams, is leaving the In te rna t iona l Board, but will co n tin u e the im p o r tan t j o b as M em bersh ip C h a i rm a n for 99s living outside the U.S.A. Betty Jan e S ch e rm e rh o rn o f O n ta r io , C a n a d a is the newly elected Director. Betty J a n e is the East C a n a d a G ove rnor , a knowledgable h a r d w o r k i n g N i n e t y - N i n e . R u t h D obrescu o f New York was reelected for a n o th e r tw o year term , c o n tinu ing as G o v e rn o rs ’ Liaison.

T o con tinue with the activit ies at the C o n v e n t io n — the tours , harness racing at world fam o u s Sa ra to g a , New York City Ballet, Old Rhinebeck A irshow , all were t o p no tch en te r ta inm en t . T he b a n q u e t on S a tu rd ay night was t ru ly m em o rab le and a perfect way to conclude o u r Fiftie th Year. Try to imagine a huge b a n q u e t hall in a spectacularly beautifu l conven t ion cen ter in A lbany, with tables fo rm in g a ‘U ’ a ro u n d the b a ll ro o m floor, a r ranged on ascending levels— C h a r te r M em bers a n d Past P residen ts across the end o f the *U’ on the up p e r level where everyone c o u ld see th e m . T h e th e m e , “ F r o m Balloons to the M o o n ” was colorfully carried ou t with the decora tions . The p ro g ram for the evening was exactly right fo r the occasion. C h a r te r M em b er and Past President Betty Gillies told us a b o u t flying in the P A S T ; Nine ty-N ine Bonnie T i b u r z i K r a n z , F i r s t O f f i c e r w i t h A m erican Airlines spoke a b o u t flying in the P R E S E N T a n d Steven R. Nagel, C a p ta i n U S A F , a p i lo t a n d N A S A A s tro n a u t C an d id a te kep t us enthra lled with a slide show a n d a cc o m p an y in g talk on flying space shuttles in the F U T U R E .

President o f A O P A , has a n n o u n ce d th a t the 1979 L aurence P.Sharp ies A w ard for o u ts tan d in g c o n ­t r ibu t ion to the advan cem en t o f general a v ia t io n has been a w a r d e d to Lois F e igenbaum , im m edia te Past President of the Ninety-Nines. Lois was selected for her w ork in p ro m o tin g av ia t ion activity and safety t h ro u g h o u t the world.

This a w ard is presented each year by the A O P A to a pe rson w ho has m ade m ajo r c o n tr ib u t io n s to general av ia t ion in the spirit o f L.P. Sharpies , found ing ch a i rm a n o f the Assoc ia t ion a n d for w h o m the a w ard is nam ed. It is aw arded to individuals w ho do not m ake their l ivelihood f rom general av ia t ion , but w ho unselfishly devote their t ime and ta len ts to its advancem en t.

Incorporation, By-Laws & Tax Exempt Status

M any o f us fear and dislike bureaucra t ic regulations and pap erw o rk and associate any m ention o f Inco rpora t ion , Bylaws and Tax Exem ption with them. It is hoped, therefore, tha t the following will exp la in the im portance and advan tages o f each, as they apply to chap ters a n d sections.

An inco rpora t ion , in essence, t rans fo rm s individuals into a single entity and protects them from incurring liability severally in the event tha t an accident occurs in con junc t ion w ith th e i r o r g a n i z a t i o n ’s act iv it ies . T h e person who is alleged to have caused the accident may, o f course, be sued a n d the co rp o ra t io n m ay be sued, but the individual mem ber m ay not.

While it is only necessary for the section to be inco rpora ted to ob ta in a tax exem pt advan tage fo r itself and all the chap ters within it, it is highly recom m ended tha t each chap te r spend the few dolla rs it costs a n d do the small a m o u n t o f paper work involved for its own pro tec tion , as well.

Inco rp o ra t io n m ay take place in the state of the c h a p te r ’s exis tence, in the sta te in which the section officers reside o r in the Sta te o f Delaware in which In terna tiona l is inco rpora ted . The Secretary o f Sta te will send the necessary papers u p o n request while samples o f the p ro p e r w ord ing to be used (to insure tax -exem pt status) have been p ro v id ed to each S e c t io n I n c o r p o r a t io n C ha irm an . Since Sylvia Paoli has spent m any hours researching this subject, it is recom m ended tha t her words and sugges­tions be followed closely and carefully to avoid confusion and rejection.

I n c o r p o r a t i o n m u s t be f o l lo w e d by form ula t ing a set o f Bylaws, which sets forth in deta il the actual w ork ing guidelines for the daily o pe ra t ion of chap ters and sections. Bylaws, while flexible e n ough to provide for specialized needs, supply the un iformity that is required fo r a c lose-knit and well run organization .

C o m p le t in g the S e c t io n I n c o r p o r a t io n certif icate, having it filed, a n d a d o p t in g a set of Bylaws lays the fo u n d a t io n fo r ob ta in ing tax exem pt s ta tus f rom state and federal income and all em ployer taxes as follows:

On Ju ly 13th, the Ninety-Nines were s t u n n e d to l e a r n t h a t L o n g B e ac h C h a p te r m em ber, Jo Ella C h a m p io n and a H a rb o r City physician. Dr. George Hill, had been brutally m urdered in Jo Ella’s h a n g a r at the T o r ran c e Airport . Both were found bound , beaten and shot on the f loor o f the hangar . The m urder a p p aren tly to o k place Ju ly 11th after 7:30 p.m. N o motive is kno w n a n d no suspects have been located at this time, a l though her c o m p a n io n ’s car was located in Watts a few days af te r their deaths. A $25,000 rew ard has been posted fo r the a rrest and convic t ion o f their killer o r killers.

The girls helped m ake up the 200 in a t ten d an ce at this im p o r tan t milestone for the Am erican Soc ie ty fo r A e ro sp a c e E d u c a t io n . This c o n v e n t io n was in i t ia ted to real ize an exis ting need for a convention where m any individuals and organ izat ions involved in the field could c om m unica te and interact for the advancem en t o f Air Age educa tion .

A long with fresh new educationa l exh i­bits, M ake It & Take It W orkshops, model rocketry an d model avia t ion , an o u ts tand ing and p henom enal a r ra y o f speakers were presented. The special guest speaker was Nichelle Nichols, N A S A ’s star recruiter and S ta r T re k ’s Lt. Uhura . Aviation greats, B r y a n A l l e n ( G o s s a m e r C o n d o r a n d Albatross pi lot) and Larry N ew m an (one of the c rew m en of the h is to ry-m aking ba lloon. They include Aerospace E duca­t io n ’s Men & W om en o f the Year Aw ard which is presented to three individuals in the categories o f E lem entary , Secondary , and U n ive rs i ty E d u c a to r . N in e ty -N in e L o rn a Kringle, Puget Sound C hapte r , was honored as the E lem entary E d u ca to r o f the Year. A p roud m om ent for the Ninety-Nines. The conven t ion was well planned a n d fast moving. It seemed tha t every waking h our was filled with learning o r the sha r ing of ideas. U nder the d irec tion o f the Ninety- N in e s ’ In t e r n a t io n a l A ir Age E d u c a t io n C h a irm an , Evelyn Sedivy, N ebraska C h a p ­ter, a breakfast meeting was held to discuss ideas and fu ture p lans for 99 Air Age Education within each o f the g ir ls’ areas.

Former 99s International President Honored at AOPA’s ’79 Meet

Mrs. Lois Feigenbaum, immediate past International Ninety Nines presi­dent, has been selected by the AOPA Air Safety Foundation to receive the 1979 Laurence P. Sharpies Award for her outstanding contribution to general aviation.

The award, which carries with it an honorarium of $1,000, will be presented at the closing banquet of the AOPA convention on October 11. The L. P. Sharpies trophy is on permanent display in the aviation hall of the Franklin Institute in Philadelphia. Mrs. Feigenbaum’s name will be added to thoseof previous recip­ients engraved on the trophy, and she will receive a replica of the trophy.

Mrs. Feigenbaum is being recognized for her work in the national and inter­national affairs of the Ninety-Nines; for her service on the President’s Women’s Advisory Committee; for her work as co-chairman of the Citizen’s Advisory Committee; for her work and encouragement to the National Intercollegiate Flying Association; and for her continued support of general aviation through volunteering time, resources and talents.

Week-long Aviation Extravaganza Has Something For Everyone

Programs for pilots, prizes and social events highlight each year’s AOPA con­vention—and 1979 will be no exception. Celebrating 40 years of service to general aviation, the AOPA annual convention will feature more aviation ac­tivities than ever before.

The convention opens on Sunday, October 7 as exhibit hall opens its doors at 1 p.m. and new aircraft go on display at Opa Locka Airport. These exhibits will be open daily. Exhibit hall will also have evening hours on Wednesday, October 10. The 99s have a booth, so be sure to visit them while you’re in the hall. (See schedule on back for hours.)

The AOPA Air Safety Foundation is playing a bigger role than ever at the ’79 meet. Their annual flight training clinic courses are Pinch-Hitter, Airmanship Refresher, Instrument Refresher and Survival Training. In addition, the Foun­dation is showing weather films and will conduct several clinics during the week on the subjects of “Flying Relaxed,” “Coping With ATC,” “Take Two and See” (collision avoidance program), and will sponsor aviation lectures dealing with “Instrument Flight Operations,” “Operations and Maintenance of General Aviation Engines,” and “Pilot in the Airspace.” The convention registration fee admits attendees to all of these Foundation presentations with the exception of the flight training clinics which require separate registration.

FAA representatives will be on board Tuesday for the annual FAA Forum. Based on recent events, this should prove to be even more interesting than last year’s session. Wednesday’s clinic will feature key AOPA staff members in an update session with members entitled “General Aviation Meets the Challenge.”

On the social side, convention goers attending for the full five days may at­tend the opening night banquet and dance, Tuesday’s cocktail party and dance, and Thursday’s gala Plantation Party featuring a social hour, banquet, enter­tainment and grand prize drawings.

For the athletes, arrangements are complete for the annual AOPA/AVEMCO “Beat the Pro” Golf Tournament, the annual AOPA Tennis Tournament, and the AOPA Fishing Tournament. There will also be ample opportunity to test the water in the beautiful saltwater swimming pool at the Diplomat, or any of the other inviting swimming pools situated at participating hotels.

AOPA ladies may learn the art of oriental dancing on Monday, attend a fashion show breakfast on Wednesday (men may attend too), and get the latest health and beauty tips Wednesday afternoon during the “Portrait of a Woman” presentation.

Space doesn’t permit detailing all of the exciting and worthwhile goings-on planned for the ’79 meet, but a schedule on the back of this notice provides fur­ther information on the times and dates.

Plan now to be on hand. Help AOPA celebrate its 40th year of service to avia­tion at the 1979 Annual Convention and Industry Exhibit. He holds tw o earned academ ic degrees, a B.A. in Ph ilosophy and a law degree, bo th f rom the University of Virginia. He is an h o n o r g ra d u a te o f the Inst i tu t ion o f Air and Space Law at McGill University in M ontreal , and studied avia tion a t the L o n d o n School o f Econom ics and at O x fo rd University.

Mr. Bond is an active pilot. His expertise in t ran s p o r ta t io n is reflected by a few o f his a s s i g n m e n t s . H e s e r v e d a s a S p e c ia l Assistant to the First Secretary o f T ran s­p o r ta t io n af te r he played a par t in the legislation establishing the D e p a r tm en t of T r a n s p o r t a t i o n . He se rved as A ss is tan t A d m in is t ra to r fo r Public Affairs in D O T ’s U rb an Mass T ra n sp o r ta t io n A dm in is tra ­t io n . He left th is p o s i t io n to b eco m e Executive D irec to r of the Nationa l T ran s ­p o r ta t io n C ente r in P i t tsburgh. Fifty Year Anniversary Meeting

A n d a Giant Step fo r M ankind—July 20th was the ten th year ann iversary o f tha t first step on the m oon. And Ju ly 20th was the business meeting o f The Ninety-Nines, Inc. in A lbany, the capital of the s ta te th a t hosted the found ing o f the In te rna t iona l O rgan iza t ion o f Licensed W om en Pilots 50 years ago.

D o the two anniversaries have a n y th in g in c o m m o n ? Perhaps. Ten years ago walking on th e m o o n was chil l b u m p m ak in g . Fantastic . Fifty years ago, 99 w om en jo in ing forces to p ro m o te w om en in av ia t ion had to be unique. Fac t is, then and to d a y 99 w om en, particularly individuals like pilots, jo in ing together fo r anything was a n d is fantastic. Sobeit.

This y e a r ’s G olden Anniversary C o n v en ­t ion sta rted three days before th a t business meeting. Your new spaper on the m o rn in g o f Ju ly 18 had a p h o to o f a irp lanes lined up on the busiest h ighway in Albany, New Y o rk — W olfsboro R o a d —en rou te to the Ninety- Nine C onvention . W hat great publicity! S ta r ted , th a t is, for all Ninety-Nines except the o n e s in the New Y o rk -N ew Je rse y Section. T he latter, m ost capab ly led by Betty Elliott a n d Doris Miller, had labored hard for several years fo r th is—Ju ly 19-22, the days o f C onvention . S o m eth ing as well- p lanned a n d executed as a conven t ion with o v e r 500 reg is te red g uests d o e s n ’t , like T opsy, ju s t grow. I t’s work , buddy , and d o n ’t forget it. Before this report ends the th ird p a rag rap h , a very grave a n d sincere th an k s to New York-N ew Jersey f rom the N inety-N ines everywhere.

T h a t first night, a W ednesday, echoed with all the "Hey, 1 haven't seen yo u fo r at least a year!" o f a t least a mill ion voices at the wine and cheese reception a t The T u r f Inn, the headqua r te rs motel. The m ore wine, the m ore folks long missed and seen again, the louder the voices an d the harder to hear w ho did win each bottle o f wine d o n a ted to t h e t e n t h r e g i s t e r e d N i n e ty - N in e . T h e hostess section did th a t , t o o — New York Sta te Wine for their guests.

T h e a i r p l a n e s , by t h e w a y , a n d a helicopter were pa rked in The T u r f ’s f ront yard. They did com e d o w n the h ighway from the a irp o r t a t 5 A. M. on the 18th. All, th a t is, except tire ’copter . It did its own thing!

T he C o m m Session, in case you d o n ’t know, s ta r ted out as a “ R ap Sess ion” a n d was b o rn o f the need for m em bers to ques t ion the officers and o t h e r m e m b e rs a b o u t m u tu a l p ro b le m s . This was a fairly polite sess ion— som etim es they can get row dy an d pe rhaps , better?

All mixed in with the scheduled events were p resen ta t ions a n d historic to u r s and slides and e xp lana t ions o f the Po w d er Puff D erby and o f the early Ninety-Nines.

T hen the them e music o f “ A Sm all W o r ld ” heralded the In te rna t iona l L un ch eo n pu t on by the Palisades C hap te r . Eight countries were rep resen ted— USA, o f course, A u s tr a ­lia, C a n a d a , F in la n d , Brazil , G e r m a n y , Korea and India. We a re In te rna t iona l , you know , and these 99s travel m any miles to be with us a t C onvention .

The R o u n d Tables a n d m ore p re sen ta ­tions fo llowed lunch a n d led to the Sa ra to g a Evening. Buses to o k m any to the S a ra to g a Perfo rm ing Arts C ente r , a cu ltu ral com plex s ta r ted nearly 15 years ago by tow nspeop le an d stable owners. Part o f the g ro u p went to the races where a feature race was nam ed in h o n o r o f the N inety-N ines a n d the w in n e r ’s t ro p h y was presented by C h a r te r M em bers o f the O rgan iza t ion . 1 u n d e rs tan d som e big w inners cam e hom e, like winners o f the Daily D oub le and the losers d id n ' t lose T O O much.

A n o th e r b u n c h headed fo r a play in the C e n t e r — “ B r o a d w a y ” — a n d t h e o t h e r s opted for the ballet, a three w orks p re sen ta ­t ion th a t s ta r ted with a w ork by G ia rd in o di Scaria tt i and ended with the spec tacu lar

M ikhail Baryshnikov. They got hom e about 11:30 P .M . bushed bu t excited.

T he an n u a l business meeting s tarted at 8:15 A .M . on Friday, the ann iversary o f the m o o n walk, a n d went a long briskly and fairly painlessly led by our President Thon Griffith. Fifteen o f the nineteen sections w ere r e p re se n te d by 201 w a rm bodied delegates bringing in 244 votes. Probably a n o t h e r 100 N i n e ty - N in e s w e re th e re lis tening a n d learning. J e a n Pierson was elected to the Amelia E arh a r t Trustees and fo r th e B o a rd o f D ire c to rs , i t ’s R u th D obrescu a n d Betty S c h e rm e rh o rn — Ruth was an incum bent, f rom L ong Island, and Betty is f rom Eastern O ntar io .

Next on the agenda was the famed AE Scholarsh ips a n n o u n cem en ts a n d luncheon. Mrs. Muriel Morrissey, A m elia ’s sister, was there a n d presented us with som e thought provok ing poems. Alice R oberts , a dedicat­ted A E T rustee since 1953, has resigned. S h e ’s d o n e a magnificent j o b a n d will be missed. T he A E Scholarships have grown f rom one o f $150 to Pat G ladney in 1941 to t h i s y e a r — S E V E N — w in n e r s w e re a n ­n ounced separately.

The a f te rn o o n and early evening were filled with educationa l meetings, a Whirly- Girls H overing ( they’re 99s, too!) , a C ha r te r M e m b e rs g e t - to g e th e r , a n d t h a t g reat A u s t r a l i a n — N a n cy -B ird W a l t o n —en te r - yain ing guests she's kno w n for “20 to 40 years .”

Conventions T he 1980 C o nven tion , o f course, is set fo r Vail, C o lo rado .T he S o u th C entra l Section is w ork ing diligently to provide an o u ts tan d in g c onven t ion in an ou ts tan d in g location. One o f the highlights o f the conven t ion will be the Amelia E arh a r t L uncheon on to p o f a nearby m oun ta in . In 1981, the C o n v en tio n is set fo r Boston. The Board approved the logo to be used. T he place is the Copley Plaza, in Boston. F o r 1982, the selection o f St. Louis was ann o u n ced by the N orth C en tra l Section. The da te and hotel a re to be de term ined at a later date .T he N ine ty-N ines’ T ax C o n su l tan t , Sylvia Paoli, rem inded us th a t o u r tax s ta tus is a very precar ious th ing and tha t all chap ters an d sections should d o w hatever is necessary to p ro tec t this status. Please check with Sylvia if there is any quest ion co ncern ing your tax status.The Board o f D irectors was unable to endorse this activity fo r individual chap ters due to the liability p rob lem s tha t arise. T he likelihood o f a nyone suing the Ninety-Nines is minim al, but the possibility is still there. Tuesday the 17th, 04:30— The Convention has begun, long before the first “ chirp" of 99s' tires are heard at the Albany Airport. With the cooperation of police and the airplane manufacturers and dealers, planes are taxied in the early morning haze to the Turf Inn for an outside display. Someone's great idea paid off in excellent national PR for the 99s.

"Here they come There they go . " 99s at Saratoga Harness Racing fun night at the track. One horse's name in the 9th race seemed to catch all of the 99s' $2 00 bets— “ Good Time Flyer"— and would you believe — He WON!!!

A necessary function of every Con vention — Registration.

Although very IFR and wet, 99s with 49'/?ers boarded buses for a guided tour of historic Albany which included the Schuyler Mansion and State Capitol.

By the end of the week, it was clearly evident that 99s "love" to spend money on aviation related articles.

"...those wonderful men in their flying machines..." Old Rhinebeck featured original aircraft, most with the original engine, still flying.

Before the air show, Charter 99 Members were honored by being escorted in an old “ buggy” along the runway in front of the audience Also special mention was made of the history of our organization and our 50th anniversary.

Iowa 99s Take Physiological TrainingA f t e r a 6 :30 a .m . b r e a k f a s t a t th e

Rodeway Inn. 14 Iowa 99s and 49 '^ers were off to N ebraska for Physiological Train ing at Offut t AFB. They were expecting us, plus a b o u t 30 m ore people. Prerequisites for the tra in ing were o u r FA A medical certif icates and an applicat ion , plus $5 prior to coming.

AH 'the instructors were highly qualified. We began the day with class un d e r C ap ta in Craig. We learned th a t m an is well suited for life on the g round , but when he jo u rn ey s to red u ced p re ssu re s a n d t e m p e ra tu r e s o f alt i tude, he has limitations. We learned that a t 18,000 ft. one can do w ithout oxygen for 25-30 minutes, whereas at 25,000 ft. we can survive only 3-5 minutes. These lectures ran fo r four hours and included vivid descrip ­t io n s , b o th o ra l ly a n d on f i lm , o f th e prob lem s one might encoun ter when flying at these alt itudes.

If we’re ever in an air l iner that suffers rapid decom pression , we know w hat to expect and what to do ab o u t it— oxygen mask NO W ! O ne o f the men told Walt and Jeanne Bedinger tha t if they saw “ A irp o r t”, when the passenger went into the lavatory and exp loded the b o m b , it is a realistic po rtraya l o f what a real experience like tha t would be. In fact, it is so realistic tha t the Air Force uses tha t pa r ticu la r piece o f film in their t ra in ing p rog ram . It's the closest th ing they have to rapid decom pression on film.

The a lt i tude c h am b er was na tura lly the highlight o f the PTS. The ch am b er was a large sealed steel-type room. It held 16 o f us a t a time. After we entered the c ham ber , the d o o r was closed and sealed, and a large p u m p outside began to suck the air ou t o f the cham ber . Of course we were all issued oxygen m asks p r io r to entering. We also had individual c o m m u n ica t io n by in tercom. The outside ope ra to r , as well as others , were in visual con tac t with us. By removing the air, the ba rom etr ic pressure inside is reduced sim ula t ing an actual flight. The ch am b er ascends to a pressure a lt i tude of 25,000 ft. at a rate o f 3,500 ft. per second. At 25,000 ft. we were divided in to tw o g ro u p s—one group removed their oxygen m asks to experience their own hypoxia sym ptoms. M eanwhile , the o th e r g ro u p watches. W hat a s trange thing to see y o u r friend next to you twitch or see his f ingernails tu rn blue! Then the second g ro u p removes their m asks and we watch them. We also took a very short written test.

The a lt i tude c h am b er ends with a rapid decom press ion experience. We expec ted o u r ears to hurt with the sudden change in a tm osphe r ic pressure bu t such is not the case. T h ere ’s a rush o f air, cold c lam m y air and instant fog which clears up in a m at te r o f m oments.

The g ro u p had been told tha t af te r being on 100 percent oxygen for so long, we would experience ex trem e weariness tha t night.

A g ro u p o f civilian w om en pilots and their h usbands became a little “tipsy” in a visit to the Aerospace Physio logy C ente r at Reese Air Force Base in April.

A nyone w ho has experienced the effects o f h y p o x i a k n o w s w h a t t h i s m e a n s . A c c o r d i n g to T S g t . C h a r l e s C a r s t e n , Physiology T ra in ing Superv isor at Reese, hyp o x ia is a cond it ion th a t occurs when the bo d y is deprived o f the n o rm al a m o u n ts o f oxygen. It is a n ever-present d a n g e r when flying at very high a lt i tudes w ithou t p roper oxygen b rea th in g equ ipm ent.

It does no t hurt , bu t it will m ake the pilot “t ipsy” a n d im pa ir his jud g em en t. If left u n c h e c k e d , it w il l e v e n t u a l l y l e a d to unconsciousness.

After initial instruct ion on the physical e ffects o f h igh a l t i tu d e , th e g r o u p was familiarized with oxygen brea th ing eq u ip ­ment.

They also experienced high a lt i tude flight cond it ions in a n a lt i tude c h am b er du r ing the final pa r t o f the day-long session. In the c ham ber , the par t ic ipan ts were subjected to a rapid d ecom press ion and flight a t heights up to 25,000 feet above sea level.

During the high a lt i tude s im ula t ion , the pilots were asked to rem ove their oxygen masks. Then they were asked to pe rform routine tasks, such as simple m ultiplication. After a few m inutes m ost found it very hard o r impossible to work the problems.

“ After a while, it got to where you just d id n ’t care w he ther you did them o r n o t ,” said 99 G inny Patterson.

“ I became very dizzy an d was unable to do th e a r i t h m e t i c , ” sa id J i m E a r s le y o f Lubbock .

After each person had experienced one or two sy m p to m s o f hypoxia th e^ were asked to replace their masks. “The purpose o f this exercise is to familiarize the people with hypoxia so th a t they will be able to recognize its sy m p to m s if it occurs d u r in g a real flight," explained Sergean t Carsten . s»

Western Canada Deals Two Chapters In

a very successful M o u n ta in Flying Sem inar with Burnaby C o m m u n i ty E du ca tio n and the M.O .T. T he sem in a r which featured Des Price, M inistry o f T ra n s p o r t Regional Safety Officer, was very well a t tended with over 80 pilots participa ting . Plans a re underway for m ore sem inars in the fall.

O n J u n e 10th, t h e B.C. C h a p te r participated in the Sa ltspr ing Island Fly-in, which was hosted by the Pacific Flying Club. The chap te r raised o pe ra t ing funds th rough the sale o f fresh sa lm on d inners cooked on barbecues.

A n o th e r c h ap te r project in con junction with the Pacific Flying C lub is the Abbotsford Airshow. B.C. m em bers will be advertising the 99s and selling si lkscreened 99 T-shirts and 99 visors.

Jo a n n Navik was c h a i rm a n o f th e e v e n t . She had advised the girls to b ring pails, rags, ladders an d creepers a nd . most im por tan tly , a picnic lunch. After a m o rn in g o f hard w ork washing fou r planes, a lunch break was declared. In the a f t e r n o o n , five m o re p lanes were tackled. M arcia M cDow ell had carelessly b rough t a creeper, so she was assigned, a lo n g w ith C a ro l M o h a n d i s s , to the undersides. The report should have read tha t the initial research for the collection was d o n e by D o ro th y Renwick, funded by the 99 chap ters of Eastern Canada. In the final phases of developm ent, the G rea te r Winnipeg chap ter assisted with lay-out and d ocum en ta t ion .

Chicago Area is celebrating the c h a p te r ’s 45th anniversary. Survival was the subject of the p rog ram presented by Hildy C raw ford at the Far West C h a p te r ’s May meeting held at the h o m e o f D o ro th y Skerbeck. Hildy is a prospective m em b er with her Private license and well qualified to d em o n s tra te the use of c u r r e n t a v i a t i o n s u r v iv a l e q u i p m e n t inasm uch as she and her h usband are avid backpackers , boaters a n d pilots and the needs a re similar. She stressed the need for separa te emergency packs since one does not a lways have the pack in the right place at the right time. Hildy is employed as a nurse at a local clinic. She has tested the equ ipm ent d u r i n g h ik e s a lo n e in t h e O ly m p ic M o u n ta in s a n d a flight to a relatively remote a re for the sam e purpose. Sister Mathew, missionary an d teacher, w ho has flown in Alaska as a passenger to the rem ote areas a n d w h o is presently pursu ing her Private t icket, was an enthusiastic guest at the meeting. The Ninety- Nines, under the able d irection o f Flying Activities C h a irm an , Mimi H a w o rth , had spent m any hours p lann ing and prepar ing f o r t h e i r f i r s t e n t r y in t h e a n n u a l

N eb rask a lan d P a rad e and were thril led to receive a second place t ro p h y in the float divis ion.

The float was deco ra ted in light blue floral sheeting t r im m ed with royal blue festooning a n d carried a spark ling yellow an d blue an tique A rrow Sport a irp lane m anufac tu red in Lincoln, N ebraska in the late I920‘s. It was pulled by a blue p ickup t ruck also decora ted with festooning and carry ing a br ight yellow windsock. N ebraska Ninety- Nines, dressed in str ik ing blue and white outfits , escorted an d rode on the float.

Final p rep ara t io n s for the float began on T hursday , Ju n e 21st, as Ninety-N ines began converging on N o r th Platte . O n Friday, with lots o f ingenuity, Ninety-Nines, friends, and fa m i ly m e m b e rs t r a n s f o r m e d a sc ru ffy flatbed trailer , on loan f rom the local In te rna tiona l Harves ter dealer , in to an eye­catch ing float, a n d then par tic ipa ted in o ther N eb raskaland activit ies including a ban q u e t ho n o r in g G u n sm o k e s ta r Buck T ay lo r and a w e s t e r n m u s i c a l e a t t h e C o m m u n i t y Playhouse.

The p a rade sta rted at 3:00 p.m. and . right on cue, Nancy Alley, o u rc a p a b le C ha irm an- elect, eased the p ickup and float into the line and the en tourage was off for the first time ever, representing av ia t ion and the Ninety- Nines in the N ebraska land Days Parade. Jud g in g by co m m e n ts and applause , the float was much adm ired by the crowd along the route.

The Ninety-Nines gratefully acknow ledge the Kearney Welding Supply C o m p an y of Kearney. N ebraska for sponsoring the float. The sponsorsh ip was a rranged by 49'/$er H a r ry A m en . T he A r ro w S p o r t was graciously loaned to the Ninety-Nines by Dr. Roy C ram , retired physician, from Burwell. Nebraska. In carry ing out the project, the Ninety-Nines also received the co opera t ion o f m any o ther people, including Jo a n C o o k . Despite m arginal w eather a t the s tart, ten O k la h o m a 99s and their eleven guests m a n a g e d to c o m p l e t e th e f l ig h t to T ah lequah , OK July 8th for a canoe trip dow n the Illinois River.

Once on the river, it became instantly obvious that we were pilots and definitely no t canoeists . Most m em bers o f the floatilla, p a d d l in g tw o a n d th ree m a n can o e s , m anaged to capsize at least once. Som e m em bers o f the exped it ion spent m ore time in the river th an they did in their canoes, but it certainly d id n ’t d a m p e n a n y o n e ’s spirits.

P r io r to the 4'/$ h o u r float trip . Flying Activities C h a irm an Marilyn Ratz laff and her assis tant Poochie Rotzinger init iated the first phase o f the ad v en tu re— ‘The Great Mystery Lunch E xchange’. No one knew for sure whose lunch they were getting. Needless to s a y , t h e r e w e re a few s u r p r i s e s , fo r tunate ly all pleasant.

Elementary Teachers Learn Aerospace Education

The ded ica t ion culm inates several years of effort. After P h o e b e ’s dea th , efforts were begun to have her m emorialized in some concre te way for her great and unselfish efforts in m ak ing Tennesseans aw are of avia t ion . Envisioned was an a irp o r t named for the O m lie ’s. A lthough this has not becom e reality, yet, the d o o r is certainly not closed on this possibility.

M uch deep th o u g h t preceded the r o o m ’s reality. M any M em phians have preserved m uch o f M em phis early av ia t ion history and it was difficult for the com m ittee to decide w hat m em entoes should be included.

M em phis and Shelby C o u n ty governm en t personnel and num erous o th e r aerophiles.

M em phis Vice C h a irm a n M ary Ellen Parks, Secretary Jan ice M oore a n d Carolyn Sullivan were 99s in a ttendance . The M e m p h is C h a p te r p ro v id e d a f lo ra l a r rangem en t fo r the ro o m 's dedication.

Especially po ignant was the presenta tion o f a Ms. A. T harp . Ms. T h a rp , at the age o f 10 entered an av ia t ion essary contest sponsored by the local night newspaper. Fearing her en try would not be considered if it were known she was a girl, she signed her essay “ A. T h a rp . " Needless to say, she did win the contest . Her a w ard was an a irp lane ride. This was in 1929.

Ju d i th Maggiore, a n d T ru d y O ppenheim flew in for the inform ative sessions which included basic review a n d techniques o f interest to the Private, C om m erc ia l , a n d Ins t rum en t pilot. The 8 -hour sem inar began with a s tudy o f F A R Part 61, Part 91, and N T SB 830. A via tion weather , w eather reports , and recent a irspace changes were also on the m o rn in g ’s agenda .

A luncheon barbecue was served between sessions and boiled crawfish was the bill of fare fo r later in the evening. The sessions were rew ard ing for the low-time as well as the h igh-time pilots w ho were in a ttendance . Such topics as “ Am I and My Airplane

Ready to Fly," c ross-country tips, engine opera t ion , a n d rad io co m m u n ica tio n were covered for the Private pilots. Stress and stabil ity, tu rbochargers , the “co m p lex " and multi-engine a irp lane were studied by C om m erc ia l pilots. T he Instrum ent rated pilots reviewed A D F tracking, en rou te p rocedures, hold ing pa tte rns and ap p ro ach planning.

This p ro g ram and related pilot seminars help the 99s as well as o ther pilots to carry ou t the trad i t iona l goals o f the o rgan izat ion th a t is “T o engage in strictly educa tional, char i tab le , and o r scientific activities and purposes and particularly to p rom ote a e ronau tica l science."

The paint parties have painted the w ords Long Beach on two taxi-ways. the chevrons, letters and num bers on 25 and 7, left a n d right and the num bers and letters on 34 and 16, left and right. The pa in t ing took place on rare days with no usual m orn ing overcast an d the tem pera tu res were in the 80s an d 90s. The c hap ter plans to re tu rn in the fall to finish the chevrons and thresholds.

when he rebuilt an old disabled Jen n y and soloed himself in 1926. He flew from beaches and open fields and later opened the first a irport in Brooklyn, which becom e Floyd Bennett Field. He was also a W W II Ferry Pilot with the Air T ransport C o m m a n d .

The Long Island C h a p te r ’s second guest was a prospective 99, Hilde Cytrvn. She had jus t re turned from Israel and described her flight in an old beat up, patched and wired Cessna 172. T h o u g h she has a license, she was considered co-pilot and not a llowed to handle the contro ls fo r quite a while at which the pilot ( military o f course) was surprised at her expertise and exclaimed, “ You really C A N fly!” She flew from the Tel Aviv Airport at $90.00 a n h our in the C-172. The pilot must be in touch with C o m m a n d , by radio , every 5 m inutes as one is constan t ly in the firing zone. A small s tray and y o u ’re over som eone else’s bo rder where you 're not supposed to be and could be fired upo n with live am m unit ion .

These tw o flew in the 1973 Illi-Nines toge the r and have been try ing for the to p ever since. O u r o th e r t ro p h y winners were Debbie Karas w ho cam e in 2nd in speed with Pauline Mallary. Nancy H ara ld so n and her 49'/4er won 3rd in proficiency and R u th F ra n tz and her 49!4er 4th in proficiency. Board, w ho is a super flight instructor, gave us an entirely new slant on the “ Hidden Treasures in y o u r Pilot T ra in in g ”, telling us how you can use the fu n d am en ta ls o f flight train ing, i.e., the check list, in y our everyday p lanning. He really sta rted the old think tank c licking—there a re so m any things that we glean f rom ground school th a t can enrich o u r lives. Nearly all the things we need to k now in o rd e r to fly, c a n ’t help but add to o u r general knowledge and this is one o f the m ajo r reasons we should encourage ground school t ra in ing in the high schools. How m uch m ore fun would learning m ath be if it were tau g h t in con junc t ion with use o f a c o m p u te r , plotter, and sectional chart? P lann ing a cross cou n try flight would surely be m ore interesting and m ore o f a challenge to s tu d e n t s t h a n du l l , o r d in a r y m a th problem s. T h ey ’d learn to use their bra in and enjoy it! Think a b o u t it! We sure apprec ia te J im m ak ing us th ink ab o u t it!

Emm y Hall flying her Baron placed second and took the best 99 t rophy; Beverly Harp placed th ird flying a Mooney; Camilia Sm ith and Pat Hyde placed fifth in Camilia 's tu rb o 210 tak ing the best Cessna award ; prospective m em ber, Chanelle H am placed eighth flying a twin C om anche; Paula Jo h n s o n flying her Bellanca m ade up the top ten with C harlene tak ing the best Bellanca award .

Also at this meeting, plans for the All N ations Day Fly-In at W h ar to n , T exas were completed.

Mercedes C rab tree and her d augh te r , M argare t , flew to F lor ida to pick up a new Cherokee . They went to the Piper factory at Vero Beach, Florida. Due to the inclement w eather on the way back, they had to s top a t G ulfport , Mississippi and Baton Rouge. L o u i s i a n a , w h e r e t h e y m e t f o r m e r classmates o f M a rg a re t ’s w h o had gone in to the av ia t ion field. M argare t is a s tudent, due to g raduate , f rom the school at R uston , Louisiana. She is m ajo r ing in the Aviation field.

After much m aneuvering from one a lt i tude to ano the r , becalmed and over a b r ia r patch , they finally landed. They walked the balloon out to the street nearby an d , with 200 helpers from the n e ighborhood , the ba l loon was deflated, ch am p ag n e poured and quaffed. Chase "crew " included S a n d ra N or ton , Joyce and David Meier. They really h a d n ’t intended to “chase” all tha t t im e.but the winds were non-exis tent and they were never able to “chase" to a poin t where passengers could be sw apped. They p lan to get their ride in the near future. David Broyles was chief pilot (D avid 's was the H are ba lloon in the balloonfest). A helper was overheard to say tha t tha t was the most exciting th ing to have happened in the n e ighborhood since he moved there (13 years ago!) C on t inu ing with ba lloons, C aro lyn Sullivan helped a 6th g rader with his term paper on balloons. He got an A!
