3. Mission What is the traditional ARIAE?

The Iberoamerican Association of Energy Regulators (traditional ARIAE) comprises 27

energy regulatory authorities of 20 countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa

Rica, Ecuador, El Salvador, Spain, Guatemala, Honduras, Mexico, Nicaragua , Panama, Peru,

Portugal, Puerto Rico, Dominican Republic, Uruguay, Venezuela, and the Central American

market regulator (CRIE).

Association without legal personality, formed in Buenos Aires in March 2000

ARIAE provides a forum for communication and debate among specialists and professionals

of the entities comprising it, in order to:

- promote the exchange of regulatory experiences

- share knowledge on energy regulation

- promote staff education and capacity building

- promote cooperation in common interest activities, including the research and

development field

3. Mission What is the new ARIAE?

The Iberoamerican Association of Energy Regulators (new ARIAE) comprises 20 energy

regulatory authorities of 15 countries: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica,

Spain, Guatemala, Mexico, Panama, Peru, Portugal, Puerto Rico, Dominican Republic, and

Uruguay, and the Central American market regulator (CRIE).

Dated March 30, 2016, new ARIAE was registered on the National Register of Associations of

the Ministry of the Interior of Spain (grupo:1°, section: 1a, national number: 609772)

ARIAE provides a forum for communication and debate among specialists and professionals

of the entities comprising it, in order to:

- promote the exchange of regulatory experiences

- share knowledge on energy regulation

- promote staff education and capacity building

- promote cooperation in common interest activities, including the research and

development field

On April 2016, ARIAE agreed to restructure its training courses and lunch the project of

creation of the Iberoamerican School Regulation –EIR- on energy

• EIR must be linked to a renowned university, located in an Iberoamerican country

•This university must sign cooperation agreements with other top international academic

institutions

•There was a process to selection of projects, in order to assess the quality, independence,

curricular experience, location and geographical diversification of those universities that would

be willing for the EIR management

• Relationship between ARIAE and the university: will be a contract with the curricular

education criteria of ARIAE, operational aspects, participation of ARIAE teachers and funding

• It is expected to select the winning project in the General Assembly of 19 July 2017

8. Book on Universal Access to Energy Disemination

On April 2016, ARIAE agreed to hold a seminar on "Universal Access to Energy in Latin

America".

•The seminar took place from 8 to 10 June 2016 in Santa Cruz de la Sierra (Bolivia)

•The seminar was attended by regulators, energy ministries, companies, universities and NGOs:

47 people participated, and of those, 34 made presentations

• Several round tables were organized: overview of the problem, operating experience, the

case study of the Amazon, the value chain and regulation

• Diverse experiences of electrification in isolated areas were analyzed as well as the emerging

regulations to carry out these developments

•In order to provide a better publicity of the universal access to energy problem and its possible

solutions, it was agreed to prepare a book on the seminar, which summarizes the experiences

analyzed and the regulation as well as the conclusions and recommendations made

• Slides and the book are available on the ARIAE website
