Energy underground: legal responses to transformational extractive and storage techniques In this session, SEERIL’s Academic Advisory Group will lead a series of presentations and discussion on themes arising from their latest two-year research project, published as D Zillman, A McHarg, L Barrera-Hernandez, and A Bradbrook (eds), The Law of Energy Underground: Understanding New Developments in Subsurface Production, Transmission and Storage (Oxford University Press, 2014). This book explores legal responses in ways which have transformative potential in the search for solutions to problems of energy security and dangerous climate change, with profound implications for the

geo-politics of energy, but which present new legal and political challenges of their own. Leading energy and natural resource law scholars from Africa, the Americas, Australasia, and Europe will discuss topics including: fundamental property law concepts for underground resource extraction and storage; use conflict issues; and national and international legal and regulatory regimes for promoting and controlling new underground technologies such as fracking and other unconventional hydrocarbons, geothermal energy, carbon capture and storage, and nuclear waste storage.

Hydraulic fracking: Oh how we like to frack!A boom in gas production using hydraulic fracturing or fracking, has helped increase the supply of natural gas, cutting prices dramatically, while raising environmental concerns. Fracking is the process of creating fissures or fractures in underground deep shale formations to allow natural gas to flow. This is typically done by injecting water, sand and other chemicals which are pumped under high pressure into a formation to create fractures.

In response to growing public concerns and lawsuits, governments have responded by various means including moratoriums on fracking, increased study and specific regulations. This session will explore the various regulatory regimes which have been adopted to permit fracking, legal and compliance issues associated with fracking and will discuss the issues that have been raised by concerned stakeholders.

Adapting transmission grids to the structural changes of the energy mixThe energy generation mix is changing materially and at great speed. It affects what kind of transmission capacity is necessary and shall be available in the future, both for gas and electricity. The changes require a revised regulatory framework. Conference sell-outsThe IBA places its conference in venues of a suitable size for the event; however there are times when our conferences may sell out. Should this happen, prospective delegates will be informed and a wait list will operate. The wait list will function on a ‘first come, first served’ basis, subject to receiving registered delegate cancellations. The IBA will not be liable for any travel or accommodation expenses incurred by an individual who travels to the conference without a confirmed place at the event.

Cancellation of registrationIf cancellation is received in writing at the IBA office by Friday 28 March, fees will be refunded less a 25 per cent administration charge. We regret that no refunds can be made after this date. Registrations received after Friday 28 March will not be eligible for any refund of registration fees.

Travel arrangementsDelegates are responsible for making their own travel arrangements to the conference.

Refurbishment commenced in 2003 and the Hotel de Rome was opened in October 2006. The impressive ballroom is the perfect setting for our gala dinner.

IBA European Regional Forum overviewThe European Regional Forum was established in 1989 to provide a focus originally on the work undertaken by the IBA in developing the practice under changing legal systems of lawyers in Eastern and Central Europe. The forum was also intended to act as a channel for IBA communication with the bar associations of these local lawyers. Since 2004 the forum has been developing and strengthening the existence of the IBA within the whole of Europe by promoting the goals of the IBA to members, non-members and others, disseminating professional know-how, and assisting the committees and other constituencies of the IBA to increase their presence in the different sub-regions of Europe, including parts of North Africa and the Middle East.
