    On behalf of myself and the Executive Board, I would like to welcome everyoneto our 2012 Spring Conference. This event is designed to invigorate, educateand motivate all of our county officials to be the best we can be in serving our

    constituents. That is why we have selected the mantra of Good Government --Local Government. The totality of all reality is that if all of us do not unite in our efforts at the countylevel, we may be deleted in great scope legislation. If the many individuals whomake up local government are not on board, they may be thrown over-board by ourfriends at the state level because of their scal consternations. The Education Committee/Conference Committee has nalized the conferenceagenda. But, in the meantime, our focus will be on the Pension Session. The keypillars of GOOD local government will be stressed throughout the conference. GoodGovernmentLocal Government is:

    Equitable and Inclusive E ective and E cient Follows the rule of law Participatory and Consensus Oriented.

    These concepts will be explored and supported with our educational sessionswhich include:

    State of Illinois Projected Receipts and expenditures - GovernmentForecasting and Accounting Panel of General Assembly members (comprised of former CountyOfficials) - Members of the Illinois House and Senate Advocacy for the Cause, Crafting and delivering a powerfulmessage - lobbyist/Media Firms

    New to this years Spring Conference will be a Stop & Drop planned at theCapitol on Wednesday morning following breakfast. Our hope is that during theconference, you (with the help of your a liate organization) will become equippedto visit your legislators on Wednesday to make our presence known. Everyone is encouraged to wear their respective sports gear as we once againcelebrate another World Series for the Cardinals. Maybe this year the Chicago Cubscan pull off a fall miracle!
