INTRODUCTION1

By means of a request for a ruling submitted to the INSTITUTO HONDUREÑO DEANTROPOLOGÍA E HISTORIA (I.H.A.H.) [Honduran Institute of Anthropology andHistory] by the company GLOBELEQ MESOAMERICA ENERGY in the city ofTegucigalpa, since that city has had an excessive population growth in the last decades[sic], which has caused, among so many other things, the need of resources such aspower from wind powered generators, it proposed the installation of six aerogeneratorsas a THIRD phase [sic].

Given the basic needs and scarcity of power in the country, the company GlobeleqMesoamerica Energy asked the I.H.A.H. to undertake the corresponding field survey todetermine if in the area where they are proposing to locate six aerogenerators more as aTHIRD phase of the project … [sic].

Since the I.H.A.H. is the only entity authorized to carry out these surveys, when dealingwith soil removal [sic], there should not be in those places archeological remains thatmay be damaged during the construction. Therefore, the Subgerencia de Patrimonio[Deputy Management of Heritage] through the Unidad de Arqueología [Archeology Unit]assigned technical and archeological staff to that inspection.

After receiving the authorization of the I.H.A.H. Deputy Management of Heritage and theinstructions of Archeologist Oscar Neil of the Archeology Unit, the inspection was carriedout, starting with a fieldwalk of the area.

What has been mentioned above lets us know that the Honduran Institute ofAnthropology and History (I.H.A.H.) is the only governmental entity in charge ofprotecting and safeguarding the nation’s cultural heritage.

LOCATION

The location where it is expected to place 5 wind power aerogenerators is located inAldea Montaña de Isopo in the Municipality of San Buena Ventura, Francisco Morazan,on the left margin of the road leaving the capital city of Tegucigalpa toward the city ofCholuteca.

And one more aerogenerator will be located in the 4-03K area of Santa Ana of the sameCompany [sic].

Considering the soil removal that takes place when installing each of theseaerogenerators and opening the access roads to them, a careful fieldwalk throughoutthe area to be impacted by that Company.

OBJECTIVES

1. This inspection needs to be done in order to comply with the mandate of thenation’s cultural heritage protection law, Legislative Decree 220-97, articles 2, 15,20, and 22 which mention the investigation the conservation [sic] of the nation’scultural assets.

2. Safeguard all of the existing archeological sites in this area of construction andinstallation of the power aerogenerators of the company Globeleq MesoaméricaEnergy [sic].

3. Identify the archeological sites by carefully fieldwalking the area to be impactedby the opening of roads for the construction and installation of theaerogenerators.

4. Comply with one of the goals of the I.H.A.H which deals with the rescue andprotection of all of the nation’s cultural goods.

5. Try to identify as much as possible new archeological sites and include them inour records because, for one reason or another, the Honduran Institute ofAnthropology and History has not covered the whole national territory.

6. Identify the degree of impact on the archeological and historical sites in the areain order to present in a second phase of the Project archeological and historicalmitigation, rescue, or salvage, etc. [sic]

HISTORICAL BACKGROUND

Referring to field survey projects, the most similar records to this type of survey, [sic] wecan compare it with the Mesoamerica Energy Wind Project [sic] in the Santa Ana, LaCofradia and Nueva Arcadia area in 2012 and a survey made with the SANAA in theproject to build the Guacerique II Dam in 1012 [sic] in the capital city of Tegucigalpa inthe Province of Francisco Morazan.

Archeologically, the Tegucigalpa area has not been studied much; among theinvestigators who prepared a record of a scientific nature we can mention the Americanarcheologist Doris Stone. In the first half of last century, she did a field survey inHonduras recorded in her books published in the 1950s.

In this book she mentions a couple of archeological sites on the outskirts of what at thetime comprised Tegucigalpa [and] which today are its suburbs. By the 90s, the Americanarcheologists Alison McKittrick, Boyd Dixon, Anne Jung, visited sites where there wereprehistoric paintings in the Province of Francisco Morazan, where they recorded someprehistoric art sites near Tegucigalpa [sic]. In the 2000s, a field survey assessment wasdone at the prehistoric art sites around Tegucigalpa with Honduran Social AnthropologistAlejandro Figueroa and Mexican Physical Anthropologist Francisco Rodríguez-Motatogether with the staff of the Honduran Institute of Anthropology and History (I.H.A.H.).

METHODOLOGY

Using the transept methodology at 10 to 20 meters intervals from north to south andfrom east to west, as allowed by the landforms, the fieldwalk included all the pasturelands, alluvial terraces, earth roads, internal roads, tillage, empty lots, lots with houses,hill slopes, etc.

To record the information, we used orthophotographic maps of the site locations, and anaerial photograph that located the coordinates where the power aerogenerators will beinstalled, and the I.H.A.H. data record sheets.

To determine the coordinates we aided ourselves with technical GPS equipment, aphotographic camera, and a visual inspection while in the company of people who arefamiliar with the area where these wind power aerogenerators [sic] are going to be builtand installed.

RATIONALE

Since these lands will be subjected to soil removal when opening roads and installingthe power aerogenerators, so a careful archeological fieldwalk is carried out as it willallow us to safeguard all archeological findings detected on the surface.

Taking into account that all land modifications or alterations with archeological orhistorical remains will be authorized by the town halls prior authorization and ruling ofthe Honduran Institute of Anthropology and History … [sic].

Because it is an unavoidable obligation that before undertaking any type of works,whether public or private, this will be conditioned to a ruling regarding the archeologicalconditions of the lands subjected to modifications, alterations, or impacts because onlythe Honduran Institute of Anthropology and History is the only governmental institutionresponsible for the conservation, protection, and rescue of the nation’s cultural heritageand no other entity may authorize or carry out without prior authorization soil removalwhere archeological sites exist [sic].

Once the Honduran Institute of Anthropology and History has carried out theinspections, excavations and assessment of the lands, as in this case, the requestsubmitted will be either granted or rejected.

FINDINGS

After the surface fieldwalk of the lands mentioned earlier, being aided by theorthophotographic map, and the coordinate points provided by the company GlobeleqMesoamerica Energy, no archeological findings were detected anywhere on the surfaceso a detailed description of the findings of this inspection is provided [sic].

Site where Aerogenerator 14-01L will be installed; it is located on the northern side ofAldea Montaña del Isopo on a flat area at the top of the hill where there is a forestcomposed of pine trees and white oaks, and some tillage where it was possible to seerock fences dividing properties and retention walls. This land is mostly plowed with oxen;the crops include vegetables and staple grains.

CONCLUSION

After walking around all pasture lands with cattle roads, the flat areas of the hill terraces,unpaved roads, internal roads used by firewood seekers in the hills and mountains, andthe tillage located on the hill slopes… [sic].

We also walked along the rainwater stream beds observed in the mountain, next to thetillage, lands with vegetable crops, and nearby communities at the foot of the mountains.

Based on these results, from the point of view of the lands, which have completely[composed of] rock outcroppings in their natural state, the scarcity of water at the site[s],which are going to be developed by the company Globeleq Mesoamerica Energy, we donot have traces and beginnings of surface archeology [sic].

It was analyzed [sic] that [in] the entire land or area for the construction of roads andinstallation of the wind power aerogenerators [sic] there are no visible archeological,colonial, or historical sites, so it will be necessary to observe at the time of removing thesoil at the time of the construction [sic].

RECOMMENDATIONS

1- Before starting the soil removal the company Globeleq Mesoamerica Energy willhave to inform in advance the I.H.A.H., so that institution can assign authorizedpersonnel to supervise said removal and construction.

2- This type of investigation should be applied in any land whose owners changetheir current use, where for agricultural activities, infrastructure, or others.

3- Permanent monitoring will be kept with personnel assigned by the I.H.A.H duringthe opening of the roads and installation of the wind power aerogenerators [sic) inthis project since it was noticed that up to the time of the fieldwalk several placeshave not been modified and that something historical [or] cultural on the subsoilcan be damaged [sic].

4- The company Globeleq Mesoamerica Energy is advised to carry out this type ofbefore any project, whether to open or expand roads and install new wind poweraerogenerators inside and outside populated places.
