STANDARD CONDITIONS:

Permission to construct may be revoked if you fail to begin construction or modification within two years from the effective date of this permit. Permittee should notify the Enforcement and Compliance Section of the Air Pollution Control Program if construction or modification is not started within two years after the effective date of this permit, or if construction or modification is suspended for one year or more.

You will be in violation of 10 CSR 10-6.060 if you fail to adhere to the specifications and conditions listed in your application, this permit and the project review. In the event that there is a discrepancy between the permit application and this permit, the conditions of this permit shall take precedence. Specifically, all air contaminant control devices shall be operated and maintained as specified in the application, associated plans and specifications.

You must notify the Enforcement and Compliance Section of the Department's Air Pollution Control Program of the anticipated date of start up of this (these) air contaminant source(s). The information must be made available within 30 days of actual startup. Also, you must notify the Department's regional office responsible for the area within which you are located within 15 days after the actual start up of this (these) air contaminant source(s).

A copy of the permit application and this permit and permit review shall be kept at the installation address and shall be made available to Department's personnel upon request.

You may appeal this permit or any of the listed special conditions to the Administrative Hearing Commission (AHC), P.O. Box 1557, Jefferson City, MO 65102, as provided in RSMo 643.075.6 and 621.250.3. If you choose to appeal, you must file a petition with the AHC within 30 days after the date this decision was mailed or the date it was delivered, whichever date was earlier. If any such petition is sent by registered mail or certified mail, it will be deemed filed on the date it is mailed. If it is sent by any method other than registered mail or certified mail, it will be deemed filed on the date it is received by the AHC.

If you choose not to appeal, this certificate, the project review and your application and associated correspondence constitutes your permit to construct. The permit allows you to construct and operate your air contaminant source(s), but in no way relieves you of your obligation to comply with all applicable provisions of the Missouri Air Conservation Law, regulations of the Missouri Department of Natural Resources and other applicable federal, state and local laws and ordinances.

The special conditions listed in this permit were included based on the authority granted the Missouri Air Pollution Control Program by the Missouri Air Conservation Law (specifically 643.075) and by the Missouri Rules listed in Title 10, Division 10 of the Code of State Regulations (specifically 10 CSR 10-6.060). For specific details regarding conditions, see 10 CSR 10-6.060 paragraph (12)(A)10. "Conditions required by permitting authority."

1. PM10 Emission Limitation A. Anchor Stone- County Line Quarry shall emit less than 15.0 tons of PM10

in any consecutive 12-month period from emission points listed below in Table 1.

B. Attachment A or equivalent forms, such as electronic forms, approved by the Air Pollution Control Program shall be used to demonstrate compliance with Special Conditions 1.A. Include the startup, shutdown, and malfunction emissions (SSM Emissions) as reported to the Air Pollution Control Program's Compliance/Enforcement Section according to the provisions of 10 CSR 10-6.050.

2. Best Management Practices Requirement Anchor Stone- County Line Quarry shall control fugitive emissions from all of the haul roads and vehicular activity areas at this site by performing BMPs as defined in Attachment AA.

3. Wet Suppression Control System Requirement A. Anchor Stone- County Line Quarry shall install and operate a wet spray

device on EP-03 through EP-14.

8. Watering may be suspended during periods of freezing condition, when use of the wet spray device may damage the equipment. During these conditions, Anchor Stone- County Line Quarry shall adjust the production rate to control emissions from these units. Anchor Stone- County Line Quarry shall record a brief description of such events

this permit for not less than five years and shall make them available immediately to any Missouri Department of Natural Resources' personnel upon request

REVIEW SUMMARY

• Anchor Stone- County Line Quarry has applied for authority to construct a new stationary rock crushing plant.

• The application was deemed complete on September 21, 2018.

• HAP emissions are not expected from the proposed equipment.

• 40 CFR 60 Subpart 000, "Standards of Performance for Nonmetallic Mineral Processing Plants" applies to each crusher, screen, feeder, bin, and conveyor at County Line Quarry that commences construction, modification, or reconstruction after August 31, 1983.

• None of the NESHAPs apply to this installation. None of the currently promulgated MACT regulations apply to the proposed equipment.

• Wet spray devices and BMP's are being used to control the PM, PM10, & PM2.s emissions from the equipment in this permit.

• This review was conducted in accordance with Section (6) of Missouri State Rule 10 CSR 10-6.060, Construction Permits Required. The conditioned potential emissions of PM10 are conditioned below de minimis. Potential unconditioned emissions of PM are above de minimis level but below the major source level.

• This installation is located in Newton County, an attainment/unclassifiable area for all criteria pollutants.

• This installation is not on the List of Named Installations found in 10 CSR 10-6.020(3)(8), Table 2. The installation's major source level is 250 tons per year and fugitive emissions are not counted toward major source applicability.

• Ambient air quality modeling was not performed since potential emissions of the application are below de minimis levels.

• No Operating Permit is required for this installation.

• Approval of this permit is recommended with special conditions.

INSTALLATION/ PROJECT DESCRIPTION

Anchor Stone Company (Anchor Stone) will be constructing a new stationary limestone rock crushing plant at County Line Quarry in Pierce City, MO. Anchor Stone purchased the quarry from County Line Quarry LLC who did have a stationary rock crushing operation onsite but it has been removed. There are currently no other rock crushing operations onsite. And no permits have been issued to Anchor Stone at this installation. The new rock crushing plant is a Striker H5400 Track mounted Impact Crusher with a grizzly feeder and a Maximus 3- deck track mounted screen both rated at 500 tph on their respective spec sheets but in the configuration that Anchor Stone has planned, the primary crusher will only be able to produce 300 tons per hour because it has to handle the recirculated rock from the screen to ensure it's the required size. Therefore the plant was evaluated at 300 tph. Anchor Stone will control! the crusher, screens, and conveyors with wet spray devices. There are a total of 8 associated conveyors. There are a maximum of 4 acres of storage piles located at this site. Haul Road lengths add up to be 2,500 feet. Vehicular activity from the pit to the plant was estimated to be 100 feet

The Striker H5400 425 HP track-mounted impact crusher with grizzly feeder serves a dual purpose by both propelling itself and providing power to the crusher, and conveyors. Therefore it meets the definition of a nonroad engine as stated in 40 CFR 89.2 (1) (i) and the engine emissions were not included in the calculations.

The Maximus Model 522T 129 HP track mounted 3 deck screen serves a dual purpose by both propelling itself and providing power to the screen, and conveyors. Therefore it meets the definition of a non road engine as stated in 40 CFR 89.2 (1) (i) and the engine emissions were not included in the calculations

EMISSIONS/CONTROLS EVALUATION

Emissions from the project equipment were calculated using emission factors from AP-42 Section 11.19.2 "Crushed Stone Processing and Pulverized Mineral Processing," August 2004. Wet spray devices will be used to control particulate matter. The controlled emission factors listed from AP-42 Section 11.19.2 were used to calculate controlled potential emission for this project.

Emissions from haul roads and vehicular activity areas were calculated using the predictive equation from AP-42 Section 13.2.2 "Unpaved Roads," November 2006. A 90% control efficiency for PM and PM10 and a 74% control efficiency for PM2.5 were applied to the emission calculations for the use of BMPs. Emissions from load-in and load-out of storage piles were calculated using the predictive equation from AP-42 Section 13.2.4.

The following table provides an emissions summary for this project. There are no existing potential emissions or existing actual emissions as this is a new rock crushing plant and all other plants have been removed from the site. Unconditioned potential emissions of the project represent the potential of the new equipment, assuming continuous operation (8760 hours per year). Project conditioned potential emissions represent the emissions limited to deminimis and with the use of the control devices

PERMIT RULE APPLICABILITY

This review was conducted in accordance with Section (6) of Missouri State Rule 10 CSR 10-6.060, Construction Permits Required. Potential emissions of PM10 are conditioned below de minimis and no refined modeling is required. Potential emissions of PM are above de minimis but below major source levels. There are no modeling requirements for PM.

APPLICABLE REQUIREMENTS

Anchor Stone- County Line Quarry shall comply with the following applicable requirements. The Missouri Air Conservation Laws and Regulations should be

consulted for specific record keeping, monitoring, and reporting requirements. Compliance with these emission standards, based on information submitted in the application, has been verified at the time this application was approved.

GENERAL REQUIREMENTS

• Start-Up, Shutdown, and Malfunction Conditions, 10 CSR 10-6.050

• Submission of Emission Data, Emission Fees and Process Information, 10 CSR 10-6.110

o Per 10 CSR 10-6.110(4)(8)2.8(11) and (4)(8)2.C(II) a full EIQ is required for the first full calendar year the equipment (or modifications) approved by this permit are in operation.

• Restriction of Particulate Matter to the Ambient Air Beyond the Premises of Origin, 10 CSR 10-6.170

• Restriction of Emission of Visible Air Contaminants, 10 CSR 10-6.220 does not apply as emissions are all fugitive.

• Restriction of Emission of Odors, 10 CSR 10-6.165

SPECIFIC REQUIREMENTS

• 40 CFR 60 Subpart 000, "Standards of Performance for Nonmetallic Mineral Processing Plants" applies to the equipment.

• None of the National Emission Standards for Hazardous Air Pollutants (NESHAPS) or National Emission Standards for Hazardous Air Pollutants for Source Categories (MACTS) apply to the proposed equipment.

STAFF RECOMMENDATION

On the basis of this review conducted in accordance with Section (6), Missouri State Rule 10 CSR 10-6.060, Construction Permits Required, it is recommended that this permit be granted with special conditions.
