Chairman Hardie called the meeting to order and welcomed the people present for the hearing, stating this was the largest attendance at a Board meeting since he had been a member. He expressed the Board's pleasure for the fine interest being manifested by the people of San Antonio in The South Texas Medical School and assured all that after the hearing the Regents would go into the matter thoroughly without

any regard to the decision previously made.

Then Chairman Hardie stated that the purpose of the meeting primarily was to hear representatives of the Downtown Merchants and Property Owners Association of San Antonio but that the Oak Hills group had asked to saya few words. Thougll Mr. W. W. McAllister, Jr., Pres- ident of the Downtown Merchants and Property Owners Association, had not understood this to be a joint meeting, he did accept on behalf of the Downtown group the following procedure to be pursued with the understanding that the Oak Hills group would not be present for the

prefaced his remarks with the statement that he became Ex-Chancellor as of April 1 and Doctor Harry Ransom became Chancellor of The ,Uni- versity of Texas. Neither Mr. Zachry nor any of the other ~epresentatives present would guarantee that title to the 100-acre tra~c% would be delivered within a six month period. When questione~as to the meaning of his written statement,: -~elw~ll make available in six months title to the site for the medical school; in twelve months, the balance. ", Mr.. Zachry explained that at the con- clusion of the six month period, title to the land over and above that of the actual site would be "forthcoming, " but no assurance was given as to the length of time contemplated by the word "forthcoming~ " l~r.. -- Zachry was unwilling to agree that the $i, 000,000 would be deposited in e s c r o w to g u a r a n t e e p e r f o r m a n c e by t h e D o w n t o w n g r o u p . WHEREAS, the C i t y C o u n c i l of the C i t y of San A n t o n i o fully r e a l i z e s that the e s t a b l i s h m e n t o f a m e d i c a , l s c h o o l in Bexar C o u n t y w i l l g r e a t l y p r o m o t e the healt l~ and welfare of th is m e t r o p o l i t a n a r e a and o f the e n t i r e State;

and

WHEREAS, sa id C i t y C o u n c i l g r e a t l y d e s i r e s the e s t a b - l i shment of s u c h an i n s t i t u t i o n in B e x a r County; n o w , ~herefore,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

OF SAN ANTONIO:-

i. The City Council of the City of San Antonio will coop- erate fully with the Board of Regents of The Univer- sity of Texas in the establishment of a medical school in Bexar County, and pledges that all agencies of the municipal government will work closely and expedi- tiously with said Board of Regents, and furnish all information requested, to the end that such medical school will be established at whatever site is finally

chosen.

PROPONENTS OF OAK HILLS SITE.--Doctor James P. Hollers led

the presentation for the proponents of the Oak Hills site. In his open-

ing remarks he expressed appreciation for the diligence the Board has

shown in this medical school project and stated that the attitude of the

San Antonio i~Iedical Foundation has been that the decision as to the site

rests in the Board of Regents. He asked those to stand up who felt

that the decision as to the site of the third Medical School is a decision

for the Board of Regents to reach. All present at the hearing stood up.

The other representatives of the Oak Hills site listed above were given

an opportunity to be heard and the various steps taken on the part of

San Antonio citizens were outlined. Doctor Hollers stated that the proposed medical center at the Oak Hills site presently consists of 170

cal Foundation has an option to buy two tracts (in the immediate vicinit~

of the Oak Hills site as shown on the official copy of a plat filed in the

Office of the Board of Regents) o f 193 acres and i14 acres, respectivel

theoptiontobeexercisedbythe 15th of April. Of the 170acresownedbyth San Antonio Medical Foundation, Doctor Hollers stated that he had with

him a deed conveying i00 acres to the Board of Regents of The Univer-
