I am pleased to submit to you the Annual Report of the activities of the Buffalo Police Department for the year 1976.

I am truly proud of the performance of all the members of the Buffalo Police Department who have so frequently manifested their dedication to Law Enforcement in the City of Buffalo during the past year. Although "calls for service" remained almost constant at the same time that substantial reductions in Patrol, Traffic and Detective Division personnel were effected, the men and women of the Department were able to stave off any substantial increase in serious crime.

On behalf of all the members of the Police Department, I thank you and your staff and the Common Council members for the excellent spirit of cooperation that existed during the year. It was only through this cooperation that we were able to provide the quality of police service that was possible consistent with the fiscal constraints existing at the time.

LIEUTENANT JAMES J. LOUGEN of Precinct 17 was awarded the Medal of Valor for exceptionally meritorious police service. On October 25,1975, Lieutenant Lougen sustained a head 'vound while attempting to disarm a beserk man who had previously wounded two civilians.

POLICE OFFICERS JAY A. YOUNG and JOHN J. KELLY of Precinct 17 were awarded the Medal of Valor for exceptionally meritorious police service. On October 25, 1975, the Officers were involved in a fierce struggle with a beserk man who had just wounded their Platoon Lieutenant and two other persons and was trying to wrest a revolver from one of the Officers. Both Officers, though injured, subdued the suspect and averted any further injury.

POLICE OFFICERS RAUL RUSSI, LOUIS REINER, MICHAEL DONOHUE, and DONALD DUNFORD of the Tactical Patrol Unit were awarded the Medal of Valor for exceptionally meritorious police service. On February 28, 1976, after an armed robbery had been committed in the Kensington section, the Officers pursued the suspects, were fired upon several times by the suspects, and finally succeeded in wounding and apprehending one of the suspects after a bullet-punctured auto chase.

POLICE OFFICER JAMES N. SCHMIGEL of Precinct 9 was awarded the Medal of Valor for exceptionallY meritorious police service. On October 18, 1975, while o:n desk duty, Officer Schmigel was confronted by an armed man who walked into the station and threatened to kill him. He rushed the man, and disarmed him preventing an exchange of gunfire.

CAPTAIN JOSEPH A. DI VINCENZO was awarded the Medal of Valor for exceptionally meritorious police service. On December 23, 1975, Captain DiVincenzo, while off duty, captured a gunman who had terrorized several restaurant patrons for over two hours. The gunman shot at the Captain, missed, and was felled bv three bullets from the Captain IS revolver. ..

POLICE OFFICER MICHAEL R. O'CONNOR of the Narcotics Bureau was awarded the Medal of Valor for exceptionally meritorious police service. On November 7, 1975, while investigating a narcotics complaint at a Broadway address, Officer O'Connor was confronted by an armed man, who was a suspect in a double homicide. In attempting to disarm him, Officer O'Connor was seriously wounded in the chest. Although bleeding ~rofusely, Officer OlCannor held the suspect until other Officers were able to subdue him.

POLICE OFFICER DANIEL FIGUEROA of the street Crime Unit was awarded the Medal of Merit for exceptionally meritorious police service. On August 17, 1975( Officer Figueroa, dis­regarding his own personal safety, dove into Buffalo Barbor and rescued a man \'lho had jumped into the water in a suicide attempt and later assisted in reviving him.

POLICE OFFICER GEORGE BATTAGLIA, JR. of the Traffic Division was awarded the Medal of Merit for exceptionally meritorious police service on several occasions. Since his assignment to this unit, Officer Battaglia has apprehended five suspects in separate bank robbery incidents.
