DESCRIBE THE PRESENT AND ORIGINAL o r mown) P H Y S ~ C A L A P P E A R A N C E

nor folk,'^ West Freemason S t r e e t Area i s a neighborhood of some four- teen blocks o f e igh teen th , n ine teen th , and twent ie th century s t r u c t u r e s , loca ted on t h e western edge of t h e c e n t e r c i t y . The a r e a i s s e t o f f from the downtown proper by gene ra l ly well-defined boundaries. To the west of the a r e a i s t h e E l i zabe th River , and on the no r th i s Brambleton Avenue, a wide, d iv ided thoroughfare. Forming t h e a r e a ' s e a s t e r n boundary is Boush S t r e e t , a busy downtown s t r e e t . An a r e a of l a r g e parking l o t 9 and ware- houses a c t s a s a u b f f e r zone a g a i n s t the commercial d i s t r i c t t o t h e south. The West Freemason S t r e e t Area i s p r imar i ly r e s i d e n t i a l , a l though por t ions of the easternmost blocks have had a number of t h e i r townhouses converted i n t o commercial es tab l i shments . The cond i t ion o f . t h e a r e a ' s s t r u c t u r e s range from e x c e l l e n t l y maintained t o poorly maintained and abandoned. Pihe s t r u c t u r e s i n t h e poores t condi t ion gene ra l ly a r e those f ac ing Brambleton Avenue, and those i n t h e block bounded by Bute, Yarmouth, Duke and West Freemason S t r e e t s . The best-preserved and most s cen ic p a r t of the a r e a l i e s around t h e block bounded by Bute, West Freemason, and Bote tour t S t r e e t s . This s e c t i o n i s a lmost devoid of t r a f f i c s i n c e a l l t h r e e s t r e e t s dead end a t o r near t h e block.

Most of t h e houses on t h e no r th s i d e of Bute S t r e e t e a s t of Dunmore S t r e e t have been des t royed f o r parking l o t s , and t h e demoli t ion of most of the block between Dunmore and Yarmouth S t r e e t s on the south s i d e of West Freemason has broken t h e s t r e e t facade and opened up a n unpleasant view of the commercial d i s t r i c t . P a r t s o f the a r e a ' s s t r e e t s a r e t r e e - l i n e d bu t the p l a n t i n g i s i n c o n s i s t e n t and t h e r e appears t o be l i t t l e t r e e maintenance and renewal. A l l of t h e a r e a ' s blocks were l i ned i n t h e n ine teen th cen tu ry wi th s tone curb ing and her r ingbone-pat te rn b r i c k s idewalks, but many s e c t i o n s of these walks have been ind i sc r imina te ly replaced wi th concre te paving i n r ecen t decades. Most of t h e s t r e e t s a r e paved wi th a s p h a l t but s e c t i o n s of West Freemason preserve both b r i c k and e a r l y s tone paving.

The a r c h i t e c t u r e i n t h e a r e a r ep resen t s a range o f townhouse s t y l e s from t h e Federa l t o t h e Georgian Revival. Most of the townhouses a r e e ighe r detached o r semi-detached t h r e e and f i v e bay dwel l ings s e t c l o s e t o t h e s t r e e t on deep narrow l o t s . S i g n i f i c a n t examples of t h e Federal s t y l e a r e the Whi t t l e House a t 227 West Freemason, and t h e Allmand-Archer House on Duke S t r e e t . The Greek Revival s t y l e i s b e s t represented by the William Lamb House, 420 Bute S t r e e t , and t h e Camp-Hubard House a t 308 West Freemason. Among t h e excep t iona l examples of t h e I t a l i a n a t e s t y l e a r e 419 Duke S t r e e t and 403 Bute S t r e e t . Second Empire s t y l e dwell ings inc lude the frame house a t 273 Bute S t r e e t and t h e John Cary Weston House a t 358 West Freemason. The a r e a ' s b e s t example of t h e Romanesque Revival is t h e brownstone f ronted house a t 246 West Freemason. Beaux A r t s Class ic i sm i s expressed i n t h e Norfolk Theatre Cent re o r o l d Publ ic Library , a l s o on West Freemason. There a r e numerous Queen Anne s t y l e houses i n t h e a r e a : an unusual ly r i c h example i s a t 244 West Freemason. The Georgian Revival is w e l l represented through- o u t the neighborhood: two of the more s o p h i s t i c a t e d exemples a r e the Red Cross Headquarters a t 414 Bute S t r e e t and t h e por t icoed George Roper House a t 320 West Freemason.

The h i s t o r y of Norfo lk ' s c i ty scape is one of continuous and some- times sweeping change. Nearly a l l of t h e c o l o n i a l c i t y was destroyed i n the c r o s s - f i r e o f t h e Revolution. The many Federa l s t r u c t u r e s t h a t were b u i l t on t h e r u i n s of t h e c o l o n i a l c i t y were mostly replaced over the years by bu i ld ings of v a r i o u s per iods of t h e n ine teen th and twen t i e th c e n t u r i e s . As a r e s u l t of t h i s cons tan t r ebu i ld ing many of Norfo lk ' s o l d e s t neighbor- hoods acqui red a n i n t e r e s t i n g assemblage of houses, churches, . c iv i c and commercial bu i ld ings of many d i f f e r e n t s t y l e s . By the mid-twentieth centur however, most of t hese e a r l y neighborhoods became occupied by poorer c l a s s e and the bu i ld ings were allowed t o d e t e r i o r a t e . By the 1960's l i v i n g con- d i t i o n s i n these o l d neighborhoods had decayed t o such a n e x t e n t t h a t i t was decided t o remove most of them i n one of t h e most massive urban renewal p r o j e c t s ever undertaken i n a n American c i t y . Only one of Norfo lk ' s h i s t o r i c r e s i d e n t i a l neighborhoods, the a r e a around West Freemason S t r e e t , escaped t h i s l e v e l l i n g , and t h i s a r e a today maintains t h e only e a r l y r e s i - d e n t i a l s t r e e t s c a p e i n the c i t y of Norfolk.

The West Freemason S t r e e t Area was l a i d o u t j u s t a f t e r the Revolu- t i o n , and houses were b u i l t t h e r e from t h e l a t e -e igh teen th century through the ea r ly - twen t i e th century . Thus, preserved i n t h i s compact q u a r t e r i s a three-dimensional record of t h e c i t y ' s a r c h i t e c t u r a l development and a f a s c i n a t i n g chronology of American a r c h i t e c t u r a l s t y l e s s i n c e t h e c o l o n i a l period. The a r e a was e s p e c i a l l y fash ionable i n the f i r s t h a l f of the n ine teen th century when such impressive townhouses a s the Greek Revival Camp-Hubard House and t h e I t a l i a n a t e - s t y l e Gl isson House were e rec t ed . I t was dur ing t h i s per iod t h a t the marshy l anes of t h e c i t y were replaced w i t k s tone paving and what i s perhaps the o l d e s t example of t h i s s tone paving su rv ives a t t h e end of West Freemason S t r e e t . West Freemason gained a d d i t i o n a l d i s t i n c t i o n i n 1850 when i t became t h e f i r s t s t r e e t i n Norfolk t be equipped wi th gas lamps.

The ncighborhood nmintained i t s p r e s t i g e a f t e r t h e C i v i l War and impressive townhouses continued t o bc b u i l t . There a r e s e v e r a l l a r g e apartment houses on Bute S t r e e t but none has p a r t i c - u l a r a r c h i t e c t u r a l d i s t i n c t i o n . The apartment house a t 249 West Freemason, however, i s . a d i g n i f i e d example of the Jacobean Revival. The a r e a a l s o con- t a i n s a number of good examples of n ine teen th century c a s t i r o n work. 8. The 1807 Selden House was the headquar te rs of t he occupying Federa l fo rces i n Norfolk between 1862 and 1865. A former owner o f t he house, D r . William Boswell Selden was a surgeon i n t h e Confederate Army and hosted Robert E. Lee dur ing h i s 1870 v i s i t t o Norfolk. The imposing Greek Revival townhouse a t 420 Bute S t r e e t was where t h e house ' s owner, William Wilson Lamb h id Nor fo lk ' s famous c o l o n i a l mace when t h e c i t y surrendered t o t h e Federal fo rces . The Lamb family gained f u r t h e r d i s t i n c t i o n by supplying t h e c i t y w i th t h r e e gene ra t ions of mayors.

Although t h e West Freemason S t r e e t a r e a w a s n o t included w i t h i n t h e boundaries of t he o r i g i n a l borough of Norfolk, i t now s t a n d s a s t h e only v i s i b l e c o n s i s t e n t record of t h e c i t y ' s growth fo l lowing t h e d e v a s t a t i o n of t h e Revolution.
