phyllis Gilman z”lIt was with heavy hearts that we said “good bye” to Phyllis Gilman z”l, in August of 2018. Phyllis began volunteering as a receptionist for JCFS in 1993, when the agency was located at McPhillips and Jefferson. Four years later, she was hired as a full-time receptionist, and moved with the agency to its new headquarters at the Asper Jewish Community Campus.

In the two decades following, Phyllis was often the smiling face that greeted visitors when they stepped off the elevator into the second floor reception area. Her warmth, graciousness and easy smile made countless clients feel welcomed and at ease, while her easy and outgoing manner, and her love of Yiddish expressions and kibbitzing, helped and humoured staff on myriad occasions. We are grateful to Phyllis for her devotion to the agency and its clients. Her memory will always be a blessing for all of us at JCFS.

“The Righteous do not complain about the dark, but increase the light; they do not complain of evil, but increase justice; they do not complain of heresy, but increase faith; they do not complain of ignorance, but increase wisdom.” (Rabbi Abraham Isaac Kook)

Rabbi Kook often wrote about the inherent and importance of Jewish unity, and the metaphor of light to describe our spiritual essence. As he wrote, when faced with challenges, we combat them with positive actions and good deeds. This is the nature of the Jewish community.

As I reflect back on our year at JCFS, I see another year of meeting the challenges faced by those in our community. Another year of helping the poor, the elderly, the refugee, and the isolated. True to Rabbi Kook’s words, JCFS again impacted the lives of over 5,800 people in our community and helped turn their darkness into light.

As you read through this Annual Report, the statistics from our various programs are only part of our story. We tackled many social issues that do not understand the borders between our many JCFS programs and departments. The frailties of aging cross many JCFS programs. As the ages of frail seniors still living at home progressively climb higher, there are rising pressures on their fragile quality of life. last year we continued to support and assist over 400 seniors still living at home, including also Holocaust Survivors, seniors living with mental illness, and newcomer seniors.

Poverty continued to challenge the lives of many in our community, and we responded by providing financial assistance to 180 people. We addressed food security issues by delivering Passover food hampers to 145 households, and clients took home over 500 bags of groceries from our Food Pantry. Our staff always work

to help these families find longer term solutions toward independence and security.

Addictions and mental illness know no boundaries. Cases in our Substance Use and Addictions Services Program increased by 80%. Our numbers reflect over 100 clients in the Mental Health or Aging Mental Health programs, but these do not reflect the over 100 clients in other JCFS programs also addressing mental health and addiction related issues. Our staff continue to receive leading edge training, offer best-practise service, and develop innovative opportunities for clients to grow, thrive and succeed.

Domestic Violence also continued to make its way into Jewish homes. As devastating as this is to relationships, it requires an even more urgent response when children are involved. Our Child Welfare staff have become agency and community leaders in Safe and Together, a service model that partners with DV survivors and works with DV perpetrators to hold them more accountable for their choices to use abusive behaviours.

As Rabbi Kook stated: “do not complain of evil, but increase justice…. do not complain of ignorance, but increase wisdom.” This is our response to the challenges our clients face. Our success is fueled by our generous donors and funders. The vision and leadership of core funders like the Jewish Federation of Winnipeg and United Way of Winnipeg helps steer and guide the work of our incredibly dedicated and skilled social workers, counsellors, support and administrative staff, and senior management team. Thank you to all of our volunteers, including our Board of Directors for their creative vision, governance, and leadership.

We are so proud to serve in a community that embodies the words of Rabbi Kook.

I find it hard to believe that it has been almost a year since becoming the Board President of Jewish Child and Family Service. This has been an amazing experience; a year of learning and appreciation. Having served as a board member for 10 years, I thought I knew a great deal about

the agency. However, there has been so much more to learn and through this process I have deepened my appreciation of the work that JCFS does and the dedication, skill and commitment of the staff.

Several weeks ago I had the opportunity to attend The network of Jewish Human Service Agencies international conference in Atlanta, Georgia. Prior to going, I was excited to learn about the work other agencies were doing and I looked forward to hearing about the innovative programming and services offered in other communities. I wondered how our Winnipeg JCFS would compare to the many larger centers that would be at the conference. I learned that for a community that is on the smaller end of the population continuum, Winnipeg JCFS provides a remarkable level of service and support to our clients. Another realization was that our agency, unlike many others, takes a more holistic approach to client service. This vision of client care promotes assisting individuals with the numerous challenges they face in their lives and is not limited to one problem area. This enhanced level of case planning facilitates a positive outcome for clients as they move forward with their lives. Upon reflecting on all of this, I recognized that I had returned home from the conference with both increased knowledge and a deep sense of pride in our JCFS.

Over the course of this past year, I have been struck by the substantial generosity of the individuals and families whose contributions allow JCFS to continue to provide service to our community. My sincere appreciation is extended to our donors and all those who have chosen to support JCFS with either financial gifts or volunteer hours. Both are crucial to the agency’s existence.

As JCFS continues to grow and evolve to meet the needs of our clients, I look forward to the upcoming year with excitement and am inspired by the fact that the work that JCFS does truly change lives!

blair and her father haven’t always had the easiest relationship. throughout blair’s life, her father struggled to manage his mental health and, at times, substance use. in her early twenties, blair and her father worked at their relationship and maintain a healthy connection. blair happily maintains her life in pemberton, british Columbia as a Communications professional – managing her own company and engaged as a community leader.

blair’s father lives in winnipeg and accesses support through JCfs. his worker, marvin, is a steadfast confidant, conduit for resources, and advocate. he continues to work toward managing his mental health as well as navigating the challenges that come with illness and aging. blair remains by his side with love and compassion. with marvin’s support, blair has been able to rely on a team of

caring professionals to support her family during the more challenging times and ensure that she and her father get the best possible information to help them make the appropriate choices for his care.

“when i have concerns about my father’s well-being, i know that i can reach out to marvin to check in on my dad for me.”

having JCfs as a part of her team means she gets peace of mind when she can’t be there for her dad in-person.

“Jewish Child and family service has made a positive impact on my family. my dad is located in winnipeg and uses a few services offered by JCfs. i live out of province and knowing that my dad has the support that he needs from various team members, lifts a huge weight off of my shoulders.”

o l d e R A d u lt s e R v i C e solder Adult services is a program designed to support the needs of Jewish elderly living independently in the community. Services ensure an optimal level of psychological, social, cultural, emotional and physical functioning in clients, thereby maximizing their quality of life and allowing them to remain at home and age in place.

Aging mental health is a focused program that addresses the needs of our aging clients who also are living with mental illness and/or other chronic emotional problems. This area provides highly specialized, cross-program services to clients requiring unique supports for a variety of issues, including those arising from psychiatric illness, memory loss and isolation.

holocaust survivor support services address the needs of Holocaust survivors by assisting with the complex and emotional details of Holocaust reparation claims, and providing financial assistance and supplemental homecare via funding received from the Holocaust Claims Conference. Services also include supportive integration groups such as: Reaching Out- Holocaust Survivor’s Group.

newcomer seniors support services provide support to newcomers over the age of 60, primarily from the former Soviet Union (via Israel), with some from South America. Most are the elderly parents of our community’s younger new immigrant families, welcomed by the Federation’s Grow Winnipeg initiative. On a weekly basis, these seniors have access to integration programming. A cultural musical choir, summer activities and programs are also offered in partnership with the Rady JCC, Gwen Secter and Adas Yeshurun Herzlia Synagogue.

Counselling services are available to all Manitobans of every religious and ethnic background. This program is one of few in Winnipeg that are offered on a sliding fee scale to remain accessible to as many individuals as possible. Our counsellors are highly qualified in a broad spectrum of therapeutic practices to help support those coping with challenges throughout the lifespan. In addition to individual, couple, and family counselling, we offer therapeutic support groups for those looking for peer and professional support.

C o u n s e l l i n G s e R v i C e s

mental health support services are provided within the context of the Mental Health Recovery Model and are individualized and flexible. Approached through a holistic lens, JCFS Mental Health Support Services are offered in keeping with to Jewish cultural and spiritual values.

This program provides information and support to those preparing to come to Canada and then upon arrival in Winnipeg, help guide, support and connect newcomers throughout the journey.

integration services assists newcomers who arrive in Winnipeg with integrating into the Winnipeg community and Jewish community. Connecting people with schools, synagogues, child and youth programs, and kosher facilities are all part of supporting individuals and families to establish lives here in Winnipeg. In cooperation with other Jewish community organizations, Integration Services plays a part in helping newcomers make new friends and establish meaningful connections.

newcomer employment services provides jobs seekers with a wide range of support in their job search process from networking, to referrals, to job seeking information and resources.

The Resettlement mandate provides support for resettlement needs of refugees both privately sponsored through Jewish community efforts and government assisted. We continue to work with the federal government and Operation Ezra to support Yazidi families resettling in Winnipeg.

C h A p l A i n C y p R o G R A mthe Chaplaincy program provides pastoral care, support, spiritual guidance, and peace of mind, under the supervision of an ordained Rabbi at times of hospitalization, institutionalization, or incarceration. The Chaplain also educates hospitals and institutions on the spiritual and cultural needs of Jewish patients/residents.

f i n A n C i A l A s s i s tA n C efinancial Assistance helps community members presenting with monetary needs and struggles, through the core Jewish value of Tzedakah. JCFS administers several short-term financial assistance programs, as well as the Asper Helping Hand interest-free loan program.

Financial assistance also is made available from directed funds at the Jewish Foundation of Manitoba, Jewish Federation of Winnipeg and the Holocaust Claims Conference, as well as the Passover-Maot Chitim fundraising initiative.

v o l u n t e e R p R o G R A mThe JCFS volunteer program is essential to JCFS by providing invaluable underlying supports to all program areas. Volunteers provide numerous supportive activities to the agency. Through the Bikkur Cholim program, specialized volunteers receive best-practice training for providing emotional support and spiritual care visits as adjunct supports to the Community Chaplain.

C h i l d w e l fA R e p R o G R A mThe JCFS Child welfare program is fully mandated by the province of Manitoba to provide voluntary supports and protection services to Jewish children and their families in Manitoba. As a child welfare agency, JCFS is committed to keeping children safe while employing a strength-based approach that builds respectful partnerships with the families and children being served. The program assists families dealing with all forms of abuse and/or neglect, where the safety of children is at risk.

f o s t e R C A R e A n d A d o p t i o n s e R v i C e sfoster Care program at JCFS is a vital component of our Child Welfare program. Foster families are supported through the agency with resources to help a child in care grow and thrive in a loving home while separated from his or her own family.

Through Adoption services, JCFS assists and supports individuals and families considering the choice of parenthood through adoption, and offers a full range of mandated pre and post adoption services. JCFS also assists adult adoptees seeking information through the Province of Manitoba Post-Adoption Registry, and birth parents seeking support before and after surrendering parental rights.
