I. EVACUATIONANNEXA. Purpose
Thisannexfocusesonthecoursesofactionthattheschoolwillexecutetoevacuateschoolbuildingsandgrounds.Includedareschoolpoliciesandproceduresforon-siteandoff-siteevacuationincludingevacuationroutes,transportationneeds,andshelteringsites.
B. Scope
Evacuationshouldtakeplaceifitisdeterminedthatitissaferoutsidethaninsidethebuilding(fire,explosion,intruder,hazardousmaterialspill)andstaff,studentsandvisitorscansafelyreachtheevacuationlocation(playground,footballstadium,oroff-sitelocationinthecommunity)withlessdanger.
AdditionalFunctionalAnnexesthatmaybeusedin“Evacuation”include:Communications,Shelter-In-Place,AccountingforAllPersons,andReunification.
C. ConceptofOperations
1. General
• Faculty shall remainwith students until relieved of their responsibility by thebuildingIncidentCommander/Principal.
• Whenboththeschoolattendedandtheparents'homesarelocatedwithinthedeclaredemergencyareathestudentswillbeevacuatedtoalocationwheretheywillbesheltereduntilreleasedtotheirparentsorguardians.Predefinedprimaryassemblyarealocationsinclude:

BeforeEvacuation

• Annuallyreview,negotiate,andupdateallexternalsupportingentitiesMemorandumsofUnderstanding.
• Ensureannexbasedrole&responsibilitiesaretrainedtostaff,students,andexternalpartners.
DuringEvacuation
• Callordesignateanothertoimmediatelycallpublicsafety(911)(police,fireandemergencyresponders)togivenoticetheschoolwillbeevacuated.
• Notifyappropriatedistrictstaffthatanevacuationoftheschoolwilloccur.
• Determineorrefineevacuationroutesbasedonlocationoftheincidentandtypeofemergency.
• Communicateanychangesinevacuationroutestostaffandpublicsafetypersonnel(911).
• Communicatetheneedtoevacuatethebuilding,oraspecificareaofthebuilding,tothestaffandotheroccupantsbyactivatingthefirealarm;byapublic-addresssystem;orbullhorn.

D. OtherSpecialProcedures
1. BusesUtilized
Whenanevacuationoftheschoolisdeclaredandbusesareutilized,timemayormaynotpermittheutilizationofnormalafter-schooldismissalprocedures.
• Shouldtimepermitandthesafetyofthestudentsisassured,studentswillbedismissedfollowingthenormalafter-schoolprocedures.
• Shouldtimenotpermitthenormalafter-schooldismissalprocedures,studentswillboardbusesastheyarrivewithnoregardtonormalbusassignments.Studentswillboardeachbus,63studentsperbus.TheIncidentCommander/Principalwillassigntwofacultymemberstosuperviseeachbus.Thestudentswillbeevacuatedtoanotherlocationforfamilyreunification.
2. BusesNotUtilized
Whenanevacuationoftheschoolisdeclaredandtimedoesnotpermittheuseofbuses,facultyandstudentswillfollowtheevacuationproceduresasdirectedbytheIncidentCommander/Principal.
3. StudentswithPhysicalDisabilitiesandSpecialNeeds
Teachersassignedtostudentswithdisabilitiesimpactingthestudent’sabilitytoareresponsiblefortheirevacuationinaccordancewiththeseguidelines.ThePrinciplewillensuretrainingprovidedtothosefacultyassignedtoassistdisabledorchallengedstudentsduringanevacuation.Studentsgivenpermissiontoridetheelevatorformedicalreasonswillberequiredtousestairsduringanemergencyevacuation.Challengedstudentswillexitthebuildingfollowingthebuilding'sfireprocedures.Upon

reachingthetopoftheneareststairwell,thestudentwillbeassistedindescendingthestairsduringtheleasthazardoustime.
FacultyResponsibilities:
• Superviseand/orassisttheevacuationofthestudentwithphysicaldisabilities.
• Pre-assignanotherteachertoevacuatenon-disabledclassroomstudents.Anaccurateclassrollmustbeprovidedtothisspecifiedteacher.Thenameofthedesignatedteacherwillalsoberecordedontheotherclassattendancereport.
• Intheeventofanevacuation,superviseand/orassistthemovementofthestudentwithphysicaldisabilitiestotheneareststairwell.Followoneoftheproceduresbelow;
• SubmitinformationtotheSuperintendenttoensurecomplianceandtoarrangeforsubsequenttrainingandin-service.
Procedure1—StudentswhoUseWheelchairs:
1. Seekstudentand/orstaffvolunteerstoassiststairwellevacuation.
2. Leavethestudentinthechair,alreadyinamodeoftransport.
3. Securethestudentwiththechair'swaistbelt.Ifthereisnowaistbelt,securethestudentinthechairusingalternatemeans(i.e.otherkindofbelt,necktie).
4. Besurethechairbrakesareoff.
5. Reassurethestudentbyexplainingwhatyouareabouttodo.
6. Givetheminstructionsto:
a. Becalmandremaininthechair
b. Keeparmsfoldedacrossthechest
c. DONOTgrabhandrailorvolunteers.
7. Tiltthechairabout10to20degreesback.Guidethechairdownthestairsfeetfirst.
8. DONOTLIFTTHECHAIR-Letthelargerearwheelstouchthestepsbearingweight.
9. Thevolunteersshouldliftusetheirlegs,notliftwiththeirback.
10. DONOTRUSH-Descendthestairsslowly.Undermostconditions,thereisnoneedtohurry.

• Proceedwiththedescentprovidingassistancethroughanarm/shouldersupportorone-toonepersonarmcarry(Example:studentwearingalegcast).

II. REVERSEEVACUATIONANNEXA. Purpose
Reverseevacuationshouldoccurwhenstudentsareoutsideforphysicaleducationclassesorrecessandconditionsaresaferinsidethebuildingthanoutside,generallywhenconditionsinvolvesevereweather,communityemergencies,orahazardousmaterialreleaseoutsideoftheschoolbuilding.
B. Scope
Reverseevacuationshouldtakeplaceifitisdeterminedthatitissaferinsidethanoutsidethebuilding(hazardousweather,dangerousanimal,suspiciousperson,policechase,explosion,orhazardousmaterialspill)andstaff,studentsandvisitorscansafelyreturntotheschoolbuilding.

Thisannexdescribesthecoursesofactionsfollowedtoprotectschoolstudents,staff,andvisitorsfromapossibleimminentthreattothoseinandaroundthebuilding.Theprimaryobjectiveofa“Lock-Down”istoquicklyensureallschoolstaff,students,andvisitorsaresecuredintheschoolbuildingawayfromtheoutsidedanger.
B. Scope
Theprimaryobjectiveofalockdownistoquicklyensureallschoolstaff,students,andvisitorsaresecuredintheroomsawayfromimmediatedanger.Examplesof“Lock-Down”insidebuildingimminentthreatissuesincluded:armedintruder,dangerousanimal,orsuicidalstudent.

VIII. ACCOUNTINGFORALLPERSONSANNEXA. Purpose
Thisannexdefinesthetacticalcourseofactionsnecessarytoaccountingforthewhereaboutsandwell-beingofstudents,staff,andvisitors,andidentifyingthosewhomaybemissing.
B. Scope
Facultyandstaffassignedstudentsupervisionatthetimeofanemergencymustaccountforeachstudentassignedtothem.Thenameofeachstudentinaclassorstudyhallmustbelistedintheteacher’sgradebook.Thisgradebookshouldaccompanytheteacherwhenanevacuationisdeclared.Rollwillbetakenandanattendancereportcompletedbyeachteacherwhohasanassignedsupervisoryactivityatthetimeoftheprotectiveactionevent.Thiswillincludeallstudentswhoareontheroll,butarenotphysicallypresentinclass.Assoonastheteacherhascompletedhisorhercheckoftheroll,andconditionspermit,thereportwillbeforwardedtoIncidentCommand.
1. General
Whentheprotectiveactionsorderisgiven,theteacherwillfollowthefollowingsteps.Studentaccountabilityistheresponsibilityoftheteacher.
• Attendancereportformswillbekeptinplanbooksbyeachteachertohavethemreadyduringanemergency.
• AllfacultymemberswhodonothaveasupervisoryassignmentatthetimeofanincidentwillreportavailablytosupporttheincidenttoIncidentCommand.
• Shouldaparentorguardianarrivetowithdrawastudentfromthebuilding,theparentorguardianwillfollowreunificationproceduresforthereleaseofstudents.
• BuildingsecretariesshallberesponsibleforbringingadministrativeGo-Kits,includingallitemsneededforreunificationstudents.

B. Scope
TheSchoolEOPincludepoliciesandproceduresgoverningschoolincidentcommunicationswithemergencyresponders,aswellaswithstudents,parents,staff,theschoolcommunityandthemediabefore,during,andaftertheincident.
Templatesforstatements/pressreleases,thecommunicationplanandmediacontactsatthemajortelevision,Internet,andradiostationsaremaintainedbytheSuperintendentandlocatedintheBusinessandSuperintendentsoffice.

FacultyandstaffwillbenotifiedbytheIncidentCommanderwhenanincidentoccursandkeptinformedasadditionalinformationbecomesavailableandasplansformanagementofthesituationevolve.Thefollowingpracticeswillbeutilizedtodisseminateinformationinternallywhenappropriate:

Communicationisacriticalcomponentofcrisismanagement.Staff,students,parentsandcommunityexpectaccurateinformation.Duringacrisis,itisquitelikelythatthemediawillbepresent.Infact,muchofwhatthecommunityknowsaboutacrisiswillcomethroughthemedia.Therefore,itisvitalthattheschooldistrictandthemediaworkcooperatively.Oncetheemergencysituationorcrisisisstabilized,theSuperintendent,ordesignee,shallprepareastatementforthepressbaseduponinformationprovidedontheCrisisManagementandInformationSheet.Thisindividualwillrepresentthedistricttothemedia.Staffshouldreferreporterstothedistrictspokesperson.

Intheeventofanincident,theSchoolIncidentCommanderortheemergencyresponderIncidentCommander(intheeventcommandhasbeentransferred),willcoordinatewiththepublicinformationofficerand/orparticipateinajointinformationeffortto:
• EstablishamediasiteandreceptionareaawayfromtheschoolandanyestablishedIncidentCommandPost,EvacuationsiteorReunificationsite.
o Determineamedialocationforlowimpactevents(suchasawatermainbreak)andhighimpactevents(suchasanactiveshooterincident)whenmediainterviewsattheschoolwouldbedeemedimpracticableduetothenatureandseverityoftheincident.
o LowImpacteventscanbehandledattheSchoolDistrictCentralOfficesorsimilartypefacilitiesasthenumberofmediaoutletsanddurationofmediacoveragecanbeexpectedtobelow.
o HighImpacteventscanbehandledatacommunitycenter,parkorotherfacilitythatisofappropriatesizetoaccommodatealargenumberofmediaoutletsforanextendedduration.DONOTusegovernmentfacilities(firestations,etc.)asthiswillinterferewithgovernmentadministrationandoperations.

• Assoonaspossible,givethedistrictsuperintendentaclearandconcisestatementofthebasicfactssothatheorshecanpreparethedistrict'sofficialstatement(SeeCrisisAssessmentandInformationSheet).Newspeoplewillalwayswanttoknowwho,what,where,whyandhow."Facts"shouldbeconsistentinallcontactswithnewsmedia.
• Ifreportersandcamerasarriveatschoolwhilestudentsareinclass,guidereporters'activitiessothattheywillnotdisrupttheeducationalprocess.Reportersmaybepermittedoncampus,buttheyshouldnotbepermittedtoenterclassroomsduringanemergencysituation.

4. RumorControl
Inaddressingrumors,themosteffectivestrategyistoprovidefactsassoonaspossible.Tocombatrumors,theIncidentCommanderorDesigneewill:
§ Provideappropriateinformationtointernalgroupsincludingadministrators,teachers,students,custodians,secretaries,instructionalassistants,cafeteriaworkers,andbusdrivers.Thesepeopleareprimarysourcesofinformationandarelikelytobecontactedintheirneighborhoods,atgrocerystores,etc.
§ Holdafaculty/staffmeetingbeforestaffmembersareallowedtogohomesothatwhatis(andisnot)knowncanbeclearlycommunicated.
§ Designateandbriefpersonnelansweringcallstohelpcontrolmisinformation.§ Conductbriefingsforcommunityrepresentativesdirectlyassociatedwiththeschool.§ Enlistthehelpofthemediatoprovidefrequentupdatestothepublic,particularlyproviding
accurateinformationwhererumorsneedtobedispelled.
III. AFTERANINCIDENT
Afterthesafetyandstatusofstaffandstudentshavebeenassured,andemergencyconditionshaveabatedfollowinganincident,staff/facultywillassembletosupporttherestorationoftheschool’seducationalprograms.Definingmission-criticaloperationsandstaffingwillbeastartingpointfortherecoveryprocess.Collectinganddisseminatinginformationwillfacilitatetherecoveryprocess.
Afteranincident,SchoolAdministrationwill:
§ Scheduleandattendanopenquestion-and-answermeetingforparentsandguardiansassoonaspossible.
§ Conductpublicmeetingsasneeded.Thesemeetingaredesignedtoprovidetheopportunityforpeopletoaskquestionsandreceiveaccurateinformation.
§ Conductacomprehensiveassessmentofthephysicalandoperationalrecoveryneeds.§ Assessphysicalsecurity,dataaccess,andallothercriticalservices(e.g.,plumbing,electrical).§ Examinecriticalinformationtechnologyassetsandpersonnelresources,anddeterminethe
impactontheschooloperationsforeachassetandresourcethatisunavailableordamaged.§ Documentdamagedfacilities,lostequipmentandresources,andspecialpersonnelexpenses

§ Alarmsystems:Bellsorbuzzersareinplaceandsoundindifferentwaystosignaldifferenttypesofincidents–forexample,fire,lockdown,orspecialalert(withinstructionstofollow).Allstaff/faculty,supportstaff,students,andvolunteerswillbetrainedonwhatthesoundsmeanandhowtorespondtothem.

X. CONTINUITYOFOPERATIONSA. Purpose
ThepurposeofaContinuityofOperationsPlan(COOP)istoensurethattheschoolhasproceduresinplacetomaintainand/orrapidlyresumeessentialoperationsafteranincidenthasdisruptednormalschooloperations,activitiesorservices.COOPiscriticaltosafetyplanningandagoodbusinesspractice.Theplanshouldanticipateafullrangeofpotentialincidentsthatcouldcauseatemporaryinterruptionofschooloperationstoacompleteshut-downoftheschool,requiringsuspensionofnon-essentialfunctionsand/orrelocationofessentialfunctionstoanalternativesiteforsomeperiodoftime.
B. ConceptofOperations
DelegationofauthorityandmanagementresponsibilitiesshouldbedeterminedbySchoolofficialspriortoanincident.COOPproceduresshouldaddressresponsibilitiesbefore,duringandafteranincident.Safetyofstudentsandschoolpersonnelisthefirstconsideration.Stronginternalandexternalcommunicationssystemsandpartnershipswithappropriateorganizations,contractorsandprovidersofservicesshouldbedevelopedsothatresourcesarereadilyavailableifneeded.Legalcounselshouldreviewdelegationsofauthoritytoidentifyandaddressanypossiblelegalrestrictions.

ThePrincipal/SchoolDecision-MakerwillactivatetheSchoolEOPcommunicationplan(telephonetree,cellphone,textmessage,hot-line,automatednotificationsystem,etc.)tonotifystudentsandschoolpersonnelofCOOPactivationandprovidesituationinformation,asavailable.Parentsand/orguardianswillalsobealertedandnotifiedofCOOPactivationandasimportantinformationbecomesavailable.
3. RelocationSites
ThePrincipal/SchoolDecision-Makerwillidentifyrelocationsitestomaintainand/orrestoreoperationsandessentialfunctionsdisruptedbyanincident.Eachschoolshouldhavemorethanonepotentialrelocationsite.Onesiteshouldbeaccessedbywalking,ifappropriate,andothersite(s)bytransportationservices.Sitesmusthavereliablelogisticalsupport,services,andinfrastructuresystemsthatcansustainoperationsforupto30days.Considerationshouldalsobegiventoessentialfunctionsorservicesthatcanbeconductedfromaremotelocationinadditiontoapredeterminedalternativefacility.
4. AlternativeFacilities
Forestimatedshort-term(2-14days)payrollandpersonneloperations,thealternativefacilityforDistrictOperationswillbe[facility].Forrelocationofoperationsandessentialfunctions,alternativefacilitiesarelistedbelow:

Vitalrecordsarearchivedand/orretainedonbackupdatasystemsstored[identifyoffsitelocationandanyimportantdetails,asappropriate].Vitalrecordsareelectronicandhardcopydocumentsthatareneededtosupporttheessentialfunctionsandoperationsofaschool,includinglegalandfinancialrecords,suchaspersonnelandstudentrecords;payrollrecords;insurancerecords;andcontractdocuments.
7. HumanCapitalManagement
Schoolpersonnelresponsibleforessentialfunctionsshouldbecross-trainedtoensureeffectiveimplementationofCOOPprocedures:
• AllCOOPdesignatedpersonnelaswellasseniorstaffwillundergoannualtrainingonexecutingCOOPprocedures.Trainingwillbedesignedtoinformeachparticipantofhis/herresponsibilities(andthoseofothers)duringimplementationofCOOPprocedures.Itisessentialthatallemployeeshaveaclearunderstandingofwhattheyaresupposedtodo.Trainingshouldincludespecificprotocolsforidentifyingandassistingemployeeswithdisabilities.
• DesignatedCOOPpersonnelwillparticipateinexercisestotestacademic,physical,andbusinesssystems.Trainingwillincludetestingtheinformationtechnology(IT)systemsandbackupdataincludingtestingofoffsitebackupsystemdataandIToperatingsystems.
• Allschoolpersonnelneedtobeinformedofwhentheyareexpectedtobereadytogobacktoworkand/oriftheyarebeingrecalledtosupportschoolCOOPefforts.
8. Reconstitution
InmostinstancesofCOOPimplementation,reconstitutionwillbeareverseexecutionofthosedutiesandprocedureslistedabove,including:
• Informstaffthatthethreatorincidentnolongerexists,andprovideinstructionsfortheresumptionofnormaloperations.
• Superviseanorderlyreturntotheschoolbuilding.
• Conductanafter-actionreviewofCOOPoperationsandeffectivenessofplansandprocedures.
9. EmergencyChainofCommand
TheBuildingCrisisManagementTeamshouldconsistofthebuildingprincipal,counselor,psychologist,nurseandotherEmergencyCareResponders(staffwhohavecompletedparamedic,RedCrossFirstAid,CPR,orotherskillsappropriateforassistingduringacrisis).

Theseprocedureshavebeendevelopedtoprovideanemotionalcatharsistostudents/staffimpactedbytraumaatschoolorinthecommunity.Followingatraumaticeventorincident,thefollowingrecoveryproceduresshouldbeimplementedtoassiststudents,staff,andtheirfamiliesinthehealingprocess.
B. Scope
Thefourmostfundamentalkindsofrecoveryareacademicrecovery,physicalrecovery,fiscalrecovery,andpsychologicalandemotionalrecovery.
C. ConceptofOperations
1. AcademicRecovery
Learningistheprimarypurposeofschools,andtheabilitytoresumeacademicactivitiesisessentialtoaschool’srecovery.Theresumptionofacademicactivitiesbeginstorestorenormalcytotheschoolenvironment,whichcanbeveryimportantinthepsychologicalandemotionalhealthofstudents.
Planningshouldincludewhentheschoolshouldbeclosedandreopened,andwhohastheauthoritytodoso.Howtoprovidealternateeducationalprogrammingintheeventthatstudentscannotphysicallyreconvene.Whenschoolbuildingshavebeendamaged,creativityandflexibilityareinordertobeginrestoringstructureandroutineforstudents.Identifytemporaryspace(s)theschoolmayuseifschoolbuildingscannotbeimmediatelyreopened,considerpossiblememorandumofunderstandingswithcommunityfacilities.
2. PhysicalRecovery
Documentingandkeepingredundantrecords(back-upfiles,hardcopies,etc.)ofschoolassets(facilities,computers,buses,etc.)atallschoolsandrelatedfacilitiessuchasdistrictoffices,storage/warehousefacilities,etc.
Theplanshouldincludehowtheschoolwillworkwithutilityandinsurancecompaniesbeforeanemergencytosupportaquickerrecovery.Establishingrelationshipsandemergencycontactlistsforutilityproviders,insurancecompanyrepresentatives,city/countyengineers,anddisasterrecoverycompaniesshouldbecompleted.
3. FiscalRecovery
Theplanshouldincludewhatrolesthedistrictadministrationwillhaveinfiscalrecoveryandwhoisresponsibleformakingfinancialdecisions,approvingresourceexpenditures,trackingexpenses,etc.UtilizingtheCommunicationsandWarningAnnex,developaplanforstafftoreceivetimelyandfactualinformationregardingreturningtowork,benefits,paychecks,schoolclosures,etc.Thispartoftheplanwillalsoincludeacompletelistingofpotentialemergencyrelieffundingsourcesandmethodsorformstotrackexpenses.
4. PsychologicalandEmotionalRecovery
Toimplementtherecovery:psychologicalhealingprocedures:
• Allstaffwillundergotrainingtolearnhowtorecognizesignsoftrauma.

o Acceptdonations.Inthefirsthoursanddaysafteramajorincident,offersofhelpwillprobablybeplentiful;however,offerswilldiminishconsiderablyastimepasses.Donationsgivenandnotusedcanalwaysbereturned.
o Designateaplaceforstaff,students,andcommunitymemberstoleavewell-wishes,messages,anditems.
• Hospital/FuneralArrangements
o Providestaffwithinformationregardingvisitationand/orfuneralarrangements(time,location,customs)whenavailable.Ifthefuneralisscheduledduringaschoolday,allstudentandstaffwillbeexcusedfromschool.
o Encouragestaffandstudentstoattendthefuneraltoprovidesupportforthefamilyandbringclosuretotheincident.

• Post-IncidentProcedures
o Allowforchangesinnormalroutinesorschedulestoaddressinjuryordeath;however,recommendstudentsandstaffreturntotheirnormalroutineassoonaspossibleafterthefuneral.
o Followupwithstudentsandstaffwhoreceivecounselingandreferthemtooutsidementalhealthprofessionalsasneeded.

TheDistrictiscommittedtoprovidingfunctionalneedssupportservices(FNSS)tohelpensurechildrenandadults,withorwithoutdisabilities,whohaveaccessandfunctionalneedsmaintaintheirhealth,safety,andindependenceduringpublichealthandmedicalresponse.
C. ConceptofOperations
Emergencyfunctionstendtoparallelday-to-dayfunctions.Therefore,totheextentpossible,thesamepersonnelandresourcesuseddailyformedicalsupportwillbeemployedduringemergencies.Personnelandequipmentmaybelimited,sosomeroutinefunctionsandactivitiesthatdonotcontributetotheemergencyresponsemaybesuspendedand/orredirectedtoaccomplishemergencytasks.Personnelwithspecialtrainingorcapabilitiesmaybeaskedtoperformtasksotherthantheirdailyassignments.
Wheneverpossible,thedistrictwillprovidepublicinformationandinstructionspriortoandduringemergenciesandwillcoordinateresponseandrecoverywithlocalemergencymanagersandfirstresponders.

ItisrecommendedthatschoolsreporttotheDepartmentofHealthwhentherearecurrently70notifiableconditions.Thoughitisnotrequiredforallillnesstobereported,itisrecommendedthatschoolsreportcasesoffluandnorovirusiftheyhaveabsenteeratesgreaterthantenpercent.
ReportableconditionswillbesubmittedtotheDepartmentofHealthforinclusioninthestatewidereport.Casesorsuspectedcasesofillnessthatappeartobeanemergency,outbreaks,exoticdiseases,and/oranunusualgroupingofdiseasemustbereportedtothelocalhealthdepartmentortheimmediately.
2. NotificationProcedures
Diseasesurveillanceisacollaborationthatenablesalllevelsofpublichealthtosharehealthinformation,tomonitor,control,andpreventtheoccurrenceandspreadofreportablediseases.
TheState,localhealthdepartments,schools,andprivatesectorpartnersreportavarietyofinformationthroughappropriatechannels.Thisinformationisusedtocollect,manage,share,analyze,interpretanddisseminatehealth-relateddataforreportableandnotifiablediseasesandconditions.

Thedistrictwillmonitorconditionsthatcanleadtothebreedingofpestsincludinggarbageaccumulation,overgrownvegetation,andstagnantwater.Thedistrictwillalsoprovidesupportforthecontrolofmosquitopopulationsaroundcampusesandfacilities,throughsafeintegratedpestmanagementtechniques.
Provideinformationandeducationtostudents,staff,andparentsconcerningpestcontrolmeasuresandsafety.Campusesandbuildingswithinthedistrictwillbemonitoredforpotentialpests.
2. IntegratedPestManagement
Integratedpestmanagementisastrategythatreliesonaccurateidentificationandscientificknowledgeoftargetpests,reliablemonitoringmethodstoassesspestpresence,preventativemeasurestolimit

pestproblems,andthresholdstodeterminewhencorrectivecontrolmeasuresareneeded.Underthissystem,whenitiseconomicalandpractical,multiplecontroltacticsmaybeusedtoachievecontrolofpests.
Schoolsshouldhavethresholdsandactionsplansforspecificpestproblems.Integratedpestmanagementplanshelpschoolssetastandardforthemanagementofpest.
3. Rabies
Thereareseveralanimalsconsideredhigh-riskforrabiestransmission.
Rabiesistransmittedprimarilythroughthebiteofaninfectedanimal.Virusparticlesintheanimal’ssalivaenteravictimthroughthebitewound.Unlesspost-exposurevaccinationsareadministeredpromptly,rabiesmaydevelop.Withouttreatment,rabiesisanultimatelyfatalinfectionofthecentralnervoussystem.
Schooladministratorsandintegratedpestmanagementwillprotectstudents,faculty,andstafffrombatsassociatedwithrabiesandotherpotentialrabiesexposures.
Intheeventastudentorstaffisbittenbyasuspectedinfectedanimal,immediatecareisneededfortheindividual.Ifpossibleandsafetodosotheanimalshouldbecapturedandevaluatedbythelocalanimalcontrolagencyoraveterinarian.
Thepersonwhowasbittenshouldfollowthestepsbelow:
1. Immediatelywashthewound,withsoapandwater.
2. Reporttheincidenttotheappropriatecampuspersonnel.ThisindividualshouldcontactanimalcontrolandthePennsylvaniaHealthDepartment.
3. Capturetheanimalifsafetodoso,andholdforanimalcontrol.
4. Notifytheschoolnurseforwoundcare.Iftestingoftheanimalconfirmsrabies,thoseexposedshouldconsultaphysician.
4. Responsibilities
Districtand/orcampusadministratorsshouldworkwithIPMstaffmembersandanimalcontrolagenciesorthePennsylvaniaDepartmentofHealth.Nooneshouldcaptureortrytocaptureananimalotherthatdesignatedpersonnel.
Districtandcampusadministersshouldperformthefollowingtaskstoensurethesafetyofstudentsandstaff.Onlytrainedpersonnelshouldremove.Accesstotheareashouldbelimited.
F. Strategy3:Exposure
Toeliminateorminimizestudentsandstaffexposuretohumanbloodorotherinfectiousbodyfluids.Thisexposurecontrolplanappliestoalldistrictemployeesandstudentswhomaycomeintocontactwithhumanbloodorpotentiallyinfectiousbodilyfluids.

Employeesofthedistrictareexpectedtofollowdistrictpoliciesandproceduresastheypertaintobloodbornepathogensandexposure.
TheDistrictEmergencyManagementTeammustensuretheSafetyOfficerordesigneehasensuredemployeeshavereceivedpropertrainingandthatanannualprogramreviewandupdateisperformed.

2. Safety
Asitmaybecomenecessarytoadministerfirstaidtoanotherpersonwhoisillorinjured,staffmustbeawareofbloodorotherbodilyfluids.Bodilyfluidsthatdonotcontainbloodincludedvaginalsecretions,semen,cerebrospinalfluid,synovialfluid,pleuralfluid,peritonealfluid,pericardialfluid,oramnioticfluidandshouldbeconsideredinfectious.Ifabodilyfluidispresentbutitisnotpossibletodetectblood,thefluidshouldbetreatedasifbloodwerepresent.
Theguidelinesoutlinedinthisplanareforemployeesexposedtohumanblood,vaginalsecretions,semen,orotherbodilyfluidsandotherpotentialinfectiousdisease.
Ifanindividualisexposed,theyshouldalerttheirimmediatesupervisorandtheschoolnurseasappropriate.
3. AvoidContact
Considerallbloodorotherpotentiallyinfectionsmaterials(OPIM)tobeinfectious.Bloodborneillnessesincludebutarenotlimitedtohumanimmunodeficiencyvirus(HIV),hepatitisBvirus(HBV),hepatitisCvirus(HCV),andotherbloodbornepathogens.
• Toavoidcontactwithblood,allowastudentorinjuredpartytotendtotheirowninjuriesastheyareable.Allowthemtodiscardthecontaminatedmaterialsappropriately.
• Donoteat,drink,applycosmeticsorlipbalm,orhandlecontactlensesinworkareaswherethereisareasonablelikelihoodofexposuretobloodorOPIM.
• Donotstorefoodordrinksinrefrigerators,freezers,shelves,cabinets,countertops,orbenchtopswhereexposuretoblood,bodilyfluids,orOPIMmayexist.
• Useamouthpieceresuscitationbag,pocketmask,orotherventilationdevicewhengivingrescuebreathing.
4. PersonalProtection
Itisimportanttounderstandwhathazardsbloodbornepathogenspresentandwhatpreventativemeasuresyoucantaketolimitexposure.Thethreemainareasofprotectionincludepersonalprotectiveequipment(PPE)andhousekeeping.
• Wearlatex,vinyl,orplasticglovesapprovedforworkwithbloodwhenhandsareincontactwithbloodorOPIM.Removeglovesfollowingproperremovalproceduresanddiscardinanapprovedcontainer.Otherpersonalprotectiveequipmentmayberequired.Washhandsimmediatelyafterremovinggloves.
• Useself-sheathingneedlesorothermethodstopreventneedlestickswhengiveninjections.

• Firstresponderresourcesmaybelimited.
• Massgatheringsmaybelimitedinordertopreventthespreadofthedisease.

Decisionsastohowandwhentoimplementdiseasecontrolmeasureswillbemadeonacampus-tocampusbasis.Thedistrict,incoordinationwiththePennsylvaniaHealthDepartment,willprovidetechnicalsupportandguidancetocampusesregardingcontrolmeasuresandresponseactivities.
2. Mitigation
Inanattempttomitigatetheeffectsofapandemicthedistrictwillfocusoneducationandpreventionthroughhealtheducationprograms.Theseprogramswillencouragetheimportanceofpersonalhygieneandensuringthatallclassrooms,restrooms,andpublicareasareequippedwithanadequatesupplyofsoapand/orhandsanitizer.
Thedistrictwillfollowcurrentpoliciesandproceduresastheypertaintoabsences;however,studentsandstaffwillbeeducatedtostayhomeifsymptomsarepresent.Thedistrictwillprovideinformationresourcestoparents,students,andstaff,regardingthepandemicandwhatstepsthedistrictistakingtokeepthemsafe.
3. Surveillance
InpartnershipwithPennsylvaniaDepartmentofHealth,identifyadtrackstudentabsencesduetoillness.Thisallowspartneragenciestheopportunityforrapiddetections,unusualchangesand/ortrendsinstudenthealth,andallowsforearlydetectionandresponsetoapandemic.

Duringthisphasethedistrictwillfocusonthemanagementofconfirmedcases.Thisincludestheprocessofmonitoringstudentsandstaffforillness.Studentsandstaffwhoaresymptomaticwillbesenthome.
Healtheducationprocedureswillcontinuetofocusontheimportanceofpersonalhygiene.Custodialserviceswillbeginemergencysanitationprocedurestoincludeamorefrequentcleaningschedule.
Ifthereisahighnumberofabsenteeismamongstudentsandstaff,theSuperintendentwilldeterminetheappropriatecourseofactiontosustaintheeducationalprocess.Thesafetyteamwillalertstafftoprioritizefunctionstoensurethatbasicneedsanddeadlinesaremet.Teachersshouldplantheirlessonsuptofourweeksinadvanceincaseofabsence.
Responsepoliciesandproceduresalignwiththeneedsofthewholecommunity.Thisensuresstudentsandstaffwithfunctionalandaccessneedsreceivethesupplementalservicesneededtomaintaintheirday-to-daylives.
5. Cancelation
Whenanincidentposesanunduethreatorhascausedseveredamage,injuryorlossoflife,oritappearscapableofdoingso,thedistrictsuperintendentmay,incollaborationwiththeschool’sBoardofTrustees,declareadistrictemergencyandimplementallappropriateemergencyprocedures,uptoandincludingcurtailmentorsuspensionofeducationalactivities.
6. Documentation
Asisthecasewithanyemergency,documentationisrequired.Theextentofdocumentationisbasedonthesizeandscopeoftheincident.Itistheresponsibilityofeachcampus,facility,ordistrictdepartmenttocompile,maintain,andsubmitdocumentationandreportsinatimelyfashion;and,toassistwithpreparationofsituationreports,damageassessment,studentaccountability,afteractionreportsandrelateddocumentationneededtoensurecompliancewithrecordsmanagementandopenrecordrequirements.
Alloriginalnotesandrecordsarelegaldocumentsthatshouldbepreserved.DuringactivationthedistrictEOCwillmaintainanincidentloganddocumentation.Individualdepartments,facilities,andcampuseswillmaintainlogsofmajordecisions,timelines,logisticaldeployment,andotheractionsrelatedtotheirareasofresponsibilityandaccountability.
7. Communication
TheDistrictusesInternetWebSites,SocialMedia,andothertechnologyasanotificationservicetoinformthepublicofbothnormalandemergencyoperations.Duringapandemic,thedistrictwillworkcloselywiththehealthdepartmenttoreleaseinformationtothenewsmediatoprovideclearandconsistentinformationaboutthesituationathandandannouncewhethercorrectiveoremergencyactionsareunderway.
Totheextentpossible,emergencyinformationwillberelatedtowhatoccurred,areasaffected,impact/potentialimpactuponthedistrictanditsstakeholders,measuresthedistrictistakingtoensurethesafetyandwell-beingofstakeholders,informationregardingexpectationsofstakeholders,andwheretoturnformoreinformation.

Custodialstaffwillcontinuesanitationprocedurestopreventasecondwavefromoccurring.

H. Strategy5:MassCasualtyResponse
Masscasualtyincidentsmayoccurwhereverpeoplecongregate—inelementaryandsecondaryschools,oncollegecampuses,orinothervenues.Naturalorman-madeincidentshavethepotentialtogeneratelargenumbersofcasualties.
Mostincidentsonlylastafewminutes.Evenwhenemergencypersonnelrespondquickly,peoplearealreadyatthescenefaculty,staff,students,andvolunteersaretypicallythefirsttorespond.

MedicalGo-Kitsarestoredinthenurse’sofficeandcontainavarietyofsuppliesneededtosustainresponseuntilfirstrespondersarrive.
4. FirstResponderSupport
Itisimportantforstudents,staff,andvolunteerstounderstandwhattoexpectwhenfirstrespondersarriveonthescene.Responsetacticsvarydependingontheincident.
5. Reunification
IfanyDistrictbuildinghastobeevacuatedforanextendedperiodoftime,studentsandstaffmemberswillbesafelytransportedbybustoadesignatedparent-studentreunificationcenter.TheDistrictwillinitiateitsFamilyReunificationPlanlocatedintheFunctionalAnnexesoftheEmergencyOperationsPlan.
6. Transport
Oncethesceneissecured,firstresponderswillworkwithschoolofficialsandvictimsonavarietyofmatters.Thismayincludethetransportofinjured,students,staff,orvolunteers.
DuetothecomplexitiesofHealthInsurancePortabilityandAccountabilityAct(HIPAA)andtheFamilyEducationalRightsandPrivacyAct(FERPA)thedistrictmustmaintainasinglepointofcontactwithinthemedicalbranchtoensureinformationiscollectedinrealtime.
Withthisinmind,thedistrictwillassignaliaisontothemedicalbranchwithintheincidentcommandsystem.Thispersonwilltrackinrealtimetheprimaryandsecondaryfacilitiesthatstudents,staff,andvolunteersmaybetransported.

Intheeventthatastudenthasbeeninjuredand/ortransportedtothehospital,parentswillbeaccompaniedbyadistrict/campussafetyteammemberand/orcouncilor.Theseindividualswillprovideneededinformationtotheparentsprivatelyandprovidementalhealthsupportasappropriate.
BasedonFERPArequirementswrittenconsentmustbegivenbeforeinformationisdisclosed.However,theFERPAregulationspermitschoolofficialstodiscloseinformationwhenthereisanactual,impending,orimminentemergency,suchasanarticulableandsignificantthreat.
7. Recovery
Recoverybeginsduringresponsewiththeprimaryfocusbeingtoreturntotheeducationalprocess.Afteramasscasualtyincident,thefocuswillbeonprovidinganenvironmentthatwillhelpemotionalrecovery.
Inthewakeofatraumaticincident,recoveryeffortswillbedevotedtoprovidingcounselingandsupportservicestosupportemotionalrecovery.Counselingservicewillbemadeavailablethroughdistrictresources.Theseresourcesmaybesupplementedwithlocaland/orregionalmentalhealthresourcesasneeded.
Facultyandstaffwillreceivejust-in-timetrainingsothattheycanassessemotionalneededandsupportstudentsasneeded.Counselorsmayprovidestudents,staff,andvolunteerswithneededreferralsformentalhealthsupportasneeded.
Students,faculty,andstaffwillbeprovidedwithinterventionssuchasgroupdiscussions,supportgroups,andotherservicesneededtohelpthemcopewiththeemotionaltrauma.
Crisisteamswillbeavailabletosupportstudents,families,andcommunitypartnerswhoneedassistanceforthemselvesortheirchildren.Sincemembersofthecrisisresponseteamcanbecomeoverwhelmedoveralongperiod,itisimportanttoensurethattheyarealsoprovidedwiththesupporttheyneed.
8. ManagingDonations
Itiswithinhumannaturetowanttohelp,assuchpeoplemaywanttoexpresstheircondolencesthroughcards,memorabilia,giftsandmonetarydonations.Thedistrictwillfollowcurrentpoliciesandproceduresastheypertaintodonations.Thisincludestheearlyreleaseofinformationconcerningdonationsandmonetarycontributions.

Childrenareoneofthemostvulnerablepopulationswhenitcomestobehavioralhealthimpactofpublichealthemergenciesanddisastersastheymaylacktheexperience,skills,andresourcestocope.Facultyandstaffaffectedbythedisastermustalsodealwiththestressorsontheirownwhichcanimpactthebehavioralhealthofthechildrenundertheircare.
Behavioralhealthisanintegralpartoftheoveralllearningenvironment.Itincludespsychological,emotional,cognitive,developmental,andsocialinfluencesonbehavior,mentalhealth,andsubstanceabuse,andtheeffectoftheseonthedistrict.
Behavioralfactorsdirectlyandindirectlyinfluenceindividualandcommunityrisks,health,resilience,andthesuccessofemergencyresponseandrecoverystrategies.Inthewakeofanincidentinwhichstudentsandstaffmayhaveexperiencedtraumathesebehavioralhealthaspectsplayanintegralroleinreturningtothenewnormal.

C. ConceptofOperations
1. CoursesofAction
CollaborationwithLawEnforcement:
TheSuperintendentshallexecuteandupdate,onabiennialbasis,amemorandumofunderstandingwitheachlocalpolicedepartmenthavingjurisdictionoverschoolpropertyoftheschoolentity.Amemorandumofunderstandingbetweenaschoolentityandalocalpolicedepartment,includingitsdevelopmentandimplementation,mustmeettherequirementsofsection1303-A(c)oftheSafeSchoolsAct(24P.S.§13-1303-A(c)).Indevelopingamemorandumofunderstandingtoexecutewithalocalpolicedepartment,aschooldistrictshallconsultandconsiderthemodelmemorandumofunderstandingpromulgatedbytheBoard.
Onabiennialbasis,theschooldistrictentityshallfilewiththePennsylvaniaDepartmentofEducation’sOfficeforSafeSchoolsamemorandumofunderstandingwitheachlocalpolicedepartmenthavingjurisdictionoverpropertyoftheschoolentity.AspartofitsfilingwiththeDepartment,theschooldistrictshallidentifysubstantivedifferencesbetweenthememorandumofunderstandingadoptedbytheschooldistrictandthemodelmemorandumofunderstandingandprovideastatementofreasonsforthedifferences.
