1| Page I. EVACUATION ANNEX A. Purpose This annex focuses on the courses of action that the school will execute to evacuate school buildings and grounds. Included are school policies and procedures for on-site and off-site evacuation including evacuation routes, transportation needs, and sheltering sites. B. Scope Evacuation should take place if it is determined that it is safer outside than inside the building (fire, explosion, intruder, hazardous material spill) and staff, students and visitors can safely reach the evacuation location (playground, football stadium, or off-site location in the community) with less danger. Additional Functional Annexes that may be used in “Evacuation” include: Communications, Shelter-In- Place, Accounting for All Persons, and Reunification. C. Concept of Operations 1. General Faculty shall remain with students until relieved of their responsibility by the building Incident Commander/Principal. When both the school attended and the parents' homes are located within the declared emergency area the students will be evacuated to a location where they will be sheltered until released to their parents or guardians. Predefined primary assembly area locations include: [Location 1] [Location 2] [Location 3] Secretaries from District Administration Office, Cafeteria Employees, and Custodial personnel shall report to the assembly area to receive direction from the administrator/designee in charge at that sight. Maintenance Staff will assist in traffic control until such time as police/fire police arrive on scene. When the school is outside a declared community evacuate area, and the student's home is inside the community evacuation area, students will be kept at school until return to parent/guardian arrangements can be made. School buses available from [Name Bus Source] maybe used to evacuate students from an affected building. At the direction of the Incident Commander, students who walk to/from school may be permitted to walk home if their safety is assured and it is certain a parent or guardian is home. Local news media will be utilized in disseminating information about the crisis. See Communications Annex.

I. EVACUATIONANNEXA. Purpose

DuringEvacuation

• Callordesignateanothertoimmediatelycallpublicsafety(911)(police,fireandemergencyresponders)togivenoticetheschoolwillbeevacuated.

• Notifyappropriatedistrictstaffthatanevacuationoftheschoolwilloccur.

• Determineorrefineevacuationroutesbasedonlocationoftheincidentandtypeofemergency.

• Communicateanychangesinevacuationroutestostaffandpublicsafetypersonnel(911).

• Communicatetheneedtoevacuatethebuilding,oraspecificareaofthebuilding,tothestaffandotheroccupantsbyactivatingthefirealarm;byapublic-addresssystem;orbullhorn.

D. OtherSpecialProcedures

1. BusesUtilized

Whenanevacuationoftheschoolisdeclaredandbusesareutilized,timemayormaynotpermittheutilizationofnormalafter-schooldismissalprocedures.

• Shouldtimepermitandthesafetyofthestudentsisassured,studentswillbedismissedfollowingthenormalafter-schoolprocedures.

• Shouldtimenotpermitthenormalafter-schooldismissalprocedures,studentswillboardbusesastheyarrivewithnoregardtonormalbusassignments.Studentswillboardeachbus,63studentsperbus.TheIncidentCommander/Principalwillassigntwofacultymemberstosuperviseeachbus.Thestudentswillbeevacuatedtoanotherlocationforfamilyreunification.

2. BusesNotUtilized

Whenanevacuationoftheschoolisdeclaredandtimedoesnotpermittheuseofbuses,facultyandstudentswillfollowtheevacuationproceduresasdirectedbytheIncidentCommander/Principal.

3. StudentswithPhysicalDisabilitiesandSpecialNeeds

Teachersassignedtostudentswithdisabilitiesimpactingthestudent’sabilitytoareresponsiblefortheirevacuationinaccordancewiththeseguidelines.ThePrinciplewillensuretrainingprovidedtothosefacultyassignedtoassistdisabledorchallengedstudentsduringanevacuation.Studentsgivenpermissiontoridetheelevatorformedicalreasonswillberequiredtousestairsduringanemergencyevacuation.Challengedstudentswillexitthebuildingfollowingthebuilding'sfireprocedures.Upon

reachingthetopoftheneareststairwell,thestudentwillbeassistedindescendingthestairsduringtheleasthazardoustime.

FacultyResponsibilities:

• Superviseand/orassisttheevacuationofthestudentwithphysicaldisabilities.

• Pre-assignanotherteachertoevacuatenon-disabledclassroomstudents.Anaccurateclassrollmustbeprovidedtothisspecifiedteacher.Thenameofthedesignatedteacherwillalsoberecordedontheotherclassattendancereport.

• Intheeventofanevacuation,superviseand/orassistthemovementofthestudentwithphysicaldisabilitiestotheneareststairwell.Followoneoftheproceduresbelow;

• SubmitinformationtotheSuperintendenttoensurecomplianceandtoarrangeforsubsequenttrainingandin-service.

Procedure1—StudentswhoUseWheelchairs:

1. Seekstudentand/orstaffvolunteerstoassiststairwellevacuation.

2. Leavethestudentinthechair,alreadyinamodeoftransport.

3. Securethestudentwiththechair'swaistbelt.Ifthereisnowaistbelt,securethestudentinthechairusingalternatemeans(i.e.otherkindofbelt,necktie).

4. Besurethechairbrakesareoff.

5. Reassurethestudentbyexplainingwhatyouareabouttodo.

6. Givetheminstructionsto:

a. Becalmandremaininthechair

b. Keeparmsfoldedacrossthechest

c. DONOTgrabhandrailorvolunteers.

7. Tiltthechairabout10to20degreesback.Guidethechairdownthestairsfeetfirst.

8. DONOTLIFTTHECHAIR-Letthelargerearwheelstouchthestepsbearingweight.

9. Thevolunteersshouldliftusetheirlegs,notliftwiththeirback.

10. DONOTRUSH-Descendthestairsslowly.Undermostconditions,thereisnoneedtohurry.

• Proceedwiththedescentprovidingassistancethroughanarm/shouldersupportorone-toonepersonarmcarry(Example:studentwearingalegcast).

Reverseevacuationshouldoccurwhenstudentsareoutsideforphysicaleducationclassesorrecessandconditionsaresaferinsidethebuildingthanoutside,generallywhenconditionsinvolvesevereweather,communityemergencies,orahazardousmaterialreleaseoutsideoftheschoolbuilding.

B. Scope

Reverseevacuationshouldtakeplaceifitisdeterminedthatitissaferinsidethanoutsidethebuilding(hazardousweather,dangerousanimal,suspiciousperson,policechase,explosion,orhazardousmaterialspill)andstaff,studentsandvisitorscansafelyreturntotheschoolbuilding.

Thisannexdescribesthecoursesofactionsfollowedtoprotectschoolstudents,staff,andvisitorsfromapossibleimminentthreattothoseinandaroundthebuilding.Theprimaryobjectiveofa“Lock-Down”istoquicklyensureallschoolstaff,students,andvisitorsaresecuredintheschoolbuildingawayfromtheoutsidedanger.

B. Scope

Theprimaryobjectiveofalockdownistoquicklyensureallschoolstaff,students,andvisitorsaresecuredintheroomsawayfromimmediatedanger.Examplesof“Lock-Down”insidebuildingimminentthreatissuesincluded:armedintruder,dangerousanimal,orsuicidalstudent.

AdditionalFunctionalAnnexesthatmaybeusedinLock-Downinclude:Communications,Evacuation,Shelter-In-Place,AccountingforAllPersons,andFamilyReunification.

VIII. ACCOUNTINGFORALLPERSONSANNEXA. Purpose

Thisannexdefinesthetacticalcourseofactionsnecessarytoaccountingforthewhereaboutsandwell-beingofstudents,staff,andvisitors,andidentifyingthosewhomaybemissing.

B. Scope

Facultyandstaffassignedstudentsupervisionatthetimeofanemergencymustaccountforeachstudentassignedtothem.Thenameofeachstudentinaclassorstudyhallmustbelistedintheteacher’sgradebook.Thisgradebookshouldaccompanytheteacherwhenanevacuationisdeclared.Rollwillbetakenandanattendancereportcompletedbyeachteacherwhohasanassignedsupervisoryactivityatthetimeoftheprotectiveactionevent.Thiswillincludeallstudentswhoareontheroll,butarenotphysicallypresentinclass.Assoonastheteacherhascompletedhisorhercheckoftheroll,andconditionspermit,thereportwillbeforwardedtoIncidentCommand.

Whentheprotectiveactionsorderisgiven,theteacherwillfollowthefollowingsteps.Studentaccountabilityistheresponsibilityoftheteacher.

IX. COMMUNICATIONSANNEXA. Purpose

Thisannexincludescommunicationandcoordinationduringemergenciesanddisasters(bothinternalcommunicationandcommunicationwithexternalstakeholders,aswellasthecommunicationofemergencyprotocolsbeforeanemergencyandcommunicationafteranemergency.Additionally,proceduresshallbeincludedforemergencynotificationofpersonsinaparentalrelation.

B. Scope

TheSchoolEOPincludepoliciesandproceduresgoverningschoolincidentcommunicationswithemergencyresponders,aswellaswithstudents,parents,staff,theschoolcommunityandthemediabefore,during,andaftertheincident.

Templatesforstatements/pressreleases,thecommunicationplanandmediacontactsatthemajortelevision,Internet,andradiostationsaremaintainedbytheSuperintendentandlocatedintheBusinessandSuperintendentsoffice.

1. Responsibilities

Toimplementthecommunicationsproceduresallstaffwillbetrainedonthecommunicationsproceduresinthisannex.

2. SpecializedProcedures

I. BEFOREANINCIDENT

Communicatingwiththelargerschoolcommunitybeginsbeforeanincidentoccurs.Intheeventofanincident,parents/guardians,media,andfirstresponderswillrequireclearandconcisemessagesfromtheschoolabouttheincident,whatisbeingdoneaboutit,andthesafetyofthechildrenandstaff.

Beforeanincidentoccurs,theschoolwill:

§ Developarelationshipwithparents/guardianssothattheytrustandknowhowtoaccessalertsandincidentinformation.

§ Informparents/guardiansabouttheschool’sEmergencyOperationsPlan,itspurpose,anditsobjectives.InformationwillbeincludedintheschoolnewsletterandapresentationdeliveredatBack–to-SchoolNight.

§ Bepreparedwithtranslationservicesfornon-English-speakingfamiliesandstudentswithlimitedEnglishproficiency.

II. DURINGANINCIDENT

A. InternalCommunications

FacultyandstaffwillbenotifiedbytheIncidentCommanderwhenanincidentoccursandkeptinformedasadditionalinformationbecomesavailableandasplansformanagementofthesituationevolve.Thefollowingpracticeswillbeutilizedtodisseminateinformationinternallywhenappropriate:

§ TelephoneTree:Atelephonetreeisasimple,widelyusedsystemfornotifyingstaffofanincidentwhentheyarenotatschool.Thetreeoriginateswiththeprincipal,whocontactsthe

Communicationisacriticalcomponentofcrisismanagement.Staff,students,parentsandcommunityexpectaccurateinformation.Duringacrisis,itisquitelikelythatthemediawillbepresent.Infact,muchofwhatthecommunityknowsaboutacrisiswillcomethroughthemedia.Therefore,itisvitalthattheschooldistrictandthemediaworkcooperatively.Oncetheemergencysituationorcrisisisstabilized,theSuperintendent,ordesignee,shallprepareastatementforthepressbaseduponinformationprovidedontheCrisisManagementandInformationSheet.Thisindividualwillrepresentthedistricttothemedia.Staffshouldreferreporterstothedistrictspokesperson.

Intheeventofanincident,theSchoolIncidentCommanderortheemergencyresponderIncidentCommander(intheeventcommandhasbeentransferred),willcoordinatewiththepublicinformationofficerand/orparticipateinajointinformationeffortto:

• EstablishamediasiteandreceptionareaawayfromtheschoolandanyestablishedIncidentCommandPost,EvacuationsiteorReunificationsite.

o Determineamedialocationforlowimpactevents(suchasawatermainbreak)andhighimpactevents(suchasanactiveshooterincident)whenmediainterviewsattheschoolwouldbedeemedimpracticableduetothenatureandseverityoftheincident.

o LowImpacteventscanbehandledattheSchoolDistrictCentralOfficesorsimilartypefacilitiesasthenumberofmediaoutletsanddurationofmediacoveragecanbeexpectedtobelow.

o HighImpacteventscanbehandledatacommunitycenter,parkorotherfacilitythatisofappropriatesizetoaccommodatealargenumberofmediaoutletsforanextendedduration.DONOTusegovernmentfacilities(firestations,etc.)asthiswillinterferewithgovernmentadministrationandoperations.

• Assoonaspossible,givethedistrictsuperintendentaclearandconcisestatementofthebasicfactssothatheorshecanpreparethedistrict'sofficialstatement(SeeCrisisAssessmentandInformationSheet).Newspeoplewillalwayswanttoknowwho,what,where,whyandhow."Facts"shouldbeconsistentinallcontactswithnewsmedia.

• Ifreportersandcamerasarriveatschoolwhilestudentsareinclass,guidereporters'activitiessothattheywillnotdisrupttheeducationalprocess.Reportersmaybepermittedoncampus,buttheyshouldnotbepermittedtoenterclassroomsduringanemergencysituation.

Inaddressingrumors,themosteffectivestrategyistoprovidefactsassoonaspossible.Tocombatrumors,theIncidentCommanderorDesigneewill:

§ Provideappropriateinformationtointernalgroupsincludingadministrators,teachers,students,custodians,secretaries,instructionalassistants,cafeteriaworkers,andbusdrivers.Thesepeopleareprimarysourcesofinformationandarelikelytobecontactedintheirneighborhoods,atgrocerystores,etc.

§ Holdafaculty/staffmeetingbeforestaffmembersareallowedtogohomesothatwhatis(andisnot)knowncanbeclearlycommunicated.

§ Designateandbriefpersonnelansweringcallstohelpcontrolmisinformation.§ Conductbriefingsforcommunityrepresentativesdirectlyassociatedwiththeschool.§ Enlistthehelpofthemediatoprovidefrequentupdatestothepublic,particularlyproviding

accurateinformationwhererumorsneedtobedispelled.

III. AFTERANINCIDENT

Afterthesafetyandstatusofstaffandstudentshavebeenassured,andemergencyconditionshaveabatedfollowinganincident,staff/facultywillassembletosupporttherestorationoftheschool’seducationalprograms.Definingmission-criticaloperationsandstaffingwillbeastartingpointfortherecoveryprocess.Collectinganddisseminatinginformationwillfacilitatetherecoveryprocess.

Afteranincident,SchoolAdministrationwill:

§ Scheduleandattendanopenquestion-and-answermeetingforparentsandguardiansassoonaspossible.

§ Conductpublicmeetingsasneeded.Thesemeetingaredesignedtoprovidetheopportunityforpeopletoaskquestionsandreceiveaccurateinformation.

§ Conductacomprehensiveassessmentofthephysicalandoperationalrecoveryneeds.§ Assessphysicalsecurity,dataaccess,andallothercriticalservices(e.g.,plumbing,electrical).§ Examinecriticalinformationtechnologyassetsandpersonnelresources,anddeterminethe

impactontheschooloperationsforeachassetandresourcethatisunavailableordamaged.§ Documentdamagedfacilities,lostequipmentandresources,andspecialpersonnelexpenses

thatwillberequiredforinsuranceclaimsandrequestsforStateandFederalassistance.§ Providedetailedfacilitiesdatatotheschooldistrictofficesothatitcanestimatetemporary

X. CONTINUITYOFOPERATIONSA. Purpose

ThepurposeofaContinuityofOperationsPlan(COOP)istoensurethattheschoolhasproceduresinplacetomaintainand/orrapidlyresumeessentialoperationsafteranincidenthasdisruptednormalschooloperations,activitiesorservices.COOPiscriticaltosafetyplanningandagoodbusinesspractice.Theplanshouldanticipateafullrangeofpotentialincidentsthatcouldcauseatemporaryinterruptionofschooloperationstoacompleteshut-downoftheschool,requiringsuspensionofnon-essentialfunctionsand/orrelocationofessentialfunctionstoanalternativesiteforsomeperiodoftime.

B. ConceptofOperations

DelegationofauthorityandmanagementresponsibilitiesshouldbedeterminedbySchoolofficialspriortoanincident.COOPproceduresshouldaddressresponsibilitiesbefore,duringandafteranincident.Safetyofstudentsandschoolpersonnelisthefirstconsideration.Stronginternalandexternalcommunicationssystemsandpartnershipswithappropriateorganizations,contractorsandprovidersofservicesshouldbedevelopedsothatresourcesarereadilyavailableifneeded.Legalcounselshouldreviewdelegationsofauthoritytoidentifyandaddressanypossiblelegalrestrictions.

ThePrincipal/SchoolDecision-MakerwillactivatetheSchoolEOPcommunicationplan(telephonetree,cellphone,textmessage,hot-line,automatednotificationsystem,etc.)tonotifystudentsandschoolpersonnelofCOOPactivationandprovidesituationinformation,asavailable.Parentsand/orguardianswillalsobealertedandnotifiedofCOOPactivationandasimportantinformationbecomesavailable.

3. RelocationSites

ThePrincipal/SchoolDecision-Makerwillidentifyrelocationsitestomaintainand/orrestoreoperationsandessentialfunctionsdisruptedbyanincident.Eachschoolshouldhavemorethanonepotentialrelocationsite.Onesiteshouldbeaccessedbywalking,ifappropriate,andothersite(s)bytransportationservices.Sitesmusthavereliablelogisticalsupport,services,andinfrastructuresystemsthatcansustainoperationsforupto30days.Considerationshouldalsobegiventoessentialfunctionsorservicesthatcanbeconductedfromaremotelocationinadditiontoapredeterminedalternativefacility.

4. AlternativeFacilities

7. HumanCapitalManagement

Schoolpersonnelresponsibleforessentialfunctionsshouldbecross-trainedtoensureeffectiveimplementationofCOOPprocedures:

• AllCOOPdesignatedpersonnelaswellasseniorstaffwillundergoannualtrainingonexecutingCOOPprocedures.Trainingwillbedesignedtoinformeachparticipantofhis/herresponsibilities(andthoseofothers)duringimplementationofCOOPprocedures.Itisessentialthatallemployeeshaveaclearunderstandingofwhattheyaresupposedtodo.Trainingshouldincludespecificprotocolsforidentifyingandassistingemployeeswithdisabilities.

• DesignatedCOOPpersonnelwillparticipateinexercisestotestacademic,physical,andbusinesssystems.Trainingwillincludetestingtheinformationtechnology(IT)systemsandbackupdataincludingtestingofoffsitebackupsystemdataandIToperatingsystems.

• Allschoolpersonnelneedtobeinformedofwhentheyareexpectedtobereadytogobacktoworkand/oriftheyarebeingrecalledtosupportschoolCOOPefforts.

8. Reconstitution

InmostinstancesofCOOPimplementation,reconstitutionwillbeareverseexecutionofthosedutiesandprocedureslistedabove,including:

• Informstaffthatthethreatorincidentnolongerexists,andprovideinstructionsfortheresumptionofnormaloperations.

• Superviseanorderlyreturntotheschoolbuilding.

XI. RECOVERYA. Purpose

Theseprocedureshavebeendevelopedtoprovideanemotionalcatharsistostudents/staffimpactedbytraumaatschoolorinthecommunity.Followingatraumaticeventorincident,thefollowingrecoveryproceduresshouldbeimplementedtoassiststudents,staff,andtheirfamiliesinthehealingprocess.

B. Scope

Thefourmostfundamentalkindsofrecoveryareacademicrecovery,physicalrecovery,fiscalrecovery,andpsychologicalandemotionalrecovery.

C. ConceptofOperations

1. AcademicRecovery

Learningistheprimarypurposeofschools,andtheabilitytoresumeacademicactivitiesisessentialtoaschool’srecovery.Theresumptionofacademicactivitiesbeginstorestorenormalcytotheschoolenvironment,whichcanbeveryimportantinthepsychologicalandemotionalhealthofstudents.

Planningshouldincludewhentheschoolshouldbeclosedandreopened,andwhohastheauthoritytodoso.Howtoprovidealternateeducationalprogrammingintheeventthatstudentscannotphysicallyreconvene.Whenschoolbuildingshavebeendamaged,creativityandflexibilityareinordertobeginrestoringstructureandroutineforstudents.Identifytemporaryspace(s)theschoolmayuseifschoolbuildingscannotbeimmediatelyreopened,considerpossiblememorandumofunderstandingswithcommunityfacilities.

2. PhysicalRecovery

Documentingandkeepingredundantrecords(back-upfiles,hardcopies,etc.)ofschoolassets(facilities,computers,buses,etc.)atallschoolsandrelatedfacilitiessuchasdistrictoffices,storage/warehousefacilities,etc.

Theplanshouldincludehowtheschoolwillworkwithutilityandinsurancecompaniesbeforeanemergencytosupportaquickerrecovery.Establishingrelationshipsandemergencycontactlistsforutilityproviders,insurancecompanyrepresentatives,city/countyengineers,anddisasterrecoverycompaniesshouldbecompleted.

3. FiscalRecovery

Theplanshouldincludewhatrolesthedistrictadministrationwillhaveinfiscalrecoveryandwhoisresponsibleformakingfinancialdecisions,approvingresourceexpenditures,trackingexpenses,etc.UtilizingtheCommunicationsandWarningAnnex,developaplanforstafftoreceivetimelyandfactualinformationregardingreturningtowork,benefits,paychecks,schoolclosures,etc.Thispartoftheplanwillalsoincludeacompletelistingofpotentialemergencyrelieffundingsourcesandmethodsorformstotrackexpenses.

4. PsychologicalandEmotionalRecovery

Toimplementtherecovery:psychologicalhealingprocedures:

• Allstaffwillundergotrainingtolearnhowtorecognizesignsoftrauma.

• MembersoftheCrisisResponseTeamwillundergoin-depthtrainingtolearnhowtoassistinmanagingtrauma.

o Setupcrisiscentersanddesignateprivateroomsforprivatecounseling/defusing.Staffshouldincludeoutsidementalhealthprofessionalstoassistwithstaffgrief.

o Encourageteacherstofacilitateclassdiscussionsabouttheincidentandallowstudentstoopenlydiscussfeelings,fears,andconcernsshortlyaftertheincident.Anystudentswhoareexcessivelydistraughtshouldbereferredtothecrisisresponseteam.

o Acceptdonations.Inthefirsthoursanddaysafteramajorincident,offersofhelpwillprobablybeplentiful;however,offerswilldiminishconsiderablyastimepasses.Donationsgivenandnotusedcanalwaysbereturned.

o Designateaplaceforstaff,students,andcommunitymemberstoleavewell-wishes,messages,anditems.

• Hospital/FuneralArrangements

o Providestaffwithinformationregardingvisitationand/orfuneralarrangements(time,location,customs)whenavailable.Ifthefuneralisscheduledduringaschoolday,allstudentandstaffwillbeexcusedfromschool.

o Encouragestaffandstudentstoattendthefuneraltoprovidesupportforthefamilyandbringclosuretotheincident.

o Designatestaffperson(s)tovisitthehospitaland/orattendthefuneraltorepresenttheschool.

• Post-IncidentProcedures

o Allowforchangesinnormalroutinesorschedulestoaddressinjuryordeath;however,recommendstudentsandstaffreturntotheirnormalroutineassoonaspossibleafterthefuneral.

o Followupwithstudentsandstaffwhoreceivecounselingandreferthemtooutsidementalhealthprofessionalsasneeded.

XII. PUBLICHEALTH,MEDICAL,ANDMENTALHEALTHA. Purpose

PublicHealth,medicalandmentalhealthcoursesofactionwillbeimplementedtoaddressemergencymedical(e.g.,firstaid),publichealth,andmentalhealthcounselingissues.Theseeffortswillbecoordinatedwiththeappropriateemergencymedicalservices,publichealth,mentalhealth,lawenforcement,firedepartment,andemergencymanagementrepresentatives.MentalhealthneedsafteranemergencywillbeaddressedintheRecoveryAnnex.

B. Scope

TheDistrictiscommittedtoprovidingfunctionalneedssupportservices(FNSS)tohelpensurechildrenandadults,withorwithoutdisabilities,whohaveaccessandfunctionalneedsmaintaintheirhealth,safety,andindependenceduringpublichealthandmedicalresponse.

C. ConceptofOperations

Emergencyfunctionstendtoparallelday-to-dayfunctions.Therefore,totheextentpossible,thesamepersonnelandresourcesuseddailyformedicalsupportwillbeemployedduringemergencies.Personnelandequipmentmaybelimited,sosomeroutinefunctionsandactivitiesthatdonotcontributetotheemergencyresponsemaybesuspendedand/orredirectedtoaccomplishemergencytasks.Personnelwithspecialtrainingorcapabilitiesmaybeaskedtoperformtasksotherthantheirdailyassignments.

Wheneverpossible,thedistrictwillprovidepublicinformationandinstructionspriortoandduringemergenciesandwillcoordinateresponseandrecoverywithlocalemergencymanagersandfirstresponders.

1. ReportableIllness

Surveillanceisanessentialcomponentofanypublichealthsystemandisusedtomonitordiseasetrendsovertime,detectillnessoutbreaks,andincreaseknowledgeofriskfactors.

ItisrecommendedthatschoolsreporttotheDepartmentofHealthwhentherearecurrently70notifiableconditions.Thoughitisnotrequiredforallillnesstobereported,itisrecommendedthatschoolsreportcasesoffluandnorovirusiftheyhaveabsenteeratesgreaterthantenpercent.

ReportableconditionswillbesubmittedtotheDepartmentofHealthforinclusioninthestatewidereport.Casesorsuspectedcasesofillnessthatappeartobeanemergency,outbreaks,exoticdiseases,and/oranunusualgroupingofdiseasemustbereportedtothelocalhealthdepartmentortheimmediately.

2. NotificationProcedures

Thedistrictwillmonitorconditionsthatcanleadtothebreedingofpestsincludinggarbageaccumulation,overgrownvegetation,andstagnantwater.Thedistrictwillalsoprovidesupportforthecontrolofmosquitopopulationsaroundcampusesandfacilities,throughsafeintegratedpestmanagementtechniques.

Provideinformationandeducationtostudents,staff,andparentsconcerningpestcontrolmeasuresandsafety.Campusesandbuildingswithinthedistrictwillbemonitoredforpotentialpests.

2. IntegratedPestManagement

Integratedpestmanagementisastrategythatreliesonaccurateidentificationandscientificknowledgeoftargetpests,reliablemonitoringmethodstoassesspestpresence,preventativemeasurestolimit

3. Rabies

Thereareseveralanimalsconsideredhigh-riskforrabiestransmission.

Rabiesistransmittedprimarilythroughthebiteofaninfectedanimal.Virusparticlesintheanimal’ssalivaenteravictimthroughthebitewound.Unlesspost-exposurevaccinationsareadministeredpromptly,rabiesmaydevelop.Withouttreatment,rabiesisanultimatelyfatalinfectionofthecentralnervoussystem.

Schooladministratorsandintegratedpestmanagementwillprotectstudents,faculty,andstafffrombatsassociatedwithrabiesandotherpotentialrabiesexposures.

Intheeventastudentorstaffisbittenbyasuspectedinfectedanimal,immediatecareisneededfortheindividual.Ifpossibleandsafetodosotheanimalshouldbecapturedandevaluatedbythelocalanimalcontrolagencyoraveterinarian.

Thepersonwhowasbittenshouldfollowthestepsbelow:

1. Immediatelywashthewound,withsoapandwater.

2. Reporttheincidenttotheappropriatecampuspersonnel.ThisindividualshouldcontactanimalcontrolandthePennsylvaniaHealthDepartment.

3. Capturetheanimalifsafetodoso,andholdforanimalcontrol.

4. Notifytheschoolnurseforwoundcare.Iftestingoftheanimalconfirmsrabies,thoseexposedshouldconsultaphysician.

4. Responsibilities

Districtand/orcampusadministratorsshouldworkwithIPMstaffmembersandanimalcontrolagenciesorthePennsylvaniaDepartmentofHealth.Nooneshouldcaptureortrytocaptureananimalotherthatdesignatedpersonnel.

Districtandcampusadministersshouldperformthefollowingtaskstoensurethesafetyofstudentsandstaff.Onlytrainedpersonnelshouldremove.Accesstotheareashouldbelimited.

F. Strategy3:Exposure

Toeliminateorminimizestudentsandstaffexposuretohumanbloodorotherinfectiousbodyfluids.Thisexposurecontrolplanappliestoalldistrictemployeesandstudentswhomaycomeintocontactwithhumanbloodorpotentiallyinfectiousbodilyfluids.

1. Responsibilities

Employeesofthedistrictareexpectedtofollowdistrictpoliciesandproceduresastheypertaintobloodbornepathogensandexposure.

TheDistrictEmergencyManagementTeammustensuretheSafetyOfficerordesigneehasensuredemployeeshavereceivedpropertrainingandthatanannualprogramreviewandupdateisperformed.

2. Safety

Asitmaybecomenecessarytoadministerfirstaidtoanotherpersonwhoisillorinjured,staffmustbeawareofbloodorotherbodilyfluids.Bodilyfluidsthatdonotcontainbloodincludedvaginalsecretions,semen,cerebrospinalfluid,synovialfluid,pleuralfluid,peritonealfluid,pericardialfluid,oramnioticfluidandshouldbeconsideredinfectious.Ifabodilyfluidispresentbutitisnotpossibletodetectblood,thefluidshouldbetreatedasifbloodwerepresent.

Theguidelinesoutlinedinthisplanareforemployeesexposedtohumanblood,vaginalsecretions,semen,orotherbodilyfluidsandotherpotentialinfectiousdisease.

Ifanindividualisexposed,theyshouldalerttheirimmediatesupervisorandtheschoolnurseasappropriate.

3. AvoidContact

Considerallbloodorotherpotentiallyinfectionsmaterials(OPIM)tobeinfectious.Bloodborneillnessesincludebutarenotlimitedtohumanimmunodeficiencyvirus(HIV),hepatitisBvirus(HBV),hepatitisCvirus(HCV),andotherbloodbornepathogens.

• Toavoidcontactwithblood,allowastudentorinjuredpartytotendtotheirowninjuriesastheyareable.Allowthemtodiscardthecontaminatedmaterialsappropriately.

• Donoteat,drink,applycosmeticsorlipbalm,orhandlecontactlensesinworkareaswherethereisareasonablelikelihoodofexposuretobloodorOPIM.

• Donotstorefoodordrinksinrefrigerators,freezers,shelves,cabinets,countertops,orbenchtopswhereexposuretoblood,bodilyfluids,orOPIMmayexist.

• Useamouthpieceresuscitationbag,pocketmask,orotherventilationdevicewhengivingrescuebreathing.

4. PersonalProtection

Itisimportanttounderstandwhathazardsbloodbornepathogenspresentandwhatpreventativemeasuresyoucantaketolimitexposure.Thethreemainareasofprotectionincludepersonalprotectiveequipment(PPE)andhousekeeping.

• Wearlatex,vinyl,orplasticglovesapprovedforworkwithbloodwhenhandsareincontactwithbloodorOPIM.Removeglovesfollowingproperremovalproceduresanddiscardinanapprovedcontainer.Otherpersonalprotectiveequipmentmayberequired.Washhandsimmediatelyafterremovinggloves.

• Useself-sheathingneedlesorothermethodstopreventneedlestickswhengiveninjections.

• Avoidmouthpipetting/suction,bending,recapping,shearing,orbreakingofcontaminatedneedles.

• Discardneedlesandothersharpobjectsinthesharpscontainer,locatedinthenurse’soffice.

• Pickupcontaminatedglassandotheritemsthatcouldpunctureprotectivegloveswithtongs,forceps,orotheritemstopreventexposure.

ThemethodusedforcleaninganddecontaminationofinfectedsurfacesandthedisposalofbloodandOPIMisvitaltothestudentandstaffsafety.Alldecontaminationmustincludetheuseofanappropriatedisinfectingsolution.

• Minimizehandlingofcontaminatedlaundryifpossible-usepersonalprotectiveequipmentasnecessary.

• Bagallcontaminatedmaterialsattheareainleak-proofbagswithabiohazardorcolor-codedlabelandsealthebagspriortoremoval.Removecontaminatedclothingfromthearea.Placeinanapprovedcontainer.

• SanitizeareascontaminatedbybloodorOPIMimmediatelyaftercontaminationwithanapprovedantibacterialsolution.

G. Strategy4:PandemicResponse

Apandemicisawidespreadoutbreakofanillnessordisease,affectinglargenumbersofpeople.Themostcommonlyknownpandemicistheinfluenzaorfluvirus.Pandemicflulevelsoccurwhenanon-human(novel)influenzavirusisspreadthroughsustainedhuman-to-humantransmissionandthenspreadsthroughoutacommunity.

ShouldapandemicoutbreakoccurintheCommonwealthofPennsylvania,asignificantpercentageofthepopulationcouldbecomeill.Withalargeportionofthepopulationbeingsymptomatic,thedistrictmustconsiderthefollowing:

• Attendanceratesmaylowerforstudents,faculty,andstaff.

• Firstresponderresourcesmaybelimited.

• Massgatheringsmaybelimitedinordertopreventthespreadofthedisease.

• Schooloperationscouldbeaffected.

Thecampussafetyteamisresponsiblefortheimplementationandmanagementofthisplan.

Decisionsastohowandwhentoimplementdiseasecontrolmeasureswillbemadeonacampus-tocampusbasis.Thedistrict,incoordinationwiththePennsylvaniaHealthDepartment,willprovidetechnicalsupportandguidancetocampusesregardingcontrolmeasuresandresponseactivities.

2. Mitigation

Inanattempttomitigatetheeffectsofapandemicthedistrictwillfocusoneducationandpreventionthroughhealtheducationprograms.Theseprogramswillencouragetheimportanceofpersonalhygieneandensuringthatallclassrooms,restrooms,andpublicareasareequippedwithanadequatesupplyofsoapand/orhandsanitizer.

Thedistrictwillfollowcurrentpoliciesandproceduresastheypertaintoabsences;however,studentsandstaffwillbeeducatedtostayhomeifsymptomsarepresent.Thedistrictwillprovideinformationresourcestoparents,students,andstaff,regardingthepandemicandwhatstepsthedistrictistakingtokeepthemsafe.

3. Surveillance

InpartnershipwithPennsylvaniaDepartmentofHealth,identifyadtrackstudentabsencesduetoillness.Thisallowspartneragenciestheopportunityforrapiddetections,unusualchangesand/ortrendsinstudenthealth,andallowsforearlydetectionandresponsetoapandemic.

4. Response

Duringthisphasethedistrictwillfocusonthemanagementofconfirmedcases.Thisincludestheprocessofmonitoringstudentsandstaffforillness.Studentsandstaffwhoaresymptomaticwillbesenthome.

Healtheducationprocedureswillcontinuetofocusontheimportanceofpersonalhygiene.Custodialserviceswillbeginemergencysanitationprocedurestoincludeamorefrequentcleaningschedule.

Ifthereisahighnumberofabsenteeismamongstudentsandstaff,theSuperintendentwilldeterminetheappropriatecourseofactiontosustaintheeducationalprocess.Thesafetyteamwillalertstafftoprioritizefunctionstoensurethatbasicneedsanddeadlinesaremet.Teachersshouldplantheirlessonsuptofourweeksinadvanceincaseofabsence.

Responsepoliciesandproceduresalignwiththeneedsofthewholecommunity.Thisensuresstudentsandstaffwithfunctionalandaccessneedsreceivethesupplementalservicesneededtomaintaintheirday-to-daylives.

5. Cancelation

Whenanincidentposesanunduethreatorhascausedseveredamage,injuryorlossoflife,oritappearscapableofdoingso,thedistrictsuperintendentmay,incollaborationwiththeschool’sBoardofTrustees,declareadistrictemergencyandimplementallappropriateemergencyprocedures,uptoandincludingcurtailmentorsuspensionofeducationalactivities.

6. Documentation

Asisthecasewithanyemergency,documentationisrequired.Theextentofdocumentationisbasedonthesizeandscopeoftheincident.Itistheresponsibilityofeachcampus,facility,ordistrictdepartmenttocompile,maintain,andsubmitdocumentationandreportsinatimelyfashion;and,toassistwithpreparationofsituationreports,damageassessment,studentaccountability,afteractionreportsandrelateddocumentationneededtoensurecompliancewithrecordsmanagementandopenrecordrequirements.

Alloriginalnotesandrecordsarelegaldocumentsthatshouldbepreserved.DuringactivationthedistrictEOCwillmaintainanincidentloganddocumentation.Individualdepartments,facilities,andcampuseswillmaintainlogsofmajordecisions,timelines,logisticaldeployment,andotheractionsrelatedtotheirareasofresponsibilityandaccountability.

7. Communication

TheDistrictusesInternetWebSites,SocialMedia,andothertechnologyasanotificationservicetoinformthepublicofbothnormalandemergencyoperations.Duringapandemic,thedistrictwillworkcloselywiththehealthdepartmenttoreleaseinformationtothenewsmediatoprovideclearandconsistentinformationaboutthesituationathandandannouncewhethercorrectiveoremergencyactionsareunderway.

Totheextentpossible,emergencyinformationwillberelatedtowhatoccurred,areasaffected,impact/potentialimpactuponthedistrictanditsstakeholders,measuresthedistrictistakingtoensurethesafetyandwell-beingofstakeholders,informationregardingexpectationsofstakeholders,andwheretoturnformoreinformation.

Thedistrictwillcontinuetomonitorstudentsandstaff.Whenthenumberofsickindividualsbeginstodecrease,thedistrictshouldbegintherecoveryphase.Thisphasefocusesongettingstudentsandstaffbacktoaregularschedule.

Thisincludescommunicationandhealtheducationprocedurestoensurethatstaff,students,andparentscontinuepersonalhygieneprocedurestolimittheeffectsoffuturepandemicevents.

Custodialstaffwillcontinuesanitationprocedurestopreventasecondwavefromoccurring.

Thedistrictwillfollowcurrentpoliciesandprocedurestoensurestudentswhomissednumerousdaysofinstructionduetoillnessarebroughtbackuptospeed.Counselingserviceforeducationalprocessaswellasbehavioralandmentalhealthsupportwillbemadeavailabletostudentsandstaffasneeded.

Thesafetyteamwillperformanafter-actionreviewtoensurelessonslearnedarecaptured.Theselessonswillbetranslatedintoarevisionofthisplan.

Thedistrictwillthenreturntonormaloperationsincludingthecontinuedmonitoringofstudentsandstaffforillness.

H. Strategy5:MassCasualtyResponse

Masscasualtyincidentsmayoccurwhereverpeoplecongregate—inelementaryandsecondaryschools,oncollegecampuses,orinothervenues.Naturalorman-madeincidentshavethepotentialtogeneratelargenumbersofcasualties.

Mostincidentsonlylastafewminutes.Evenwhenemergencypersonnelrespondquickly,peoplearealreadyatthescenefaculty,staff,students,andvolunteersaretypicallythefirsttorespond.

Assoonasanincidentoccursseveralthingsneedtohappen.Theseincludebutarenotlimitedto:

• Assessthesituation,choosetheappropriateresponse,andtakeimmediateaction.

• Takeactiontoprotectyourselfsoyoucanprotectandhelpothers.

Faculty,staff,students,andvolunteersaretypicallythefirstonsceneandtherefore,mayberequiredtorenderaid.Assuchthedistrict’ssafetyteamhasbeentrainedinemergencyfirstaidtopreformbasiclife-savingmeasuresuntilfirstrespondersarrive.

Theschoolnursemayprovidesupportassheisablebuthasappointedamedicalresponseteamconsistingofstaffmemberstoassistasneeded.

MedicalGo-Kitsarestoredinthenurse’sofficeandcontainavarietyofsuppliesneededtosustainresponseuntilfirstrespondersarrive.

4. FirstResponderSupport

Itisimportantforstudents,staff,andvolunteerstounderstandwhattoexpectwhenfirstrespondersarriveonthescene.Responsetacticsvarydependingontheincident.

5. Reunification

IfanyDistrictbuildinghastobeevacuatedforanextendedperiodoftime,studentsandstaffmemberswillbesafelytransportedbybustoadesignatedparent-studentreunificationcenter.TheDistrictwillinitiateitsFamilyReunificationPlanlocatedintheFunctionalAnnexesoftheEmergencyOperationsPlan.

6. Transport

Oncethesceneissecured,firstresponderswillworkwithschoolofficialsandvictimsonavarietyofmatters.Thismayincludethetransportofinjured,students,staff,orvolunteers.

DuetothecomplexitiesofHealthInsurancePortabilityandAccountabilityAct(HIPAA)andtheFamilyEducationalRightsandPrivacyAct(FERPA)thedistrictmustmaintainasinglepointofcontactwithinthemedicalbranchtoensureinformationiscollectedinrealtime.

Withthisinmind,thedistrictwillassignaliaisontothemedicalbranchwithintheincidentcommandsystem.Thispersonwilltrackinrealtimetheprimaryandsecondaryfacilitiesthatstudents,staff,andvolunteersmaybetransported.

Intheeventthatastudenthasbeeninjuredand/ortransportedtothehospital,parentswillbeaccompaniedbyadistrict/campussafetyteammemberand/orcouncilor.Theseindividualswillprovideneededinformationtotheparentsprivatelyandprovidementalhealthsupportasappropriate.

BasedonFERPArequirementswrittenconsentmustbegivenbeforeinformationisdisclosed.However,theFERPAregulationspermitschoolofficialstodiscloseinformationwhenthereisanactual,impending,orimminentemergency,suchasanarticulableandsignificantthreat.

7. Recovery

Recoverybeginsduringresponsewiththeprimaryfocusbeingtoreturntotheeducationalprocess.Afteramasscasualtyincident,thefocuswillbeonprovidinganenvironmentthatwillhelpemotionalrecovery.

Inthewakeofatraumaticincident,recoveryeffortswillbedevotedtoprovidingcounselingandsupportservicestosupportemotionalrecovery.Counselingservicewillbemadeavailablethroughdistrictresources.Theseresourcesmaybesupplementedwithlocaland/orregionalmentalhealthresourcesasneeded.

Facultyandstaffwillreceivejust-in-timetrainingsothattheycanassessemotionalneededandsupportstudentsasneeded.Counselorsmayprovidestudents,staff,andvolunteerswithneededreferralsformentalhealthsupportasneeded.

Students,faculty,andstaffwillbeprovidedwithinterventionssuchasgroupdiscussions,supportgroups,andotherservicesneededtohelpthemcopewiththeemotionaltrauma.

Crisisteamswillbeavailabletosupportstudents,families,andcommunitypartnerswhoneedassistanceforthemselvesortheirchildren.Sincemembersofthecrisisresponseteamcanbecomeoverwhelmedoveralongperiod,itisimportanttoensurethattheyarealsoprovidedwiththesupporttheyneed.

8. ManagingDonations

Itiswithinhumannaturetowanttohelp,assuchpeoplemaywanttoexpresstheircondolencesthroughcards,memorabilia,giftsandmonetarydonations.Thedistrictwillfollowcurrentpoliciesandproceduresastheypertaintodonations.Thisincludestheearlyreleaseofinformationconcerningdonationsandmonetarycontributions.

Childrenareoneofthemostvulnerablepopulationswhenitcomestobehavioralhealthimpactofpublichealthemergenciesanddisastersastheymaylacktheexperience,skills,andresourcestocope.Facultyandstaffaffectedbythedisastermustalsodealwiththestressorsontheirownwhichcanimpactthebehavioralhealthofthechildrenundertheircare.

Behavioralhealthisanintegralpartoftheoveralllearningenvironment.Itincludespsychological,emotional,cognitive,developmental,andsocialinfluencesonbehavior,mentalhealth,andsubstanceabuse,andtheeffectoftheseonthedistrict.

Behavioralfactorsdirectlyandindirectlyinfluenceindividualandcommunityrisks,health,resilience,andthesuccessofemergencyresponseandrecoverystrategies.Inthewakeofanincidentinwhichstudentsandstaffmayhaveexperiencedtraumathesebehavioralhealthaspectsplayanintegralroleinreturningtothenewnormal.

Appropriatebehavioralhealthserviceswillbemadeavailableforstudents,staff,volunteers,andcommunitymembersseekingmentalhealthsupportforthemselvesortheirchildren.Servicesmayincludecrisiscounseling,criticalincidentstressmanagement(CISM),orreferraltootherservicesandorganizations.

1. WholeCommunity

Individualswithpre-existingbehavioralhealthconditionswhorelyonthebehavioralhealthcareinfrastructuretoaidtheirwell-beingandindependencemaybegreatlyaffectedbydamagetothatinfrastructure.Alsoofconcernisthesafetyandwell-beingofat-riskindividualswithaccessandfunctionalneeds.

Iftheseissuesarenotappropriatelyaddressedbycareprofessionalsinatimelyfashiontheymayaccumulateresultinginfurtherdeteriorationofbehavioralhealthfollowinganincident.

2. Communications

Communicationandeducationisamajorcomponentofbehavioralhealthasitinfluencesdecisionmakingintheaffectedpopulation.Thedistrict’spublicinformationofficerandbehavioralhealthpractitionerscandevelopmessagingthataddressestheneedsofthewholecommunity,encouragingpeopletofollowspecificmeasures,andpreventmisinformationfromgainingcredibility.

Appropriatemessagingcaneducatethepublicontherecoveryprocess,astowhattheycanexpectandhowtocopewiththesituationenhancethedistrict’sresilience.

3. Response

Immediatelyfollowingacriticalincident,thedistrictshouldbegintheprocessofprovidingbehavioralhealthsupporttostudents,faculty,andstaff.

Districtsurveillancesystemsprovidestaffwithvaluableinformationconcerningrisksandprotectivefactorsaffectingstudentsandstaff.Thisresearchidentifiestrendsandallowspractitionerstogearrecoverytacticstothespecificincident.

Disasterbehavioralhealthactionsduringtheresponsephasewillfocusonsupportive,strengths-basedinterventionssuchaspsychologicalfirstaid,crisiscounseling,andriskcommunication.Theseinterventionsmaybeprovidedbybehavioralhealthprofessionalswithinthedistrict,butinsomecasesmaybeprovidedbyparaprofessionals,otherhealthworkers,volunteers,andlaypeoplewhohavereceivedtraininginbasicbehavioralhealthsupport.Withthisinmindthedistricthassignedintoamutualaidagreementwithlocalandregionalmentalhealthserviceproviderstoensureneededsupportisavailable.

4. LocalResources

ThedistrictmaypartnerwithLocalMentalHealthAuthorities,communityhealthauthoritiesthatprovideservicestoaspecificareaasneededtosupporttostudents,staff,andcommunitypartners.Thoughthesearethefirstresourcestoassistthedistrict,Stateresourcescanberequestedformajorincidents.

Thisisdonethroughtheappropriateemergencymanagementchannels.

XIII. SECURITYA. Purpose

Planthecoursesofactiontoimplementonaroutine,ongoingbasistosecuretheschoolfromcriminalthreatsoriginatingfrombothinsideandoutsidetheschool.

B. Scope

Thisannexfocusesonthecoursesofactionthatschoolswillimplementonaroutine,ongoingbasistosecuretheschoolfromcriminalthreatsoriginatingfrombothinsideandoutsidetheschool.

C. ConceptofOperations

1. CoursesofAction

CollaborationwithLawEnforcement:

TheSuperintendentshallexecuteandupdate,onabiennialbasis,amemorandumofunderstandingwitheachlocalpolicedepartmenthavingjurisdictionoverschoolpropertyoftheschoolentity.Amemorandumofunderstandingbetweenaschoolentityandalocalpolicedepartment,includingitsdevelopmentandimplementation,mustmeettherequirementsofsection1303-A(c)oftheSafeSchoolsAct(24P.S.§13-1303-A(c)).Indevelopingamemorandumofunderstandingtoexecutewithalocalpolicedepartment,aschooldistrictshallconsultandconsiderthemodelmemorandumofunderstandingpromulgatedbytheBoard.

Onabiennialbasis,theschooldistrictentityshallfilewiththePennsylvaniaDepartmentofEducation’sOfficeforSafeSchoolsamemorandumofunderstandingwitheachlocalpolicedepartmenthavingjurisdictionoverpropertyoftheschoolentity.AspartofitsfilingwiththeDepartment,theschooldistrictshallidentifysubstantivedifferencesbetweenthememorandumofunderstandingadoptedbytheschooldistrictandthemodelmemorandumofunderstandingandprovideastatementofreasonsforthedifferences.

TheSchoolBoard,onabiennialbasis,willreviewand,asnecessary,reviseitsmodelmemorandumofunderstanding.Aspartofitsbiennialreview,theBoardwillconsiderthememorandaofunderstandingfiledbyschoolentitieswiththeDepartment’sOfficeforSafeSchoolsandstatementsexplainingschoolentities’reasonsforadoptingmemorandaofunderstandinghavingsubstantivedifferenceswiththemodelmemorandumofunderstanding.

ArrivalandDismissalSafety:

AspertheElementarySchoolHandbook:

Studentsmaynotarriveatschooluntil8:35am.Duringthefirstthreedaysofschool,parents/guardiansmaywalktheirchildtotheirhomeroom.Afterthethreedayperiod,parents/guardiansmustescorttheirchildtothecafeteriaat8:35a.m.Parentswhosechildrenareassignedtorideabusbutwishtopickthemuponaregularbasisshouldcompleteaformthatdesignatestheirchildasa“walker”.Allwalkers,includingthosewhoarebusstudentsbutwhoseparentshavedesignatedthemaswalkers,willbedismissedonCenterAvenueat3:10p.m.Parentswillpickuptheirchildrenatthisentrancepromptlysoasnottocreatetrafficcongestion.Studentsshouldwalkstraighttoschoolandstraighthomeeachdayandalwaysrememberthesafetyrules:Walkwithafriendandneveracceptaridefromastranger.Studentswholiveintownandwalktoschoolshouldproceedhomeimmediatelywhendismissed.

AspertheJunior/SeniorHighSchoolHandbook:

1. Allstudentsaretousethecafeteriaentrancewhenarrivingtoschooluntil9:00am.StudentsarenottousetheFirstStreetEntrancewhenenteringthebuildinginthemorning.After9:00am,studentsaretoenterthroughtheHighSchoolOffice.

2. Studentsarerequestedtoleavehomeandtimetheirwalkorridesothattheywillarriveatapproximately7:25a.m.Studentswillbedismissedfromthecafeteriatogototheirlockersat7:33a.m.

3. Whileinthecafeteria,studentsaretobeseatedandshouldnotstandinthemainwalkway.Theyshallreportdirectlytotheirlocker/homeroomwhendismissedfromthecafeteriaat7:33am.

4. Oncestudentsarriveoncampus,theyshouldenterthebuilding.Studentsarenottoleavecampuswithoutadministrativeapprovaloncetheyarrive.

5. TheLeechburgElementaryPlaygroundsare"OffLimits"forallstudentsingrades7through12whenschoolisinsession.

• Weapons:shallincludebutnotbelimitedtoanyknife,cuttinginstrument,cuttingtool,nunchaku(nun-chuckstick),brassormetalknuckles,firearm,shotgun,rifle,pelletgun,BBgun,look-a-likegun,chemicalagentsuchasmace,explosivedevice,andanyothertool,instrumentorimplementcapableofinflictingbodilyinjury.Weaponincludesanyobjectpurportedbythepossessiontobesuchaweapon.Aweaponpossessedandusedinconjunctionwithalawfulsupervisedschoolactivityorcourseshallbepermitted.Weapondoesnotincludeanydevicewhichisauthorizedbytheschoolforalegitimateeducationalpurpose,suchastools,scissors,compasses,pencils,implementsforartclass,andthelikeoranydeviceorobjectwhichhasbeengivenpriorapprovalbytheprincipalinconnectionwithanyeducationalprogramorextracurricularactivity.Anystudent,however,usinganysuchobjectinanaggressivethreateningand/orintimidatingmannershallbeconsideredinpossessionofaweapon.
