I-ENG-A® of Charlottesville is the forensic division of Tice Engineering, LLC, which is a
privately held company dedicated to Professional Claims Support. The firm offers
comprehensive consulting services to the property and casualty insurance industry including
adjusters, risk managers, litigation, government and private clients.
Tice Engineering provides multi-disciplinary design and consulting engineering services. The
engineering personnel of Tice Engineering average 27+ years of experience. Our basic
philosophy is to apply sound engineering principles and real world experience to support
products, processes and facilities. Through our forensic engineering division we strive to apply
this philosophy to each claims assignment.
Over the years, Tice Engineering has specialized in machine design including mechanical and
electrical design. We also do a lot of work in the design of hyperbaric chambers for medical and
commercial diving applications. Lately these are being designed for use in municipal tunnel
boring projects. This work includes systems design for fire suppression, breathing gas supplies,
lighting, intercoms and other gas controls. Many of these projects include project management
along with design work. This project management experience is of great value in forensic
investigations that may include oversight of several experts and/or evidence handling.
Tice Engineering has established its forensic engineering division to provide Insurance
Companies with a means to professionally handle their claim’s Investigative Services needs
with the production of a brief, concise, easy-to-read report delivered on schedule and in a
cost-effective manner.
The reputation of Tice Engineering continues to be founded on producing our projects on
schedule, imaginatively, accurately, and reflecting "state of the art" design, within budget
regarding capital cost vs. operational cost. Our clients can be assured of quality, function,
efficiency and economy as the keystones of each project.

CORPORATE TRADITIONAL AND INVESTIGATIVE EXPERIENCE
The services of Tice Engineering and I-ENG-A of Charlottesville have been utilized in various applications and have al-
lowed us to be of service to a wide variety of clients with an equally wide range of project types. The development of effec-
tive design and engineering solutions to this diversified group of project types provides a comprehensive inventory of de-
sign experience. We use this vast inventory of design experience to investigate and provide innovative solutions to difficult
and challenging projects and investigations.
The following is a partial list of completed projects.
• Analysis of bicycle suspension fork failure for litigation.
• Analysis of bicycle accident for litigation.
• Cause & origin investigation of a failed stairway leading to a personal injury and litigation.
• Cause & origin investigation of laminated flooring failure.
• Cause & origin investigations of house foundation settling issues.
• Cause & origin investigation of tile flooring failure.
• Determination of scope of plumbing failure damage.
• Cause & origin investigation of block wall failure.
• Cause & origin investigations of sagging ceiling panels.
• Cause & origin investigation of commercial parking lot damage.
• Cause & origin investigation of apartment building roof leaks.
• Site surveys of medical and research hyperbaric facilities. These have been conducted for financing and inside au-
diting purposes.
• Structural design of bridge cranes, materials handling equipment & residences.
• Process piping system designs.
• CAD design with sheet metal flat patterns for a complex storage box. The flat pattern allows fabricators to auto-
mate the fabrication of the box for production.
• Development of a successful breathing simulator system for testing of breathing apparatus. Units have been sold to
several different government agencies and private companies for the testing of underwater and other breathing ap-
paratus. The machine is computer controlled and includes a servo motor, and custom computer interface for con-
trolling the machine.
• Development of facilities to test fish’s reaction to drastic pressure swings associated with turbine passage in hydro-
electric dams. Several of these systems have been sold to a government contractor for fish testing. The system in-
cludes a computer controlled, water filled chamber capable of pressure change rates of 200 psi per minute.
• Operation of a diving equipment testing laboratory. Tested several types of commercial and sport diving breathing
apparatus using computer data acquisition and control. Computer automation of data analysis saved many hours of
analysis and permitted more extensive testing.
• Design and project management of a consumer sponge sorting system for a sponge packaging line. This line re-
placed several manual operations in the packaging line.
• Detailed design and project management of several types of specialized doors and door handling systems for medi-
cal hyperbaric chambers. These systems allow semi-automated handling of doors weighing several hundred
pounds.
• Successful application for FDA medical device listings.
• Design and project management of an intercom system developed for medical hyperbaric chambers. This included
electrical, mechanical and PC board design.
• Design of semi-automated change tooling for a plastics calendering line. This retrofit allowed mechanics to remove
and clean tooling in minutes instead of the hours previously required.
• Mechanical Design of machines and structures for radar signature testing.

EXPERT WITNESS EXPERIENCE
(1) Company: I-ENG-A of New Hampshire
Consultants: Benjamin D Tice, PE
Contact Name: Babar Kahn
Case Date: 2012
Brief description of case: A front wheel came off of a mountain bike during a ride causing
injury to the rider. We reviewed the experts reports and provided questions and observations to
Mr Kahn for his investigation. The front fork dropout was damaged but seemed to retain the
wheel adequately.
(2) Company: Allstate Insurance
Consultants: Benjamin D Tice, PE
Contact Name: Mark Young
Case Date: 2013
Brief description of case: A woman was injured while coming down a neighbor’s (the insured)
deck stairway. The stairway tread fell out and the woman fell through. Mr. Tice conducted a
joint investigation with the plaintiff's expert. Mr. Tice provided a report concluding that the
stairs failed due to decay of the wooden parts of the deck but that the damage would not have
been obvious to the home owner.
(3) Company: Watson & Dameron, Kansas City, MO
Consultants: Benjamin D Tice, PE
Contact Name: Russell S Dameron
Case Date: May 1997
Brief description of case: A mountain bike suspension fork failed in a way that the front
wheel came off of the bike. We examined the fork to determine the cause of the failure. Our
opinion was that the retainer pin that keeps the fork tubes together was too small for the appli-
cation.
(4) Company: Diving Systems International, Santa Barbara, CA
Consultants: Benjamin D Tice, PE – employed by Reimers Systems Inc.
Contact Name: Bev Morgan
Case Date: 1992
Brief description of case: A commercial diver experienced an explosion while cutting metal
under water. The diver’s helmet face mask came loose and allowed water to enter the helmet.
We examined the evidence and determined that poor maintenance combined with the force of
the explosion led to the mask failure.
(5) Company: Unknown
Consultants: Benjamin D Tice, PE – employed by Reimers Systems Inc.
Contact Name: Unknown
Case Date: 1990
Brief description of case: A sport diver died during a recreational dive. We were retained to
examine his scuba regulator to determine if it could have been a cause of the fatality. We found
that the scuba regulator diaphragm had a hole in it. Mr. Tice provided a deposition testimony.
