The ISEG Council is glad to be back with this issue of the ISEG News. Having brought out all the issues of the News since its inception in Year 2004, it was extremely painful to have skipped the newsletter volume for the Year 2009. There were some teething problems at the beginning of the current term that stand resolved and we do hope to continue delivering what is expected of us. This includes the Proceedings Volume of the ISEG Seminar on “Challenges in Engineering Geology” held at Hyderabad in December 2008 that is being brought out as Journal of Engineering Geology Vol XXXVI. It is due for release shortly. We would appreciate if the members bear with us for the little lapses here and there. We find ourselves in the middle of the ISEG Term 2009-2010 and have the satisfaction of some progress in the areas of training, events, meetings, etc. The Society's maiden training programme titled “Geotechnical Orientation Programme 2009” at New Delhi in October 2009 was a huge success. It attracted as many as 43 participants from 15 organisations. You will find a report on the programme in this issue. In another significant move, the Society has taken a courageous and ambitious step forward by announcing its first ever independent international event, viz International Conference on Underground Space Technology (ICUST), at Bangalore in January 2011. The National Institute of Rock Mechanics, under the dynamic leadership of President ISEG, and Director, NIRM, has taken the responsibility of hosting the event jointly with the ISEG. In a welcome development, the ISEG has expanded its base and added a Regional Chapter in the Delhi-NCR area. The February 2010 inauguration of the Chapter coincided with the India visit of the IAEG Vice President of Asia Prof Faquan Wu of the China Academy of Sciences. The ISEG Gujarat Regional Chapter is also being reactivated and another Regional Chapter at Kolkata is in the offing. The trend is ominous and the Council hopes that many more regional chapters would be added in near future. Its time again for the change of guard at the ISEG. However, along the way, there was a change in the thinking, the government decided not to pursue the projects further in state sector and these were allotted to private developers right at PFR stage. It meant that the responsibility of preparing the DPRs, obtaining the requisite clearances from various government ministries and departments shifted to individual developer. From the indifferent attitude of some of the private developers, lack of clear guidelines and uniform thinking of appraisal agencies, different perceptions of various ministries, lacklusture attempts being made by the respective State Governments to solve the problems being faced by the serious players in the field and non availability of vital data required to optimally plan a project are some of the aspects that appear to have affected the progress in this field to a great extent. It may also result in the government not achieving the targets in this field. It may be necessary for the government to make realistic appraisal of the situation, identify the problematic areas and make mid course corrections if the targets are to be achieved. The News was being released regularly by the Society regularly up to 2008. This continuity was broken as no issue could be brought out in 2009 due to unavoidable circumstances. This was really unfortunate and matter was taken seriously by the council. The council entrusted the responsibility of bringing out the next issue immediately to a small group so that members are updated and message goes out that the society is active. The undersigned has along with the other members of the group has attempted to fulfill the responsibility to his ability and bring out the latest issue. Besides other items, the issue includes notification for election on next council, report on launch of Delhi and NCR chapter of the Society and some constitutional amendments proposed for smooth functioning of the Society. The members are requested to send briefs about important developments in the field and also their reaction to the contents of this issue so that our pursuit of excellence continues and ISEG News reaches the members regularly. The ISEG Council is glad to be back with this issue of the ISEG News. Having brought out all the issues of the News since its inception in Year 2004, it was extremely painful to have skipped the newsletter volume for the Year 2009. There were some teething problems at the beginning of the current term that stand resolved and we do hope to continue delivering what is expected of us. This includes the Proceedings Volume of the ISEG Seminar on “Challenges in Engineering Geology” held at Hyderabad in December 2008 that is being brought out as Journal of Engineering Geology Vol XXXVI. It is due for release shortly. We would appreciate if the members bear with us for the little lapses here and there.

In a major development, the ISEG launched its training programmes in the form of the “Geotechnical Orientation Programme” at New Delhi during 28-30 October 2009. The Programme contents were custom designed for Professionals engaged in Engineering Geological and Geotechnical Engineering works related to field investigations, data processing and designs pertaining to river valley development, communication and other civil engineering projects. The focus was on major project components like river diversion/ storage structures, tunnels, underground chambers, slope cuts, etc. The Programme Core Group included Yogendra Deva (Ex-GSI), Secretary ISEG (Convenor), JK Yachu (NHPC Ltd.), Jt. Secretary ISEG (Coordination), Sharad Bhatnagar (NHPC Ltd.), Jt. Secretary ISEG (Co-ordination), Imran Sayeed (NHPC Ltd.), Council Member ISEG (Programme Liaisoning), Ashok Kumar (GSI), Council Member ISEG (Secretarial Support) and Akhouri Bishwapriya (GSI), Council Member ISEG (Secretarial Support).

The successful conduction of this useful Programme has been another milestone in the cherished history of the Society. The response to the Programme was overwhelming. Against a target group of 30 participants, in all 44 participants from 15 organizations attended the programme. The participants were given a registration kit containing, besides stationery, programme volume with handouts of Powerpoint presentations & back-up notes of all lectures, and a memento. Later, a Group Photograph taken just after the Inauguration along with Certificates and a soft copy of Powerpoint presentations in full were handed over to the participants during Valediction.

There were two hands-on sessions on Preparation of Engineering Geological Maps and Tunnel/ Drill Hole Logs, and Rock Mass Classification.

The Programme went off very smoothly with lots of interaction from the participants. The feedback from the participants was specially dsigned so as to get free and frank opinion which in turn will help designing such programmes in future. The feedback comprised two sheets, one signed sheet for comments on organizational issues and the other as a non-signed confidential sheet having unreserved comments on the Faculty in four categories, viz Excellent, Very Good, Good and Average. Repeated reminders to participants during the Programme led to receipt of as many as 41 Feedbacks. The overall break-up of feedback was - 45% Excellent, 32% Very Good, 17% Good and 6% Average. This is considered a free and frank feedback and rates the Programme as a very successful one.

A fine beginning having been made, it is proposed to use this platform for disseminating geotechnical awareness at all levels through different kinds of educative programmes.

Not long time back, the nation had been dancing to the tunes of the famous Bollywood number”Chandni Chowk to China”. The reel story transformed into real story with a moderate change in the lyrics. On a very humble invitation from the present council of the Indian Society of Engineering Geology, Dr Wu Faquan, Professor at Institute of Geology and Geophysics, Chinese Academy of Sciences and Vice President, IAEG (Asia) made it to New Delhi, India during February 2010.

Dr Faquan, a well known academician and a scholar of international repute made it to the subcontinent in a tight abridged programme. Extracting some leisurely hours out of his very busy schedule, he enjoyed the hospitality of the capital town visiting historical places, trade fairs and giving a go at some typical mouth watering Indian cuisine. He enjoyed a ride on Delhi metro rails, a fast growing mode of commutation which has transformed Delhi overnight. The network of Delhi metro and the changing face of town through unprecedented increase in flyovers in quick time were greatly admired by the guest from China.

Journey to India would be quite incomplete if while staying in Delhi one doesn't get a chance to visit the Taj Mahal at Agra. Dr Faquan, didn't leave it to chance and made sure that one of the greatest wonder of the world was accommodated well within the tour itinerary. He enjoyed the visit to the city of Taj Mahal and was enthralled by the majestic beauty of yester years which baffles even the most modern creations on earth.

On the technical front, he was invited to the fourth council meeting of ISEG and was introduced to the Council Members. He made a brief presentation on activities and role of IAEG and urged ISEG to play a pivotal role in increasing the membership of IAEG in India. He also wished that the next Vice President of IAEG (Asia) Group may be from India. Dr Faquan stressed upon the ever growing need of cooperation between India and China in the fields of common geotechnical problems. He explored the possibility of inviting scientists from India to work in collaboration with Chinese counterparts as both the countries were fast developing economies. He informed the house about Hans Cloos and Richard Walters Awards and invited nominations for young scientist from India based on their publication and suitable recommendation from ISEG.

On the opening of Delhi (NCR) chapter, Dr Faquan during the technical proceedings of the workshop gave a lecture on “Brief Introduction to Geohazards Prevention in Three Gorges Project Area”. He gave an account of the treatment of landslides being taken up on massive scale to rehabilitate over one million people affected by the major project.

It is believed that Dr Faquan's short but immensely fruitful visit would help open newer frontiers on geotechnical investigations between the two countries through scientific collaborative programmes and help ISEG to be accepted globally.

lStandardisation for geological and geotechnical investigations may be formulated for communication Projects with special reference to road / rail tunnels and major bridges.

lEmphasis may be given to record continuous ground water observations in all the exploratory drill holes and detailed geohydrological investigations may be made a part of all investigations including head race tunnels.

lConstruction stage instrumentation, advance probing and engineering geological mapping / data logging is recommended for TBM and other highly mechanized underground excavations.

lAll out efforts may be made to minimize geological surprises and geological problems. lFor development of major river valley or nuclear facilities, detailed appraisal of seismotectonics of the region is

important. The tectonic discontinuities need to be classified, as well as characterized, in terms of their active, seismogenic and passive nature.

lMultiparametric techniques and selected instrumentation, appreciating landslide and earthquake hazards levels in a terrain, need to be defined for all infrastructure development projects.

lGeotechnical capabilities for conservation of heritage monuments needs to be properly developed and strengthened.

lThe prohibition of construction activity within a uniform 500m limit from the shoreline as per the Coastal Zone Regulation Act may be modified in accordance with coastal relief and the consequent possible run up distance of the Tsunami.

lIn reference to global warming, storage of carbon is an emerging challenge and needs to be addressed on priority.

Concluding Recommendations

As the term of the present Council comes to an end in December 2010, nominations for the next Council (Term 2011-2012) are invited in the enclosed form accompanied by Brief Bio-data**, Photograph and Mailing Details (e-mail ID, address and telephone no.) of the Nominee (s). Election to the ISEG Council for the Term 2011-2012

Invitation for Nomination (s)

In the 4th Council meeting of ISEG (Term 2009-2010) held on 07 March 2010 at Noida, the organizational matters concerning Regional Chapters were raised and discussed at length. It was agreed that there should be a uniform policy of the Indian Society of Engineering Geology regarding its Regional Chapters and, at the same time, the locally elected bodies should have a free hand in running them as per their convenience. Since, the guidelines regarding Regional Chapters in the Articles of the Society are very brief, an amendment in this respect has been considered necessary.In the light of the above, following amendment in the articles of the ISEG is proposed and put for voting by the members. If accepted, this amendment would constitute the 7th Amendment to the Articles of the ISEG, following the six earlier amendments of 1980, 1982, 1984, 2004, 2006 and 2008. Reliance Adag in Hydro Power

RELIANCE ADAG (Anil Dhirubhai Ambani Group) is India's

leading integrated power utility company in the private sector. It has

a significant presence in generation, transmission and distribution of

power. With the ushering in of the power sector reforms and in the

new environment of opportunity for the power sector, RELIANCE is

a key player in this transformation process.

RELIANCE ADAG is presently developing seven hydro projects

aggregating to 4620 MW on BOOT basis. The projects include

Urthing Sobla HEP (400 MW) on Dhauliganga river, Tato II HEP

(700 MW) &

Siyom HEP

(1000 MW)

on Siyom river, Kalai II HEP (1200 MW) on Lohit river, Emini HEP

(500 MW) & Amulin HEP (420MW) on Mathun/Adzon river (Dibang

basin) and Mihundon HEP (400 MW) on Dri river in Dibang basin.

Urthing Sobla is located in Uttarakhand state while the rest six are

being developed in Arunachal Pradesh. Within a short span,

RELIANCE ADAG is becoming the major private player in the hydro

sector. The company is exploring continuously the opportunities in

the hydro sector in the neighboring countries too, to add a global

presence in its operations.

The projects, were allotted to RELIANCE ADAG as a part of the

50,000MW Hydropower Initiative of the Govt. of India for timely

execution.. All these projects are in various stages of investigation

and detailed study. The Detailed Project Report for the Tato II

project has been submitted to the CEA for the Techno-economic

clearance (TEC). DPR of Siyom project is in advanced stage of

The Indian Society of Engineering Geology requests you to keep all your lights and electrical appliances turned off during Earth Hour: 2030-2130 hrs this evening.

This is the least you can do as a show of solidarity in the global fight against climate change. Cities around the world will observe the Earth Hour.

Believe me, the candle-lit evening will be the most relaxed and refreshing experience that you are going to cherish for a long time. I thoroughly enjoyed a few such forced candle-lit evenings recently in Arunachal Pradesh and found it so good that I kept the lights off even after the lights were back!

Nihar Bhattacharjee, LucknowIt was a great experience to have all lights off that day. Yes this is just a little we can

do to save our climate. But don't you think we need to do more than that to

remove all hatred and terrorism activities in the whole world that is hampering our

development and Govt is making national expense by deploying our jawans in

remote places. Even in place like Arunachal Pradesh which has the highest hydro

potential in India is gradually coming in the grip of terrorism.Lets light candle again one day no matter if lights are on and pray for all

painfull soul that have parted this beautifull world struck by terrorism.' Let us spread the message of love among all, love for humanity and you can see

Love for nature will evolve by itself. Lets do more than just turning the lights off.

Yes there are more severe and harming issues for this society like Corruption and

so on. Join hands to remove all ills and make a society- a place not just to live but to

enjoy the most beautiful craft in world that is nature. Love for nature will evolve

love for climate and we won’t need to put off lights but spread light to all those

backward areas which have never seen any light rather than that of sun in the day

and moonlight at night.

A significant event was recorded in the history of ISEG when The Delhi-

NCR Chapter was formally launched on 8-2-2010 at NPTI Auditorium,

Faridabad during one day workshop organized for same. The new regional

chapter was launched by Dr. P.C. Nawani, President, ISEG and Dr. Faquan

Wu, Vice President (Asia), IAEG by lighting the ceremonial lamp.

The event was a great success which is indicated by the fact that it got very

good support from the engineering geology/ geotechnical fraternity of Delhi

and NCR region and was attended by 106 delegates who became members of

the Delhi-NCR Chapter for year 2010. The event was whole heartedly

supported by ISEG and co-sponsored by M/s. Patel Energy Resources Pvt. Ltd.,

NOIDA and M/s. Teesta Urja Pvt. Ltd., New Delhi. Other frontline

organizations that are active in the field of engineering geology and

geotechnique such as NHPC, CRRI, ICCS, GMR, EPIL, NTPC, SNC- Lavalin,

and Reliance Energy had also nominated strong contingents of delegates along

with their best wishes for the new Delhi-NCR Chapter. M/s. ATES & MRIU were

also represented at the workshop besides some individual delegates who participated enthusiastically. ISEG was represented by its President,

Secretary, Joint Secretary and many Council Members some of whom had come from distant places like Kolkata, Kolar and Lucknow to attend the

workshop. The presence of many well known Engineering Geologists and Geotechnical Experts from Delhi- NCR region and other places including

Dr. Faquan Wu, from China, representing IAEG and a number of Council Members of ISEG added to the success of the event as a whole.

Speaking on the occasion, Dr P. C. Nawani, President, ISEG

said that the Society was making a fresh beginning by the Launch of

Delhi-NCR Chapter and hoped that many more regional chapters

shall be initiated in near future. Shri Y. Deva, Secretary, ISEG gave

The technical proceedings of the workshop included lectures

on “Brief Introduction to Geohazards Prevention in Three Gorges

Project Area” by Dr. Faquan Wu, Professor at Institute of Geology

and Geophysics, Chinese Academy of Sciences and Vice-

President, IAEG (Asia). The talk by Prof. Wu gave a brief account of

the treatment of landslides taken up on a massive scale to make the

reservoir rim stable and also the rehabilitation efforts carried out on

massive scale to resettle more that one million people affected by stthis mega project. The lecture of Prof. Wu was followed by another presentation on 'Engineering. Geology in 21 Century' by Dr. P.C. Nawani,

Director, NIRM and President, ISEG. Dr. Nawani mentioned about the developments that are likely to take place in the field of Engineering Geology

in near future. He also discussed about the important role likely to be played by Information Technology, Communication Technology and

Computers in the development of Engineering Geology in coming times. Both the lectures were well received by the delegates and were followed

by lively discussions. The workshop ended with a vote of thanks given by Shri S. Bhatnagar, Joint Secretary, ISEG.

The workshop organized for the event was followed by the General Body Meeting of the newly formed Delhi-NCR Chapter. The objective of

the GBM was to elect a governing body for the year 2010. Following persons were elected by the GBM:

It is pertinent to add here that a beginning towards launching of the Delhi-NCR Chapter was made when the ISEG Council passed a resolution to

this effect during a meeting held in October 2009 and entrusted the task of organizing the workshop to Shri Imran Sayeed, Chief (Geology) NHPC and

Council Member, to mark the launching of this local chapter of ISEG. The objective of the regional chapter is to promote interaction amongst the

Geotechnical professionals and Scientists based in Delhi-NCR region. The event could not have been possible without the support and

encouragement given by Dr. Gopal Dhawan, Vice-President, ISEG and Executive Director (Geotech), NHPC.

Asia is witnessing a rapid growth in underground structures and utilization of under ground space for various purposes. Large scale construction of tunnels and cavern for development of infrastructure, mining, transport, hydropower, oil and gas repositories and defense installations is being undertaken under difficult terrains and rock conditions. In this context it is proposed to organize a conference which would provide a forum to bring together all those involved in developing the underground space, and to share their knowledge and experience.
