meanwhile. FROM PAGE 1The Chief Minister said while Sajjan is welcome to attend conferences andmeets and even to visit Darbar Sahib, he would personally not entertain theCanadian minister as he has "concrete information about him being a Khalistanisympathiser, just as his father Kundan Sajjan. The state government wouldprovide full security to the minister and ensure that he gets due treatment asper protocol but I will not be seen hobnobbing with a Khalistani sympathiser,"Amarinder said. However, Capt toughened his stance on Tuesday saying no Punjab ministerwill accompany Sajjan during his Punjab visit. Talking to media the MediaAdviser to Punjab CM said Captain Amarinder is right about Minister HarjitSajjan and enough information is available in public domain but intelligencereports are confidential and so they cannot be shared.Responding to Punjab Chief Minister Amarinder Singh's accusation that hewas a "Khalistani sympathiser", Harjit Sajjan on Tuesday said, such com-ments hurt, but he had not come to India for petty politics. Sajjan whoarrived in India on Monday is on a week-long visit. He is also scheduledto visit Punjab. He said: "It does hurt, but not here for petty politics, my actions speak for me.I don't want to be sucked into the internal politics of a province of a nation. Mygoal is to build relationships. I am proud of the fact that I was born here," he

said. Amarinder's poll campaign in Canada was stalled last year in the run-up to the Punjab Assembly Elections.Sajjan held wide-ranging talks with Defence Minister Arun Jaitley on a hostof bilateral issues, particularly on ramping up defence and security ties.Harjit also downplayed the Ontario legislative assembly recently passing a

motion describing the 1984 anti-Sikhriots as "genocide" in India. Sajjansaid it was a resolution by a privatemember and the Canadian govern-ment and the people do not at all sub-scribe to such a view.Talking about Punjab chief minister'srejection to meet him for being aKhalistani, Harjit said: "I do not haveany problem if he does not want tomeet me. I was born in Punjab and Iam attached to it. The relationshipbetween Canada and Punjab is basedon its people. Nobody can take awaymy village, my parents. These thingsdo not bother me" adding "I don't pro-mote the breaking up of any country."Sajjan, who is in India on a seven-day visit held extensive talks withhis counterpart, Defence MinisterArun Jaitley. Calling for deeper de-fence ties between the two sides, hesaid there is huge scope for joint pro-duction of military platforms by thetwo countries. Terming the talks"fruitful" Sajjan said, both sides re-solved to work closely in the area ofdefence and security and broadencurrent level of engagement.Asked whether time has come to callPakistan a terrorist state, Sajjan saidhe would not like to get involved in"regional difficulties. India can playan important role in overall stabilityin the region." On Taliban, Sajjan saidit needs to be studied how it grew.During his days in the Canadian Mili-tary Sajjan has served in Afghani-stan. Speaking about the ISIS, he saidthe bigger concern is not just Iraq butto prevent them from building up fur-ther. Sajjan informed: "I have beeninvolved in uniform - either police ormilitary uniform. India and Canadahave great opportunity to build a de-fence relationship. We want to movethings forward. India has tremendousexperience in conflict resolution."In Chandigarh, meanwhile, carryingforward the tough stance againstSajjan, Capt Amarinder Singh gov-ernment has decided that no minis-ter would accompany the dignitaryduring his visit to various places inthe state. CAPT AMARINDER'S TOUGH STAND: NO PUNJAB MINISTER TOACCOMPANY SAJJAN DURING HIS PUNJAB VISIT

Punjab CM remarks on Canadaministers disappointing, inaccurate: CanadaNEW DELHI (PTI) - Canada termed as "disappointing andinaccu ra te " t he comments by Pun jab Ch ie f M in i s t e rAmarinder Singh that five ministers in the Justin Trudeaugovernment, including Defence Minister Harjit Sajjan, wereKhalistani sympathisers Singh had alleged that Sajjan likehis father is a "Khalistani sympathiser" and he would notmeet him during his scheduled visit to India later this month.Reacting to the remarks, the Canadian High Commissionhere said, "The comments regarding Canada's ministers areboth disappointing and inaccurate." It also asser ted thatCanada greatly values its relationship with the people andthe government of Punjab, and look forward to fur theradvancing this relationship. "We regret that the Chief Ministerof Punjab is unavailable to meet with Canada's Minister ofDefence. The Chief Minister is welcome to visit Canada," the highcommission added. Sajjan will be in India next week to hold talks with theleadership here as well as speak on 'conflict prevention and peacekeepingin changing world' at a think-tank here.

Sukhbir Badal to Capt: Should refrain frommaking disparaging remarks against SajjanCHANDIGARH, (PTI) Shiromani Akali Dal (SAD) chief Sukhbir SinghBadal has asked Punjab Chief Minister Amarinder Singh not to act"petty and spiteful" and give the defence minister of a sovereign countrythe respect he deserved. Reacting strongly to the "irresponsiblestatement" of Amarinder about Canadian Defence Minister HarjitSingh Sajjan, he said, "Amarinder should not have let a personalincident cloud his judgement and he should have refrained frommaking disparaging remarks against Sajjan as well as all otherPunjabi representatives in the Canadian parliament." Punjabisworldwide were proud of their elected representatives in Canadaand Sajjan was an example of personal accomplishment for theentire Punjabi diaspora, Sukhbir added. "He (Sajjan) should not beshown disrespect in this manner," the former Punjab deputy chiefminister said here. Describing such stands as "counter-productive",he warned that it would not augur well for Punjab and come in theway of trade and bilateral relations with Canada. "Moreover, it isnot in the fitness of things for senior political leaders to show suchrancour. One can take a lesson from Prime Minister NarendraModi. He was denied visa by the US, but that did not make himbitter towards that country. In fact, he has gone out of the way toimprove the relations between India and the US," said Sukhbir.Punjabis worldwide expect Amarinder to behave similarly, showpolitical statesmanship and use his office to improve the relationswith Canada, not ruin them, he added. If the Centre and the other states are giving due respect to Sajjan,so should Amarinder and the Punjab government, the Akali leadersaid. "This is the least that is expected of them, considering Sajjanis from their state," he added. Sukhbir also mentioned how theprevious SAD-BJP government in Punjab had witnessed a numberof visits by Punjabi ministers from Canada. "We had alwaysaccorded due respect to visiting dignitaries and even invited electedPunjabi representatives from around the world to the NRIsammelans to focus on the issues of NRIs and find solutions," hesaid. Former Akali Dal general secretary Manjit Singh Calcuttaalso said: "In case the CM does not welcome the Minister (Sajjan) itwill hurt the sentiments of the community."

AMARINDER VS SAJJAN: POLITICSOF A CAPTAIN AND A COLONEL

NEWS ANALYSIS

NOT 'BJP LITE', CONGRESS MUSTBECOME A MODERN, LIBERAL PARTY

BY AMULYA GANGULI

CHANDIGARH: One is Canada's Defence Minister and the other is theChief Minister of a state (Punjab) that has strong connections with theNor th American country. Both are politicians of standing and share amilitary background too. One has been a frontline trooper in war-ravaged Afghanistan as a Lt. Colonel in the Canadian Army; the otherhas seen war from close quar ters as a Captain in the Indian Army. But the for thcoming visit of Canadian Defence minister Harjit Sajjanto Punjab, the land of his bir th, has led to a political war of sor ts withPunjab Chief Minister Amarinder Singh. Amarinder has gone on recordto say that Sajjan is a "Khalistani sympathiser" and that they will notmeet during the latter's visit to Punjab star ting next week. Even thoughthere is no direct proof of Sajjan's links to Khalistani elements,Amarinder has stuck to his guns.Amarinder's stand, besides the protocol issues involved with the vis-iting Canadian Defence Minister, has stirred up a political storm inPunjab -- a state which has such strong connections with Canadathrough its non-resident Indians (NRIs) settled there that the countryis, in a lighter vein, referred to as Punjab's 23rd district. The back-ground of Amarinder's rather hard stand on Sajjan dates to as recentlyas April last year when his visit to that country was scuttled at the lastminute after the Canadian authorities denied him permission to visit.Amarinder was to address rallies and meet with Punjabi NRIs inCanada, who are an influential and cash-rich group, in the run-up tothe Punjab assembly elections.A hur t Amarinder had shot off a letter to Canadian Prime MinisterJustin Trudeau, protesting the move. Amarinder had later even re-fused to meet the Canadian High Commissioner in India. Amarinder, who became Chief Minister of Punjab for a second time last month, feels that pro-Khalistan political leaders of Punjabi origin, includingSajjan, secretly backed the move by radical elements to deny him

entry into Canada. While the Canadian authorities did not let Amarinder in on the groundthat political activity was not allowed, leaders of the Shiromani AkaliDal and Aam Aadmi Par ty (AAP) openly campaigned within the NRIcommunity in Canada. The Punjab Chief Minister has, however, saidthat Sajjan will get all the security and protocol in the state that has tobe provided to a dignitary of his stature.Sajjan, 46, otherwise has strong credentials for visiting Punjab. His

parents and family lived in Punjab's Hoshiarpur district before mi-grating to Canada in 1976. He is the first Sikh to become the DefenceMinister of another country. During his visit to Amritsar, Jalandhar,Hoshiarpur and Chandigarh, Sajjan won't essentially miss meetingAmarinder as political and religious leaders in Punjab will welcomehim with open arms. The controversy over his visit to Punjab wasquite avoidable had Amarinder not taken a stand. After all, politicalleaders do hobnob with all kinds of elements in public life.

Having failed to delineate a cogent and credible line onsecularism, the Congress will have to ar ticulate a newposition to find its way back into political reckoning. For astar t, the par ty will have to realise that its effor ts to delinkreligion from politics, or the church from the state - theessence of secularism - went off track because it identifiedthe "church" too closely with Hinduism and did not payenough attention to keep Islam also at a distance from thestate.Because of this tactical error, the Congress played into thehands of the Bharatiya Janata Par ty (BJP) which made nosecret of its closeness to Hinduism and accused the Congressof being par tial to Islam for the sake of Muslim votes. This isa factor which A K Antony, among others in the Congress, acknowledged in a repor t on the par ty's defeat in the lastgeneral election. However, the repor t banked on run-of-the-mill explanations for the par ty's setback such as infighting, demoralisation among the workers, the absence of pre-pollalliances, the par ty's corrupt image and communalpolarisation orchestrated by the BJP.While much of this may be true, the repor t did not spell outhow the Congress could recover its earlier prime position. Asuggestion which has been floated in recent weeks is that theCongress can try "soft" Hindutva as a means of wooingvoters. This is a line which has long been prevalent in theCongress with V N Gadgil (1930-2001) being one of the earlyproponents. For Congress MP Shashi Tharoor, however, "forCongress, peddling 'BJP lite' is like Coke Zero. It will get uszero". Instead, the former Minister of State for External Affairswants his par ty to be demonstratively uncompromising onsecular ism.Apar t from the pursuit of secularism in its pristine form whichkeeps religion, in all its manifestations, at a far distance fromgovernance, what the Congress can do is to reboot itself as apar ty of the 21st century which rejects the superstitiousmedievalism of the saffron brotherhood with its propagation ofa milk-drinking Hindu deity - Ganeshji doodh pi rahein hain --or the conjuration of a patently fictitious past when Indianswere said to have invented everything from stem cell re-search to cars to planes to television, or astounding claimsabout cows exhaling oxygen and cow dung providing protec-tion against nuclear radiation. To rescue the country from such outrageous, antediluvianideas, the Congress has to present itself as the exact opposite- a forward-looking, progressive par ty committed to thedevelopment of a rational, scientific temperament so that thecommon man will not be prone to sectarianism based on hateand prejudice. To achieve this objective, the Congress itselfwill have to shed some of its present inhibitions such as adisinclination to take a for thright stand on the crucial issuesof the day. These include the country's economic direction towhich the merit versus quotas debate is related and thequestion of bans.To star t with the last, the Congress will have to set its faceagainst bans of all kinds - on books, thereby acknowledgingthat it made a mistake in banning Salman Rushdie's "TheSatanic Verses" in 1988 (P Chidambaram has done so, thoughonly in 2015); on films; on liquor and on beef. It has to beremembered that the Congress was the first to ban beef inMadhya Pradesh in 1955 when it was in power and the BJP

was not even formed. Moreover, even today it is in favour of anationwide ban on beef, as its senior general secretaryDigvijay Singh has said, in line with Rashtriya SwayamsevekSangh (RSS) chief Mohan Bhagwat's views. Yet, this pander-ing to the Hindu cause has led it nowhere, just as its propaga-tion of "socialism" - subsided food under the Food SecurityAct, doles for the rural unemployed under MNREGA - has beenof little help to the par ty.The reason is the inherent insincerity in these gimmickswhich are seen as populist, vote-catching manoeuvres by anoutfit clutching at straws to hold on to power. In contrast, thesteps by the BJ Pagainst books such as Wendy Doniger's tracton Hinduism or on beef are seen as driven by convictionseven if they are ill-conceived in the eyes of the liberals. Thelatter cannot but be disappointed by the palpable cynicism ofJawaharlal Nehru's par ty. What is worse for the Congress isthat these duplicitous ploys do not deceive anyone.Even if the Congress calls for a nationwide ban on beef, thepolitical advantage will still be the BJP's just as RajivGandhi's shilanyas (foundation) for the Ram temple did notfetch the Congress any votes in the 1989 election that it lost.Instead of indulging in such deceit, the Congress will have tounderline its adherence to the principles of liberalism whichbelieve in a free, open society where there are no constraintson what a person reads or eats, or who he or she chooses asa life par tner.

OTTAWA - Canada believes that regulating the international arms tradeis essential for the protection of people and human rights, and isstrengthening its existing practices. As part of Canada's support for a strongerand more rigorous export control system, the Honourable Chrystia Freeland, Min-ister of Foreign Affairs, today delivered on the government's commitment to intro-duce legislation so Canada can accede to the Arms Trade Treaty (ATT).The ATT is about protecting people from arms. It ensures countries effectivelyregulate the international trade of arms, so they are not used to support terrorism, international organized crime, gender-based violence, human rights abuses, orviolations of international humanitarian law. To implement necessary changes, inMarch 2017 Canada announced an investment of $13 million to further strengthenthe country's export control regime. These resources will be used to implementnew brokering controls, improve transparency, and support enhancements toCanada's export controls. Canada also recognizes the importance of promoting theATT and is contributing $1 million to the UN Trust Facility Supporting Cooperation onArms Regulation, in order to help other countries accede to the ATT. "The Arms

Trade Treaty can set a real global standard, and thereby help prevent human rightsabuses and protect lives. Canada's existing system of export controls meets mostof the treaty's thresholds, and this legislation will set our standards in law. We mustcontinue to encourage other countries to join this treaty, and we must ensure it isproperly implemented globally. We committed to introduce this legislation, and Iam very pleased that we will in turn raise the bar with a stronger and more rigoroussystem for our country." Global economic growth isstrengthening and becoming morebroadly-based than the Bank hadexpected in its January MonetaryPolicy Repor t(MPR), althoughthere is still considerable uncer-tainty about the outlook.During the rest of this year andinto 2018 and 2019, growth inCanada is expected to moderatebut remain above potential. At thesame time, its composition is ex-

The Bank now projectsreal GDP growth of 2 1/2 per centin 2017 and just below 2 per centin 2018 and 2019. Meanwhile, theBank has revised down its pro-jection of potential growth, reflect-ing persistently weak investment. With this combination of a higherprofile for economic activity anda lower profile for potential, theoutput gap is projected to close inthe first half of 2018, a bit soonerthan the Bank anticipated in Janu-

ary. CPI inflation is now at the 2per cent target, largely becauseof the transitory effects of higheroi l prices and carbon pricingmeasures in two provinces, aswell as other temporary factors. The Bank's three measures of coreinflation, on the other hand, havebeen dr i f t ing down in recentquar ters and wage growth re-mains subdued, consistent withmaterial excess capacity in theeconomy. BJP OUT TO MURDER AAP: YOGENDRA YADAVNEW DELHI, (IANS) Swaraj India National President Yogendra Yadavon Thursday said Bharatiya Janata Par ty is out to murder Aam AadmiPar ty but the Arvind Kejriwal-led par ty will suicide before it getsmurdered. The former AAP member was addressing a public rallywhen he said, "There is no denying the fact that the BJP is out tomurder the Aam Aadmi Par ty. But the AAP, due to its misgovernance, misdeeds, corruption and compromises are all set to commit sui-cide." However, he is on the same page with CM Kejriwal when talk-ing about Delhi LG as he also accused former Lt. Governor Najeeb

Jung of an "arm of the ruling par ty (BJP) at the Centre."Jung obstructed many routine initiatives of the Delhi Government. The Delhi Police got after every real and imagined crime of AAP leg-islators like no other state police has done to any ruling par ty". Healleged that if the same standards were applied uniformly, dozens ofBJP's own MPs and hundreds of MLAs all over the country shouldhave been in jail. While the BJP has worked over time to highlight themisdeeds of the AAP, the harsh truth is that there were just too manymisdeeds waiting to be exposed.

Kejriwal defends using publicmoney in defamation caseNEW DELHI, (IANS) Chief Minister Arvind Kejriwal on Fridaydefended the Delhi government bearing the legal expenses ofthe defamation case slapped against him by Union FinanceMinister Arun Jaitley, and questioned the BJP's motive behindraising the issue ahead of the recent Delhi assembly by-polland the capital's civic polls. The Bharatiya Janata Par ty (BJP)has been up in arms against Kejriwal over the Aam AadmiPar ty (AAP) government's decision to pay out Rs 3.4 crore tonoted lawyer Ram Jethmalani as fee for fighting the defama-tion case against the Chief Minister. But Kejriwal maintained the matter was governmental and notpersonal, unlike the BJP claim. "The rampant corruption inDelhi cricket administration is well known and as the ChiefMinister, I ordered an inquiry. I said many influential peoplewere involved in it and took one or two names," Kejriwal toldNDTV. "The defamation case resulted because of the inquirywhich I had ordered as the Chief Minister. So, how can that bemy personal matter?""If as the Chief Minister, I am endeavouring to clean up theDelhi cricket administration and have to hire legal exper ts,then it is the government which will pay for that," he said andquest ioned the BJP's motive behind raising the issue."Jethmalani has been appearing in the case for the last oneand a half years, so why are they raising this issue just daysbefore the polls?" said Kejriwal.

Congress' next aim is todecimate BJP in MCD polls: RameshNEW DELHI, (PTI) The Congress' first aim was to decimatethe AAP in Delhi, which is "evident" from the Rajouri Gardenbypoll result, and it will do the same to the BJP in municipalpolls, senior leader Jairam Ramesh said. Ramesh said thiswhile he visited Bhalaswa landfill site in nor th Delhi, alongwith Delhi Congress chief Ajay Maken. "Congress' first aimwas to decimate the AAP in Delhi, which is evident from theRajouri Garden bypoll result. The par ty's next aim is the BJP,which will be seen in the MCD elections," the formerminister was quoted as saying in a statement by the DPCC.He said voters have seen that BJP is a "Bharatiya JumlaPar ty" and the Prime Minister makes "tall promises" in hisspeeches, but "nothing is evident at the ground-level."Ramesh said the Congress par ty will carry forward its fightto make Bhalaswa a zero-landfill area, and build a greenpark there for children to play. Maken said Ramesh, who isalso an exper t in environmental matters, has helped theDelhi Congress in drawing up a roadmap for solid wastemanagement and sanitation, which the par ty is takingforward to the people in the run-up to the MCD polls.Ramesh said it was his second visit to the landfill site, asthe first was when he was Union Environment Minister. Hesaid he had told the then Delhi Chief Minister Sheila Dikshitto create a green playground for children at the site in thenext three to four years and she had said that it was a verygood suggestion, but you have to tackle the issue with theMCD as "I am tired of telling them about it". He said "talkswith the MCD continued for 2-3 years, but nothing could bedone." The central government was ready to sanction thefunds, but it was the MCD's job to execute the work, headded. He said when he became Union Urban and RuralDevelopment Minister in 2013, he took up the issue withDelhi Chief Minister Arvind Kejriwal, but "did not get anypositive response from Kejriwal either."

AAP gets drubbed in Rajouri by-poll, says people upset over MLA quittingNEW DELHI, (PTI) In a rude shock to the ruling AAP ahead of thecrucial MCD polls, the party today suffered a humiliating drubbing inthe Rajouri Garden by-poll, which saw its candidate relegated to thethird position. The par ty's vote share declined to 13 per cent as against47 per cent in 2015 Assembly polls. AAP candidate Harjeet Singhpolled 10,243 votes as compared to his BJP rival Majinder SinghSirsa, who got 40,602 votes. This is the party's second loss in less than two months after its poorshow in Punjab and Goa. Senior par ty leader and Deputy Chief Minis-ter Manish Sisodia attributed the defeat to its ex MLA Jarnail Singh, who quit as legislator to contest from Punjab against its former ChiefMinister Parkash Singh Badal from Lambi and said people were "up-set" over this. However, there was no word from Delhi Chief ArvindKejriwal on par ty's defeat."There was anger among people after Jarnail (Singh) went to Punjab. We tried convincing them but with the results we are realising that

people were not convinced and remained upset," Sisodia said. Inter-estingly, the par ty had kept Singh away from by-poll campaiging.Following Sisodia's remarks, Singh said, the par ty needs to do anhonest introspection. "Win or loss is par t of the electoral politics, but the par ty needs a deep and honest introspection. Par ty fightscollectively and win or loss is a collective responsibil i ty," hesaid. He, however, declined to elaborate on his remarks. Singh, sourcessaid, is also unhappy over par ty's functioning in Punjab duringthe state assembly polls. The AAP was expected to fare well but itcould get just 20 seats. The AAP sought to put on a brave faceeven as there is a fear that the loss could have an effect on thepar ty's prospects in the civic body polls, scheduled on April 23."We will pull up our socks in the upcoming polls and also try toconvince the people of Rajouri Garden. Whatever work was done byJarnail, we will carry it forward. After winning 282 seats in the Lok Sabha,

the BJP lost many bypolls. We will winthe MCD polls by telling people aboutthe work done by us and we will win ithandsomely," Sisodia said.

Bypoll result will not impact civic polls: KejriwalMEMBERS OF A PARENTS' ASSOCIATION PROTESTING AGAINST PRIVATE SCHOOLS IN JALANDHAR, PUNJAB.

NEW DELHI, (IANS) A day after the AAP suffered a drubbing in theRajouri Garden assembly seat bypoll in Delhi, Chief Minister ArvindKejriwal on Friday said the defeat will not impact his par ty's pros-pects in the April 23 civic elections. In an interview with NDTV, Kejriwalsaid the Aam Aadmi Par ty lost the bypoll because the people in theconstituency were angry after par ty MLA Jarnail Singh resigned inthe middle of his term to contest the February 4 Punjab assemblyelections. "I was getting a feedback that the constituency's peoplewere angry that Jarnail Singh left to contest Punjab assembly elec-tions. People of Rajouri Garden did not like that Jarnail Singh left themmidway. We failed to convince the voters," Kejriwal said. Kejriwalsaid he is hopeful of winning the elections to the 272 wards of thethree municipal corporations in Delhi and "it will be wrong to see this(bypoll result) as a trailer for municipal elections. The Delhi loss wasjust an anger against one candidate, nothing more," the AAP national

convenor said. The Bharatiya Janata Par ty's candidate won the seatin the bypoll, the Congress came second, while the AAP candidatecame a distant third. Kejriwal also questioned the work done by theBharatiya Janata Par ty in the three municipal areas in the last 10year. "I ask people - (tell) one good thing the BJP has done in themunicipal bodies in the last 10 years." "For 10 years, the BJP hasbeen in charge of the MCDs; you can see how much filth there is onthe streets of Delhi. All the dengue, malaria… and this is despite allthe money they have. They are so short of cash that they can't pay their employ-ees. The MCDs under BJP rule did nothing. There is huge corruption in the MCDs,"Kejriwal said. The Chief Minister pointed to the work done by the AAP governmentin Delhi and said that the April 23 civic polls will be a referendum on their "goodwork" in the national capital. "There is a lot of positivity in Delhi aboutthe work we have done, especially in education, health and wateravailability," the AAP leader said.

CHINA SAYS NO POLITICAL MOTIVEAS N KOREA FLIGHTS SUSPENDED

BEIJING, (AFP) China today denied any political motive in the cancel-lation of flights by its flag carrier to North Korea, as pressure mountson Beijing to help curb Pyongyang's weapons programmes. Statebroadcaster CCTV repor ted last Friday that Air China had suspendedits Beijing-Pyongyang route, leading to speculation the move wasintended to pressure the Nor th. But foreign ministry spokesman LuKang distanced his government from the decision and said it waspurely "market- based"."It's natural for Air China or other airlines to make such decisions," Lutold a regular press briefing. "There shouldn't be overinterpretation ofthis issue." Beijing is Pyongyang's only major ally and biggest tradepar tner. It is being urged by the Trump administration to do moreto rein in the Nor th's missile and nuclear weapons programmes. In February China announced it was halting all impor ts of coalfrom Nor th Korea - a crucial earner for Pyongyang -- for the restof the year. A customer service representative for Air China, theonly foreign carrier operating a regular commercial flight to Nor thKorea, said it had cancelled the flights due to low demand. "AirChina has not suspended operations for the Beijing- Pyongyang

route," the employee told AFP, adding "these flights were can-celled based on ticket sales." An operator reached through theairline's customer service hotline said the booking system in-dicated that the earliest available Beijing-Pyongyang flight wasfor March next year. Travel disruption also hit Nor th Korea'sflag carrier Air Koryo, which saw its Beijing-bound service de-layed more than ten hours.Workers at Pyongyang airpor t told passengers the delay wasweather-related, although conditions in the area and in Beijingappeared clear. Major Chinese travel agencies also told AFPthey have stopped offering tours to Nor th Korea due to lack ofinterest. "We didn't receive any request to take the trips off theshelf - the reason was poor sales," Wang Mi, a spokeswoman for theonline travel company Tuniu.com, told AFP. Gan Tingting, a spokeswoman fortourism booking site Lvmama.com, said trips to Nor th Korea hadlong been discontinued because the country was "not a hot destina-tion". Foreign companies bringing tour groups to Nor th Korea, how-ever, have seen no dip in demand. "We're business as usual," saidMatt Kulesza, media officer for Young Pioneer Tours.

I would liketo ask India why Kulbhushan Jhadav was using a fakeidentity impersonating as a Muslim? Why would an in-nocent man possess two passpor ts, one with a Hinduname and another with a Muslim name? Since Indiahas no credible explanation about why their servingNaval Commander was in Balochistan, it has unleasheda flimsy propaganda campaign. "Inflammatory state-ments and rhetoric about 'pre- meditated murder' and'unrest in Balochistan', will only result in escalation, serv-ing no useful purpose," Aziz warned.
