It was particularly noteworthy to indicate that there was 100 percent attendance.

1. This Act amends Title 75 (Vehicle Code) by permitting any implement of hushandry or vehicle carrying produce or forage crops and not over ten feet in width to operate on highways other than freeways between sunrise and sunset.

2. Any implement of husbandry not exceeding 14 feet 6 inches in width may be operated, hauled or towed between sunrise and sunset on highways other than freeways between:

(a) Parts of one farm (b) Farms located not more than 25 miles apart (c) A farm and a dealer in such equipment within a

radius of 25 miles for purposes of buying, selling, trading, repairing, etc. of such vehicles.

The driver shall drive as close to the right side of the highways a s possible.

3. Section 4967 of Title 75, added June 17. 1976, is hereby repealed.

4. This Act shall take effect immediately or July 1977, whichever is later.

Discussion then centered on House Bill 103, PR 116. Mr. Morris explained that the purpose of this bill i s to prevent farms from disappearing from farming when the owner dies. It was decided that a subcommittee should be appointed with Mr. Morris being Chairman to study at gI'eat length this bill along with Act 319 at the same time. Mr. Yahner made the motion to appoint a five- person subcommittee after today's meeting to study Hau~se Bill 103 and Act 319. A vote was taken and unanimously agreed upon.

The Committee then took up discussion on House Bill 112, PR 125. A subco'mmittee consisting of Representa- tive Samuel Morris as Chairman, Representative Lester Fryer., Represent&ive Ted Stuban, Representative Reno Thomas, and Representative Noah Wenger, was appointed to study this bill. The bill will be discussed at a later date when they come up with their report.

warren L~~~ told of his telephone conversation this morning with Mr. John S. Shirk, Chairman of the Lan- caster Area Refuse Authority. Mr. Shirk expressed his desire to meet with the Committee during the week of March 28th. The Committee expressed their feelings that the Barley's should also be invited along with the super- visors and county commissianers. Mr. Yahner set the meeting for March 31, at 9:30 A.M., in the Minority Cau- cus Room. A vote was taken and this was unanimously agreed upon by the Committee.

First on the agenda was a discussion of proposed activities of the Higher Education Subcommittee-including a continuation of visitations and investigations initiated by Mr. Schweder and Mr. Richardson during the previous

He urged the reappointment of the special subcommittee in order to ascertain if recommended changes had been implemented.

Higher Education Suhcommittee Chairman Robert W. O'Donnell said he felt this was appropriate and suggested the return visits he undertaken.

cutlined for new members of the Committee the status of allegations and earlier hearings at Temple University. The previous hearing stemmed from House Resolution 262, introduced by Mr. Richardson and alleging racial dis- crimination in admissions and faculty hiring at Temple. It also alleged poor handling of the school's minorities program. The Education Committee was directed by Rules to look into the allegations.

Mr. Gallagher said the Committee found no evidence to substantiate the charges. He noted that a charge per-
