Fayetteville Board of Education Minutes of the February 25, 2010 Regular Meeting
The meeting convened at 5:00PM in the Adams Leadership Center with Vice-president Tim Hudson presiding. The Pledge of Allegiance was led by students from Happy Hollow Elementary School. Roll Call The roll was called and board members Jim Halsell, Steve Percival, Tim Hudson, Susan Heil, Howard Hamilton and Becky Purcell were present. Recognition Past and present school board members were recognized for their service during School Board Appreciation Month. Mayor Lioneld Jordan read a proclamation thanking board members for their service. Shawna Thorup, executive director of the Fayetteville Public Library, accepted a copy of The Boy Who Harnessed the Wind: Creating Currents of Electricity and Hope by William Kamkwamba, which contains a name plate honoring the current school board. Cynthia Caudle, Fayetteville High School custodian, and Matt Wilson, Ramay math teacher, received Above & Beyond Awards for their outstanding work in the district. Consent Agenda Steve Percival made a motion to approve the consent agenda. Jim Halsell seconded the motion, which passed by a 6-0 vote. Audit Report The Board voted 6-0 to approve the FY09 district audit. Natalie Brunell from the CPA firm Frazer Frost reported on the FY09 audit of the financial statements of the Fayetteville School District. The firm issued a clean audit with no financial irregularities in the district’s accounting practices or significant issues related to grants or internal records. Ms. Brunell also commended the business office staff for their exemplary work and assistance during the audit. Jim Halsell made the motion, which was seconded by Howard Hamilton. Ethics Law Disclosures As a result of Act 1599 of 2001, employees must disclose any direct or indirect school district transactions in public. Becky Purcell made a motion to adopt the resolution regarding the ethics disclosure for Howard Hamilton. Steve Percival seconded the motion, which passed by a 5-0 vote. Due to his employment at Liberty Bank, Howard Hamilton abstained from voting. Jim Halsell made a motion to adopt the resolution regarding the ethics disclosure for Rudy Moore. Howard Hamilton seconded the motion, which passed by a 6-0 vote. Howard Hamilton made a motion to adopt the
February 25, 2010 Board Minutes Page 2 resolution regarding the ethics disclosure for Karen Allain. Steve Percival seconded the motion, which passed by a 6-0 vote. Becky Purcell made a motion to adopt the resolution regarding the ethics disclosure for Evelyn Marbury. Howard Hamilton seconded the motion, which passed by a 6-0 vote. Budget Revisions The Board voted 6-0 to approve the budget revisions for the 2009-10 budget. Lisa Morstad presented information regarding the changes in revenues and expenditures since the budget was passed in June 2009. Becky Purcell made the motion, which was seconded by Howard Hamilton. Enhancing Education Through Technology Grant Budget The Board voted 6-0 to approve the $99,550 budget for the Enhancing Education Through Technology grant. Christie Jay, federal programs director, reported that the grant money will be spent on professional development in the use of graphing calculators, miscellaneous supplies and equipment. The focus will be on the technological literacy of all geometry students. Jim Halsell seconded the motion, which was seconded by Steve Percival. Comprehensive School Health & Wellness Grant Application The Board voted 6-0 to approve the grant application for the Arkansas Coordinated School Health and Wellness Center Initiative. Ginny Wiseman noted that the wellness center will be located at Owl Creek School, but will serve students from other schools in the district. Letters of support were written by the Mayor, Fayetteville Chamber of Commerce, Washington Regional Medical Center and the Boys & Girls Club. The 5-year grant pays for a nurse or a licensed practitioner, a secretary and a mental health expert. Becky Purcell made the motion, which was seconded by Susan Heil. Environmental Protection Agency Audit Lisa Morstad reported on a partnership between the Environmental Protection Agency and the Association of School Business Officials to offer free services to school districts. The services include consultative solutions to improve indoor environmental quality (IEQ), educate and train staff on IEQ, and develop and implement effective IEQ management programs. Fayetteville School District has been selected to receive free services and scholarships to attend IEQ training. Happy Hollow Status Report Vicki Thomas introduced Wes Burgess from Crafton, Tull & Sparks who reported that they are reworking the drawings in preparation to rebid. Eight classrooms have been removed in order to keep the project within budget.
February 25, 2010 Board Minutes Page 3 Small Learning Community Update Jim Price, Fayetteville High School principal, and several of his staff members presented information on the work that has been done in the design and implementation of small learning communities. Subcommittees were formed, which meet with faculty to answer questions and hear concerns. All information regarding the committee and the meetings are on the district website. 2010-11 & 2011-12 District Calendar & Continuous Learning Calendar Greg Mones presented proposed calendar A and B district and continuous learning calendars for 2010-11 and 2011-12. Roy Wilson reported that classified and certified staff voted and the majority was in favor of proposed calendar A for both years. The Board will vote on the calendars at the March board meeting. Families in Transition Update Linda Auman introduced Marian Riner, families in transition coordinator, who presented information regarding the program. She noted that 220 students are enrolled as of today. The 2009 vigil at Fayetteville High School raised $13,142. Transportation, free school meals and assistance with tutoring and summer school programs are some of the services provided to the students in the program. Executive Session The Board adjourned to executive session at 6:38PM to discuss the superintendent’s evaluation and contract. The Board reconvened in open session at 7:20PM. Steve Percival made a motion to extend the superintendent’s contract for one year. Howard Hamilton seconded the motion, which passed by a 6-0 vote.
