• "El Barretal" shelter is under full control by the Federal Government with presence from INM, Policia Federal, and the Military

Situational Update (b)(6), (b)(7)(C), (b)(7)(E) Unidentified Cartel Group kidnaps and kills a migrant.

• On the early morning of December 9, 2018, an unknown Cartel group high jacked a bus carrying migrants in Veracruz, Mexico which was in transit to Tijuana, Mexico. Reporting indicates the Cartel has killed 1 migrant woman, injured four unidentified migrants to include one seven year old child; the bus is still missing with approximately 45 migrants.[1]

• Reportedly the Cartel group randomly shot at the migrants and forced the operator to drive wit h the migrants still in the bus. The attack occurred on the Mexico Federal Highway 145, between City Island and Loma Bonita in the southern area of Veracruz, Mexico.

Situational Update • Local government is reported to have suspended an ultimatum given to the Migrants. According to the

news source, an ultimatum was previously given to the migrants, forcing them to clear their encampment in Tijuana by today, 10 December. [11

• Central American migrants have organized to help clean up outside the Benito Juarez sport unit. The migrants picked up garbage, blankets, clothes, among things that were left behind. So far, half of 5 de Mayo Street remains clean, but the other half of the street remains more than 300 shelters (2)

• Some Tijuana local populace will carry out a protest related to "Rescue the Sports Unit Benito Juarez", which will be held at the "Parque Teniente Guerrero", located in the downtown area of Tijuana.

• The objective of the protest is to put pressure on the government so that the migrants will be expelled from the north zone, as well as the city and Mexico .. [31

• The Honduran government will issue humanitarian aid every two weeks to Tijuana migrants staying at

the "El Barretal" shelter. • A mobile consulate is in Tijuana where Hondurans can process the necessary documentation to process their requests for

asylum or shelter or to be able to opt for the employment program that the Government of Mexico made available to migrants.

• Migrants keep camping outside the Benito Juarez shelter, hoping to put pressure on the United States authorities to accelerate the asylum applications. [31

Planned Event "Love Knows No Borders" -12/10/18 - 12/18/18 [1]

This event begins a nation-wide week of action cal led Love Knows No Borders: A moral call for migrant justice between Human Rights Day on Dec. 10 and International Migrants' Day on Dec. 18.

Participants are calling on the U.S. government to end the detention and deportation of immigrants, respect the human right to migrate, and end the militarization of border communities.

The event is organized by the American Friends Service Committee (AFSC), a Quaker organization that has worked with migrants and refugees for over 100 years.

The action will begin with a press conference in San Diego at 10am. It will be followed by a solemn procession and action near the border wall. We will be releasing the exact location of the press conference closer to the event.

Observations:

He observed the overall mood within the migrant caravan is very unorganized and the migrants have not showered in a while.
