Welfare considerations are important for the keeping and farming of horses.Standard procedures in animal welfare are not only legally important, but they also hae
direct economic benefits because they enhance productiity.
!ood husbandry is essential for good welfare, modern breeding, feeding, housing,and management system of horses. "his will lead to an improement in the #uality of life
as well as in the performance of the horses.
"hese $ules and $egulations are intended to encourage all persons inoled in the
e#uine industry to adopt the highest standards.
"hese $ules and $egulations take into consideration the fie %&' basic freedoms of
animals which are(
♦ freedom from thirst, hunger and malnutrition)
♦ freedom from physical discomfort and pain)♦ freedom from in*ury and disease)
♦ freedom to conform to essential behaior patterns) and
♦ freedom from fear and distress.
"hose concerned with the day+to+day care of the horses shall treat the animals with
care and consideration. "he welfare of horses shall be safeguarded under a ariety ofmanagement systems. orses shall be proided with comfortable and secured
accommodations. -f they are confined in stables, they shall hae sufficient space for
feeding, stretching, and epressing their normal behaioral patterns. /roided, howeer
that if they are kept outside, they shall hae shelter aailable to protect them from
inclement weather and proided with shade from direct sunlight.

"hese $ules and $egulations are based on the knowledge and technology aailable
at the time of publication and may need to be changed and improed in the light of futureknowledge. "he application of eperience and common sense in the husbandry of horses is
still important.
Section 2D!)%"%$%O" O) $!R+S
2.1 Breeding Farm refers to farms for the purpose of improing the three %6'
/7s such as pedigree, progeny and performance of horses with a minimum
of ten %10' mares to one %1' stallion.
2.2 Castration refers to the surgical remoal of testicles.
2.6 Committee on Unsound Horses refers to the 5ommittee created by the/hilippine $acing 5ommission tasked to monitor racehorses during
workouts and eercises and ealuate their soundness to participate in races
wheneer warranted. "hey decide which horses will be allowed to race.
2.8 Corral refers to an enclosure for holding animals, such as, but not limited to,
holding corral, paddock, stable, stockyard and chute.
2.& Covering refers to the act of mating in horses.
2. Docking of Tails refers to the cutting of part or portion of the tail.
2.: Doping refers to the act of administering prohibited substance;s for purposes
of altering the performance of the horse.
2.< Draft Horse refers to horses used for work.
2.9 Equitation refers to the act or art of riding on horseback.
2.10 Farm Paddock refers to the coered or open enclosure where horses areeercised freely under superision.
2.11 Kalesa/Karitela/Tilur!/Carrriage Horses refer to draft horses pulling
=kalesa>, =karitela>, tilbury or carriages.
2.12 Farrier refers to a person offering serices for the trimming and shoeing ofthe hoof.
2.16 "icensed #eterinarian refers to a person who graduated from an accredited
eterinary school with the degree of octor of ?eterinary @edicine andduly registered with the /rofessional $egulation 5ommission %/$5' and
holds a /rofessional "a $eceipt %/"$', both of which must be current.
2.18 "unar !ear refers to a 12+month period.
2.1& $anila %ocke! Clu& 'nc( refers to the corporation of the same name which
has a congressional franchise to hold horse races. "he racetrack is known asSan Aa4aro ippodrome and is located in @anila.

2.1 P)ilippine *acing Clu& 'nc refers to the corporation of the same name
which has a congressional franchise to hold horse races. "he racetrack isknown as Santa Bna /ark and is located in @akati.
2.1: P)ilippine *acing Commission also known as /-A$B5@ refers to thegoernment regulatory body on horse racing.
2.1< Pin firing refers to the surgical interention to correct;treat lameness by theuse of physical heat.
2.19 Polo Clu refers to aggregation of enthusiasts or places where polo gamesare played.
2.20 Polo Ponies refer to horses used for the sport called polo. "hey are usually
18+1& hands tall.
2.21 Pro)iited +ustance refers to any substance that enhances, diminishes or
alters the racing performance of a horse due to its effects on the central or peripheral nerous, the cardio+ascular, respiratory, digestie, musculo+
skeletal, and;or uro+genital systems of a horse, as determined by
/-A$B5@.
2.22 Racetrack refers to any structure, facility, land or premise where horses are
raced or eercised and is operated by an entity with a congressional
franchise.
2.26 Racing Club refers to an entity with congressional franchise to maintain and
operate racetracks with betting.
2.28 *ace Horses refer to horses which are #ualified to participate in horse races
conducted by racing clubs with a congressional franchise to hold horseraces. 3ualification re#uirements are, among others, proper registration with
the Stud Cook and Bnimal $egistry iision of the Cureau of Bnimal
-ndustry, registration with the /-A$B5@ and compliance with other/-A$B5@ regulations in order to participate in /-A$B5@
authori4ed horse races.
2.2& *acing Paddocks refer to enclosures where horses are held prior to horseraces or polo games or other actiities in racing clubs. "hese are also
structures that are used for mating horses.
2.2 *iding Horse refers to horses being used mainly for riding or e#uestrian
competitions.
2.2: *iding +c)ool refers to a school where people and;or horses are trained for
purposes of e#uestrian competition or pleasure.
2.2< +tale refers to any structure or building where horses are kept or housed.
2.29 +tud Book and ,nimal *egistr! Division -+B,*D. refers to the iision
of the Cureau of Bnimal -ndustry where horses are registered. "his iisionwas formerly called the Dational Stud Earm and is duly recogni4ed by the
-nternational Stud Cook 5ommittee %-SC5'.

2.60 +urgical Procedure refers to any procedure in the animal with the use ofsurgical instruments inoling incision, ecision, and;or transection of
organs or part of it with the use of anesthetic.
2.61 Training +c)ool refers to a place where horses are trained for horse racing,
e#uestrian competition, pleasure or draft.
2.62 Trimming refers to the cutting of the ear or a portion thereof.
2.66 Titc) refers to an apparatus which is applied to the upper or lower lip ofthe horse for restraining purposes.
2.68 0)ip refers to an instrument used in horse racing, polo and e#uitation. "he
standard whip length aries in racing, polo games and e#uitation.
Section 3 +A"A#!+!"$ O) 'ORS!S
6.1 Bdministering a substance;s not authori4ed by /-A$B5@ is punishable
under this Bdministratie rder %B', ecept for health purposes asadministered or prescribed by a /-A$B5@ F accredited licensed
eterinarian. oweer, this eception is without pre*udice to
/-A$B5@7s decisions in races.
6.2 Surgical interention to remoe registered brands is prohibited. "attoos,
markings and other identification gadgets imbedded in the animal shall not
be altered.
6.6 ocking of tails and trimming of ears are prohibited unless for health purposes.
6.8 Soring or firing of the limb is strictly prohibited.
6.& Cranding shall be done with efforts to reduce the pain. Cranding on the faceis strictly prohibited. "he use of microchips is highly recommended.
6. "he twitch shall neer be applied to the ears.
6.: Ceddings shall be changed at least once a month or as often as necessary.
6.< Strict hygiene and sanitation shall be enforced in the area where the animal iskept.
6.9 5ollection of garbage at the racetracks, stables and other stabling facilities shall be done at least once a week.
6.10 "here shall be a proision for enironmental enrichment of the horses.
6.11 Bll surgical procedures in horses shall be done by a licensed eterinarian.
6.12 Shoeing shall be carried out regularly and wheneer necessary by a Cureauof Bnimal -ndustry %CB-' F Stud Cook and $egistry iision %SCB$'
registered farrier.

6.16 Bnimal grooms and caretakers shall be properly trained.
Section 4 '!A$' -AR!
8.1 "here shall be regular accinations, deworming and hoof trimming;shoeing program for horses. "he accination program shall be based on there#uirements of the Cureau of Bnimal -ndustry %CB-' and /-A$B5@
and shall be recorded accordingly.
8.2 "he horses shall be tested for diseases as re#uired by CB-.
8.6 ?accination 5ertificates shall be properly accomplished and shall carry the
following( "a -dentification Dumber %"-D', /rofessional $egulations5ommission Aicense Dumber %/$5 Do.', /rofessional "a $eceipt %/"$'
/-A$B5@ Bccredited Dumber, Serial and ?eterinary $egistration
-nde Dumber %?$-'.
8.8 Bny licensed eterinarian who may wish to work for racehorses, polo ponies
and horses for e#uitation shall first seek accreditation from the/-A$B5@.
8.& Bll stables shall hae their own on+call eterinarians as re#uired under B < for
emergencies.
8. "he aboe re#uirements shall apply to race horses, polo ponies and horses
for e#uitation;e#uestrian competition.
Section 5 *R!!D%"#
&.1 @ares shall be bred not earlier than 2 G lunar years of age.
&.2 Stallions standing at stud shall not be made to perform more than two %2'
coerings per day and shall be gien at least 1 + 2 days seual rest after three
%6' consecutie days of coerings. ?itamin and mineral supplements shall
be proided.
&.6 orses shall not be made to wear ery tight halters and bits.
&.8 -mported and;or newly ac#uired horses shall be #uarantined according to
CB- re#uirements.
&.& Creeding operations of farms shall be superised by a licensed eterinarian.
&. 5orrals, paddocks and ade#uate pasture area shall be made compulsory
re#uisites in breeding farm operations. orses shall be properly shelteredand protected during inclement and stormy weather conditions.
&.: Stallions shall be kept away from the mares when not in serice.

Section S$A*!S
.1 /roper shelter for boarding and stabling of horses intended for either
breeding, racing and riding or for any purpose shall be proided. isting
structures shall be sub*ect to ealuation by the CB- including its deputi4edagencies. /roided, howeer, that for new structures, upon effectiity of
this rder, it shall be at least 6.& m 6.& m and ground to ceiling clearanceof at least 6.& m per animal. -deally, horses should hae enough space tolie down.
.2 Sharp ob*ects shall not be allowed to protrude in the stables.
.6 Stables shall hae ade#uate drainage system, steady supply of water and
feed troughs.
.8 Stables shall be ade#uately entilated and properly e#uipped with beddings.
Ceddings shall be changed not less than once a month.
.& /recautions against fire shall be undertaken by proiding sufficient fire eits
to allow eacuation in case of emergencies. lectrical installations shall be
periodically checked, preferably monthly. Eirefighting e#uipment shall also be installed.
. Bppropriate lighting system shall be installed.
.: "he aboe re#uirements shall apply to race horses, polo ponies and horses
for e#uitation;e#uestrian competition.
Section 6 RA-%"#
:.1 orses shall hae completed two %2' lunar years %28 months' before they are
allowed to race.
:.2 orses to be raced shall be inspected by /-A$B5@ + accredited licensed
eterinarians.
:.6 Starting gates and paddocks at the racetracks shall be kept safe.
:.8 orses that are totally blind including those with unilateral blindness shallnot be allowed to race. orses with unilateral blindness ac#uired during thefirst si %' months of racing shall not be allowed to run. oweer, horses
that hae been in the races for more than a year that deeloped the same
shall be allowed to continue running depending on the recommendationissued by the /-A$B5@ 5ommittee on Hnsound orses.
:.& "he use of sharp and pointed spurs is prohibited.
:. cessie use of the whip during a race is not allowed including the use of
whips after the finish line.

:.: orses with gross anatomical lesions on *oints as well as any other
discomfort, illnesses, or infectious physical infirmities that affect theirfleibilities and are showing signs of lameness shall not be allowed to run.
:.< orses shall not be fitted with improised or unauthori4ed racing paraphernalia. "he paraphernalia used shall be in accordance with
/-A$B5@ standards.
:.9 "he CB- may deputi4e /-A$B5@ in the registration of racetracks and
stables.
Section 7 /OO /O"%!S
<.1 /olo ponies shall not be used before haing completed four %8' lunar yearsof age or until such time that the epiphyseal plate is closed.
<.2 "here shall be a 5ommittee on Hnsound orses for polo clubs which shallformulate the guidelines on health and welfare of the horses, during and
after games. "he 5ommittee shall submit the guidelines to the BW for
approal.
<.6 "his 5ommittee shall be composed of the following( chairman of the polo
committee, polo club eterinarian, representatie from a professional
eterinary association such as the /hilippine Bssociation of #uine/ractitioners %/B/', CB- representatie and stable manager. "he licensed
eterinarians shall hae been accredited by the /-A$B5@.
<.8 Sections 6, 8, & and shall also be applicable to polo ponies.
Section 8 $RA"S/OR$ O) 'ORS!S )OR RA-%"#, R%D%"#, /OO #A+!S A"D
O$'!RS
9.1 Shipping permits and authority to ship shall be secured from the CB- or its
local agencies as re#uired by CB-.
9.2 "ransport ehicles shall hae appropriate flooring materials to preent horses
from slipping.
9.6 ?ehicles shall be so constructed and be proided in order that the animals inside
can be inspected from the outside, and for this purpose shall be proided
with suitably arranged openings and footholds.
Section 10 O$'!R 'ORS!S 9.aritela, Draft, /onies, etc
10.1 orses that are used for whateer purpose such as draft shall be coered by
an annual eterinary health certificate.
10.2 orses used for pulling =karitela>%rig' and as draft shall be gien ample
time to rest. "hey shall not be used during etremely hot time of the day.

10.6 5alesas or karitelas shall not be oerloaded. Aoading on the roof shall not be allowed.

11.1 orsefighting shall be strictly prohibited in accordance with Section of
$B <8<&.
11.2 orses that are used for amusement and entertainment shall not be allowed
to take part in any actiity which will cause unnecessary suffering to itself
or others.
11.6 Bny horse showing signs of lameness or in*ury must not be allowed to
perform and should receie eterinary attention.
11.8 orses used for riding or driing purposes shall hae safe and well
maintained tack and harness.
Section 12 D!S$RU-$%O" O) 'ORS!S
12.1 orses that hae been diagnosed as afflicted with incurable and highly
contagious diseases as certified by SCB$ and the Bnimal ealth iision
of the CB- shall be destroyed immediately, obsering the proisions of B
21, series of 1999. "he CB- shall proide the list of all highly contagiousand notifiable diseases. Bfter destruction, the carcass or cadaer of the horse
shall be buried in a deep pit and;or disposed of according to any acceptable procedure to preent the possible spread of disease.
12.2 orses that hae met accidents in the racetracks, polo fields and those fore#uitation and with conditions that are irreparable shall be euthani4ed. -f the
animal shall be treated or otherwise, its pain shall be immediately addressed
to and shall be treated by a /-A$B5@ + accredited licensed eterinarian.
B weekly progress report shall be submitted to the CB- F BW by theattending eterinarian for their assessment.
12.6 -f a horse is in such a condition that it would be cruel to keep it alie and inthe opinion of a /-A$B5@ F accredited licensed eterinarian it will not
respond to treatment for any serious in*ury inoling significant pain, it
must be humanely destroyed without delay.

16.1 @inimum standards for humane slaughter
16.1.1 Do person may keep alie any horse which is in such a
condition that is cruel to keep it alie.
16.1.2 Slaughter may be performed only by persons who are able to proe competence or appropriate training in the method selected.
16.1.6 Bde#uate precautions must be taken to protect other animals and
people from in*ury.
16.2 Bcceptable methods for the humane slaughter of horses are(
16.2.1 $apid intraenous in*ection of a euthani4ing agent % it should be warned that tissue residues will render the carcass unfit for human
or pet consumption in this techni#ue
16.2.2 Hse of a captie bolt or humane killer.
16.2.6 Shooting, using a firearm.
16.2.8 "he aboe procedures must be performed only by persons who are
able to proe competence or appropriate training in using the method
selected.
16.6 "he point of entry of the captie bolt or gun shall be the point of intersection
of diagonal lines taken from the base of each ear to the opposite eye.

18.1 "he CB- shall deputi4e /-A$B5@ to assist in the implementation of this
rder in racetracks.
18.2 Bll certifications for eterinary health shall include the name of the
eterinarian, "a -dentification Dumber %"-D', /rofessional $egulations5ommission Aicense Do. %/$5', /rofessional "a $eceipt %/"$' and/-A$B5@ Bccreditation Dumber.
Section 15 /!"A /RO&%S%O"S
?iolation of any of these $ules and $egulations shall be penali4ed in
accordance with $B <8<&.
Section 1 S!/ARA*%%$ -AUS!
-n case any proision of these $ules and $egulations is declared contrary to
law and;or unconstitutional, other proisions which are not affected thereby shallcontinue to be enforced and in effect.
Section 16 R!/!A%"# -AUS!
Bll Bdministratie rders, $ules and $egulations and other administratie
issuance or parts thereof, inconsistent with the proisions of this $egulation are
hereby repealed or modified accordingly.
Section 17 !))!-$%&%$
"his $egulation shall take effect fifteen %1&' days after its publication in anewspaper of general circulation.
