(AAS) IN EMERGENCY MEDICAL SERVICES – PARAMEDIC FOR SOMERSET COMMUNITY COLLEGE

present the Emergency Medical Services-Paramedic program proposal. Dr. Box noted that Somerset Community College (SCC) will be the seventh KCTCS college to offer the AAS in Emergency Medical Services-Paramedic.

Dr. Box called on Provost Tony Honeycutt, Dean of Health Services Nancy Powell, and Interim Director of Paramedic Program Keith Widmeier.

The 63-67 credit hour program prepares graduates to function as a paramedic to deliver emergency care in a variety of environments. The paramedic is primarily responsible for pre-hospital emergency care to acutely ill or injured patients. This care is delivered in a variety of environments, including ambulances, mobile advanced life support units, industrial on-site units, fire departments, and other sites. Dr. Box noted that higher standards are soon to be required to be eligible to take the National Registry of Paramedics, which is the current KBEMS licensure exam. This move necessitates a change from minimal levels of paramedic training to the more advanced level of paramedic education and accreditation. The proposed change, mandated by the National Registry of Paramedics, effective January 2013, requires completion of an accredited paramedic program to qualify to sit for the national registry examination. Dr. Honeycutt noted that the college has successfully completed the Letter of Review that is required by the Committee on Accreditation of Educational Programs for Emergency Medical Services Professions (CoAEMPS). This is the first step in the accreditation process by the Commission on Accreditation of Allied Health Education Programs (CAAHEP). SCC is currently approved to offer the certificate in Emergency Medical Services-Paramedic and has the facilities and equipment available to support this program. With expected expansion in year four, an additional faculty member will be hired. Perkins funds and tuition revenue will provide funding for the program. Chancellor Box recommended the program and addressed the process the program proposal went through before it came to the Board. Chair Henson called for a motion.

MOTION: On behalf of the Academic Affairs and Curriculum Committee, Dr. Ginsberg moved and Ms. Carroll seconded that the KCTCS Board of Regents approve an Associate in Applied Science (AAS) in Emergency Medical Services-Paramedic for Somerset Community College (SCC) to be implemented in fall 2013.

Chair Henson called for discussion.

Questions regarding current paramedics taking these course for continuing education credits were addressed by Ms. Powell. Additional questions regarding program requirements and curriculum were addressed by Dr. Honeycutt and Mr. Widmeier. Chair Henson called for a vote. VOTE: The motion was approved unanimously. Dr. Henson commended the colleges for a job well done in the preparation of their program proposals.

ACTION: EXCEPTION REQUEST FOR VETERNINARY TECHNOLOGY FOR OWENSBORO COMMUNITY AND TECHNICAL COLLEGE

RECOMMENDATION: That the Board of Regents approve an exception request for total credit hour limit of 69-72 credit hours for the Associate in Applied Science (AAS) in Veterinary Technology for Owensboro Community and Technical College to be implemented in fall 2013.

Chair Henson called on Dr. Box to explain the exception process and to introduce the college representatives to present the Exception Request for the Veterinary Technology program. Dr. Box noted that the Veterinary Technology program will be the eighth Exception to Total Credit Hour Limit for AAS programs.

Dr. Box noted KCTCS Board of Regents 4.12 Policy on Collaborative Program Development was revised on June 12, 2009, which set lower total credit hour limits for the AA, AS, AAS, and diploma (with an AAS exception request process). The credit hour limit for an AAS was set as 60-68 credit hours. An exception to the total credit hour limit may be made by the Board if a program has external degree requirements which must be met, necessitating an exception request.

Documentation (such as specialized accreditation requirements and/or the results of a detailed industry validation of a specialized curriculum) must be submitted to the KCTCS Board of Regents with the request for an exception to the total credit hour limit.

Dr. Box called on OCTC President/CEO James Klauber to discuss the need for this exception request. Dr. Klauber also introduced Vice President of Academic Affairs Scott Williams and Program Director of Veterinary Technology Eddie Leach. Dr. Leach noted that according to the accrediting agency (American Veterinary Medical Association (AVMA) Committee on Veterinary Technician Education and Activities (CVTEA)), the curriculum must include general education and specific veterinary technology course content. Required materials can be offered as complete course offerings or be integrated into courses involving

more than one area of recommended material. Course objectives must be clearly communicated to the student through syllabi or other course documents. Course offerings to meet curriculum requirements typically take a minimum of 18 months to two years to accomplish. Dr. Williams noted that in order to meet all the educational standards for learning outcomes and clinical practice required by CVTEA, the total number of veterinary course credit hours required to meet these standards pushes the total program hours above the allowable program credit hour limit. In order to meet both the SACS accreditation standards for AAS general education credit hours and CVTEA education standards, the total number of credit hours will exceed the 68 credit hour limit. The total credit hour limit will be 69-72 credit hours. Chair Henson called for a motion.

MOTION: On behalf of the Academic Affairs and Curriculum Committee, Dr. Ginsberg moved and Mr. Martin seconded that the Board of Regents approve an exception request for total credit hour limit of 69-72 credit hours for the Associate in Applied Science (AAS) in Veterinary Technology for Owensboro Community and Technical College to be implemented in fall 2013.

Chair Henson called for discussion. Chair Henson called for a vote. VOTE: The motion was approved unanimously.

They meet all KCTCS program approval policies and procedures, the KCTCS Policy on Collaborative Program Development, and all applicable Council on Postsecondary Education policies and procedures.

• Some of the certificate programs listed are a result of “rolling over” an existing curriculum to a

new integrated curriculum with multiple exit points, e.g., Network and Information Systems Technology curriculum “rolled over” to the new Information Technology curriculum. All certificate programs included on the list are applicable toward at least one degree program, and additional resources are not required for their implementation.

• As noted at the August 15, 2003, KCTCS Board of Regents meeting, procedures for Board-

approved certificate and/or diploma programs that are revised through the curriculum revision process in a manner that divides an existing program credential into two or more separate credentials are to incorporate them into the “rollover” process with the approval of the KCTCS President and ratification of the KCTCS Board of Regents.

Background In April 1999, the Council on Postsecondary Education (CPE) delegated to the KCTCS Board of Regents authority to approve new academic programs at KCTCS colleges. As part of the delegation, which was effective until December 2000, the CPE established a “Timeline for Implementation and Review of KCTCS New Program Approval Authority.” This timeline included a series of steps for the implementation, review, and audit of program approval policies at KCTCS. During fall 2000, CPE staff conducted a review of KCTCS program approval procedures and met with the KCTCS Board of Regents Academic Affairs Committee Chair to assess the committee’s role and its evaluation of the process. At its November 13, 2000, meeting, CPE reaffirmed the delegation of program approval authority to KCTCS for all new certificate, diploma, and associate degree programs offered by KCTCS colleges.

ACTION KCTCS COLLEGES’ Agenda Item I-2 CANDIDATES FOR CREDENTIALS September 20, 2013 Recommendations

That the KCTCS Board of Regents approve the awarding of KCTCS college candidates for degrees and diplomas and ratify certificates as presented in the supplemental booklet, KCTCS Candidates for Credentials April 11, 2013, through July 29, 2013, with the credentials (degrees, diplomas, and certificates) to be awarded to the candidates upon certification that the requirements have been satisfactorily completed. Rationale

• KRS 164.350 (1) (e) specifies that the KCTCS Board of Regents may “grant diplomas and

confer degrees upon the recommendation of the president and faculty.” • In April 1999, the Council on Postsecondary Education (CPE) delegated authority to approve

new academic programs at community and technical colleges to the KCTCS Board of Regents effective until December 31, 2000. During fall 2000, CPE staff conducted a review of KCTCS program approval procedures and met with the KCTCS Board of Regents Academic Affairs and Curriculum Committee Chair to assess the committee’s role and its evaluation of the process. Following that review, CPE reaffirmed on November 13, 2000, the delegation of program approval authority to KCTCS.

• Under the rules of the KCTCS Faculty Senate, the faculty of each college must recommend to the KCTCS President and the KCTCS Board of Regents all candidates for degrees, certificates, and diplomas from the college.

Background At the February 22, 2002, KCTCS Board of Regents meeting, the Board approved the recommendation to allow candidates for diploma and associate degree programs to be presented at every Board meeting, if submitted for approval by the colleges. Colleges were authorized to issue certificates upon completion subject to ratification at the next scheduled Board meeting. To implement this recommendation, the candidate list is now being generated by date ranges rather than by terms (fall term/spring term).

UPDATE: Agenda Item I-3 PROGRAM DEACTIVATIONS September 20, 2013

A program deactivation is initiated by a college president/chief executive officer as a result of an Instructional Program Review, which is part of a college Institutional Effectiveness Plan. This update provides a master list of program deactivations* from 1998 through August 2013. The full report is included in the separately bound document entitled Program Deactivations 1998-2013. *A deactivated program is an academic program that no longer accepts new students as of a specified date but allows current or previously accepted students to complete the program. The program can be re-opened within five years without going through the new academic program approval process. After five years, if the program has not been re-opened, it is considered a closed program.

UPDATE: Agenda Item I-4 BACCALAUREATE STUDENT TRANSFER September 20, 2013 Kentucky Association of Collegiate Registrars and Admissions Officers (KACRAO) Transfer Professionals Workshop On May, 29, 2013, KCTCS hosted the first KACRAO Transfer Professionals Workshop at the KCTCS System Office. Approximately 65 representatives from KCTCS colleges and Kentucky public and private colleges/universities were in attendance. The workshop included statewide transfer and policy updates as well as inter-institutional discussions regarding statewide policy implementation, innovations in transfer communications, and new opportunities for promoting transfer through web-based and print mediums. Council on Postsecondary Education (CPE) Statewide Transfer Committee Meeting On May 31, 2013, the CPE Statewide Transfer Committee met in Bowling Green, Kentucky. The meeting included an overview of the progress in developing the Degree Pathways framework in KnowHow2Transfer.org and updates on universities’ progress in working with KCTCS colleges to develop the Degree Pathways. Northern Kentucky University and Western Kentucky University have held meetings with the local KCTCS colleges in their respective areas to develop recommended Degree Pathways. A schedule for changes to Kentucky’s Transfer Equivalency System (TES) was created to ensure consistency in updating information in TES across the state. KCTCS and University of Phoenix Agreement In June 2013 KCTCS and University of Phoenix renewed the partnership to provide online pathways for KCTCS students who complete the Associate in Applied Science degree to transfer 57-60 credit hours to the University of Phoenix. Specific pathways include Business Administration, Computer Information Technology, and Criminal Justice. Bachelor degrees at the University of Phoenix require a total of 120 credit hours to complete. Approximately 1,000 former KCTCS students are enrolled each year in the University of Phoenix. Additional pathways and a reverse transfer partnership are under development. KCTCS and Southern Illinois University (SIU) Agreement In June 2013 KCTCS and SIU established an agreement to provide a pathway for KCTCS students who complete the Associate in Applied Science (AAS) in any area to transfer to SUI’s Bachelor of Science in Technical Resource Management, Capstone Option. Students can transfer 60-68 credit hours from the AAS degree to the Technical Resource Management program and complete a remaining 57 credit hours at SIU to meet the requirements for the bachelor’s degree. KCTCS Transfer Peer Team Meeting On June 17, 2013, the KCTCS Transfer Peer Team met to establish new goals and identify strategies for enhancing transfer communication, partnerships, and related policies across KCTCS. Building on the June meeting, the KCTCS Transfer Peer Team reconvened in Versailles on September 6, 2013, to finalize a new team charter and to develop specific next
