The minutes from the December 21, 1999 meeting were reviewed. Motion to except the minutes as presented by Brown, second by S. Barnes.

B. Rezoning Request

1. File Number 11199-1. Larrv Francisco Reclassify R-l property on Blountville Blvd, to B-3 for automobile repair shop.

The applicant was present, Mr. Francisco. No one was present in opposition. Staffs recommendation was to deny the request.

Motion to deny the request by H. Barnes, second S. Barnes. The motion to deny the rezoning passed unanimous.

2. File No. 11199-3. Jackie Owens Reclassify A-l propeny on Hwy 44 to R-3 for the expansion of a mobile home park

The applicant was present, Mr. Owens. Mr. Montgomery and Mr. Preston represented the opposition. St& recommended approval of the rezoning.

NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Sullivatl County, Tennessee assembled in Regular Session on the 21 st day ofFebruary, 2000;

WHEREAS, the original Zoning Resolution adopted in 1988 by Sullivan County for unincorporated Sullivan County should have been reviewed by the Bristol Regional I'lanning Commission and the Kingsport Regional Planning Commission prior to adoption by Sullivan County; and

WHEREAS, subsequent amendments to the text of the Sullivan County Zoning Resolution should have been reviewed by the Bristol Regional Planning Commission and the Kingsport Regional Planning Commission prior to adoption by Sullivan County; and

WHEREAS, subsequent zoning changes to properties located within the jurisdiction of the Kingsport Regional Planning Commission should have been reviewed by the Kingsport Regional Planning Commission prior to adoption by Sullivan County; and

WHEREAS, subsequent zoning changes to pruperties located within the jurisdirtion of the Bristol Regional Planning Commission should have been reviewed by the Bristol Regional Planning Co~nmission prior to adoption by Sullivan County; and

WHEREAS, the Bristol Regional Planning Con~mission and the Kingsport Regional Planning Commission have reviewed this matter and have recommended that the original Zoning Resolution as adopted by Sullivan County in 1988 and all subsequent amendments thereto, adopted to date except for the exemption of the 8th and 20th Civil Districts, should be approved and adopted by Sullivan County;
