Minutes Accepted as read. Treasurer's Report 1980-1981: Copies provided to all present. Report given by Bill Clark. Detailed revenues derived from dues, additional guides( rule books), crests and expenses for insurance premiums and other operating costs. Bill emphasized th~ fact the year ended on a surplus despite risin~ operating expenses principally due to no major clinic activity. Of further note, the savings account and certifi- cate of deposit are still in tact ana earning interest. Bill also emphasized the need to make all checks payable to National Ice Hockey Officials Association or NIHOA. Treasurer's Report was accepted as read. -more-

Secretary's Report 1980-1981: Copies provided those present.In his ~etiring report Bill Clark traced the growth of NIHOA frominception to the present. Special tribute was paid to the supportgiven NIHOA in the early stages by Commissione~ Robert "Scotty"Whitelaw and the ECAC. ECAC's continued support was further notedwith the establishment of the ECHA requirement "THAT ANY ASSIGNMENTfro AN ECAC CONTEST IN ICE HOCKEY WILL BE MADE ONLY TO A MEMBER OFNIHOA IN GOOD STANDING." Of further special importance, Billparticularly noted, was the agreement in 1976 with the NCAA tohave an official NIHOA representative sit in on the Annual NCAARules Committee Meeting as a non-voting member.Among the other items Bill addressed in his retiring report were:the importance of the Annual Exam, the need to preserve theDirective for lce Hockey Officials, the importance of Attendanceat Annual Meetings, the impor~ance and integrity of the NIHOA Crest,and the NIHOA Philosophy- NIHOA is not an ASSIGNING or£anization.Its purpose is education- to provide training and educ~tion toensure the game of Ice Hockey remains on a high plane.The Secretary's Report was accepted as read.Federation RulesGeneral discussion on the Federation Rules. Directors frD~ WesternPennsylvania, Maine, Vermont, New Hampshire, New-York-New Jersey;noted the differences in application of rules as compared to NCAArules but also the difference in the philosophies of the rules.It was noted there had been attempts previoulsy to make contactwith the Federation but there had been no indications of responsive-ness. It was suggested a committee be set up to follow up onsome communication with the Federation.NIHOA/ECHA RelationshipsDetailed discussion involved the selection of ECHA officials, areasfrom which E6AC selections are not made, the genesis of a separatepatch for ECHA officials, ECAC rating system, turnover of officialsin ECAC. etc •.The Directors voted to have the NIHOA President meet with ECAC

to review the selection of officials and to review more representa-tion of all NIHOA Chapters. Additionally the President shouldexpress the concerns of this meeting on three issues: 1.) Currentpool of officials; 2.) Areas from where they come; J.) CrestSituation

Insurance:Sam Statland, representative fron National Sports Officials InsuranceGroup announced that NIHOA'S premium per member would be reducedfrom $6.00 to $4.00 per member per year. This reduction was dueto limited claims from all sports for the type of i~surance generatedin the past year. Sam distributed handouts and presented infor-mation regarding 'l'ravel/AccidentOptional Plans available to officials.

Special Presentation:

At this point in the meeting Bill Clark was excused from the meetingroom. President Stewart led the discussion concerning the tremendouscontribution Bill has made to NIHOA inover a quarter of a century ofdedication and devotion. The Directors unanimously voted to ?pprgpriate$4000.00 to Bill and Mrs. Clark to possibly take a cruise or anytrip they would most enjoy. It was the consensus of the Directorsthat this would serve as an appropriate means of showing the gratefulappreciation the directors and the membership have for' all of Bill'syears of work.

Bill returned and the presentation was made by President Chet Stewart.

Annual Budget:

Bill Reynolds, Chairman of the Finance Committee noted that he and thenew Secretary-Treasurer.Tom Lynch and retiring Secretary-Treasurer Clarkhad worked together planning and establishing the proposed budget.Bill explained the budget is a plan outside the operating expenseand not a Treasurer's Report. Copies of the proposed budget wereprovided all present. Bill detailed the various expense and revenue~ccounts and the following proposed 1981-1982 Budget was approvedby the Directors:

Change in Format of NCrlA Hockey Guide (Rule Book)

'rheDirectors were most disappointed to learn in a letter fromTim Schmad,NCAA Publications, that the hockey giuide format wasto be revised and the List of Approved NIHOA Officials, Directiveto ICE Hockey Officials and Code of Etnics were to be eliminatedin future issues of the guide. Historically NIHOA has subsidizedthe guide when necessary to maintain the pUblication of the Direc-tives. The Directors authorized the officers to pursue maintaiDingthe guide in its present format and, if necessary, ~rrange toprovide financial subsidization. It was noted that the listingof of NIHOA officials had always given the officials a sense ofbelongingness. It was further pointed out that NIHOA is undoubtedlyNCAA's largest individual purchaser of the guide.Changes in Constitution and By-Laws

rhe following changes in the constitution were proposed:XVII COMMITTEESThe President shall appoint the following committees and such othercommittees as may be authorized by the Board of Directors of theAssociation in the annual meeting assembled (add) or as may bedeemed necessary.

(Add)NOMINATING COMMITTEE- To be composed of up to five members whoseduties shall be to select candidates for nomination to electiveoffice and as such will report at the annual meeting.

(Add)EXECUTIVE SUPPORT COlf~ITTEE- To be composed of past officers andother concerned and interested individuals to give aid, assist-ance and guidance to the Executive Committee.

After_discussion the Directors voted to change the constitution asproposed.

Assaults on OfficialsBob Hayden, ~estern Pennsylvania, reported on recent incidentsof assaults on officials. Requested if any Chapters had anysimilar incidents. Suggest the possibility of NIHOA send outletter supporting any Chapter involved and alert other Chapters.

NIHOA plaque on behalf or the membership. Bill particularly notedthe advances NIHOA has made during Chet's term of service. Chet'sinnovations and accomplishments contributed significantly to NIHOA.1981-1982 Annual ExaminationNewly elected 2nd Vice-president was assigned the responsibilityof writing the Annual Membership Examination.All business being completed,newly elected President Bob Kupkacalled for a motion to adjourn.
