Homeland Security Higher Education Challenge
• How do we:– Use our degree programs to create a uniform
national pool of HLS Professionals?– Produce a generation of Team Oriented Leaders?– Develop leaders with competencies that can
broker intergovernmental and private sector resources?
Positive Achievements:
• Doctrine improvements like NRF and NDRF• Evolving approach to national level exercises• National Guard Dual Status Commanders• Regional Catastrophic Grant Program
Pending and Persistent issues/needs:
• Design for Exercise Outcomes; HSEEP rigidity• Inability to prepare for leadership during
unexpected scenarios e.g. Gulf Oil Spill, Katrina• Lack of clarity in HS education and career path
planning• Lack of systems engineering support to state
and local jurisdictions to develop capabilities• Lack of frameworks for integration of private
sector assets into the HSE
