under grant agreement No 101022905.

Target Region: Central Asia

• Countries: Tadjikistan, Kyrgyzstan, Turkmenistan, Uzbekistan, Kazakhstan

• Area: 4 mio km²

• Population: 72 mio. people (2019) (17.4/km²)

• Climate: Semi-arid to arid, despite high-elevation areas

→ Unexploited potential for small hydropower (<10MW): 34,358 MW; UNIDO (2019), World Small Hydropower Development Report

Barriers for the exploitation of SHP in CA

• Lack of information on potential

• SHP plays a minor role in national energy

production

• Benefits of SHP are not fully considered

• Challenging technical conditions

• No uniform financing mechnisms

Project Concept

13 PARTNERS: 10 from EU Countries, 3 from Central Asia

PROJECT AIM:

• Demonstration and assessment of sustainable, innovative European

small-scale hydropower technologies in CA

• Optimizing the sustainability impact of SHPs through a more holistic

approach by focusing on long-term solutions in a climate-sensitive,

transboundary WFEC nexus context

• Implementation of a GIS-based decision support system to explore

unexploited SHP potentials

• Development of scalable Water Accounting System to manage water

resources in a sustainable way

• Support the competitiveness and sustainable market uptake of European

SHP technologies in CA and globally

BUDGET: ca. 11.5 Mio. € (EU Contribution ca. 9.5 Mio. €)

DURATION: June 2021 – May 2026

Project Concept

1. Analysis of unexploited small hydropower (SHP) in Central Asia

2. Implementation of innovative sustainable SHP Solutions in Central Asia

• Demonstration Activities• Planning Activities

3. Decision support (Replication and Exploitation)

4. Dissemination and Capacity building

Sustainable small-scale hydropower potential

Forward looking crossborder Water-Food-Energy-Climate Nexus

• Stakeholder involvement• Nexus linkage between SHP and irrigation in

small-scale transboundary rivers and large interstate canals

• Web based WEF accounting system to map transparently water users for local stakeholder at demonstration and planning sites

Technologies Demonstrated

A) Hydroshaft power solution (HSPS)

Modular and simplified version of hydroshaft concept (run-of-river)

Exploit small hydropower potential:

• Low-head range (3-10 m)

• 1 – 10 m³/s per unit

• Lowland rivers, mainly downstream countriesKazakhstan, Uzbekistan, Turkmenistan

→ Maintaining the fish-friendly, ecological characteristics

→ Drastic reduction of construction costs and time due to prefabrication, modularization and standardization

Technologies Demonstrated

B) Francis container power solution (FCPS)

Exploit small hydropower potential:

• Medium-head range (25-150 m)

• 1-5 m³/s discharge per unit

• Down- and upstream countriesUzbekistan Tajikistan, Kyrgyzstan

→ Container instead of power house

→ One turbine for wide range of potentials

→ Prefabrication of the container

Replication and Exploitation

Demonstration and planning activities:

Demonstration Activities (DA) Planning, design and implementation of:

• HSPS: Badam – Kazakhstan up to 0.5 MW run-

of-river HPP with „RT Ontustik Energo“

• FCPS: Shakimardan – Uzbekistan approx. 2MW

medium head HPP with „Uzbekgidroenergo“

→ Assessment of sustainability

Several Planning Activities (PA)• Feasibility studies in CA

• Preliminary list with sites in UZ, KY, KZ

→ Replication guideline for CA
