    Preface

    elcome to Release 10.7 of the Oracle Time Man agement

    application.

    This Application Reference Manual contains detailed descriptions of

    the Oracle Time Managem ent forms needed to set up time andattend ance tables, set up p olicies, and enter time. These form s used

    with HRMS provid e a comp rehensive personnel time and attendan ce

    system. The last section describes in detail the reports that can be

    generated by the Oracle Time Management p rodu ct, wh ich p rovide

    man agement with labor prod uctivity information.

    This preface explains th e organ ization of the App lication Reference

    Manu al and introdu ces other u seful sources of information.

    Time Management app lication. It contains overviews and task and

    Attention: This guide includes some information on the basic

    ralce Time Managem ent is a seamless integration of two

    products: Oracles HRMS (Hu man Resour ce Managemen t

    System) and Oracle Time Managem ent System. Together they

    provid e comp lete time accounting. This chapter describes the

    features of the Oracle Time Management prod uct.

    Time Collection Management

    Oracle Time Management provides a central collection point for editing,

    balancing, and m anaging time and attend ance data prior to submitting

    to Oracle HRMS for processing. It also autogenerates timecards based

    on specified criteria. Therefore, personnel time can be comp letely

    consolidated an d v alidated prior to su bmission to payroll.

    System Setup and Administration

    Oracle Time Man agement allows you to set up your comp anys holiday

    calendars, earning codes and po licies, shift and shift differential po licies,

    work and rotation plans, prem ium eligibility and interaction policies.

    Once these tables and policies have been established, em ployees may be

    assigned to them , and th ese rules will be app lied to au tomatically

    generating timecards an d v erifying against manu ally entered timecards.

    Group Time Entry

    Oracle Time Management has mu ltiple levels of functionality and

    security access. The system p rovides group time entry, which allows a

    user to enter, modify, and delete time d ata for a particular grou p or

    group s. This group can be identified by compan y, organization, and

    position, or wh atever grouping th e system h as been set up for.

    Exception Data Entry

    Oracle Time Management allows entry of data exceptions for alltimecards, whether or not they have been autogenerated. This provid es

    greater flexibility in making time and prem ium adjustments , in

    reporting absences and ind icating alternative work schedu les.

    Human Resource Management

    Oracle Time Man agement m erges the H RMS database w ith timekeeping

    data to p rovide real-time labor d istribution and resource allocation

    information for managers at all levels.

    Historic Database

    A time d ata history can be kept indefinitely, which pr ovides

    man agement w ith a pool of HR, payroll, and time entry information

    wh ich can be used to analyze and imp rove labor processes and control

    costs. Shared data allow global changes to be mad e in one place, thus

    furth er lowering costs and increasing efficiency.

    Project Accounting

    Projects can be tracked by h ours or dollars, which w ill allow a m anagerto request reports on d ata for a particular p eriod, or for a range of dates

    to use in projections and forecasting.

    Timekeeping Reports

    Oracle Time Man agement p rovides several reports w hich include d etail

    data allowing man agement to identify problems as they occur. Variance

    reports based on user-defined r ules can be pr odu ced au tomatically.

    Resource Allocation

    Oracle Time Man agement facilitates labor m anagement. Promp t

    intervention to cover labor shortages can occur d ue to variety of data

    available regard ing absences, overtime, shift changes, etc.

    System Se tup and Administration

    The system setup and adm inistration feature performs the following

    functions:

    1. Provid e definition of a companys profile.

    2. Provid e tables for setting up payroll ru les and policies.

    3. Ensure payroll rules and policies can be tracked and m aintained.

    Time Data Entry

    The time d ata entry feature p erforms the following functions:

    1. Sup port multiple time records by person.

    2. Sup port mu ltiple pay periods.

    3. Sup port daily time entry.

    4. Identify edit errors and report online.

    5. Notify user wh en T & A records received for person not on database.

    6. Provide a record edit function that allows payroll user to view and

    correct records th at are in error.

    7. Provide entry of hour ly time entry data, includ ing unlimited earnings

    such as r egular, overtim e, double time, shift, etc.

    8. Provide for entry of dollar amou nts, by earnings code and dep artment

    and/ or job.9. Provide for entry of time-in and time-out, by earnings code and

    department and/ or job.

    10. Allow exception pr ocessing data entry.

    11. Provide entry of job cost and/ or labor distribution data, project/ work

    orders, and hours.

    Time Data History

    The time d ata history feature performs th e following functions:

    1. Provide un limited time data history.

    2. Make history available for online inquiry and hard -copy reporting.

    Time Data Export

    The time d ata export feature p erforms the following functions:

    1. Allow time data to be exported to payroll.

    2. Allow time data to be subm itted to General Ledger.

    Time Data Management

    The time d ata man agement feature performs th e following functions:

    1. Define the expected num ber of hour s allowed on a daily, weekly,

    biweekly, semi-mon thly, monthly p ay p eriod and year-to-date for each

    person.

    2. Display a summ ary of time recorded , by person or payroll.

    3. Report on T & A data for employees and non -emp loyees.

    Time D ata Validation

    The time data validation feature performs th e following functions:

    1. Validate inciden ces of persons charging more hours than allowed u nd er

    organization ru les.

    2. Iden tifies and rep orts on duplicate, missing, or incomp lete tran sactions.

    3. Valida te online correction of errors.

    T & A (Time and Accounting) Autogen Job Run

    The T & A Autogen Job Run feature performs th e following functions:

    1. Produ ce autogenerated transactions such as regular salary, regularhou rs, overtime hour s, overtime premiu ms, miscellaneous p remium s,

    special paym ents, longevity p ay, paid absences, off sched ule p remium s,

    shift differentials, mass payments.

    2. Produ ce hard -copy edit reports.

    3. Allow the user to view and change online the edited T & A and autogen

    transactions.

    Work Plans

    The work p lans feature p erforms the following fun ctions:

    1. Allow the user to create unlimited schedules: shifts, shift d ifferentials,

    rotation, and w ork plans.2. Allow the user to change work schedu les, shifts, and rotation plans in

    real time online.

    Holiday Calendar Defini tion

    The Holiday Calend ar Definition feature p erforms the following functions:

    1. Allow the user to create and m aintain online holiday schedules.

    2. Allow the user to view and correct created calendars.

    Company/Location Organization

    Oracle Time Management provid es company and / or location organization

    functionality, includ ing the ability to:

    1. Define average, high, and low maximum and m inimum hou rs by

    company and / or location, for variance checking of each p erson in those

    comp anies and / or locations.

    2. Define code values, ru les and p ay policies, tolerances, and oth er

    pertinent information at comp any, location and earning code levels.

    3. Define un its of time measu re for time reporting.

    4. Provide for round up method (in m inutes) of persons time to the next

    measur able un it.

    Earning Pol icies

    The Earn ing Policies featu re perform s the following functions:

    1. Autom ate the handling of work hou r variable pay rules such as those

    defined by u nion agreements, state rules, FLSA w eek one and two r ules,

    etc.

    2. Define rou nd ing limit.

    3. Link premium interaction and pr emium eligibility.4. Exclud e or includ e specific earnings from p aid time off accru als or

    benefit calculations.

    5. Generate prem iums based on inpu t hou rs, or time input on a daily basis.

    6. Generate and retain history on user-defined automated earnings and

    premiums

    7. Provide for automatic generation of prem ium pay based on holiday

    schedule.

    Standard menu path: \ navigate \ Time Accounting\ Entry/ Validation/ Approval.

    Use this form to enter, up date, and r eview timecards, whether created man ually or

    au togenerated . Exception d ata entry (absences, vacation, etc.) can be done on manua lly entered

    or autogenerated timecards.

    Field Descriptions

    Payroll Pay frequ ency ind icator. Select the payroll per iod desired . These

    (Picklist) payrolls and pay periods have p reviously been established in H RMS.

    Period End Payroll end d ate. Once the payroll has been selected, pay p eriods

    (Picklist) corr esp on d in g to th e p ayr oll frequ en cy ar e av ailable in a List of Valu es.

    Select the desired end date.

    Batch Payroll batch num ber. This nu mber is system generated if the timecard

    (Picklist) d isp layed has been au togen erated ; h ow ever, for m an ually en tered

    timecards payroll batches must be pre-established in PayMIX so that

    they may be selected as the time is entered. For manu ally entered

    timecards, select the app ropriate batch num ber.

    Batch Status Payroll batch indicator. This field is system generated and shou ld

    always display Hold (Hold batch)as long as time entry is in progress.

    Other statuses that may d isplay includ e:

    Ready (Ready for transm ittal)

    Validated (Validated and ready to transfer)

    Transferred (Transferred to Payroll)

    Employee N o Employee identification nu mber. This identification n um ber was

    (Picklist) establish ed on th e Person form wh en th e em ployee w as set u p. Th e List

    of Values contains th e emp loyee name as well as identification n um ber.

    Full N ame Comp lete name of the emp loyee. This field is pop ulated w hen

    (Picklist) Employee No is selected .

    Approver Full nam e of person respon sible for approving timecard . This field is

    (Picklist) requ ired on ly if you r com pan y h as a p olicy im posin g ap proval before

    timecard su bmission to payroll. Only those having Approver auth ority

    should be allowed to select the App rover nam e. Select the approp riate

    Approver name.

    Date Approved Date and time stamp w hen the App rover nam e is selected. This field

    is popu lated as soon as the App rover nam e is selected.

    Timecard Status Error indicator. This field is system generated an d h as two statuses:

    E (timecard has errors) or blank(timecard h as no errors).

    Date Worked Day in pay period. Enter the date of pay p eriod OR date in w hich

    you w ish to enter exception on timecard.

    DOW Day of the week. The system genera tes the first three letters of the day of

    the w eek in th is field wh en the Date Worked field is entered.

    Assignment Assignm ent number of emp loyee. An assignm ent number un iquely

    (Picklist) iden tifies an employees role and payroll in the organ ization. If an

    emp loyee has m ultiple assignments, he w ill have mu ltiple assignm ent

    nu mbers. Select Assignmen t num ber from the List of Values.

    Hours Total nu mber of hou rs worked. Enter nu mber of hou rs employee

    worked or allotted for hours type.

    In Beginning time of wor k day or time emp loyee clocked in. Enter time

    emp loyee arrived in military time. Military time covers a twenty-four-

    hou r period an d is entered in th e range from 00:00 to 23:59.

    Out Ending time of work day or time employee clocked ou t. Enter timeemp loyee left in military time.

    Hours Type Absence category assigned to hour s worked . Note: Select the

    (Picklist) ap prop riate absen ce for th is day; oth erw ise, d o n ot en ter th is field .

    Additional This block may be u sed to enter more data for the Sum mary and / or

    Information Detail row s of the timecard. The following information may be entered :

    (Optional) Reason Reason for absence or overtim e. Press F9 for List of Values.

    Cost Center Cost center app licable for this days work. Press F9 for

    List of Values.

    Labor Dist Labor distribution code. Enter the approp riate code.

    Task Nam e of task. Enter specified nam e.Location Location w orked . Press F9 for List of Values.

    Shift Shift task ap plies to. Press F9 for List of Values.

    Comments Add itional comm ents regarding task. Select Edit/ Edit

    Field from the action bar to enter your comments in the Editor.

    Multiple Value for the override m ultiple. Enter the approp riate

    value.

    Hourly Rate Value for the override hou rly rate. Enter the approp riate

    value you w ish to override the usu al hourly rate for that day.

    Amount Enter the value for the override amou nt.

    Tax Rule Tax rule app licable to days work. Enter the appr opriate tax

    rule.

    Separate Check Separ ate check request for this days work. This fieldis a check box that is either on or off. Click on th is field to request

    a separate check.

    Attention : The Time Entry form in PayMIX shou ld not be

    used to enter time. It has been designed to display summ ary

    rows of your timecards once they have been validated.

    Name Nam e of the holiday calendar . Enter a name that is easy to recognize

    and interpret. The holiday calendar is used in validation of timecards to

    ensure that a person charges a holiday when they shou ld, and does not

    charge a holiday w hen they shou ldnt. It is also used to create time for

    holidays on autogenerated timecards.

    Description Description of the holiday calendar . Enter as complete a description as(Optional) possible.

    Earning Type Ind ication that holidays will be stored as absence earn ings. Select

    (Picklist) h olid ay ear nin g typ e fr om picklist. If th is field is left blan k, h ou rs

    charged to a holiday default to the app licable regular and/ or overtime

    earnings. When a timecard charge is received for this earning type, the

    system compares th e d ate of the earning typ e selected in this field to a

    date on the calendar linked to that p ersons Organization or Earning

    Policy. If there is a match, no furth er processing is need ed. If no ma tch

    is found , an edit message is generated that n otifies the user that a p erson

    has charged a h oliday th at is not on their holiday calendar.

    Organization Organization the calend ar is assigned to. The calend ar can be associated

    (Picklist) w ith a par ticu lar or gan ization , or if th is field is left blan k, th e calen d ar is

    used by th e entire Business Group. You m ay have only one curren tly

    effective calendar with a blank organization at a time. Holiday calend ars

    are linked to either an Earning Policy or an Organization. If linked to an

    Earning Policy, the link to the Organization is overridden.

    Effective Dates Beginning effective date of this calend ar. The date defau lts to you r

    Holiday Date Actual calendar d ate that the holiday is being observed. For examp le,

    Lincolns birthd ay may be on Sund ay, Febru ary 12, bu t it is observed on

    Mond ay, February 13. You w ould enter th e observed date in this field.

    Hours Nu mber of hou rs that are being p aid for this holiday, if this holiday is a

    paid h oliday. If it is not a paid holiday and you are entering this holiday

    for informational pu rposes, enter 0 (zero). The hou rs charged to the

    holiday are also validated so that a p erson does not charge more h ours to

    the holiday than is allowed by compan y policy. For example, a company

    may have a p olicy of paying 8 hours for a holiday regard less of a

    persons work schedu le. If a person norm ally is scheduled to w ork 10

    hou rs per d ay, and th ey charge 10 hours of holiday, the user receives a

    message indicating that someone charged 10 hours of holiday w hen they

    should on ly have charged 8 hour s.

    than on e set of the above rules, you m ust d efine an earningpolicy for each set.

    Description Description of the earning p olicy. Enter as complete a

    Type Period for wh ich you n eed to define rules. Period m ay be

    (Picklist) 24-hour (DAILY), 40-hour (WEEKLY), or a combination

    of periods or un usu al hours (SPECIAL). Select one of the

    this earning p olicy and the nu mber of hours to be paid to

    peop le eligible for that holiday.

    Earnings Included to Earnings Group that overtime cap app lies to. Select the

    Meet OVT Cap earnings group that is to be used for this cap (threshold).

    (Picklist) This field is applicable to a weekly accumulation only, not

    da ily, etc. The field is requ ired if you ar e defining an

    overtime cap. The hours logged to the earnings in this group

    will be accumu lated for each p erson, and on ce they equal the

    weekly cap/ threshold (the hours specified in weekly overtime

    rules below), then all hou rs w orked in the w eek after this capwill be processed as overtime hou rs. This field is norm ally

    used to ind icate wh ich p aid absen ces (vacation, sick, jury

    du ty, etc.) are to be includ ed w ith regular pay h ours w eekly

    accum ulation before overtime hou rs are generated. For

    examp le, if you have a weekly overtime cap of 40, that wou ld

    mean th at all hours for the week over 40 would be processed

    as overtime hour s. But the system needs to know w hat type

    of earnings hou rs you w ish to accumu late to meet the 40

    hou rs cap/ threshold. If your comp any only allows regular

    hou rs to accumu late before overtime is paid, then you wou ld

    pick an earnings group that consists of all your r egular hou rs

    earnings types. How ever, if your compan y allows jury d uty

    to be includ ed in the accum ulation, then you w ould n eed to

    select an earnings grou p th at has all your regular earnings

    types plus you r jury d uty earnings type. For example, if a

    person h as clocked in 43 hou rs, and 2 of those were jury du ty,

    then (based on a 40-hour w ork plan and a weekly overtime

    cap ru le of 40), the system w ould generate 38 hours regu lar, 2

    hou rs jury d uty, and 3 hours overtime.

    Premium Eligib ility Policy Premium Eligibility Policy associated w ith this earn ing policy.

    (Picklist) Select the premium eligibility policy that you want assigned

    to all the peop le assigned to this earning policy. The premium

    eligibility policy specifies what sp ecial prem ium s app ly for

    the persons assigned to this earning p olicy. This field is

    required if a selection is mad e in th e Premium Interaction

    Policy.

    Premium Interaction Policy Premium Interaction Policy associated with this earning

    (Picklist) policy. The premium interaction policy identifies the

    prem iums to be app lied to the eligible premium s for this

    earn ing po licy. This field is required if a selection is mad e in

    the Premium Eligibility Policy field.

    Minimum T/C Interval Minimum time increment for time entry th at the incoming

    time will be either roun ded up to or dow n to. For example, if

    the minimu m time card interval is 15, then time entry hou rs

    will be automatically round ed u p/ down to 15 minute

    increments. The interval begins at the beginning of an hou r,so this example would m ean that inpu t and/ or generated

    hou rs wou ld be 24:00, 24:15, 24:30, 24:45, 01:00, 01:15, etc.

    Round Up At Point at which a time entry will be round ed u p to the next

    Minimum Time Card interval. If the minimum timecard

    interval is 15 and the rou nd up at is 8, then time clocked at

    24:07 would be round ed d own to 24:00, but a time clocked at

    24:08 wou ld be roun ded up to 24:15. These wou ld be the

    hou rs and increments that would be sent to payroll and

    retained in the database.

    Special. If you selected (above) DAILY typ e, the system

    WEEKLY typ e, the system generates a Name of Base with a

    Type of WKL, and a Nam e of Weekly with a Type of WKL. Ifyou selected SPECIAL type, the system genera tes a Nam e of

    Base with a type of DAY, a Name of Weekly with a Type of

    want them to be paid overtime or a p remium for the hours

    worked on a holiday, you wou ld enter the rule here. The

    holiday mu st be defined in a h oliday calendar.

    If you select WKL, you are d efining an over time ru le that w ill

    create overtime earnings for all hours w orked in a week over

    40, then you would pick WKL in this field . and en ter 40 in the

    HOURS field.

    If you select SPC, you are d efining a special rule, such as

    overtime for hou rs over 8 in a d ay and or hou rs over 40 in a

    week. This type may also be used for the rule where you

    define overtime for w orking X number of consecutive days,

    and for double time.

    If your rule (entered in the N ame field) is BASE, then select

    paym ent to the emp loyee; it d oes not includ e overtime or
