What is the

a subset of titles published with the assistance of HighWire Press

publishers with similar philosophies of access and use

pricing models which distinguish between print and online journals

1 October 1998 International Consortium of Library Consortia

Basic Assumption: Not all electronic journals are the same

• HighWire Model: Print and online journals are diverging rapidly

• The differences make a difference to users

1 October 1998 International Consortium of Library Consortia

Examples of Differences• online published ahead of print• original research results not found in print• inter-title, inter-publisher links to full-text• links to datasets and databases • forward and backward citations• research alerts and author communications• multi-year back issue access with any current

subscription

1 October 1998 International Consortium of Library Consortia

Online Journals Incorporate

• peer-reviewed multi-media (audio & video)• peer-reviewed datasets• rapid communication (letters to editors)• news and more, not found in print

Users demand this added value

1 October 1998 International Consortium of Library Consortia

Within Two Years: HW Model

• online will be journal of ‘record’

• print journal will be partial record

• print will no longer be an archive

• price link between print and online will not make sense

1 October 1998 International Consortium of Library Consortia

Publishers Offer Price Variations on Basic Schema

Online journal is a separate product from print

• print only, print+online bundle, online only• print only, no bundle, online only • no print only, print+online bundle, online only• online priced less than print• online priced more than print

1 October 1998 International Consortium of Library Consortia

All Schema

• use common site definition

• rely on fair use

• permit unlimited access at site

• offer online only purchase options (with option to cancel print)

1 October 1998 International Consortium of Library Consortia

Pricing

• offers online journal as a new, research-oriented product• reflects online/print divergence by not mandating print

retention• does not require library to guarantee publisher revenue

at previous levels• encourages the transition from print to online• favors a library strategy to consolidate print holdings

over time

1 October 1998 International Consortium of Library Consortia

Consortium Discounts

• no print discounts

• discounts for multi-site online title purchases

• per unit discounts increase with consortia size

• breaks at six, sixteen and thirty-one members

• actual publisher discounts vary

1 October 1998 International Consortium of Library Consortia

Collection Development• if consortium retains extensive print holdings, consortial

discounts for online only may not give best results

• print+online bundle may be most cost effective way to purchase the online version where extensive print holdings are retained

• best results available if ‘buying’ and ‘canceling’ can be coordinated

• consortium discounts most effective if print holdings are limited
