Hurricane Matthew Status of Operations

Statewide Summary – The greatest impact from Hurricane Matthew is below I-20 and east of I-95. Crews are assessing damage and removing downed trees from roadways in District 1, 4, 5, 6 and 7. In many areas it has not been safe to assess the damage. Therefore, many roads are likely blocked or flooded that have yet to be reported. Over the next few days a complete assessment will be made.

At least 60 maintenance crews in the upstate and midlands will deploy today as necessary to assist with road clearing in Districts 5 and 6.

Due to ongoing flooding and areas that have not been assessed, motorists are urged to avoid travel until conditions improve and roads are cleared. Conditions are still hazardous with the possibility of trees, debris, and downed power lines blocking roads. Power outages are widespread from the midlands to the coast. The public is reminded that flash floods happen quickly and may not be identified with warning signs. If the road is covered with water “turn around, don’t drown”.

18 Maintenance crews are prepped, the Bridge Inspection Team, and 6 signal techs have been identified and will be ready to provide assistance to Coastal areas. The 8 two-person teams have been identified and briefed for Wave-1 duties. Conditions: Weather conditions are no rain and moderate wind. Roads are wet in places but drying out with traffic and wind. Staffing: All county maintenance crews are on standby with issues being handled by the on-call crews. Kershaw will sending assistance to Lee County and Richland will be assisting Sumter County. Designated District staff are on duty 24/7 in 12-hour shifts. Road Closures: 19 Roads closed due to flooding and trees from Hurricane Matthew. Roads remaining that are closed by trees all have power lines in them and require utility company coordination.

Engineering District 2 (Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda Counties)

Engineering District 3 (Greenville, Oconee, Pickens, and Spartanburg Counties)

Districts 2 and 3 are currently at normal operations and continue to monitor the forecast. Plans have been made to provide 53 assistance crews to the coastal counties after the storm, if necessary.

These districts are preparing equipment for possible recovery assistance along the coast. Crew and equipment assignments for initial response as well as a second group of crews to relieve the initial response team have been established. District Signal Crews have inventoried available traffic signal material and preparing to deploy for post storm inspections and repairs of traffic signals as necessary.

Conditions: Conditions are normal throughout the District 2 and 3. Staffing: All counties are at normal operations with on-call crews handling issues as normal. Road Closures: There is one road closure in District 2 on S-41-191 in Saluda County on a dirt road with a small washout at a crossline pipe at this time related to Hurricane Mathew.

Engineering District 4 (Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties)

All Units in District 4 except Chesterfield have reduced to on- call crews. Chesterfield will maintained clean-up efforts until midnight with their full complement returning at 6:00 AM. Our deployment crews are currently prepared to depart for District 5 to assist in clearing roadways at a time to be determined. Conditions: Rain has stopped in all Counties with clearing beginning. Staffing: All counties are staffed with on call personnel in each unit for quick response to emergency calls till 12:00 AM unless conditions change that require units to remain.

Road Closures: Currently there is still one closure in Fairfield County and five in Chesterfield. There is one dam in Chesterfield that is at risk for failure. The roadway has been closed to thru traffic until a review can be completed.

Engineering District 5 (Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro, and Williamsburg Counties)

Maintenance Units in District 5 are monitoring road conditions, removing downed trees from the roadway where possible, and closing roads when necessary due to flooding or damage.

Conditions: Hurricane Matthew has exited the area. Widespread flooding and numerous downed trees exist as a result of this storm. District wide, a significant number of downed trees are entangled in powerlines. Staffing: The District Office and all counties are operating on 12-hour shifts. At this time, there are 56 maintenance employees engaged in storm response activities. Road Closures: Rainfall and wind from Hurricane Matthew has resulted in 82 road closures in District 5 so far including a portion of I-95 in Dillon County between Exits 181 and 190. Engineering District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) All crews in district 6 are ready to continue assessments and recovery efforts across the district during daylight hours. Crews will commence work at daylight to begin assessing the damage and clearing debris from major routes where possible. Conditions: Conditions are cool. Wind sensors are not functioning on the Ravenel or Don Holt bridges to report wind speeds. Staffing: There are currently 35 District 6 staff working today. Each county has one crew and an admin working today. Crews will be full during daylight hours working the recovery. Ten (10) District 2 crews have reported to the area and will begin helping with assessments and recovery this morning in 4 counties. Road Closures: There are currently 163 reported road closures in District 6 due to Hurricane Matthew. Several more road closures are in the process of being entered into ITMS.

Engineering District 7 (Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Hampton, and Orangeburg Counties)

District 7 interstate routes are clear. All District 7 evacuation routes are cleared except for the following: 1) SC-3 in Allendale County due to down trees with power lines. 2) US-176 in Orangeburg (Holly Hill) due to flooding issues and down trees. 3) US-178 in Orangeburg County is passable; however, crews will resume clearing during daylight hours. Conditions: Currently conditions are partly cloudy.

Staffing: 67 employees actively working. All maintenance units are on 12 hour shift by skeleton crews for from 8 pm to 7 am. Sunday shifts (for Maintenance units and District 7 staff) are from 7 am to 7pm and skeleton crews from 7 pm to 7 am. Road Closures: 7 road closures due to Hurricane Matthew at this time.

Traffic Management Center – The State Traffic Management Center is staffed and operational 24 hours a day. Regional Traffic Management Centers are also operational in Greenville and Rock Hill. The State Highway Emergency Patrol (SHEP) is operating state wide, where safe conditions allow, with additional units deployed to the coastal region.

Customer Service Center – The call center is operating on rotating shifts for 24 hours. They received 4,012 calls on 10/8/16.
