The Chairman welcomed all present.The Chairman welcomed all present, and explained that the Clerk was unavailable and after contacting councillors has asked previous Clerk, Frank Burgess, to take minutes for this meeting. Minutes for the March meeting or accounts were unavailable and the Chairman suggested that this meeting be a holding meeting and an extra-ordinary meeting held later in the month if required, particularly as the next (May) meeting will also be the Parish Meeting. All were in agreement with this. The Chairman, Councillor Knight, extended a warm welcome to all present,5455339781 especially our guests, Deborah Bennett and Rob Ruston of the Housing Department of Blaby District Council and hoped they had all enjoyed a good Christmas.

Councillor White explained financial issues within County. Funding reduced for certain projects. 0% Council tax increases, demand growing in social services arena. Political agreement not to hammer council tax payer. Redundancies expected within County Council come February 2010 budget. Elections time for stopping, taking stock and drawing breath.Blaby – finalised core strategy, 4500 houses to be built in Lubbesthorpe. Going through consultation at the moment. SubstanstialSubstantial building across Blaby, Stoney Stanton, and across District before 2026.Results of marieMarie pPlace Ssurvey, results delayed, but Blaby came out 27th best place to live in the country out of some 400 Districts. Recycling 3rd best in country. Thanked PC for our input to the District.

Questions raised about increased parking fees across county. The view was put forward that these increases were driving people away from local businesses to supermarkets as people are able to park there for free. Car Park’s costing £150,000 to B.D.C. a year. Consultation changed a lot; initial charging period for free 1st hour, 2nd hour only 50p. Charging has made more people walk and cycle to shops. Plenty of spaces at Weavers Close in Narborough. Control brought in to make people using the station, park at the station.

Matters arising

Six hanging baskets for display around the centre of Huncote have been ordered from Hill Top Nurseries and will be collected and put in place on 5th June (tomorrow). We are no longer permitted to hang these on lamp posts so the number of baskets has been reduced from previous years.

reports of damage to motor vehicles, two reports of damage, one house burglary and one other burglary. On the recreation ground major cases of graffiti have been reported, and those responsible have been caught. They are to spend time repairing the damage in July under supervision of the Youth Officer and Council staff.Youths from Huncote did repair work, had caused grafitti and damage on playground. 6 were expected, 1 didn’t turn up. Did work in under -11 area of park on Denman Lane. 1 who didn’t turn up is being put forward for other work or prosecution with BDC. Only kept for morning asbut inclimate conditions didn’t allow to stay longer. Comments from the youths are that they think that if the 1 who didn’t turn up was seen as getting away with it. – F. Presentation by Deborah Bennett, Head of Housing and & Rob Rushton, Housing strategy and enabling officer from Blaby District Council on Exception Housing and progress of Duncan Avenue Flats replacement.

4740/1 Exception Housing site:- This site would differ from the proposed Duncan Avenue site in a number of ways:-

Exception housing needs to be outside, but adjacent to the village envelope and as such this could not be included with the Duncan Avenue development. Financial reasons, such as the cost of the land would also preclude this;it may be rented or owned under shared ownership (only up to 75%) only;Residences may be rented or owned by existing residents of Huncote, or by those closely related to families of or those working in Huncote. The fulfilment of these criteria and allocations would be the responsibility of the District Council; the Parish Council would be able to query any allocations that they felt did not meet the criteria. Only in the event of no resident wishing to rent or own a property could this be altered and under these circumstances this could only be extended to those living within a three mile radius of the Parish (Huncote) boundary;no resident, council, housing association or shared owner could sell or rent the property except to back to the housing association selected by the council;any such development will be of limited size, this being determined by a parish survey before development commences. In this case the suggested

size is six dwellings which may or may not in the consultation stage be increased;the land owner can be forced to sell under a compulsory purchase order, although the preferred method is by cooperation. The land shall be purchased at more than the agricultural value of the land but not as much as residential development prices. This is in part financed by a social housing grant;all existing Planning regulations other than green belt or wedge shall be met including any highways requirements. As an example one proposed such development in Elmsthorpe was rejected as the cost of financing the highway improvements made the scheme unviable;only one such development has been completed within the Blaby area, that of George Marriott Close in Stoney Stanton which is now about ten years old. When an exception site is allowed or built, no further such site will be permitted within the Parish for a minimum of twenty years;the work connected with exclusion housing is coordinated by the Rural Housing enabler in conjunction with the Housing Department of Blaby District Council and with Huncote Parish Council;a consultation public meeting is being arranged in Huncote for 8th March from 2.00 p.m. to 7.30 p.m. St James Church Hall has been booked for this.

Huncote has been examined for possible sites. A number of sites have been inspected and are still being considered for suitability. Councillors were asked for their opinions on exception housing with a majority being in favour but with two councillors having strong reservations on the village envelope being broached. 4740/2 Progress on the redevelopment of Duncan Avenue Flats:-A public meeting was held at the Community Centre in October so that all stakeholders were involved it the redevelopment of the Duncan Avenue flats at an early stage. At this meeting provisional plans were on show, a number of suggestions and possible changes were made, both to the plans and on methods of achieving them with minimum disruption.

A forum was set up with meetings to be held in the New Year. Events have caused this time frame to slip slightly but the first meeting is now scheduled to be held in February to look at the development brief, some of the comments made at the October meeting are believed to have been included. This is the document that will be sent to potential developers, and in March an advertisement will be placed in the local press and in the national building magazines asking for potential developers to quote against this brief. This brief will include the giving of the land to the developer, the building of around sixty-four or sixty-six dwelling of which around twenty-eight will be then given to the Council and the Council or a housing association will then rent them to the tenants or owners of the existing flats. District Council waiting list. The remaining dwellings may be sold by the developer on the open housing market. A short list of four developers will be selected before the final choice is made. This brief will include; requirements for the demolition of the existing flats and garages, and will include items such as expertise in removing asbestos; provision of disabled facilities, maintaining public footpaths during the construction period; etc. No large amount of land will be available for public buildings, but a request to incorporate a Public Library was made by Huncote Parish Council. The completed brief is expected to be available in late April. With any redesign that will be required and planning permission is expected to be sought during September or October and a start of the work which will last approximately twelve months to be in early 2008. Any of the present flats which are currently unoccupied or any which will become unoccupied will not be relet but will be sealed off. During the rebuilding period residents will be housed in Blaby District, and consultations with individual tenants or owners will take place. Should the residents wish to remain in the residence in which they have been temporarily housed and not move back to the new residence this will be permitted. Actions such as whether Tenants or owners with children in schools are moved to other more local schools during the rebuilding period, or whether transport is provided to current schools still needs to be decided.Some public footpaths may be affected by this redevelopment, and the Parish Council have asked that no public footpath leading to the school which may involve any substantial extra distances be closed, but that suitable alterative footpaths be installed during this period to avoid extra car journeys to school with the inconvenience and dangers this would involve.

notification on the equivalent West Midlands plan has been received, items on local West Midlands news programmes have indicated that a massive development in the Tamworth Area is proposed which in conjunction with the East Midlands plan could considerably affect the urbanisation of the entire region. The Clerk was asked to modify the objections to cater for this. Action Clerk Done

4743 Policing Issues (Councillor Taylor)Councillors Taylor and Knight attended the Chief Constable’s meeting in December. More intelligence work is to be carried out on drug distribution which should resulting in more raids and prosecutions. The police are also to improve communications between departments.

54603/1 mins to be sent for both –lack of The move to Huncote Leisure Centre by the District leisure staff is going well. The 2007 Arts week is to be organised around the Huncote area. This will be shared with Market Harborough.

New panels on the Bus shelter have not yet been fitted.

The high hedge between 75 Forest Road and the footpath has now been cut back.

Rights of way and access on the hill built on the old S.I.T.A. landfill site when settlement has taken place are being looked at. The Clerk has examined old maps to see if any rights of way existed in the past but none have been traced.

Nature walk, attempts are being made to include this in the areas covered by Dog Wardens so their powers include this walk.

factors included the status of the Library and the contribution to the youth shelter. A precept of £34,500 was agreed, a £4,000 increase on the 2006 to 2007 figure. Several one off items such as the grant to the Youth Shelter were included in this, but significant cost reductions in services such as the grass contracts have also been made. No significant increase is envisaged in the 2008/9 year as these projects are to be financed entirely out of the 2006/7 budget. In addition the loan for the under eleven playground equipment should be completed in 2008 which will mean a reduction of approximately £3,000 in the 2008/9 year. Acceptance of the 2007/8 precepts was proposed by Councillor Knight and seconded by Councillor Kilby and accepted by all. Avenue Regeneration The Chairman is to attend a meeting on 22nd /23rd April to assist in forming a short list (of seven) contractors to carry out the work. This will be reduced to three and one selected by the developer.East Midlands Housing Association put glossy brochure together including images of Duncan Avenue. Temporary footpath will be opening soon.

Site looks reasonably tidy and looks to be as neat and tidy as these sites can be.

Mrs April Knapp of the Housing Association has reported that they are trying to set up some civinc function (ground breaking ceremony) before works begin, will contact A. Knight with exact details nearer the time.

this project is progressing slowly with demolition of the existing flats scheduled to start in mid-July. It is thought that bats may have been found in one of these and a licence to remove these should be in place during June. Meetings have been held with most of the residents of the existing flats and a public meeting will be held closer to the time of the start of the new buildings. Temporary parking for residents is to be organised. A temporary re-routing of the footpath between Duncan Avenue and the School and recreation ground is to be set up. A meeting with Blaby D.C. officers to address concerns over security of the area is scheduled for 20th July.

his lease has now been signed. Huncote Football Club are to apply for planning permission to place a portakabin style building on the field, and the council were in agreement. The lease with Blaby D.C .over the triangle of land required for access has been signed and this is for two years.

5410/2 Electricity and water supply at the Sportsfield. The pavilion used by H.A.T.S. has been rewired by them which has shown that the meter and earthing system supply needs to be repaired or changed. The Clerk has contacted e-on and this will cost £151.63. The council were in agreement that this cost should be met by the council. The water supply seems to have been disconnected. It appears this may have been done during building work to Blaby D.C. Pavilion or Band hut. The Clerk is to investigate.

4751/4 Youth Shelter a meeting was held on 14th December between Huncote Parish Council, Blaby D.C. youth services, Leicestershire Constabulary and Huncote Youth of which twelve attended. It was agreed that a Youth Shelter was required to provide facilities for the young people and to prevent annoyance and incidents particularly in the area around the pinfold. Locations and styles of shelter were discussed with the preferred location being behind the Leisure Centre and styles being agreed. Blaby D.C. have indicated that they are prepared to have such a shelter on their land although when full details are available this is subject to final approval, a grant of £4,500 has been approved by Blaby D.C. with £4,500 being budgeted by Huncote Parish Council. A Shires grant is being applied for to cover both this and the Pinfold, and the Youth are also to apply for a youth grant. Further meetings are to be held on the 637 Bus during the 9th, 16th, 23rd and 30th January and a full meeting will be held at St James Hall on 1st February. This means the next Parish Council meeting will now be held on 8th February.

Audited accounts have been received and copies are to be given to councillors. (Done)Meeting next Wednesday 9th Sep at Library for copy of Library Service agreement, and funding is fine for forthcoming year, until following financial year decision made in November. Clerk to copy current agreement and circulate to all members.

Meeting next week 8pm Wednesday, project financial position and hoped to help decision of Parish Council in November and will provide details if we think we wish to take it forward. Library unable to get sponsorship. Walkers estate agents in Blaby will provide £200 to library if village is leafleted and anyone sells house through them.

Village decision based on precepts for decision to continue funding library each year. Need to ensure details are laid out so people can get an understanding of what money is required to keep it running.

The library committee would appreciate early payment of the grant once the precepts have been received to help pay salaries. The A.G.M. is to be held in Huncote Methodist Church Hall on due Chapel 17th June at 20.00 hr and all welcome. A Coffee morning was held on Sat 16th May 10.and £170.00 was raised. Further coffee mornings are to be arranged. Requests for more residents to use the library are to be included in Huncote Village News. The community librarian is able to visit the home of those unable to visit the library due to being disabled and arrange for volunteers to help them use the service. This service should be arranged through the librarian.12.00 at Chapel. An accountant to be after AGM. Accounts before second half of grant. has been found to audit accounts. New members and users of the library are to be encouraged and Huncote Village Newsl will be used to promote this. Grant OK to pay.

Huncote Partnership Library will now remain open for a minimum of two years

in the current premises apart from a small period in the spring when refurbishing will be carried out. A grant from Leicestershire County Council matching that of Huncote Parish Council is available. The amount of the 2006-7 grant required is £2,000 and this will be paid once library banking arrangements are complete.

Stuart Bacon was welcomed as the new Clerk, and it was agreed that Frank Burgess would continue his winding down and hand-over for another month, to help ease Stuart into the role.

The sabbatical of the Clerk is due to end on 1st July (at the time of the meeting I was unsure when the sabbatical officially began, on 1st April when she was paid until or 23rd when the letter was sent. I have since taken advice and it is 1st ) steps need to be taken to check if this return will be met, and if this is unlikely then as the current acting Clerk has indicated he is unwilling to continue beyond the end of August apart from in an advisory role an advert for a replacement will need to be placed. The Clerk is to draft a suitable advert and agree the wording with the Chairman.
