I am pleased to share with you the updates of the Humqadam-School Construction and Rehabilitation
Programme (SCRP) for the quarter that ended 30 June, 2018.
At the moment of writing this message Humqadam-SCRP is entering it’s final stretch. Having completed
1,385 classrooms and 836 toilets in Punjab along with the standardisation of 50 HSS and construction of
926 classrooms (new and rehab) and 354 toilets (new and rehab) for 178 regular schools in KP the
project now embarks on a daunting scaling up.
Since starting school construction in November 2015, Humqadam-SCRP has learned many lessons and
progressively developed a robust insight into the functioning of the construction industry in KP and
Punjab. A variety of systems and processes have been developed,
tested and fine-tuned to allow Humqadam-SCRP staff to
adequately monitor construction progress and quality and to
enable local contractors to understand the construction
innovations that the project introduced. Examples of such
innovations include cavity walls, Chinese bond and the utilisation
of lime in the mortar.
Also Humqadam-SCRP developed a two-pronged approach to
quality supervision and control. Quality supervision is routinely done by district engineering teams and
the quality assurance is realised with a dedicated team of QA/QC engineers doing their own independent
inspections. This way, shortcomings in construction quality can be timely brought to the attention of the
contractor for rectification purposes.
Together with the mobilisation of the local community for each school, Humqadam-SCRP enables
further general local oversight of the construction process as well as a demonstration of local ownership
of the new facilities.
The next fifteen or so months will no doubt, further test the systems and staff commitment across the
project, in the effort to scale up construction and deliver thousands more classrooms for the school
children in KP and Punjab. I have all the confidence that a collective sustained effort will result in achieving
this ambitious objective

What is a Grievance Redressal Mechanism?
Th i s qua r t e r Humqadam-SCRP reinvigorated their Grievance Redressal Mechanism (GRM) through finalising the revised manual, implementing training and providing information about it to the community. In conjunction with feedback from DFID, Humqadam-SCRP revised the GRM manual not only streamlining the way complaints are made to Humqadam-SCRP but, also to streamline the resolution, feedback and tracking.
Humqadam-SCRP is a large scale programme which may bring dramatic changes to a community. The GRM is in place to engage the stakeholders over the duration of the progamme's activities. The GRM also conveys Humqadam-SCRP's commitment to improving the educational environment with the community on board and also to serve as a conduit for soliciting inquiries, inviting suggestions and increasing community participation.
GRM Process
The GRM manual was developed in joint workshops between the CCCME team – Community Development, Capacity Building, Communications and Outreach and Monitoring and Evaluation (M&E), with oversight from the Infrastructure Director. The collaboration between all departments was vital to successful imp lementa t ion w i th in ex i s t ing resources.
The GRM has 3 main processes:1.Receiving complaints.
2.Categorising and resolving the complaints.3.Tracking the complaints.
Purpose of the GRM
An effective GRM plays a significant role in ensuring that Humqadam-SCRP operates effectively and efficiently on the ground by way of: ¡ Strengthening the relationship
between the community and the Humqadam-SCRP representatives.
¡ Increasing accessibility by removing barriers of l iteracy, distance , language etc.
¡ Promoting cooperation in making shared decisions and how to handle grievance(s).
¡ Starting a two-way process of mutual learning.
¡ Offering a quick, cost effective, fact-
based and efficient way to address concerns.
GRM TrainingsThe Community Development team will be the owners of the GRM and were trained in full day sessions alongside Monitoring and Evaluat ion team members. The following GRM trainings/sessions were organised:
¡ Peshawar Training was on 22-23 May, 2018 with 8 participants
¡ Lahore Training was on 11-12 June, 2018 with 13 participants
¡ Multan Training was on 25 June, 2018 with 12 participants
Additionally, the engineers were trained in a 45 minute session held as part of the wider Infrastructure Training, with 24 engineers attending the first session, and 28 attending the second. The focus of the engineers ' session was on their responsibilities in the resolution process.

“Community participation is the a unique feature of the SCRP. Humqadam provided a
unique opportunity to the community members to be part of the construction process.
The quality of construction is up to scratch. I have never seen such a beautiful public
school in my entire life.” Mr. Touseef Sajid, Community Committee for School Infrastructure (CCSI) member from
Rahim Yar Khan. Humqadam-SCRP has transformed 13 dangerous school buildings across
seven districts in South Punjab. All of the 13 schools have reported increased enrolment in
their new academic year.

Humqadam-SCRP wants to encourage professional development of the staff by way of internal (in-house) and external (third party institute or
provider) training that is a valuable addition in skills to the benefit of the employees. These trainings will primarily focus on soft-skills such as,
Effective Communication, Time Management et cetera, along with specialised technical trainings for example, MIS training, GRM training, etc.

“Lack of basic infrastructure at the school resulted in poor teacher
motivation, student absenteeism, and our average result was only 60%.
Every year 25-30 students dropped out from the schooling system. The
school was failing to deliver on quality education”
Mr. Nawaz Afridi, Principal Government Higher Secondary School Billitang,
District Kohat, KP province. Humqadam-SCRP provided 14 additional classrooms,
11 new toilet blocks, including one for PWDs, 3 science labs, and 1 Exam Hall, all
of which resulted 80 new enrolments for the new school year.
Funded by UK Aid and Australian Government*, Humqadam-School Construction and Rehabilitation Programme (SCRP) is setting a precedent
for safe, secure and conducive learning environment by delivering a suite of infrastructure facilities including, quality classrooms and toilet blocks
often for the first time in a lot of communities. The new infrastructure has given impetus to students to join their community schools.
