The Recreation Center employs three full-time and 12-17 part-time employees. “The way the Rec Cen- ter opened out of the chute, we were blown out of the water by the community’s acceptance and participa- tion as to what membership levels were, so we are quite condent that our economic projections will be exceeded by the year one actual re- ceipts,” Humboldt City Ad- ministrator Travis Goedken said. “Because of the use of the facility exceeding our con- servative nancial numbers, we were able to set $100,000 aside for future structural repairs and maintenance, to keep the facility nice, clean and well maintained,” the administrator said. So, bragging to the gover- nor? Yes, there was a little of that in a modest way. The greater community can be proud this private/ public partnership is keep- ing citizens t as a ddle. [ Shelter CONTINUED FROM FRONT PAGE ] the run area would be lime- stone rock to reduce odor. There will be camera se- curity for the shelter that could be dedicated with the system viewed by the Humboldt County dispatch. Board member Jess Tepner of Bode said a six-motion camera Lorex ® Smart sys- tem would only run $600- $700. Board member Larry Plagmann asked about stor- age and room for expansion? Lee said there would be an additional 200 feet west of the structure on the 5,625 square foot lot for possible future construction. Cordray said shelves could be constructed along walls in front of the cat and laundry rooms. “If there are donations of large pallets of dog food we can store it in the former re station area of City Hall,” Board member Travis Goed- ken said. FINANCING OPTIONS Goedken presented several nancing options for the non-prot to discuss. In virtually all scenarios, the city and county would be the signor of the loan agree- ment and would be respon- sible for the payment, unless the HCAS could secure a large donor or enough pri- vate fundraising to pay off the debt. Goedken said the rural economic development arms of Midland Power Coopera- tive or Corn Belt Power Co- operative could provide 80 percent of building project funds, $188,000 at 3 percent interest for 10 years. Payments would be $1,815 per month or $22,000 per year. Gronbach said he would be willing to enter into a lease/purchase agreement with HCAS for $235,000 at 5 percent interest for 15 years, or until the structure is paid for. Monthly pay- ments would be $1,858 per month. Goedken told the group that the most economical al- ternative may be to look at a Humboldt County Develop- ment Association (HCDA) revolving loan fund agree- ment for $235,000 at an in- terest rate of 2 percent per year. The cost would be $1,189 per month. However, there would be a balloon payment at the end of 10 years, at which time $129,201 would still be owed. “We would need to have a second applicant take over the loan for the additional 10 years at the same rate and payment schedule of $1,189 per month. “There are several ben- ets in utilizing the HCDA revolving loan fund. One, it has more exibility than some other payment meth- ods. Two, as a edging start-up organization, the HCAS has no credit his- tory. The third advantage is that it would keep monthly loan payments below $1,200 a month. Hopefully at the end of 20 years there would be funds to help put toward the debt. The disadvantage is that after 10 years, you would need an entity to accept that $129,000 bal- loon payment to pay off the loan,” Goedken said. A USDA rural facilities loan such as the one re- ceived by the Kiddie Cats Day Care, could possibly be obtained but would also require the city and county guaranteeing the debt, as the HCAS has no collateral. A USDA loan would reported- ly be at 4.25 percent interest. Goedken explained that a request to the Humboldt County Development As- sociation would go before their nance loan committee for a review. There would also be a guarantee of pay- ment requirement on the part of the city and county. “In the agreement with the HCAS, we can stipulate that city or county funds only go to the retirement of loan debt,” Goedken told the HCAS Board. After a few more com- ments and questions, Board member Rick Pedersen moved to “approach HCDA and see if they are willing to partner with us.” The 11 Board members in atten- dance unanimously agreed to pursue that route. RAISING FUNDS The Board discussed pos- sible fundraising events and strategies to attract donors to the projection. Duck rac- es and corneld feeds were among the options explored. It was also discussed what kind of donors to seek out and what amounts to ask for. As a point of information, Goedken reported receiving a call from Sheryl Tegtmey- er with the Humboldt Coun- ty Humane Society. She reported that Almost Home in Fort Dodge would agree to house animals brought in by Humboldt County. She reported that Webster City is sending animals there. Humboldt County Sher- iff Dean Kruger reported that the county paid Almost Home $3,200 per year and then $40 per dog beyond 40 dogs in a year. “They won’t take animals, especially cats, when they are full, and they are often times are full,” Erickson said. It was reported that both the city/Humboldt County and HCAS are protected by the agreement the county board signed last week and that the Humboldt City Council is considering sign- ing. Only local animals will be housed at the Humboldt Community Animal Shelter. Humboldt School registra- tion took place on Thursday, Aug. 8.
