PHRN explained

PHRN is a national research infrastructure network started in 2009

We work with federal, state and territory government agencies and groups to link health and other human services data (eg births, deaths, hospitals, cancer, education, justice)

We provide safe access to integrated, unit record data (NB. BIG data, not open data)

The University of Western Australia is lead agent for PHRN

There is a PHRN NCRIS Funding Agreement between Department of Education and Training and UWA

This is used for policy, planning, management and research

Data is generally fully identified (ie has name, address, date of birth, sex)

These variables are used for data linkage (not reliant on ‘person identifier’ numbers)

Data linkage: What and how

Data linkage is a way to bring together records from individuals, within and between different data collections

Linkage variables from each record are compared. Records with variables that are deemed the same, are considered to belong to the same person

Linkage is done in privacy-preserving ways

Example: HPV vaccination

Aim: To determine population-based Human Papillomavirus (HPV) vaccine effectiveness against cervical abnormalities

Method: Linkage of cervical cytology and HPV vaccine register data (Vic; AIHW)

Results: 14,053 vaccinated and 24,871 unvaccinated women attended screening between April 2007 and December 2011. The HPV vaccination program significantly reduced cervical abnormalities in vaccinated women within five years of implementation. Gertig et al, BMC Medicine 2013 11:227
