2. UNDP Presentation on the Sector’s SO1: Construction and Rehabilitation of Community Infrastructure

a. UNDP Presentation – Integrated Community Recovery and Stabilization Moving away from geographically and thematically fragmented

interventions, the overarching goal of the resilience-based approach of this programme is to stabilize local communities which were devastated by the onslaught of Boko Haram through the provision of support in 4 inter-related areas: livelihoods, security, basic services, and emerging local governance.

This was UNDPs first pilot project to demonstrate integrated multi-sector approach for early recovery under UNDP Integrated Community Stabilization Programme (ICSP).

The programme adopts a package of interventions in four areas: i. Livelihoods stabilization infused with opportunities for immediate

employment and income generation.ii. Restoration of basic services through the repair and

reconstruction of infrastructure essential for the pursuit of a dignified life in communities that were devastated by conflict, and the strengthening of basic services provision.

iii. Reinstating effective and accountable local governance systems through community participation and capacity building activities and;

iv. Rebuilding social cohesion through systematic social engagement and community security initiatives.

b. IOM Non-agricultural Livelihoods Skills Training - The livelihood components of

the EU funded project for IOM’s DDRR Programme will start in June 2019 once IOM receive the second batch of the Gombe graduates that were supposed to arrive in Maiduguri by the end of February. However due to postponement of the elections IOM expect this arrival is expected to happen by mid-March.

Construction / Rehabilitation - based on the request from Gombe OPSC,

Strong interest and request from partners implementing SO1 Activities (Construction of basic community infrastructure) to visit conduct a site visit to Ngwom to gain a deeper understanding on the success and challenges in design and implementation.

Partners advised to liaise with UNDP Head of Sub-Office / Project Manager for logistics on visiting Ngwom and other UNDP reconstruction sites.

Request from partners for the Sector to have more presentations on other ERL Strategic Objective activities i.e. SO2 - livelihood stabilization, SO3 - social cohesion and SO4 - local governance.

Request to IOM to share reintegration plans for wider circulation to the Sector partners.

IOM conducted some rehabilitation and construction work for the center using alternative funding from USAID/OTI and UK; and established a data center and five livelihood facilities for the graduates in the center. Under the EU Recovery Program, IOM will be targeting an established or dedicated recreational facility through funding reallocation that is currently in progress; in the meantime, through the same project IOM has expanded the clinic in the center as well.

The socio-economic reintegration plans for 13 out of the 85 (first batch) Gombe graduates were finalized in January and will be delivered to beneficiaries by the end of May. However, with the EU funding from June 2019 IOM will be targeting youths within the second batch of the Gombe graduates as well as their communities, in order facilitate smooth reintegration and community acceptance of the graduates.

c. SAHEI Livelihoods Presentation SAHEI Livelihood Centre is currently faced with the challenge of limited

resources, as a result, training of other income generation skills like tailoring, shoe and bag making, beads making etc. are on halt.

The socio-economic plans for the 10 out of the 20 first batch beneficiaries will be finalized by the end of March and will be delivered to beneficiaries by the end of April. From May 2019 SAHEI will be targeting youths within the second batch of the targeted beneficiaries as well as their communities (camps and host communities).

3. Coordination with EU Recovery Partners on Reporting - ERL Monitoring Framework and the EU Recovery Indicators

Consultations were held between the ERL Sector and Support to Coordination of EU funded Interventions in Borno State (SCEUBS) harmonize the ERL Sector with the EU recovery indicators. The objective was to enable EU recovery partners to report into the existing Sector templates that are used to develop the monthly HSU. SCEUBS provided all their recovery indicators to the ER Sector for review and alignment to the Sectors 9 indicators.

Refer to the attached harmonized indicator template (Excel Sheet: “Harmonized EU and ERL Indicators”).The monthly Humanitarian Situation Report (HSU) report that the Sector produces monthly is compiled based on collective partner contributions. The final narrative that the ERL Sector compiles (including all the other Sectors i.e. FS, Health, Nutrition, Education etc.) is designed to capture and report on activities conducted across the ERL Sectors 4 SOs and 9 indicators as a composite whole (and

EU partner reporting (5W and narrative) and meeting contributions to the Early recovery sector was appreciated (with good coordination and support from SCEUBS).

EU Recovery partners encouraged to report consistently on a monthly basis.

4. Monthly Reporting UpdatesThe IMO thanked the sector partners for the inputs they continue to provide on a monthly basis. Partners were encouraged to submit their the 5Ws data and narrative report in time for the sector to compile report for submission to OCHA.

Challenges in reporting while compiling the report for the sector especially were highlighted as follows: • Inadequate detail in narrative report• Mismatch in figures between 5W Excel sheet and Narrative template• Some Partners are re-submitting the same mistakes month after month –

please, please at least take the time to see what was corrected.

• Requested partners to be honest about achievements, but also challenges. It makes it more credible.

• Please review the previous edits that the Sector makes to your inputs before final submission.

• It is important, when you are compiling the narrative, to look at what went into the previous month or months HSU(s) and build the current reporting narrative from there.

• The Sector understands partner concerns on receiving individual recognition in the report; as much as possible the Sector has been and will continue to capture partner achievements without naming contributing organizations.
